    Programme Manager

    Location: Maiduguri, Borno

    Role Purpose

    • The purpose of this role is to coordinate the Education activities in (Askira-Uba, Jere, Konduga, Maiduguri) Borno State and (Damaturu, Gujba) Yobe state respectively.

    Dimension of Role

    • Communicates within Plan International Nigeria and with partners and related government institutions.
    • The post holder will coordinate the EiE project focusing on learning outcome of pupils by implementing education activities and also document lessons learnt, support assessments and monitoring and evaluation of the Education in Emergencies components of Plan International's emergency response.
    • He/she is responsible for assessment, response analysis, design, capacity building. The post holder will also contribute towards the capacity building of Plan Internationals implementing partners.

    Key Roles/Responsibilities

    • Ensures proper stewardship of Plan Nigeria resources, and adherence to government and donor policies and regulations.
    • Work closely with the humanitarian team(EiE) for leverage to develop portfolio for education in programs.
    • Develop high quality proposals
    • Perform any other project related duties as specified by the Supervisor
    • Participates fully in strategic planning, annual planning and budgeting and other program planning processes, and ensures that implementing partners are involved where appropriate.
    • Provides leadership and management for all direct reports and ensure the establishment of and functioning of a strong, effective and coordinated team.
    • Coordinates the management of ongoing relationships with existing partners and where relevant, leverage those relationships to greater collective impact.
    • Regularly communicates to the Education Unit on organizational priorities and key decisions.
    • Represents Plan International Nigeria with external stakeholders, by attending meetings, making presentations, and providing advice where necessary.
    • Ensures that team members and all other colleagues uphold Plan shared values in all aspects of their work, perform their duties and functions in a collaborative, effective and supportive team environment.
    • Coordinates with all other units as may be required for the support necessary to advance the work for education development.
    • Identifies best practices and incorporates new ideas for building the education program.
    • Ensures the integration of partners’ voice into program planning and the development of innovative projects.
    • Network with donors and national offices for funding opportunities for Plan International Education development programs in Plan international areas of work.
    • Ensure provision of timely and quality reports as per the requirement of the donor.
    • Ensure sufficient and efficient management of projects’ budgets.
    • Provide leadership and technical support including trainings to both Plan International and partner staff as well as the government.

    Technical Expertise, Skills and Knowledge
    Essential:

    • University degree or equivalent in Education, Social Science, Social Work, Psychology, or related fields having a Master’s degree related field is an added advantage
    • Minimum of 8 years relevant working experience Education in Emergencies
    • Experience working in emergency settings
    • Good knowledge and understanding of DO NO HARM principles and established international child protection standards (especially UNCRC)
    • Experience with participatory approaches to education, emergency preparedness, crisis/emergency relief management, or other related area.
    • Experience working with IDPs, refugees and other vulnerable populations (ideal)
    • Previous experience directly providing services to children at risk and victims of abuse, exploitation and violence

    Desirable:

    • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
    • Excellent interpersonal and problem-solving skills, creativity and flexibility
    • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
    • Ability to read and write in both English and Hausa languages appropriately

    Project Coordinator - IHA

    Location: Damaturu-Yobe/Maiduguri-Borno

    Role Purpose

    • The purpose of this role is to coordinate the Education activities in specific location(s) in either (Askira-Uba, Jere, Konduga, Maiduguri) Borno State or (Damaturu, Gujba) Yobe state respectively.

    Dimension of Role

    • Communicates within Plan International Nigeria and with partners and related government institutions.
    • The post holder will coordinate the EiE project focusing on learning outcome of pupils by implementing Teaching at the Right Level (TaRL) approach and also document lessons learnt, support assessments and monitoring and evaluation of the Education in Emergencies components of Plan International's emergency response.
    • He/she is responsible for assessment, response analysis, design, capacity building. The post holder will also contribute towards the capacity building of Plan Internationals implementing partners.

    Key Roles/Responsibilities
    In collaboration with the EiE Specialist, EiE Officer and the Field Team:

    • Coordinate the implementation of GAC-IHA project.
    • Support the EIE Specialist in assessment and project design
    • Support in documenting lessons learnt and best practices of the project
    • With support from M&E team design a Monitoring plan and simple data collection tools to ensure monitoring and data collection of key project indicators. 
    • Support assessment of Education sector in North East
    • Review, assess and update the education situation in areas affected by emergency
    • Highlight education issues requiring a response – both immediate (less than 2 months) and medium term and make recommendations on specific PLAN actions required. Ensure core commitments to children are taken into consideration.
    • Ensure key data from assessments could be used as a baseline for program evaluation.  If additional baseline data is required to evaluate children’s learning outcomes, then work with appropriate colleagues to collect this additional information.
    • In collaboration with national and international Education actors, map current institutional response capacities – including conducting an education specific 5Ws.
    • Support in designing appropriate education interventions based on the outcomes of assessments and the context.  Inclusion of quality issues in education and learning outcomes is really important.
    • Ensure that issues of early childhood, gender, protection, DRR, and conflict sensitivity are factored into the program design.
    • Ensure Plan international guidelines, UN education cluster standards and INEE Minimum Standards, are considered and any departures documented.
    • Provide regular updates to Education Specialist and the Emergency Response Manager, humanitarian unit and the rest of the CO on progress, priorities and constraints – verbally and in writing on an agreed frequency.
    • Represent Plan International to clusters, governmental and non-governmental groups as needed and agreed with the Team Leader.
    • Support the implementation of, and represent Plan International in, emergency education coordination mechanisms including any relevant cluster.
    • Brief updates and reports on sectoral activities/strategies to donors and other stakeholders.

    Nutrition A

    Location: Pulka-Gwoza, Borno

    Role Purpose

    • The food distribution assistant is responsible to assist the distribution of food rations in compliance with Plan International Nigeria and UNWFP policies for an effective and smooth running general food distribution program.
    • The food distribution assistant will work under the direction of the food distribution officer and will collaborate closely with other project staff employees within the commodity department.

    Dimension of Role

    • This project designed to provide the following services in Pulka, Gwoza LGA: General Food Distribution (GFD) targeting 56,738 and Blanket Supplementary Feeding Program (BSFP) targeting 6,904 beneficiaries (Children 6 to 59 months: 4,854 and 2.050 Pregnant and Lactating Women).

    Key Roles/Responsibilities
    The Nutrition Assistant will among many other tasks perform the following:

    • Reinforce project’s activities through outreach activities using community relays and women group to:
      • Community mobilization
      • Sensitizations
      • Continuous Screening
      • Educative talk on Nutrition and hygiene and ENA
      • Cooking demonstrations
      • Distribution of nutritional products
      • Referral of MAS to relevant structures
      • Monitoring of ex MAS cases
      • Home visits to verify the preparation, storage and use of nutritional products.
      • Verify cases of non-respondent to the treatment
      • General monitoring of project activities
      • Liaise with the District Supervisor, Project Coordinator to ensure the quality and federation of nutrition actions within the districts;
      • Ensure that the Community Animators have a well mastery of the anthropometric measurements and equipped   to screen malnutrition
      • Ensure proper and effective Distribution of Foodstuffs to patients
      • Oversee the post-distribution processes and prepare the next distribution
      • Collects and consolidates reports for chief relays
      • Organize regular jointed meeting with stakeholders to be able to exchange vital information on the project.
    • Reinforce capacity of existing community relays in his/her zone of intervention
    • Involve as much as possible the representative of the Ministry of health in all projects activities.
    • Create good collaboration channel with all stockholders.
    • Reinforce the link between MAS, MAM and BSF programs.
    • Ensure the appropriation of the project through capacity enhancement of local dialogue structures.

    Technical expertise, skills and knowledge
    Essential:

    • At least SSCE/NECO is required
    • Previous experience in a related position for at least 1 years, including working under Nutrition projects.
    • Experience working on a UNWFP-funded projects
    • Experience in working in deep field
    • Fluent in written and spoken English and Hausa
    • Commitment to and understanding of PLAN’S aims, values and principles.
    • Applicants must be community based (Pulka, Gwoza)

    Desirable:

    • Strong communication skills: oral, written and presentation skills.
    • Strong leadership, team building, conflict resolution and ability to deliver PLAN’s strategic objectives.
    • Extremely flexible, and have the ability to cope with stressful situations
    • Facilitate the development and scheduling of volunteer outreach activities.
