    Background:

    Now in its tenth year, the Boko Haram crisis is adding to the long history of marginalization and chronic under-development as well as high rates of poverty, illiteracy and -and underemployment in North-East Nigeria. The North-East has experienced chronic under-development where poverty indicators continue to worsen with each year of the conflict – despite an overall poverty decrease in every other region in the country. Girls and young women are facing increased risk to GBV, including sexual violence, exploitation, early pregnancy and forced marriage in North-East Nigeria. Gender norms and socio-economic inequalities severely undermine the role of women in the community and society.

    In Borno state, Livelihood activities have been severely hampered over the last 9 years of the conflict, with commercial and other economic activities becoming paralyzed. The ongoing hostilities in North-East Nigeria has resulted in severe restrictions on population movements, which has had a massive negative impact on trade and markets, devastating livelihoods and rendering a significant portion of the civilian population extremely vulnerable and dependent on external assistance for survival.  It is estimated that more than 80% of IDPs identify agriculture or livestock as their main sources of livelihoods before the conflict, and access to rural livelihood activities in agriculture, fisheries, and pastoralism has been severely curtailed and reduced, leaving all households in conflict-affected areas facing increasingly high food prices – staple food prices are currently reported to be approximately 60% higher than the same period last year and up to 120% higher than the five-year average.

    Plan International is implementing a SIDA project reaching children, youth and adolescents who are survivors of Sexual and Gender Based Violence, Unaccompanied and Separated Children, Children with Disabilities and Children Formerly Associated with Armed Forces and Armed Groups who are survivors of S/GBV or at risk of or exposed to Gender Based Violence. The project is also building the capacity, raising awareness and training of community leaders including traditional and religious leaders as well and local S/GBV service providers. The project will target IDPs, Returnees and Host Communities in the Local Government Areas (LGAs) of Gwoza, Bama, Mafa, Monguno in Borno State and Michika, Mubi and Madagali in Adamawa State.

    The project’s objective pertaining livelihoods is that survivors of GBV and other protection concerns, at-risk girls and boys, and their caregivers have access to age appropriate livelihoods pathways that promote their recovery and prevent further harm.

    Plan International Nigeria is looking for a team of external consultants with strong knowledge of livelihood, gender and protection programming experience to facilitate a training of participants on:

    • Small and Medium business management
    • Financial management
    • Record keeping
    • Accessing Loans
