    Project Assistant (Migration Management (MM/M&E))

    Context

    • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
    • To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Complementing this programme, IOM is also planning to implement additional projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach.
    • This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
    • The Initiative and complementing projects will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
    • Working under the overall supervision of the Program Support Officer and the direct supervision of the Senior Project Assistant (MM/M&E) the successful candidate will contribute to the implementation and monitoring of reintegration support provided to the returning migrants under the EUTF-IOM joint initiatives for Migrant Protection and Reintegration for Nigeria.     Core Functions / Responsibilities

    • Assist in monitoring of the day-to-day case management of reintegration assistance.
    • Assist the Senior Project Assistant M&E in preparing the beneficiary profile and needs assessment formats and ensure regular update.
    • Assist in reviewing the conditions of the business plan as pertaining to the AVRR program.
    • Conduct a field monitoring visits to the beneficiaries' areas of return, including community-based reintegration target areas.
    • File and update all beneficiaries’ cases in a database for reference and monitoring including regular update of beneficiaries’ information in a database.
    • Support the drafting of quality M&E reports, considering disaggregated gender data of the beneficiaries.
    • Assist in submitting monthly monitoring reports on time.
    • Assist the Senior Project Assistant M&E in the monitoring of all projects in collaboration with the AVRR team where necessary.
    • Carry out any other duties that may be assigned from time to time

    Required Qualifications and Experience

    • University Degree or equivalent in Economics, Management, Social Work, Demography and Statistics, International Development, Law and other related Social Sciences
    • Minimum of two years of experience for those with University Degree and above or minimum of four years with high school diploma in the field of migration including operational and field experience or related field, preferably within the International Humanitarian Field;
    • Demonstrated ability to maintain confidentiality is mandatory;
    • Good knowledge of project development, administration and evaluation concepts and procedures.
    • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.
    • Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, Outlook, PowerPoint, Publisher, and SharePoint.
    • Previous work experience in international organizations and companies would be an advantage.

    Context

    Core Functions / Responsibilities

    • Assist in the timely implementation of awareness raising initiatives to combat irregular migration and promote safe and regular migration in selected communities and ensure that information reaches the targeted audience;
    • Provide general assistance to develop and disseminate tools, materials, guidelines, and trainings on promoting safe migration in Nigeria;
    • Assist in maintaining close liaison with community groups, local government authorities, CSOs, and other stakeholders to ensure due coordination of activities;
    • In coordination with Awareness Raising Officer and Senior Project Assistant (Awareness Raising), devise communication channels in which stories from migrants and returnees can be used to promote behaviour change in the relevant communities;
    • Assist in planning and implementation of C4D activities and tools promote safe migration and raise awareness on the risks of irregular migration in target audiences
    • Assist senior project staff to devise communication channels through which information on awareness raising can be channelled;
    • Support the monitoring of awareness activities where necessary;
    • Undertake duty travel when necessary;

    Required Qualifications and Experience

    • University Degree from an accredited institution in International Relations, Social Science, Law, Humanitarian Affairs, Journalism, or related field with three years professional experience;
    • An equivalent combination of related educational and professional experience
    • Experience in communication for development;
    • Experience of working on humanitarian or development issues related to migration and/or human trafficking, preferably within the United Nations Common System and the International Humanitarian Field
    • Previous experience designing social campaigns in international and/or crisis contexts;
    • A minimum of four years of work experience (for candidates holding bachelor’s degrees) in the above specified fields, preferably in the West Africa Region.
    • Strong organizational and editorial skills;
    • Previous experience in training and capacity building interventions preferred;
    • Knowledge of/interest in communication for development principles and techniques, media engagement, participatory communication, stakeholder engagement, awareness raising, and behaviour change communication;

    Project Officer (Shelter)

    Context

    • Under the overall supervision of the Head of Sub Office (Maiduguri), and direct supervision of the Programme Manager (Shelter), the successful candidate will be responsible for supporting all shelter and construction activities implemented by IOM Nigeria, particularly in the North East.

    Core Functions / Responsibilities

    • Assist in developing IOM Nigeria shelter response options, which are sensitive to the context and culture of affected geographic locations and populations.
    • Contribute to a coordinated shelter delivery in the areas of intervention by ensuring shelter response is complemented by other essential services such as Water, Sanitation and Hygiene (WASH), education and other communal facilities.

    • Previous experience with handling budget and large-scale shelter programmes;

    Information Management Officer

    Context

    • Under the overall supervision of the Head of Sub-Office and direct supervision of the Displacement Tracking Matrix (DTM) Coordinator and the Demobilisation, Disassociation, Reintegration and Reconciliation (DDRR) Programme Manager, the successful candidate will be responsible for all Information Management aspects of all IOM emergency response and DDRR programming implementation in Nigeria with main implementation and improvement of the Displacement Tracking Matrix (DTM), as well as for developing and setting up the technical requirements for registration and profiling database following IOM Information, Counselling and Referral System in Categorization and Transition Centres for Reinsertion programmes addressed to Low Profile Boko Haram associates in Nigeria, in direct support to the Government management authorities.

    Core Functions / Responsibilities

    • Support the implementation of the Displacement Tracking Matrix programme (DTM) components including the Baseline Area/Location Assessment, Site Assessment and Biometric Registration for internally displaced people (IDPs).
    • Develop, set up, manage and maintain a registration and categorization database and an Information Counseling and Referral Service (ICRS) database application system as per requirements set by the DDRR programme, as well as monitor the startup of the system, supporting users, and set up contingencies for troubleshoot problems, preparing also a budget and maintenance/management plan for short and long-run and a work plan for development, quality control, rollout, full implementation and management of the application, preventing and minimizing downtime or service interruptions.
    • As instructed, establish and supervise design of database system upgrade, web portals and interoperability procedures for exchange of DTM data and dissemination to interested parties.
    • Identify, recommend, develop, implement, and support relevant methodological, operational and technological solutions relating to the DTM and DDRR implementation. Review and approve the technical specification of all related technology and service provision to meet the programmes’ needs and standards. Including the organization of Key information collection activities that includes sample surveys and other ad hoc survey and profiling activities.
    • Ensure information management tools and operational frameworks for data collection are properly designed and implemented. Review the information products including statistical reports, maps and other products.
    • Develop and implement proper backup / restore, data validation and security procedures to ensure data integrity and availability and classification, including physical and software data.
    • Supervise the Information Management (IM) and DDRR Data Managers Team staff and implementing partners including preparation of adequate ToRs and contractual arrangements.
    • Prepare and organize training for Government and local implementing partners IM system administrators/managers/interviewers staff; conduct technical and information-sharing meetings regarding with Government counterparts on the progress of designing, development and implementation of the applications.
    • Secure consistently available computer services, support training and maintenance of all computer systems used for information database systems.
    • Ensure the provision of timely, accurate and adequate information to all relevant stakeholders regarding needs, movements and new displacements. Compile and distribute to key stakeholders daily, weekly and monthly update as required.
    • Ensure the integration of protection and gender perspectives (vulnerable groups) within the programme activities.
    • Support in reporting and analyzing data for donors and stakeholders, assuring data consistency, giving statistic information and mapping of collected data. Support IOM partners such as governmental services in data management and reporting with training and technical support.
    • Actively participate in relevant interagency meetings (UN, I/NGOs, other partners), including cluster/sector, working groups and regional meetings and follow up on resulting action points and recommendations; share meetings minutes with IOM Nigeria team and other relevant units/colleagues.
    • Actively participate at meetings and events where Information Management (IM) program components are being discussed.
    • Ensure the implementation of IOM ITC Standards, policies and guidelines, in particular with regards to the databases and information systems being followed and implemented.
    • Perform such other duties as may be assigned.

    Required Qualifications and Experience
    Education:

    • Master’s degree in Computer Science, Social Science, Information Management or a related field from an accredited academic institution with five years of relevant professional experience; or,
    • University degree in the above fields with seven years of relevant professional experience.

    Experience:

    • Knowledge on disaster risk management is required;
    • Experience and abilities using two or more of Relational Database Management Systems such as MS Access, MS SQL Server, MySQL, PostgreSQL, Oracle are a definite advantage;
    • Experience and abilities using Geographical Information Systems such as Geodatabases, ArcGIS software, and other operational mapping tools;
    • Experience in the development and implementation of population database systems (e.g. migrant registration, censuses, household surveys);
    • Experience in management and coordination of humanitarian assessments, Information Management, especially Displacement Tracking Matrix (DTM);
    • Experience working in international organizations, humanitarian community and familiarity with the humanitarian reform and cluster approach;
    • Experience in project management and implementation;
    • Experience in training data collectors working in camps and host communities;
    • Experience in writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis and compiling diverse datasets;
    • Experience in the development and implementation of population database a distinct advantage; and,
    • Working experience in the Region is an asset.
