    Data.FI Nigeria Epidemiologist

    Project Overview and Role

    • Palladium was recently awarded the Translating Data for Implementation (Data.FI) award. Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.
    • Palladium is currently seeking an epidemiologist for Data.FI, Nigeria who will provide leadership and technical expertise for in-depth epidemiological analyses of HIV clinical and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV/AIDS epidemic.

    Responsibilities   

    • Provide leadership for advanced analyses to evaluate the HIV/AIDS epidemic control activities in Nigeria using electronic medical systems, OVC case management, supply chain, and viral load data
    • Support the development of an Evaluation Framework to guide analysis and triangulation of existing evaluation, research and program data (electronic or otherwise) to better inform disease control efforts
    • Coordinate the development of required umbrella protocols Data.Fi project as well as provide feedback to all implementing partners with individual data systems on appropriate collection of high-quality data towards monitoring the HIV/AIDS epidemic
    • Responsible for the development and implementation of public health epidemiological studies, gaining access to data, ensuring IRB approval (if necessary), and dissemination of findings
    • Analyze data from existing electronic platforms and will produce abstracts, manuscripts, presentations, etc. to be presented at conferences or submitted for publication in peer-reviewed journals
    • Provide direct guidance and technical assistance to Implementing Partners (IPs) and United States Government (USG) staff affiliated with evaluation activities in activities related to the Data.Fi project
    • Research and evaluate state-of-the-art project-specific technical strategies and approaches and recommend updates and changes as appropriate.

    Requirements

    • Medical related Degree (Medicine, Nursing, Pharmacy) is required
    • A Master’s or a higher degree in Public Health, Epidemiology, Field Epidemiology, Social Sciences or related field is also required
    • At least 5 years progressive public health experience and/or research experience within the HIV/AIDS program.

    Preferred qualifications:

    • Demonstrate detailed understanding of Nigeria’s HIV epidemic response
    • Demonstrate knowledge of epidemiology, statistical analysis and public health relevant to the HIV and TB epidemic
    • Demonstrate experience managing research/evaluation projects and resources
    • Demonstrate innovative methods to manage both aggregate and individual level data to inform epidemic response
    • Demonstrate experience in managing large datasets from program/survey/surveillance data
    • Expertise in MIS Office, and statistical analysis software such as SAS, STATA or SPSS and working knowledge of GIS software required
    • At least 3 first-author publications in peer reviewed journals

    Data.FI Nigeria Strategic Information Advisor

    Location: Akwa Ibom or Abuja (TBD)  
    Travel: 25% travel to other states

Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.

    Purpose of Position

    • Palladium is seeking a State Data Use Advisor to support the USAID Strategic Information (SI) Team and service delivery implementing partners (IPs) to leverage of weekly PEPFAR data to support control of HIV epidemic specifically in surge states Lagos, Cross River, Niger, Adamawa, Kano and Bauchi.
    • The State Data Use Advisor will implement a field-based strategy to create regular forums for sharing achievements and challenges with stakeholders, generate analysis at state level for key priority indicators, by promoting peer-exchange and problem solving. The state data use advisor will be reporting to the Senior Regional Data use Advisor.
    • The overall aim of the Data.fi data use strategy is to both generate further demand for data and improve clinical outcomes around testing, linkage, retention, and viral suppression by engaging implementing partners, LGA stakeholders and state level decision makers. 
    • Start and End date: November 18, 2019 to September 30, 2020. Continuation of position for additional year contingent upon availability of funding.

    Responsibilitie

    • Technical support to HFR reporting and APPR system optimal use at the state level and facilitate access across the hierarchies.
    • Support design of Weekly Data Review for Rapid Action methodology for implementation at state level and across hierarchies.
    • Support dissemination of a unified data use strategy and data review guidelines
    • Implement knowledge management efforts aimed at tracking impact of data use strategy
    • Working with the implementing partners facilitate and support HFR processes to identify barriers to data use and generate solutions to address those barriers.
    • Facilitate training on data use and related topics with implementing partners teams and state ministries including taking creative approaches to providing support in low-bandwidth environments.
    • Tracking activities and performance related to data use and change management, documenting our work and engaging and enthusing stakeholders related to project learning in these areas.
    • Liaising with Implementing partners to prototype, test and scale data use interventions and strategies, and to build capacity on data use with a focus on the state level.
    • Working with the Data Analytics and Visualization specialist as well as the Epidemiologist develop and package state level information products to inform progress towards HIV epidemic control.
    • Review data systems and identify gaps within the healthcare space and articulate a vision for improved digital health data use for the country.
    • Evaluate and assure system compliance with laws and regulations applicable to managing patient information.
    • Technical backstop in data quality and data alignment exercises, working with the Implementing partners at state level with interventions cascaded to facility levels
    • Conduct regular analysis and reviews of State level performance on key priority indicators 
    • Work with other Implementing partners to strengthen the data analytics and visualization capabilities of APPR System 2.0, DHIS2, Situation rooms, and other platforms.
    • Build the capacity of national programs and County staff in data demand and information use applying developed curricula and conduct follow-on mentorship.
    • Build a case and action plan for increasing data use for programmatic and budget decision-making national programs and county levels.
    • Work with stakeholders (Implementing partners and focal States) to develop, disseminate, and monitor implementation of data utilization plans.
    • Technical Support Implementing Partners and States to develop Health Profiles and disease program bulletins.
    • Any other duties assigned as per the dynamic programming environment

    Requirements

    • A Master’s degree in Public Health, Statistics, Health Informatics, Epidemiology, Computer Science or a related field 
    • At least 5 years’ experience advising on health management information systems or routine health information systems
    • Experience working with HIV/AIDS programs, including DHIS 2 preferred
    • Working Knowledge of patient level and aggregate data managements Systems i.e EMR, LIMS
    • Knowledge of project management principles to manage outputs with multi-disciplinary teams including a broad and extensive knowledge of IT principles, methods and techniques; 
    • Work well under pressure, skilled in crisis management, and problem solving.
    • Ability to achieve consensus among multiple stakeholders 
    • Proven skills in data analysis with proficiency in statistical package i.e. Stata, SPSS, advanced excel, Business Intelligence applications
    • Excellent written and verbal skills in English are required to communicate technical information to audiences with varying levels of technical expertise

    • Palladium is seeking a Programmer for Data.FI Nigeria who will provide technical expertise for the development and implementation of HIV information systems toward a unified architecture.

    Responsibilities

    • With support of the regional digital team, develop, test, and support the implementation of software products and solutions as articulated in the systems and functional requirements
    • Integrate and deploy developed or packaged solutions in production environments or live service systems.
    • Develop, test, debug, implement and maintain applications while ensuring they meet required health information systems standards
    • Provide technical support including bug fixing, functional extensions and documentation for deployed solutions.
    • Manage software development cycles including testing and quality assurance while ensuring that deliverables meet software requirements based on agreed timeframes and milestones.
    • System administration
    • Participate in capacity building of users and IP technical teams through formal trainings, bootcamps and mentorship

    Requirements

    • Bachelor’s degree in Computer Science or other relevant field;
    • 3 years’ experience in software development; DHIS 2 configuration and deployment skills will be an added advantage
    • Experience with a variety of programming and scripting languages and frameworks, including ASP.NET Bootstrap, jQuery, Java, SOAP (XML), REST (HTTP) and Python
    • Experience with standard Web-based development frameworks and technologies HTML, CSS, JavaScript, Angular 7, Node.Js
    • Experience programming with APIs and service-based architectures
    • Experience with databases and their integration into web applications
    • Strong attention to detail and understanding of architectural dependencies
