    General Position Summary

    • Based in Abuja office and reporting to the CoP, the Program Officer-Policy & Advocacy will play a supporting role to the program team in development and implementation of strategies to support CIPP decision making and advocacy efforts

    Essential Job Responsibilities

    • Develop and implement advocacy strategies and corresponding work plans to achieve CIPP-anticipated policy change at the state and federal levels in Nigeria.
    • Develop supporting documentation (agenda, talking points, presentations, agreements, and meeting notes) for convening CIPP team led events.
    • Engage policy makers directly to advance the case for peace, as well as specific issues important to Mercy Corps.
    • Support, develop, and maintain relationships with local actors including the private sector, development partners and other institutions to achieve the desired impact of CIPP.
    • Communicate and interact effectively with individuals across all political parties and stakeholders in Nigeria.
    • Develop and maintain partnerships and networks with key Mercy Corps and policy development stakeholders in Nigeria, including key government ministries, LGAs, multi-lateral organizations, private-sector institutions, nongovernmental organizations (NGOs), civil society organizations (CSOs), professional associations, and educational and research institutions.
    • Organize coalition-building meetings and events, maintaining regular communication with members, representing Mercy Corps and CIPP program externally as may be appropriate.

    • The Project Communications Officer will be responsible for raising awareness about CIPP-related activities among the government and the Nigerian public at large.     • An important role of the Project Communications Officer is to produce press releases, and maintain a vibrant and engaged social media platforms. The Project Communications Officer will report to the Chief of Party.

    Essential Job Responsibilities

    • Oversee the project Communications strategy and activities related to project outreach;

    • In addition, the Program Assistant helps to develop materials, translate documents, and organize the program files, including updating the program Management and Mercy Corps (PM@MC) file on a regular basis.

    Essential Job Responsibilities
    Program Management:

    • Collaborate with the procurement staff on collecting invoices and finishing the procurement process to purchase materials for CIPP.
    • Assist with planning travel and workshops and other program events.
    • Assist groups in case they have problems that hinder the project in the field.

    General Position Summary

    Mercy Corps is seeking candidates for a MEL Manager who will manage and lead the MEL component of a five-year USAID-supported Community Initiatives to Promote Peace (CIPP) Program in Nigeria. The Monitoring, Evaluation and Learning (MEL) Manager provides strategic guidance, vision and management for successful monitoring and evaluation of the program. This individual also supervises MEL staff and ensures the strategic and functional integration of all MEL activities as well as active collaboration with sub-awardees and USAID. The Manager oversees all MEL activities, provides technical direction and support, and ensures the accurate reporting of results for program activities.

    Essential Job Responsibilities

    TECHNICAL LEADERSHIP

    • Provide leadership, training and mentoring in the development of M&E Plans, M&E tools, survey design, methodology, data analysis, and other skills required for assessing the impact of the program.
    • Lead and/or collaborate with external evaluators on the design and roll out of the program baseline and evaluations, while setting up effective systems for learning.
    • Ensures programs use the necessary M&E systems and tools, to inform and improve the program, as well as feed into the broader country-level M&E system and country strategy.
    • Take the lead in aligning, collecting and reporting on relevant indicators to the organizational-wide M&E systems, and other external systems as relevant.
    • Support teams in collecting sex and age disaggregated data and using gender-sensitive data collection methods in order to understand and respond to program results with diverse participants.
    • Participates in the facilitation of country and sector-level strategic planning sessions, assisting program managers and senior management in the development of their annual plans.

    INFORMATION MANAGEMENT

    • Works with the program and M&E teams to adopt a holistic program-level M&E system that harnesses open-source software and flexible cloud solutions to more accurately collect, monitor and verify program activities and ensure they are aligned with the country strategic and annual plan.
    • Provides guidance, recommendations, and leadership to ensure that the M&E systems meet the needs of Programs Managers and Country Leadership and help address shortfalls in M&E and data management that affect program implementation.
    • Contributes to program design to ensure adherence to Mercy Corps’ M&E best practices, including the use of standardized indicators, form templates, and documentation methodologies.
    • Maintain a comprehensive schedule of funding reports for the program and reviews the program reports to ensure that reports contain accurate, clear, and high-quality data and presented in the proper format.

    CAPACITY BUILDING AND MENTORING

    • Develops and oversees the implementation of the M&E staff and partner capacity building strategy that promotes a culture of learning through systematic analysis and reflection of program data.

    Knowledge and Experience

    • Bachelor’s degree in any the following or related fields: social science, international development, evaluation research, statistics, or economics.
    • At least five (5) years of progressively responsible experience in designing, managing and implementing results-based MEL activities.
    • Demonstrated relevant technical skills in analyzing quantitative and qualitative data, with excellent organizational as well as English oral and written communication skills.
    • Progressively responsible experience in monitoring and evaluation of conflict mitigation preventing violent extremism and/or democracy and governance programs, including working with development agencies and organizations, government officials, civil society leaders, community leaders, program beneficiaries and program staff.
    • Extensive knowledge of reporting procedures, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation.
    • Demonstrated supervisory skills, and the ability to work well on a team.
    • Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various commercially available statistical software programs.

    Living /Environmental Conditions:

    The position is based in the capital city Abuja with regular travel to other parts of Nigeria. The location is accompanied and generally secure. Housing, health care, water, electricity and consumer goods are all reasonably accessible and there are good international and domestic travel options from Abuja Airport. Air travel is necessary to get to some field locations. Mobile phones services are widely available. Internet is available in all Mercy Corps offices with some inconsistencies in the most remote sites. There is a wide variety of schools with different education philosophies and curriculum (British, American, French, and German to name the few). This position requires 40% travel by road and air to field offices that are located in highly insecure locations.

    Project Communication Officer

    Program / Department Summary

    • This is a five-year United States Agency for International Development (USAID)-funded Community Initiative to Promote Peace (CIPP).
    • The CIPP program aims to strengthen conflict prevention, mediation and early warning by facilitating community-led analysis and action to prevent, manage, and mitigate conflict and violent extremism.
    • The program will work in twenty-four (24) high-risk local government areas in Benue, Kaduna, Kano, Katsina, Kogi and Plateau states.

    General Position Summary

    • The Project Communications Officer will be responsible for raising awareness about CIPP-related activities among the government and the Nigerian public at large. S/he will be responsible for engaging counterpart organizations and also work with the affiliated Ministries and LGAs to implement CIPP project activities and record their outcomes.
    • An important role of the Project Communications Officer is to produce press releases, and maintain a vibrant and engaged social media platforms. The Project Communications Officer will report to the Chief of Party.
    • The position is based in Abuja and it requires up to (40 %) travel to Benue, Kaduna, Kano, Katsina, Kogi and Plateau states.

    Essential Job Responsibilities

    • Oversee the project Communications strategy and activities related to project outreach;
    • As directed by the COP, provide quality control on all reports, publicity materials, and other documents generated from the program with particular emphasis on those for submission to USAID;
    • Collect content for weekly, monthly and quarterly status reports;
    • Draft weekly status reports for submission to USAID and other stakeholders;
    • Attend meetings with project partners on an ad hoc basis regarding communications, outreach, PR, and media-related issues, program deliverables and reports, and USAID branding and marking guidelines;
    • Assist with planning, logistics and attend project events as requested by the COP, provide technical editing and formatting assistance with program deliverables and reports;

    • Daily monitoring of state and federal level newspaper articles and other periodicals, including broadcast media for material substantively affecting the work of CIPP;
    • Organize and coordinate with local vendors to host CIPP gatherings and public events;
    • Show a willingness to perform other duties as assigned by the Chief of Party.

    Knowledge and Experience

    • At least 3 years of relevant, professional experience in roles with increasing levels of responsibility required, Five+ years preferred;
    • Bachelor's Degree in Journalism, Communications, Publishing or similar area required; Master’s Degree preferred;
    • Strong communication skills in English, both written and oral.
    • Proficient in Microsoft Office Suite, Adobe applications;
    • Working knowledge of USAID policies, rules and regulations preferred;
    • Previous project work experience in the Middle Belt preferred;

    Program Assistant

    • Under the supervision of the Program Officer, the Program Assistant is responsible for making sure that all systems are in order for workshops, team travel and program diary.
    • In addition, the Program Assistant helps to develop materials, translate documents, and organize the program files, including updating the program Management and Mercy Corps (PM@MC) file on a regular basis.

    Essential Job Responsibilities
    Program Management:

    • Collaborate with the procurement staff on collecting invoices and finishing the procurement process to purchase materials for CIPP.
    • Assist with planning travel and workshops and other program events.
    • Assist groups in case they have problems that hinder the project in the field.
    • Remain flexible and willing to handle unforeseen circumstances.
    • Write minutes of CIPP and working group meetings.
    • Send, receive, and dispatch information to the field. Follow-up on difficult to reach sites in order to ensure that every correspondence makes it to the proper destination. Always double-check that correspondence has arrived in the hands of the proper person.
    • Assist in facilitating field visits for Mercy Corps staff and coordination of USAID field visits.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

    • Ensure compliance with security procedures and policies as determined by country leadership.

    General Position Summary

    Mercy Corps is seeking candidates for a MEL Manager who will manage and lead the MEL component of a five-year USAID-supported Community Initiatives to Promote Peace (CIPP) Program in Nigeria. The Monitoring, Evaluation and Learning (MEL) Manager provides strategic guidance, vision and management for successful monitoring and evaluation of the program. This individual also supervises MEL staff and ensures the strategic and functional integration of all MEL activities as well as active collaboration with sub-awardees and USAID. The Manager oversees all MEL activities, provides technical direction and support, and ensures the accurate reporting of results for program activities.

    Essential Job Responsibilities

    TECHNICAL LEADERSHIP

    • Provide leadership, training and mentoring in the development of M&E Plans, M&E tools, survey design, methodology, data analysis, and other skills required for assessing the impact of the program.
    • Lead and/or collaborate with external evaluators on the design and roll out of the program baseline and evaluations, while setting up effective systems for learning.
    • Ensures programs use the necessary M&E systems and tools, to inform and improve the program, as well as feed into the broader country-level M&E system and country strategy.
    • Take the lead in aligning, collecting and reporting on relevant indicators to the organizational-wide M&E systems, and other external systems as relevant.
    • Support teams in collecting sex and age disaggregated data and using gender-sensitive data collection methods in order to understand and respond to program results with diverse participants.
    • Participates in the facilitation of country and sector-level strategic planning sessions, assisting program managers and senior management in the development of their annual plans.

    INFORMATION MANAGEMENT

    • Works with the program and M&E teams to adopt a holistic program-level M&E system that harnesses open-source software and flexible cloud solutions to more accurately collect, monitor and verify program activities and ensure they are aligned with the country strategic and annual plan.
    • Provides guidance, recommendations, and leadership to ensure that the M&E systems meet the needs of Programs Managers and Country Leadership and help address shortfalls in M&E and data management that affect program implementation.
    • Contributes to program design to ensure adherence to Mercy Corps’ M&E best practices, including the use of standardized indicators, form templates, and documentation methodologies.
    • Maintain a comprehensive schedule of funding reports for the program and reviews the program reports to ensure that reports contain accurate, clear, and high-quality data and presented in the proper format.
    • Develop program and operational reporting templates that facilitate the acquisition, aggregation and flow of information in programs.

    CAPACITY BUILDING AND MENTORING

    • Develops and oversees the implementation of the M&E staff and partner capacity building strategy that promotes a culture of learning through systematic analysis and reflection of program data.
    • Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including regular reflection and analysis of program monitoring data.
    • Work closely with Program Managers, Human Resources and Finance to ensure that M&E skills are incorporated into all program position descriptions and positions are budgeted for.
    • Contributes to the knowledge management repository with best practices in M&E and ensure that it is accessible to all staff and partners.

    • Bachelor’s degree in any the following or related fields: social science, international development, evaluation research, statistics, or economics.
    • At least five (5) years of progressively responsible experience in designing, managing and implementing results-based MEL activities.
    • Demonstrated relevant technical skills in analyzing quantitative and qualitative data, with excellent organizational as well as English oral and written communication skills.
    • Progressively responsible experience in monitoring and evaluation of conflict mitigation preventing violent extremism and/or democracy and governance programs, including working with development agencies and organizations, government officials, civil society leaders, community leaders, program beneficiaries and program staff.
    • Extensive knowledge of reporting procedures, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation.
    • Demonstrated supervisory skills, and the ability to work well on a team.
    • Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various commercially available statistical software programs.

    The position is based in the capital city Abuja with regular travel to other parts of Nigeria. The location is accompanied and generally secure. Housing, health care, water, electricity and consumer goods are all reasonably accessible and there are good international and domestic travel options from Abuja Airport. Air travel is necessary to get to some field locations. Mobile phones services are widely available. Internet is available in all Mercy Corps offices with some inconsistencies in the most remote sites. There is a wide variety of schools with different education philosophies and curriculum (British, American, French, and German to name the few). This position requires 40% travel by road and air to field offices that are located in highly insecure locations.
