    Consultant - Develop Child Protection Sub-sector 3 Year Strategy for North-East Nigeria

    Duration: 63 days from the date of signing the contract.

    Purpose of the Consultancy

    • To develop a three-year strategy to better enable Child Protection Sub-Sector actors to respond to the evolving context in a responsive, effective and harmonized manner.

    Main Tasks of the Consultant

    • Review necessary documents for context and sector overview & develop key informant list, stakeholder engagement strategy, and questionnaire and meeting guide.
    • Conduct meetings and workshops with key stakeholders and Child Protection Sub-Sector Members as outlined in workplan. This will involve field visits to locations in Adamawa, Borno and Yobe.
    • Draft and present Child Protection Sub-Sector 3-year Strategy.
    • Finalize and submit the approved Child Protection Sub-Sector 3-year Strategy

    Expected Deliverables:

    • Work-plan developed based on literature review (home-based)
    • List of key stakeholders to engage, inclusive of child protection actors and those across other sectors and specialties (e.g. GBV, Education, MHPSS, Nutrition) and framework for engagement completed (home-based).
    • Questionnaire and agenda drafted for key stakeholder interviews and meetings (home-based)
    • Meeting and workshop report with clear background and recommendations (Maiduguri, Jere, Ngala, Monguno, Damaturu, Abuja, Yola)
    • Draft strategy including (home-based)
    • Early recovery, protracted crisis and emergency response strategies
    • Contextualized approaches
    • Joint or integrated approaches across sectors, where relevant
    • Measurable indicators to track progress against strategy
    • Capacity building gaps and ways of addressing gaps
    • Linkages to the National Action Plan to End Violence against Children and other relevant national or local action plans
    • Gaps in technical guidelines;
    • Costed strategic work-plan with timeline.
    • Workshop to present draft and solicit comments from all stakeholders (in Maiduguri & Abuja).
    • Final consolidated and endorsed document developed and designed ready for launch and dissemination.

    Qualifications, Experience and Skills Required

    • Advanced University Degree in Sociology, Anthropology, International Development or a field relevant to UNICEF’s work.
    • At least 5 years’ experience in coordinating and managing child protection programmes in emergency and/or early recovery/development contexts.
    • Previous experience working in UNICEF is highly desirable.
    • Proven problem-solving skills; to assess situations, identify needs, and respond with recommendations to address identified issues during the course of the assignment;
    • Strong verbal and written communication skills;
    • Technical knowledge and experience in assessing quality of child protection in humanitarian action programming.
    • Fluency in Spoken and Written English required.

    International Consultant for Developing Education Strategy for North-East Nigeria

    Purpose of the Consultancy
    The purpose of the consultancy is to facilitate Education sector and Government members/partners in:

    • Contributing to the development/update of a multiyear (3) Education response strategy and prioritized action plans and ensuring these are adequately reflected in the overall country strategies and appeals with reference to Government Agencies.
    • Help sector and partners to collectively focus on key issues, and facilitate a discussion on how to realize better overcomes and designing a roadmap
    • Ensuring awareness of relevant policies, guidelines, technical standards and relevant commitments that the Government/concerned authorities have defined; and that sectoral response is in line with them.
    • Develop EiE response actions while at the same time considering Education within early recovery as well as prevention and risk reduction concerns in Government plans.

    Main Tasks/Responsibilities

    • In coordination with SUBEB review necessary documents for Education context and sector overview (HRP, Technical guidelines, Government policy and guidelines)
    • Develop tools for data collection in IDP camps on education needs assessment in Borno state
    • Develop curriculum and questionnaire for meetings and workshops as outlined in the agreed workplan
    • Draft and present to the Education Sector coordinator the multiyear Education in emergency Strategy for review and input
    • In collaboration with the Education Sector coordinator and the SAG, finalize the multi-year Education Sector Strategy

    Expected Deliverables:

    • A situation overview is developed after the review of all Education strategic documents/guidelines (HNO, HRP, 2018 Education Strategy, the annual school census report, other strategic document).
    • One analysis report is produced after to conduct a Secondary data review.
    • Six IDP camps are visited and data are collected on out of school and education response in and out of the IDP camps.
    • One report is produced based on Needs/gaps analysis conducted.
    • 3 meetings/Workshop are organized with EiEWG to produce the Macro Log frame, the Budget and the Theory of Change.
    • One final draft of the multi-year (2020 – 2023) strategy is produced. This draft includes:
      • Situation Overview
      • Nigeria Education Sector
      • Principles of the Strategy
      • Caseload and Prioritization
      • Nigeria Education Sector response framework
      • Operationalizing the Framework
      • Thematic issues
      • Monitoring
      • Resources
      • Workplan
      • Presentation/workshop/roundtable discussion on draft strategy
      • Final consolidated and endorsed document developed.

    Qualification, Experience and Skills Required

    • Master’s Degree in Education, Social Science, International Relations or a related field from a recognized university.
    • Minimum six years of professional experience in program development, coordination or management for the humanitarian sector, particularly for international NGOs and UN agencies.
    • Extensive experience of working with the education sector in emergency situations and contexts, with a strong capacity for analysing education needs and developing a response strategy for large institutions.
    • Experience in designing and delivering training on project cycle management.
    • Experience in writing education in emergency or education/protection proposals
    • Experience in mainstreaming crosscutting issues – like protection, GBV prevention, Accountability to Affected People.
    • Familiarity with child protection and the systems strengthening approach would be beneficial.
    • Experience in undertaking assessments and information management systems
    • Previous experience working in UNICEF is highly desirable
    • Ability to conduct data analyses using Excel or other statistical software (Stata, SPSS, etc.)
    • Proven problem-solving skills; to assess situations, identify needs, and respond with recommendations to address identified issues during the assessment.
    • Willingness to travel and work in the field in insecure areas
    • Knowledge of the full strategy development cycle grants experience will be a plus; Fluent in writing and editing skills in English. Ability to work long hours and be flexible in order to meet tight deadlines.
    • Experience of working on information management and reporting systems within the public sector.
