    Principal Process Safety Engineer

    Job Purpose
    The purpose of this position is to provide Process/ Technical Safety Engineering expertise and support to Shallow Offshore projects, to enable the embedding of Goal zero.

    • Lead reviews to help establish fit for purpose and cost-effective approach to technical safety engineering.
    • Act as the Technical Safety Technical Authority (TA2) for Shallow Offshore project team with accountabilities as defined in the AIPSM and DCAF.
    • Provide specialist services and support for Process Technical Safety (HEMP studies) studies.
    • Provide support, challenge and expert advice, relating to Design Integrity, Technical Integrity and Operating Integrity during the Design and Execute phases of the projects.
    • Drive the implementation of the Technical Safety Engineering discipline standards.

    Principal Accountabilities
    The incumbent will provide hands-on Technical Safety Engineering services and support under the Engineering Lead and the accountabilities include:

    • Executing HEMP studies to support Shallow Offshore Project team.
    • Providing specialist services and support to the project team on requirements on HSSE Cases and the associated HEMP studies (HAZID, HAZOP, Bow-Tie, FIREPRAN, etc) supporting these HSSE Cases.
    • Screen and/or Review E-MoC to support timely Technical Safety input to assure proper Risk Management in the Management of Change Process.
    • Hazardous Area Classification (HAC) Review: Support HAC, ensuring timely Process/ Technical Safety input.
    • Participating in audits, health checks, technical reviews, incident investigations and peer assists as the technical authority in the subject area.
    • Provide input into detailed design of new facilities or modifications to facilities undertaken by the Shallow Offshore project team with special emphasis on safety and optimization of facility up-time/availability.
    • Ensure compliance with the requirements of HSSE & SP Control Framework and the Discipline Control and Assurance Framework (DCAF) for the effective delivery of projects within the Shallow Offshore project team.
    • Provide Technical Authority (TA2) support for the Shallow Offshore Project Team.
    • Promoting effective communication of Technical Safety best practices in Shallow Offshore projects.
    • Lead HSE Risks Management:
      • HAZID organisation/facilitations/contribution
      • Hazard analysis using Bow Tie.
      • Risk Assessment contribution/facilitation/training
      • HSE Cases / ALARP demonstration process.
      • Management of Change.
      • Major Hazards Management.
      • Physical Effect Modelling (using FRED software)
      • Support Quantitative Risk Assessment (QRA) review.

    Requirements

    • Broad knowledge of oil and gas business and its process safety aspects. Technical Engineering or Advanced Science degree with 10+ years relevant experience. Broad experience with EP and experience with Safety risk aspects of EP. A degree in safety risk engineering would be advantageous.
    • Good understanding of the business risks
    • Assessed TSE TA2 (or TSE TA2 ready at the minimum)
    • Good knowledge of the relevant Group and EP standards.
    • Knowledge in use of Design safety tools such as HSE Cases, Bowties, HAZID, FIREPRAN, HAZOP, Layout reviews, Fire & Explosion modelling, QRA, SIL, dispersion modelling, etc.
    • Good understanding of business aspects of HSE in the short and long term.

    Senior Technical Safety Engineer

    Job Purpose

    • Provide Hazard & Risk Safety Management and Process Technical Safety Engineering leadership and support to Assa North Projects, to enable the embedding of Goal zero.
    • Support reviews to help the client to establish fit for purpose and cost-effective approaches to technical safety engineering and asset operability and integrity. Deliverables (Technical Safety Review, Desktop Safety Review) will address technical and operational issues in a way that is fully integrated with the management of other business risks and activities.
    • This includes work with HEMP principles including ALARP demonstration via various techniques including QRA, Layers of Protection Analysis (LOPA) as applicable, and deliver specific related process safety services to producing assets:
      • Process Technical Safety support to Production Operations.
      • Support Process Technical Safety (HEMP studies) Studies
      • Provide support, challenge and expert advice, relating to Design Integrity, Technical Integrity and Operating Integrity during the Operate phases of the asset life cycle.

    Principal Accountabilities

    • Execute HEMP studies to support Projects
    • Provide specialist advice and support to Assets on requirements on HSSE Cases and the associated HEMP studies (HAZID, HAZOP, Bow-Tie, FIREPRAN, etc) supporting these HSSE Cases
    • Provide ad-hoc Process Safety support to Projects (i.e. HAZOPS, risk assessments and incident investigations etc as required
    • Advice and acknowledge Facility Status Reporting deviations on Safety Critical Elements
    • Screen and/or Review FSR deviation/ E-MoC to support timely Technical Safety input to assure proper Risk Management in the Management of Change Process
    • Hazardous Area Classification Review: Support HAC, ensuring timely Process Safety/Technical Safety input
    • Support Process Safety Incident Investigation
    • Knowledge sharing in Process Safety/Technical Safety and provide on-the-job coaching to Junior Process Safety Engineers
    • Provide/support LODs assurance such as 5 Yearly PSR and process safety LOD1s.
    • HSE risks Management:
      • HAZID organisation/facilitations/contribution
      • Hazard analysis using Bow Tie
      • Risk Assessment contribution/facilitation/training
      • ALARP demonstration process
      • Management of Change
      • Major Hazards Management

    Requirements

    Principal Mechanical Static Engineer - Deepwater Projects

    Purpose

    • To provide leadership and specialist expertise on static and rotating equipment engineering, with TA2 accountabilities, for project and assets to achieve compliance to Process Safety, HSSE and Quality standards.
    • To Supervise and coach assigned Mechanical Engineering SGP and SATP engineers, Industrial Trainees and Interns to attain expected levels of competence.
    • To Assist the Regional Discipline Lead - Mechanical Engineering, in managing the health of the mechanical engineering skill pool and deliver the mechanical engineering improvement plan target.

    Accountabilities
    Includes, but not limited to the following:

    • Lead Mechanical Engineer responsible for providing mechanical engineering leadership, expertise and assurance services for the Dry systems on Bonga FPSO and various Tie-Back and brownfield projects.
    • Create demonstrable value for customers by understanding their drivers and critical success factors.
    • Provide effective interfaces and relationships within/between disciplines, and peers in other P & T teams.
    • Execute, with assigned resources, technical work for FEED and Detailed Designs (designs, specifications, drawings, etc.) and Operations Support within designated CTR scopes.
    • Ensure own discipline engineering and design work successfully delivered and appropriate reviews conducted.
    • Carry out appropriate discipline and inter discipline checks and reviews of engineering and design work.
    • Contribute to the development of execution contracting strategies that compliment designs, construction methods and operating methods.
    • Drive best practices implementation of static and rotating equipment strategies on the Asset.
    • Remain engaged in design issues and decisions throughout construction, commissioning and start-up.

    • Ensure the quality of technical work and the technical integrity, constructability, functionality, safe operation and reliability of designs.

    • Champion application of Requirement Management and System Engineering initiatives for project specifications and contractors' activities on static and rotating equipment.

    Requirements

    • Minimum Bachelor’s degree in Mechanical Engineering (or equivalent) with 15 years post graduate experience in engineering with at least 10 years working as a mechanical static engineer in project delivery environment (including familiarity with mechanical static and Rotating Equipment engineering tools); Skilled in the use of mechanical simulation tools e.g., CAESAR II, PV Elite, HTRI, ANSYS, etc
    • COREN Registered or in the Registration Process. (Not Negotiable)
    • IMechE Registered or in the Registration Process (Non-Commencement of Registration may be waved, but will be required going forward)
    • Previous experience leading mechanical engineering team in detailed design and execution of Mega Projects
    • Demonstrable experience in interfacing with other engineering disciplines including Process and Structural
    • Skilled in the use of industry codes and standards
    • Knowledge of construction and integration issues in Deepwater development
    • Experience with or understanding of Operations and Maintenance work process is an advantage.
    • Experienced in Field/facility engineering and technical safety/risk engineering.

    Fixed Wing Superintendent

    • To provide safe and efficient fixed wing operations for SEPCiN

    Principal Accountabilities

    • Lead SPDC aviation staff and contractors in Lagos,Warri, Port Harcourt, Abuja and regional and national airfield locations to deliver EP “Must Wins” for Logistics
    • Provide safe and efficient fixed wing services and manage SPDC aircraft, airfields and support facilities, in full compliance with national regulations and Shell Group safety and technical standards
    • Ensure that all SPDC aviation staff and contractors strive for “Goal Zero” and commit to obeying the 12 Shell Life Saving Rules
    • Hold and manage the SPDC Executive Jet, Twin otter and chartered airlines contract including shared services in accordance with SEPCiN competence and business requirements
    • Oversee and prioritise fixed wing operations, striving to achieve optimal use of resources-COR
    • Liaise effectively with customers and contractors, identifying task requirements and explaining any limitations due to weather, aircraft resources etc.
    • Liaise with NCAA and other national aviation agencies to maintain appropriate licences and approvals
    • Participate in joint industry initiatives to develop Multilateration, GPS approaches and automatic weather reporting
    • Collaborate with Head of Onshore and Head of Offshore Helicopter Operations to exploit all opportunities for resource sharing, ensuring effective cost recovery
    • Provide timely assistance for emergency medevac and evacuation operations
    • Ensure inspection of aviation facilities in accordance with national and Shell Group requirements
    • Support audit programmes relating to aviation contractors, aviation facilities and assist asset owners in closing out audit actions
    • Provide advice and support during aviation-related incident investigations and remedial action programmes
    • Liaise with SAI on safety, technical and audit matters
    • Maintain comprehensive records of aviation audits, recommendations, incidents, findings, actions and deviations using Fountain and Livelink
    • Provide aviation technical input for national and regional airline performance, new projects and upgrade of existing facilities
    • Hold onshore air services contract meetings at least quarterly and facilitate annual contract BPRs
    • Train Shell Nigerian or regional aviation specialists.
    • Maintain SLA/CTR, chargeback and cross-charge on aircraft sharing on monthly basis
    • Contract Holder for Executive Jet Operations
    • Contract Holder and Manage Twin Otter operations
    • Contract Holder for Fixed Wing Chartered services
    • Liaise with Head of Aviation Safety on Nigerian and Regional Airline performance
    • Deputise for Head of Aviation Safety when required

    Requirements

    • Current or former holder of Air Transport Pilot’s Licence (Helicopters) and or Fixed Wing and Instrument Rating, with a minimum of 10 years’ experience as a commercial pilot
    • Strong understanding of current industry best practice and international aviation requirements
    • Experience as a training captain, flight safety officer, management pilot or air accident investigator
    • Experience of negotiating and managing contracts
    • Experience as an aviation adviser or auditor
