    Dialogue Training Consultant


    Project Description

    • The Northeast Conflict Management and Stabilization (NE-CMS) Program is funded by the UK Department for International Development (DFID)) with the aim of reducing violence and insecurity in Borno State
    • The program is an expansion from a pilot phase implemented by a consortium from August 2016 to March 2017 and is currently being implemented by a consortium with multiple partners both international and national with Mercy Corps as the lead. The program operates across 20 communities in 5 LGAs and will run until July2021.
    • As such, NE-CMS program envisions the following result:
      • Citizens more civically engaged, and civilian government and security forces are more transparent and inclusive in addressing community needs around service delivery and protection
      • Communities and citizen security forces have improved capacities to protect civilians in conflict.
      • Communities demonstrate improved trust and social cohesion within and between actors at the local level.
      • Local decision-making spaces and peacebuilding processes are equitable and inclusive of marginalized social groups, especially youth and women.
    • In November 2018, Mercy Corps and local implementing partners facilitated foundational dialogue trainings for all members of local Conflict Management Committees (CMCs) on topics including:
      • Understanding conflict, its dynamics, spillovers effects, causes and escalation;
      • Constructive communication, empathy and collaboration;
      • Engaging in dialogue for relationship building and understanding; and
      • Utilizing approaches for dialogue facilitation. Since then, local partners have mentored CMCs to apply their analytical, communication, and facilitation skills to conduct monthly local dialogue forums on conflict issues particular to their communities
    • To date, CMCs & GGC have conducted over 10 forums in each of their communities and have begun implementing joint actions between conflict parties with the exception of Pulka which is a new location in the program.

    Objectives

    • The Consultant will conduct a ToT for NECMS local partners on dialogue facilitation skills and also work to support Outcome 1 & 3 by conducting a series of dialogue refresher between the CMC & GGC aimed at promoting cross-learning and building the capacity of local Conflict Management Committees and Conflict Management Committee to participate in and facilitate dialogue forums that can create an inclusive space for mutual understanding and trust building
    • Local Committees will be expected to engage in dialogue with various identity groups within communities, respectively.

    Activities
    The Consultant will:

    • Review pre-training needs assessments to synthesize the particular capacity gaps among local partners, CMC & GGC members
    • Develop/refine training materials, including the agenda, facilitation guide, and other materials and resources related to content and exercises in close collaboration with Program Manager.
    • Facilitate a 3-days dialogue facilitation training for local Conflict Management Committee and Good Governance Committee member across the five (5) LGAs
    • Write a final training report on key outcomes.

    Deliverables and Timeframe
    Deliverables Deadline:

    • Training Agenda, Facilitation Guide, Materials - 25th November, 2019
    • Trainings - 28th November, 2019
    • Training Report - 22nd December, 2019.

    Total Level of Effort:

    • 30 Days

    Investment Fund Manager

    Program / Department Summary

    Mercy Corps Nigeria was established in 2012 to respond primarily to growing humanitarian needs in the Northeast. With a strong and growing team of over 200 staff, Mercy Corps is currently serving over 600,000 beneficiaries across the country with programming in Lagos in the South; Kaduna, Benue, Nasarawa and Plateau in the Middle Belt; Kano, Yobe and Borno in the North. Programs include girls’ education and financial inclusion, community peacebuilding, market-based livelihoods and a multi-sector humanitarian response that has a strong emphasis on WASH, Shelter, Cash and Protection. With the vision of a Nigeria in which all people are empowered, engaged, resilient and secure, Mercy Corps Nigeria focuses on the root causes of conflict, governance, humanitarian response, and market systems development.

    Working with a diverse funding base that includes the United States Agency for International Development (USAID), UK Department for International Development (DFID), United Nations (UN), European Commission (EC), and several foundations, Mercy Corps empowers people to recover from crisis, build better lives and transform their communities for good. In 2019, Mercy Corps was awarded a five-year, $30 million USAID-funded Rural Resilience Activity in Nigeria’s northeastern states. The purpose of the Rural Resilience Activity is to sustainably move people out of chronic vulnerability and poverty. The Rural Resilience activity will enable individuals and communities to engage in strong and sustainable market systems rather than continuing to rely on humanitarian assistance and faltering with each new shock.

    General Position Summary

    Mercy Corps is currently seeking an Investment Fund Manager for a recently awarded 5-year, 30 million USD Rural Resilience program in the Northeast of Nigeria who will lead the management of Enterprise Investment Fund, a matching grant facility that will support enterprises to address underlying key constraints and promote investment. The Investment Fund Manager is responsible for the overall leadership and management of the facility including developing procedures, regulations, and best practices for the establishment of the fund mechanism.  The Investment Manager will lead the establishment of processes including a fund management manual. They are responsible to coordinate with the project team in designing call for proposals, selection of the most viable investment ideas and its execution. Working closely with the Mercy Corps Nigeria finance team, the Investment Fund manager will be responsible to ensure compliance with USAID regulations. They will monitor performance and provide timely reports to ensure that financial resources are used effectively and efficiently. The Fund Manager will be guided by the principles of transparent and competitive allocation of funds; strict management guidelines, and support for public, private or community actors and organizations of all sizes.

    Essential Job Responsibilities

    • Take the overall technical lead and direction on the management of the investment fund to meet the intended project goal and catalyze investment in target areas.
    • Lead the design and development of process, guidelines and manual for successful management of investment funds based on Mercy Corps global best practices and in compliance with USAID regulations.
    • Understand the key elements of a successful investment, and develop tactical and strategic plans for the fund.
    • Ensure that the Investment fund supports activities across the key sectors that the project is targeting and does not crowd out financial markets and actors, rather helps them to flourish.
    • Ensure all components of the Investment Fund work together to meet program goals.

    Specific Job Functions

    • Work closely with the project team to conduct research and assessment to identify potential private sector, public and community-managed entities for partnership
    • Organize and conduct Multi-stakeholder platforms to disseminate Rural Resilience Project’s Investment Fund opportunities to potential partners
    • Develop tracking systems to ensure all documentation is appropriately disseminated and managed
    • Lead the entire process of carrying out due diligence on companies
    • Liaison with the project and finance team to provide support on strengthening partner skills in financial management, program reporting and other administration processes
    • Ensure all components of the Investment fund are compliant with USAID and MC regulations.
    • Responsible for all administrative issues related to the investment fund including monitoring, tracking financial and program reports.
    • Propose strategies for building resilience and improving market system performance, including making business strategies more inclusive and beneficial to enterprise productivity through the investment fund
    • Support development of learning platform related to innovation and investment to be utilized throughout the life of the program

    • Ensure compliance with security procedures and policies as determined by country leadership.
    • Proactively ensure that team members operate in a secure environment and are aware of policies.

    Reports Directly To: Chief of Party

    Works Directly With: DCOP, Program Sector Managers, Program Managers, Program Quality and Development Director, Reporting & Communications Officers, Director of Programs, Finance, and Operations teams. Coordinates with HQ Technical Support Unit.

    Knowledge and Experience

    • Masters’ degree or equivalent in Finance, Economics, or Business Administration, or Bachelors’ degree with significant additional experience.
    • Minimum 5-7 years of experience in enterprise development; investment management; and working in partnership with private sector actors.
    • Good understanding Markets Systems Development (Making Markets Work for the poor-M4P) approach and facilitation including coaching, relationship building, communicating, open and willing to work on new initiatives
    • Good understanding of the investment process is essential
    • Proven skills in strategic planning, assessment, and business development, as well as a proven practical and theoretical understanding of the project cycle.
    • Demonstrated ability to develop proposals for new projects and programs from conception to submission.
    • Demonstrated experience and ability to professionally and appropriately represent the organization and negotiate and defend Mercy Corps’ interests with a diverse range of international and local organizations and other groups
    • Demonstrated understanding of complex developmental and transitional contexts, particularly in a resilience context, preferred.
    • Excellent verbal and written communication, organizational and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time.
    • Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
    • Experience of working on USAID programs preferred
    • Fluency in spoken and written English required.
    • Knowledge of Hausa and other local dialects such as Kanuri or Fulfulde is preferred.
