    AVR Officer

    Location: Michika, Adamawa
    Contract type: National contract

    The Position

    • The overall responsibility is to Supervise the implementation of AVR activities (Community Safety Planning, Conflict Management, Dialogue Facilitation, Youth Engagement) etc., mobilization and supervision of AVR facilitators and ensuring project targets and objectives are achieved

    Key Responsibilities
    Project Implementation:

    • Draft work plans for the projects in close consultation with AVR Facilitators and share with AVR Supervisor and Manager for review and approval.
    • Ensure work plans are regularly updated and that the masterwork plan and team monthly work plans are synchronized to reach project targets, achieve project objectives and outcomes.
    • Coordinate community forums and discussions on key community issues.
    • Coordinate peacebuilding activities that address conflict drivers in communities of interest.
    • Make sure resources allocated to the communities are appropriately spent through local community structures/taskforce by giving the required technical support.
    • Plan, prepare, implement and document project operations, including but not limited to community entry, community mobilization, community planning, beneficiary feedback mechanism, annual work-plans and budgets.
    • Ensure that all tasks allocated by AVR Supervisor and Manager are executed properly, efficiently and in accordance with DRC/DDG operational guidelines.

    Finance/Admin/Logistics:

    • Produce field monthly budgets, logistical lists and associated order requests
    • Assist AVR Supervisor/ Manager in planning and monitoring expenditure and spending forecasts ensuring accountability across the programme.
    • Ensure that there are accountability/support documents according to DRC/DDG financial guidelines by the end of each month and submit to the finance department.
    • Follow all DRC/DDG procedures for security, finance and logistics, HR and Admin
    • Ensure all procedures for HR, Finance, Logistics are strictly adhered to.

    Reporting:

    • Assist AVR and M&E Managers in ensuring the implementation of a rigorous M&E plan in the programme and monitor AVR documentation for the timeliness, quality and detail.
    • Compile required monitoring forms and reports using the prescribed DRC/DDG formats and submit reports to the AVR Manager within assigned deadlines.
    • Assist AVR Supervisor in drafting weekly and monthly reports, and interim and final project reports, and submitting and providing briefings for national stakeholders on a regular basis when requested.
    • Assist AVR Supervisor and Manager with documentation of lessons learnt and AVR good practice

    Liaison with Stakeholders:

    • Act as the main spokesperson of the DRC/DDG project in assigned project areas.
    • Assist the AVR Manager in advocating for the programme with national and local officials and community leaders.
    • Liaise with local authorities and key community actors about development and safety needs in the assigned target communities in order to facilitate a consultative community planning process.
    • Ensure good cooperation with partners in joint or supplementary implementation areas
    • Ensure coordination and collaboration with other DRC/DDG field staff to ensure programmatic synergies and complementarities.

    Team Mangement:

    • Provide coaching, mentoring, training and support to AVR facilitators in assigned target areas.
    • Lead and guide AVR facilitators in the implementation of programme activities in assigned target areas by allocating tasks within the team in the field, ensuring all members of the team are exposed equally to the different types of tasks involved in the project cycle.

    Other:

    • Contribute to the management of safety and security by adhering to established protocols
    • Take good care of all assigned equipment’s, including computers and communication equipment
    • Attend training as requested by DRC/DDG
    • Any other relevant duties as requested by AVR Supervisor or Manager

    Job Requirements
    Essential:

    • 2-3 years’ previous experience working with an INGO in Peacebuilding/Conflict Management/Community Safety in Nigeria
    • Knowledge of local communities, actual inhabitants of these areas are preferred.
    • Good command of English and local language both speaking, reading and writing
    • Proven communication, interpersonal and facilitation skills
    • Must be able to remain neutral when working with communities

    Desirable:

    • Previous experience with supervision and coordination of other people’s work/team management an asset.
    • Experience in conflict management and prevention as an asset
    • Previous work expense with women programming- Women Peace and Security- UNSC Resolution 1325
    • Previous work experience with youth programming
    • Open and willing to learn new things
    • Enthusiastic, creative and hard-working.
    • Basic computer skills

    AVR Facilitator

    The Position

    • Direct operational implementation of AVR activities in the DRC/DDG areas of operation (community safety planning, conflict management education, dialogue facilitation, youth engagement)

    Key Responsibilities
    Project implementation:

    • Assist the AVR Officers in facilitating AVR activities (e.g. community safety planning, conflict mediation, dialogue facilitation, youth engagement) as required after extensive training.
    • Assess community needs and establish priorities in cooperation with all stakeholders at the local level in coordination with AVR unit management.
    • Assist in the undertaking of conflict analysis of the targeted communities.
    • Undertake Focus Group Discussions with targeted segment of the communities of the assigned location when needed.

    Liaison with project stakeholders:

    • Establish a wide information network including authorities, security services, communities, NGOs, and other possible sources of information.
    • Serve as a focal point and link between DDG and local representatives at different levels, in assigned areas of responsibility and advocate for the project in the target locations.
    • Liaise with local community leaders, civil society groups and local authorities about the implementation and prioritization of community needs with the elected task forces respectively in maintaining point of contacts with all target communities (i.e. community rapport maintenance).
    • Organize and facilitate monthly community meetings in briefing project implementation status and mitigating potential conflicts.
    • Cooperate and coordinate closely with other DRC/DDG field staff to ensure programmatic synergies and complementarity.

    Reporting:

    • Regularly report to and update the AVR Officer/Supervisor on all issues relating to activities within target communities on a daily basis to include a situation report and suggestions to adjust activities for increased effectiveness.
    • Ensure all information collected is accurately recorded and respond to high quality standards.
    • Ensure standard reporting formats are filled and submitted in a timely fashion (daily activity records, weekly summary).
    • Contribute to the weekly and monthly report as required and attend weekly planning and coordination meetings.

    Other:

    • Contribute to the management of staff safety and security by adhering to established safety Standard Operating Procedures (SOPs) and following the guidance of the Country Safety Advisor/local safety FP.
    • Any other duties as directed by AVR Officer/Supervisor.

    Essential:

    • Experience in community mobilization, facilitation of workshops or other participative activities (focus groups, mediation processes, etc.) necessary.
    • Excellent facilitation and communication skills.
    • Knowledge of local communities; actual inhabitants of these areas are preferred.
    • Fluency in local language and English language speaking, reading and writing.
    • Must be able to remain neutral when working with communities.

    Desirable:

    • Previous experience working with youth and women programming
    • Previous experience working for an international or national NGO/civil society organization
    • Energetic and enthusiastic
    • Willing and able to work for long hours when requested
    • Creative and willing to learn new things
    • Basic computer skills (Microsoft Office Suite, Outlook)

    Education

    • University Degree in Social Science or tertiary education in any other relevant field will be a preferred

    AVR Community Policing Officer

    Location: Michika, Adamawa

    The Position

    • The primary function for this position is to develop a mutual relationship with community members and the local leadership structures and define and solve problems through collaboration with community residents.
    • The goal is to prevent and/or reduce crime, fear and antisocial behaviour in the community.
    • Community Policing recognizes that crime prevention and control must involve a partnership between the police and the community.
    • People appointed to serve in this role must have prior experience in Nigeria Police Service.

    Key Responsibilities

    • Mobilize project participants and key stakeholders at the state, local government and community level and introduce them to the concept of community policing.
    • Determine the training and capacity building needs of community leaders and other key project stakeholders on community policing.
    • Interact and collaborate with members of the community to create and maintain comfortable and safe living conditions in the communities.
    • Play a preventive role by making their presence felt in the community by creating a sense of security to community members, deter crimes, support crime victims, and offer information when necessary.
    • Carry out enquiries in communities to establish any safety and security needs.
    • Jointly with community focal persons, establish community support structures that can be used for reporting crime and any other activities that could threaten peace and harmony in the community.
    • Participate in preparing monthly/quarterly/annual highlights and reports.  
    • Assist AVR Manager and AVR Supervisor in carrying out monitoring and evaluation of program activities. 
    • Develop weekly and monthly plans and budgets for AVR Supervisor or Manager’s approval 
    • Advice AVR Manager and Supervisor on tools and equipment required for the implementation of community policing activities. 
    • Ensure quality control during implementation of Community Policing activities in accordance with DRC-DDG global standards.

    Experience and Technical Competencies
    Essential:

    • At least a Bachelor's Degree from a recognised institution of higher learning in Nigeria. Specialised training in criminal justice, law, mediation and dispute resolution is an added advantage.
    • At least 7-10 years of service in Nigeria National Police Service.
    • Knowledge of the context of Northeast Nigeria.
    • Proven record of working with local communities in maintaining law and order.
    • Experience working in diverse and cross-cultural and insecure context.

    Desirable:

    • Previous experiences in the Community Policing program is an added advantage
    • Experience working with NGOs, preferably in a humanitarian context.
    • Master qualification in conflict prevention, international relations, law, peace studies

    Education:

    • A Bachelor Degree qualification in Law, Criminal Justice, Mediation and Dispute Resolution, International Relations, Peace Studies, Political Science or related field.
    • Languages: (indicate fluency level)
    • Able to communicate in spoken English.
    • Fluency in Hausa and Kanuri will be an added advantage
