How can you make a difference?
- Support the overall analysis of needs and priorities for the WASH sector and the definition of strategies to ensure affected population has access to appropriate excreta disposal and other sanitation related facilities and interventions; in accordance with national and international humanitarian standards.
- Support the overall analysis of needs and priorities for the WASH sector and the definition of strategies to ensure affected population receives key information and has access to appropriate means for effective hygiene practices; in line with national and international humanitarian standards.
- Ensure capacities are assessed among humanitarian WASH partners and stakeholders to cover identified needs and develop capacity building plans to overcome the existing gaps.
- Support partners to identify key hygiene practices to be addressed and sectors of population with whom to engage and to develop appropriate communications strategies to promote safe hygiene practices -including the development of local capacity to do so –, to reduce health risks with reference to both physical and behavioral aspects.
- Support the activities of the WASH field monitoring team and liaise with implementing partners to ensure programme information and data on activities is collated and disseminated to update UNICEF and Sector monitoring and guide programme planning and reporting.
- Support the development of sectoral implementation plans to progressively accomplish the agreed outcomes on hygiene promotion; identifying whether any remaining gaps exist and present them to the broader WASH cluster coordination to identify suitable options to cover them.
- Promote the inclusion of menstrual hygiene management support as part of specific hygiene promotion interventions and the overall WASH response, ensuring women and girls special needs are considered and reflected. Support partners for the development of agencies’ implementation plans to do so.
- Support the identification of needs for the distribution of non-food items related to public health and for effective handwashing and hygiene practices; and support humanitarian WASH partners and stakeholders to develop agencies’ plans to address these needs and post-distribution monitoring, including leading the review of the Hygiene Kits strategy for informed direction which may include phasing out particular items, voucher system, cash, cost sharing etc.
- Support humanitarian WASH partners to incorporate Early Recovery and Disaster Risk Reduction informed approaches in their emergency response interventions.
- Support humanitarian partners and stakeholders to systematic share information on hygiene promotion-specific situation and agencies’ implementation activities and, in coordination with the WASH sector information manager, analyze existing data, identify remaining gaps and support the collective definition on how to overcome them.
- Collaborate with the design and roll-out of monitoring plans to follow up the implementation of the WASH sectoral response incorporating required changes into hygiene promotion-specific activities, with special attention to special needs of women, children and people with disabilities, as well as other cross cutting areas.
- Contribute to the reporting of WASH sectoral outcomes through the systematization and provision of consolidated up-to-date information.
- Coordinate with other technical working groups to ensure the complementarity of the sectoral intervention, as well as with other clusters/coordination platforms to identify opportunities for integrated/cross-sectoral interventions and to ensure the provision of WASH services in institutions is properly covered (e.g. schools, health centers, etc.)
- Highlight specific hygiene-related issues for the attention of the WASH Sector Coordinator to ensure priority and corrective measures are taken, and national authorities and cluster partners are properly informed.
Job Requirements
To qualify as an advocate for every child you will have:
- An advanced university degree (Master's or higher) in Environmental Public Health, Programme Communication or Sanitation Engineering, or other field related to behavior change and communication.
- A minimum of 5 years of experience in public health and one or more other relevant areas (e.g.: behavior change, health promotion, community development, education, etc.).
- Experience and understanding of hygiene promotion and community mobilization in relation to water, sanitation and hygiene activities.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of a local language of the North East Nigeria is an asset.

Job Descriptions

- Under the direction of the WASH Manager and in close coordination with other members and technical specialists of the WASH Team, and other sections as appropriate, responsible for / support the development, planning, implementation, monitoring and evaluation of UNICEF’s emergency response in activities and results related to safeguarding and improving public health of the affected population by ensuring access to safe drinking water, excreta disposal and promoting safe hygiene practices, including appropriate use and maintenance of WASH facilities and services; ensuring overall efficiency, effectiveness and delivery of results in accordance with UNICEF’s Core Commitment for Children in Emergencies (CCCs) and national and international humanitarian standards.
- The WASH specialist provides technical guidance and management support throughout the programming processes, to facilitate the administration and achievement of the WASH-related output results in the Borno field office of the country programme. In collaboration with the sector coordinator, the specialist supports epidemic preparedness, including prepositioning to ensure adequate readiness for WASH response to water-related disease epidemics, such as Cholera, including joint planning (together with the Health Sector), and supports and coordinates implementing partners and communities.
Job Responsibilities
How can you make a difference?
Programme development and planning:
- Draft the WASH inputs for the situation analysis. Provide timely, comprehensive and current data to inform WASH policy and programme development, planning, management and implementation. Keep abreast of WASH sector development trends, for maximum efficiency and effectiveness in programme design, management and implementation.
- Participate in strategic WASH programme planning discussions. Prepare WASH donor proposals, ensuring alignment with UNICEF’s Strategic Plan, UNICEF’s global WASH strategy and the Country programme, as well as government plans and priorities, and the role of other external support agencies.
- Assist in the formulation of the WASH outcome and output results, related indicators, baselines, targets and means of verification. Prepare required documentation for programme reviews.
- Work with colleagues and partners to discuss strategies and methodologies for the achievement of WASH output results in the country programme.
- Provide technical and operational support throughout all stages of programming processes and ensure integration, coherence and harmonization of WASH with other UNICEF sectors, for the achievement of the WASH output results.
- Draft assigned sections of the annual work plan, in close cooperation with government and other counterparts.
Programme management, monitoring and delivery of results:
- With other external support agencies, strengthen national government WASH sector monitoring systems, with a focus on WASH outcomes (behaviors), using bottleneck analysis tools available in the sector (WASH-BAT, CSOs, SDAs).
- Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management.
- Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in programmes and management, identify and document lessons learned.
- Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
- Prepare sectoral progress reports for management, donors and partners.
Technical and operational support for programme implementation:
- Actively monitor UNICEF-supported activities through field visits, surveys and exchange of information with partners, to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely interventions.
- Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation.
- Plan for use of technical experts from the Regional Office and HQ, as and where appropriate in the WASH programme, through remote support and on-site visits.
- Participate in WASH - IPC programme meetings, to review progress, with government, other sector agencies and implementation partners, involved at various stages of WASH programme implementation, to provide expert advice and guidance.
- Draft policy papers, briefs and other strategic materials for use by management, donors, UNICEF regional offices and headquarters.
Humanitarian WASH preparedness and response:
- Prepare requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in the emergency response.
- Contribute to the coordination arrangement for humanitarian WASH for instant robust coordination in the humanitarian response.
- Ensure that all UNICEF WASH staff are familiar with UNICEF’s procedures for responding in an emergency.
- Provide support roles in the emergency response and early recovery, as and when the need arises.
Networking and partnership building:
- Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH output results.
- Prepare materials for WASH programme advocacy to promote awareness, establish partnerships and support fund-raising.
- Participate in inter-agency discussions, ensuring that UNICEF’s position, interests and priorities are fully considered and integrated.
Innovation, knowledge management and capacity building:
- Lead the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems).
- Prepare learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
- Create and deliver learning opportunities for UNICEF WASH staff, to ensure our sector capacity remains up-to-date with latest developments.
- Contribute to the systematic assessment of WASH sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiative to strengthen capacities systematically.
- Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders
Job Requirements
To qualify as an advocate for every child you will have:
- An advanced university degree (Master’s or higher) in one of the following fields is required: Civil Engineering; Geology; Sanitary Engineering or another relevant technical field. Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.
- A minimum of 5 years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
