    Senior Health Information and Communications Technology (ICT) Coordinator

    Title:  Senior Health ICT Coordinator
    Location:  Abuja, Nigeria
    Department: Nigeria Federal Ministry of Health

    The Nigeria Federal Ministry of Health (FMOH) Department of Health Planning, Research and Statistics (DPRS) is seeking to hire a Senior Health Information and Communications Technology (ICT) professional to coordinate activities related to the scale up of ICTs in support of the Nigeria Saving One Million Lives (SOML) initiative.

    SOML was launched in October 2012 to prevent the deaths of one million pregnant women, new mothers, newborns, and children under 5 by 2015. ICTs are both an enabler and a driver of the successful achievement of SOML targets. Electronic and mobile health efforts within SOML are grounded in a broader health information system strengthening focus of the FMOH, and contribute to the scaling up of access to essential commodities for women and children.

    • The Senior ICT Coordinator will be a seconded position hired by the mHealth Alliance and will sit in the FMOH Department of Health Planning, Research, and Statistics (DPRS) to act as the primary contact for ICT4SOML within the FMOH.
    • The Sr. ICT Coordinator will serve as a liaison between FMOH agencies and non-governmental stakeholders engaged in the ICT4SOML Steering Committee and its derivative Working Groups, specifically to support and provide technical contributions to the completion of a health ICT baseline inventory, development of a national health ICT framework, and work plans of the ICT4SOML Working Groups.
    • He/she will work closely with the ICT4SOML Program Director based in the SOML Project Management Office and will report to the Deputy Director of FMOH DPRS. He/she will coordinate activities with key ministry partners and federal agencies, including the National Primary Health Care for Development Agency (NPHCDA) and SURE-P, and serve as a point of contact with ICT4SOML development partners, including the mHealth Alliance, MDG Health Alliance, Intel, GSMA, BBC World Trust, and World Bank. He/she will participate in and provide technical contributions to the ICT4SOML Working Groups.

       

    Responsibilities of the Senior Health ICT Coordinator include:

    • Serve as primary administrative point of contact for ICT4SOML within the FMOH and coordinate interagency and public and private sector partnerships for ICT4SOML within and/or under the FMOH.
    • Work closely with ICT4SOML Program Director in the SOML Office to drive ICT4SOML priorities within the FMOH and vice versa.
    • Drive the Health ICT Strategy development for the FMOH in close coordination with FMOH agencies, SURE-P and other health related entities.
    • Liaise with his/her counterpart in FMCT to organize and participate in ICT4SOML steering committee and derivative working group meetings that will drive the strategy development and consensus process.
    • Contribute to other key milestones in the ICT4SOML initiative, under direction of the Deputy Director of FMOH DPRS and the ICT4SOML Program Director, including baseline inventory of ongoing e/mHealth activities and activities of the ICT4SOML Working Groups
    • Facilitate stakeholder consultations, conduct informational interviews, and gather materials within the FMOH and other government agencies related to ICT4SOML deliverables.
    • Interface with the Ministry of Communication Technology (FMCT) in the application of the 2012 MICT National ICT Framework to eHealth.
    • Advise on the selection of ICT program, strategy, and partnership development, including review of incoming ICT-related proposals by international and local partner.
    • Support regular performance reporting on FMOH website.
    • Support training and capacity building within FMOH on back-end administration of FMOH and DHIS2 sites.
    • Interface and manage FMOH technical relationship with the Galaxy Backbone related to the DHIS2 platform maintenance.

    Desired Skills and Experience

    • Outstanding academic credentials. Masters level or other relevant graduate degree in Health Informatics preferred.
    • Minimum 5 years ICT development, implementation or project management experience, with international field work with key development partners strongly preferred
    • Deep knowledge of the health programmatic use of mobile communication technologies and the telecommunications industry
    • Experience with both private and public sector in Nigeria
    • Exceptional analytical and communication (written and verbal) skills.
    • Strong interpersonal skills with the ability to build relationships and communicate effectively with people of varied professional, cultural, and educational backgrounds.
    • Entrepreneurial mindset, including ability to think strategically, operate independently, self-motivate, be flexible, and set and achieve ambitious targets.

    Compensation: Fixed consulting fee per month

    Project Manager, Information and Communication Technology (ICT)

    Overview of Position

    The Information and Communications Technology for Saving One Million Lives (ICT4SOML) Initiative is hiring a Project Manager to provide operational and project management support for its activities in coordinating the strategy and systematic scale-up of ICTs to achieve the goals of the Nigerian Government’s Saving One Million Lives (SOML) initiative.

    SOML was launched in October 2012 to prevent the deaths of one million pregnant women, new mothers, newborns, and children under 5 by 2015. The United Nations Foundation, with funding from Norad, has partnered with GSMA and Intel to support the Federal Ministry of Health (FMOH) and the Federal Ministry of Communication Technology (FMCT) in Nigeria around the strategic planning and organized nationwide scale-up of ICTs to achieve the goals of the SOML initiative.

    Major Duties and Responsibilities

    The Project manager will:

    • Provide operational support for ICT4SOML and lead day-to-day internal management and event planning/logistics.
    • Oversee the planning and tracking of work streams and specified deliverables, including managing/updating the ICT4SOML detailed work plan, which identifies and sequences the activities needed to successfully complete the project.
    • Provide operational support for stakeholder meetings and working group activities, discussions, and priorities.
    • Coordinate progress with consultants and external teams to ensure deliverables are on time, within budget and at the required level of quality.
    • Support budgeting, documentation and reporting activities for the UN Foundation’s engagement in ICT4SOML.
    • Support knowledge management and online collaborative activities within ICT4SOML, including managing online collaboration and document sharing tools/platforms.

    Working Relationships:

    • Report directly to the Country Director, and work closely with UN Foundation core staff and ICT4SOML team members including the ICT Pillar Lead, the Sr. ICT Coordinators seconded into the FMOH and FMCT, as well as GSMA and Intel partners and the SOML Project Management Office.

    Desired Skills and Experience

    • Relevant degree in Project Management or any related field. Master’s degree or project management qualification is an advantage. Minimum of 5 years related work experience.
    • Ability to work independently and collaboratively in a team atmosphere and capable of working with minimal supervision.
    • Ability to develop and maintain effective working relationships internally and externally while driving progress toward defined objectives and holding staff accountable
    • Self-starter with the ability to take on multiple projects simultaneously while adhering to tight deadlines in a dynamic, fast-paced environment.
    • Demonstrated leadership ability to drive projects from conceptualization to inception to implementation.
    • High degree of professionalism, along with excellent written, verbal, and interpersonal communication skills required, with advanced knowledge of and proficiency in the Microsoft Office programs, particularly Word, Excel and PowerPoint.
    • Demonstrable experience in using project management software and online collaboration tools.

    Information and Communication Technology (ICT) Pillar Lead for Saving One Million Lives (SOML) Initiative

    Overview of Position and Initiative

    The Saving One Million Lives Initiative Program Delivery Unit is hiring an ICT Pillar Lead to drive and coordinate ICT activities for the SOML initiative and provide active support to the ICT4SOML partners who support the Nigerian government in the scale up ICT-based programs to reduce maternal and child mortality.

    SOML was launched in October 2012 to prevent the deaths of one million pregnant women, new mothers, newborns, and children under 5 by 2015. The mHealth Alliance, GSMA and Intel have partnered to support the Federal Ministries of Health (FMOH) and Communication Technology (FMCT) in Nigeria around the strategic planning and systematic scale up of ICTs to achieve the goals of the SOML initiative.

    The ICT4SOML Lead position will be supported by the mHealth Alliance through funding provided by NORAD for the ICT component of the Saving One Million Lives Initiative. The ICT Pillar Lead will report to Dr. Kelechi Ohiri, Sr. Technical Assistant to the Honorable Minister of Health/Program Technical Lead of the SOML PDU Office, and approved reports will be sent to the Executive Director of the mHealth Alliance.

    • He/she will work within the SOML Project Management Office team and SOML PDU Pillar Leads.
    • He/she will coordinate with key ministry partners and federal agencies, including the National Primary Health Care for Development Agency (NPHCDA) and SURE-P, and direct the activities of the Sr. Health ICT Coordinators seconded into the FMOH and FMCT.
    • He/she will also serve as a point of contact with key development partners, including the MDG Health Alliance, GSMA, Futures Group, Pathfinder International, Intel, and BBC World Trust.

    Major Duties and Responsibilities:

    • Serve as the ICT Pillar Lead for the SOML initiative, which includes serving as the primary point of contact within government for ICT4SOML and coordinating Health ICT activities across government agencies and development partners.
    • Coordinate the ICT4SOML program in Nigeria with mHealth Alliance, GSMA, Intel, Futures, and other ICT partners in the achievement of their stated goals, which were approved by the Federal Ministry of Health. 
    • Ensure completion of key milestones in the ICT4SOML initiative
    • Initiate and complete the ICT framework development process and work with government, donors and other stakeholders to support implementation of the ICT framework. 
    • Provide strategic and technical inputs into the ICT framework development process.
    • Identify partnerships that can amplify the impact of ICT4SOML and influence as a leading initiative on behalf of the SOML initiative.
    • Provide technical input into stakeholder meetings and working group activities, discussions, and priorities
    • Perform other responsibilities delegated by the SOML Technical Lead and Head of PDU.

    Desired Skills and Experience

    • Masters degree in international affairs, public policy, public health, or related degree, plus at least 10 years of relevant experience.
    • A results oriented strategic thinker with demonstrated experience in running programmatic, financial, and management aspects of a complex global organization.
    • An entrepreneurial leader who has experience working internationally, specifically in the developing world, and keenly aware of the emerging issues in global health.
    • A superb communicator with the ability to inspire partners and stakeholders to rally around the vision of ICT4SOML.
    • Serves as a convener and will shape what the members of these communities think about the mHealth field.
    • Ability to connect with and engender trust from the mHealth Alliance’s constituencies and partners – including executive leadership, Boards, and staff, to build the relationships necessary to yield greater impact.
    • Significant professional experience in low and middle-income countries.
    • Self-starter with the ability to take on multiple projects simultaneously while adhering to tight deadlines in a dynamic and fast paced environment.
    • Demonstrated leadership ability to drive projects from conceptualization to inception to implementation.
    • Demonstrable expertise in and knowledge of mHealth, particularly in low and middle-income countries.
    • Ability to build positive and productive relationships to gain consensus and engage people and institutions towards improving the impact of ICT4SOML and the Alliance.
    • Must be able to work collaboratively in a team environment, co-coordinating competing priorities to achieve goals in a timely fashion.
    • High degree of professionalism, along with excellent, persuasive verbal and written skills required with advanced knowledge of and proficiency in the MS Office Suite. 
    • Excellent written, verbal, and interpersonal communication skills.
