    Security Coordinator

    Work location Maiduguri (with field visits to other bases in Borno State)

    2. Job description
    A. General purpose of the position, responsibilities and tasks

    General purpose of the position

    • The Security Coordinator provides the country team with technical assistance, monitoring the compliance to INTERSOS risk management plan of all country’s
    • dispersed operational offices. The position will concentrate on ensuring that structures and systems for safety and security management are in place and
    • properly utilized. He/She will provide direction and technical support in developing and maintaining country programs’ context-specific field security plans.

    Main responsibilities and tasks

    Context & Risk analysis:

    • Conduct Security Risk Assessments to determine risk levels for staff and operations and update as necessary Security Assessments for all
    • INTERSOS operational field bases.
    • Provide timely situation assessments and recommendations for action during security incidents. Ensure internal incident tracking system is utilized properly: create a security incident database and perform incident mapping and analysis
    • Develop security trend analysis
    • Fill in and regularly update the Risk Analysis Matrix (threat, likelihood, impact, level of vulnerability, level of risk)
    • Carry out security assessments of INTERSOS new areas of intervention; Develop and update Country Security Plans, SOPs and Contingency Plans
    • Draft Standard Operating Procedures (SOPs) adapted to the local context
    • Draft and regularly update evacuation and contingency plans
    • Ensure preparedness to evacuation and contingencies (check contingency stock, first aid kits etc.).
    • Maintain and periodically test communication security tree for the mission and review response time as necessary

    Daily Security Management:

    • Coordinate and monitor operations to ensure that safety and security policies and procedures are implemented
    • Ensure that all field staff are fully cognizant of prevailing security threats and fully advised on means to reduce their vulnerability to those threats
    • Monitor the security preparedness of country staff and enforce staff compliance with internal security rules and SOPs, ensuring they are communicated to all staff and understood
    • Set up and control the implementation of mitigation measures and security rules according to the local context
    • Ensure compliance with Minimum Operating Security Standards (MOSS) and develop action plans for security upgrade
    • Ensure mission dispersed areas of intervention have adapted communication means, and ensure maintenance to support the Logistic team. Ensure constant update of the emergency contact list and timely issuance of ID cards.
    • Ensure a proper level of preparation before movement to the field, ensure transportation means are adapted, ensure a good fleet maintenance, and set movement rules which are adapted to the local context to support the Logistic team. Ensure operational follow-up of movements.
    • Ensure logistics follow a servicing and maintenance schedule for vehicles
    • Spearhead security assessment missions prior to staff deployment to a new area and ensure minimum security standards are in place before their installation.

    Staff/Program and Premises Safety/Security:

    • Secures INTERSOS premises and personnel and ensure monitoring surveillance equipment; inspecting office compound, equipment, and access points and entry gates;
    • Ensure INTERSOS compound are safe and secure, fences and gates are strong enough and maintained to prevent unauthorized entries;
    • Ensure Security guards are well aware of their responsibilities and present 24/7 on duty;
    • Take appropriate security/safety measurements to limit and mitigate the security/safety risk and damages of INTERSOS premises;
    • Monitor on regular bases and ensure INTERSOS offices and GHs are well equipped with fire extinguishers, first aid kits and emergency contact list;
    • Monitor on regular basis and ensure security guards have access to basic security equipment (torch, mobile phone + charger and credit and INTERSOS emergency contact list.
    • Ensure there is safe area for fleet parking, drivers alerted for any evacuation in an immediate notice;
    • Conduct Security assessment of INTERSOS new premises before INTERSOS goes with lease contract signatures;
    • Identify an exit route for all distribution point, arrange transportation and safety measurements to evacuate staff – in case the distribution
    • turn to violence;

    Communication and Reporting :

    • Prepare daily and weekly security reports covering significant security related incidents and provide analysis of how each event impacts the
    • overall safety and security of staff and operations including investigation of security incidents
    • Ensure weekly/monthly security reports are completed and shared with Head of Mission and Security Advisor, providing timely updates of
    • all situational and security developments
    • Prepare security reports to update staff on major security developments and their potential impact on operations by e-mail, SMS
    • or other existing communication system
    • Actively participate in Weekly and Monthly Coordination Meetings
    • Create an information network in the country, identifying key informants
    • Build strong professional relationships with UN agencies, local authorities, other NGO’s (local and international), and all relevant stakeholders

    Training and briefing:

    • Conduct security briefing for new national/international staff, visitors and consultants arriving in the mission.
    • Determine training needs for the security staff: Develop and update as necessary training tracker for all mission staff
    • Train national staff to increase their awareness and sense of responsibilities
    • Conduct any staff security training that is warranted (HEAT, training to drivers and guards, evacuation drills, fire safety etc.).
    • Carry out investigations and capture lessons learned to be incorporated into future staff trainings
    • Develop and maintain a security network

    External representation:

    • Attend security coordination meetings and update Head of Mission and Security Advisor on current security issues
    • Contribute to the creation of a positive image and overall credibility and acceptance of the organization, through the application of
    • INTERSOS Code of Conduct and Internal Regulations with regard to internal and external stakeholders

    3. Position requirements

    • Expected profile The ideal candidate should be university graduated in relevant field, with a minimum of 5 years of experience working as a Security Manager in a humanitarian/recovery context.
    • Should have Expertise in responding to security incidents, establishing security
    • policy procedures, conducting security assessments, and documented results related to the position’s responsibilities.
    • Should demonstrable understanding of humanitarian safety practices and principles and their application.
    • Should demonstrate strong experience, based on evidence, of humanitarian negotiation (with national authorities, local authorities, non-state actors, military forces) and humanitarian access in complex emergencies.
    • Should be willing and ready to support the field team in designing and implementing the “acceptance strategy” especially for hard to reach and remote field locations.
    • Should demonstrate previous experience with humanitarian NGO security and/or project management
    • A Collaborative Manager able to inspire a shared vision of security with your country teams. Ability to help focal points and management teams in learning,
    • growing, and thriving in their resilience to safety and security issues. Have a wide network of security contacts and information sources. The candidate should be able to gather information on emerging events and trends quickly and accurately.
    • Able to spot trends and keep INTERSOS country and headquarter Senior
    • Security Advisor informed about country threats and support needs.
