General Description of the Position

Requirements

- You hold a Master's Degree, ideally in Humanitarian Program Coordination, International Development, International Relations
- You have a significant experience with INGOs in insecure setting on the same type of position (at least 3 years)
- If you have a previous experience with ACF in emergency and post-emergencies, it would be considered as an asset.
- You have excellent management skills specially of large scale programme (You are experience in HR, projects and stress management)
- You have strong ability to organize, train and motivate a multicultural team
- You have excellent diplomatic and negotiation skills
- You are disciplined, organised and able to work independently
- You are fluent in English
- You have dxcellent drafting and written skills
Specific Conditions / Salary
- Contract: 24 months fixed term contract under French legislation
Remuneration and Benefits
- Monthly gross salary: from €1805 to €2305 upon experience.
- Per diem and living allowance: €539 (cf eurocost) net, field paid.
- + 12 % of monthly gross salary as country allowance.
- + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
- + Child allowance, limited to 5 children.
Transportation and accommodation:
- Coverage of transportation costs to and in the mission.
- Individual room in guesthouse covered
- Medical coverage: 100% coverage of medical expenses + repatriation insurance.
Leaves and RnR:
- 25 days of paid leaves per year.
- + 20 RnR per year.
- + 215 € at each RnR period every 12 weeks and coverage of the transportation expenses
Training:
- Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
- Technical trainings at HQ or regional level (averagely 1 per year).
- Intermission Workshop once a year.

Tasks and Responsibilities
Objective 1 - Transport people and equipment under good security condition:
- Ensure the safety and security of ACF vehicle and it personnel’s.
- Drive in a safe way at all times, respecting the country’s circulation rules and following the base/capital logistician’s planning and instructions
- Follow ACF communication protocols and SOPs, communicate via phone and/or radio with the base and ensure that all communications equipment on board is charged and operational.
- If necessary, remind passengers to fasten their seat belts
- In case of an accident or incident, immediately get in touch with the logistics department and follow their instructions; complete incident report within 4 hours or as soon as arriving back to base
- Follow all ACF rules and regulations and vehicle manufacturer’s guidelines when using the vehicle.
- Ensure that all personal documents (ID, driving licence) and vehicle documents are valid and kept on board at all time
- Ensure all required safety equipment is carried on board and in good condition and inform logistics department of any deficiencies.
- Go for Interstate and field movements and stay in other bases overnight as and when required.
- Work according to the driver’s roaster/ schedule; including weekends and national holidays.
Objective 2 - Ensure maintenance of the vehicle:
- Solve minor problems and perform basic maintenance;
- Inform the logistics department of any major repairs to be carried out and immediately inform of any incurred damage;
- Carry out daily checks before starting up the engine;
- Carry out weekly checks once a week.
- Keep the vehicle clean and wash it on a regular basis as requested by the base/capital logistician;
- Keep track of maintenance schedule and notify base/capital logistician 500-1000km before the maintenance is due
- Ensure that vehicle tool kit and first aid kit are complete
Objective 3 - Prepare departures to the field and assist with deliveries:
- Inspect and prepare the vehicle the day before departure so as to be on time;
- Load the vehicle with transported goods.
- Ensure that dully filled and signed delivery notes accompany transported goods. Obtain signature of delivery note from consignee and return document to the sender.
- Check if all required equipment is on board and functioning (communication equipment, tool box, medical kit, fuel, stickers, flags)
- Check with base/capital logistician if security clearance is received before departure (SMP approved for cross state movements)
Objective 4 - Ensure all vehicle documentation is completed:
- Ensure all documents are on board and filled dully with readable handwriting.
- Record the car movement in the movement log and get passenger’s signature
- Complete the Fuel Log book accurately on a daily basis with mileage, fuel consumption information and after every maintenance
- Submit the completed Log Book to the base/capital logistician on a monthly basis
- Submit all receipts for fuel, airport and parking tickets, etc. in a timely manner to the base/capital logistician for reconciliation

- Base/capital logistician: hierarchical relationship – technical support – exchange of information, collaboration on planning and all transport matters.
- Logistics Coordinator: technical supervisor
- Other staff members: transportation
External:
- Program facilitators, Donors, local ministries, staff of other NGOs
- Local suppliers: To assist logistics in procurement and delivery of goods
Position Requirements

1. Project Background
Action against Hunger (AAH) is currently implementing humanitarian multi-sectoral emergency response services with the support from the American people through USAID/Food for Peace (FFP) to vulnerable internally displaced persons (IDPs) and host community members affected by the insecurity in Borno State, North-Eastern Nigeria across 2 targeted Local government Areas (Maiduguri Municipal Council (MMC) and Jere).
The objective of the project is to improve household food security of IDPs, returnees and the most vulnerable individuals affected by conflict and insecurity especially of women and children through integrated cash transfer schemes and behavior change interventions. The AAH/FFP intervention (Porridge mum) is expected to address a total of 1,500 pregnant women, lactating mothers with children under two years of age with most urgent food and nutritional intake needs.
The porridge mum aims to provide a platform for pregnant and lactating mothers of children under five years old to learn about and discuss issues related to IYCF, with particular emphasis on increasing their knowledge on how to prepare nutritious foods from available local resources; promote breastfeeding practices; and personal and household hygiene as well as health-seeking behaviors. Following the experience and learnings from the ongoing Porridge Mums activities, the project has been continuing the activity in a modified format in an attempt of promoting optimal and positive IYCF practices. It contributes to the improvement of nutritional status, growth, health, and survival of infants and young children through education and counseling sessions focusing on optimal breastfeeding, complementary feeding, health-seeking behavior and community hygiene and WASH practices.
2. PURPOSE AND OBJECTIVES OF THE STUDY
Objectives of the study
The main purpose of the consultation is to conduct comparative costing analysis. Comparative costing study of the porridge mum activities to compare with wet feeding interventions as well as the monthly MUAC screening will be undertaken.
Specific Objectives/research questions
Develop comparative costing tools and undertake costing analysis of selected activities associated with costing data collection,
Conduct retrospective comparative cost analysis compares the costs and outcomes of two or more activities Porridge Mum, OTP/SC, and Monthly MUAC screening
Advise on potential opportunities for nutrition intervention in our implementing area apart from the current strategy.
Profile of the evaluator
Essential:
- Qualified nutritionist or economist with extensive experience in MYCN and cost analysis experience especially in a complex emergency context
- Excellent analytical and statistical skills.
- Strong communication skills, with excellent written and spoken English
- Experience of establishing strong working relationships with colleagues from different functions and cultures.
- Ability to work on own initiative and to meet deadlines.
- Excellent reporting and data consolidation skills.
- Willingness and ability to travel within Borno state.
- Has previous experience in similar assessments
Desirable:
Previous experience in Northeast Nigeria mainly Borno State
