    Clinical HIV/AIDS Specialist

    Overall Responsibilities
    The objective of the Clinical Care Specialist position is to manage the LMS-ACT State continuum of Clinical care Program (Basic palliative care [BPC] including the management of opportunistic infections and prophylaxis for adults and children; pediatric ART; adult ART; Management of TB/HIV Co-infection; and PMTCT programs in a manner that strengthens state and local government systems and technical capacity for sustainable HIV/AIDS prevention and control efforts.

    Management Responsibility

    •     Together with LMS Pro-ACT headquarter and State staff, spearhead the effective and efficient implementation of the said services in State.
    •     Member of the State Project Management Team that is responsible for overall project performance.

    Specific Responsibilities

    •     Provide technical input in the development of an integrated State LMS-ACT project plan in collaboration with the Directors, Advisors and State Teams.
    •     Take lead in the establishment of comprehensive HIV/AIDS and TB care and treatment services in the state
    •     Take lead in building the capacity of health workers (didactic, mentoring etc) in all the technical areas so they are able to provide the said clinical HIV/AIDS services.
    •     Liaise with the State Logistics Specialist to monitor ARV and OI drug stocks in the State and ensure timely procurement and distribution.
    •     Liaise with the M&E Specialist to ensure programmatic components of the M&E system are functionalized. (clarity of indicators, PMM and other tools to HF staff, data quality audits, reporting etc)
    •     Identify and flag human resource needs including technical assistance/consultants
    •     Manage the roll-out of the project clinical quality assurance program in the state ensuring SOPs and job aids are available at points of use and quality audits are conducted periodically
    •     Assist the STL to coordinate the establishment of a state technical and administrative supervisory system for all implementing partners.
    •     Participate in activities to extend/expand the LMS-ACT project to other health facilities, communities and States.
    •     Represent MSH LMS-ACT project at the state level on matters of CC&T.
    •     Network with other State Government, CSO and community partners in the State to establish a functional referral system for clients between clinical and community-based HIV/AIDS services.
    •     Document programmatic achievements and keep the State Team Leader informed on monthly, quarterly and annual basis.

    Qualifications

    •     Post graduate degree in Medicine or Public Health.
    •     Significant program experience in Reproductive and Child ealth, HIV/AIDS Programs, IMCI, and health systems strengthening in resource poor settings in Nigeria
    •     Clinical experience in managing HIV/AIDS clients in Nigeria.
    •     Experience managing, supervising and teaching medical and nursing staff.
    •     Experience with HIV/AIDS programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank preferred, particularly those related to Voluntary Counseling and Testing, prevention of Mother-to-Child Transmission, and care and reatment desirable
    •     Excellent oral and written communication skills and fluency in English

    Community Care Specialist

    Overall Responsibilities
    The objective of the Community Services Specialist position will be to provide leadership to the state program in building a network of community HIV services (identification, referral and support of HIV positive clients, follow-up of clients on ART and/or TB treatment and follow up of PMTCT mother-baby pairs, home-based care, OVC and other related services) and link them with the health-facility based services

    Specific Responsibilities

    •     Provide technical input in the development of an integrated Pro-ACT project state plan in collaboration with the Directors, Advisors and State Teams.
    •     Together with the Clinical Services Specialist, take lead in the establishment of the community component of the comprehensive HIV/AIDS and TB services
    •     Take lead in building the capacity of Community Service Providers (CBOs, PLWHA, volunteers etc) in all the technical areas so they are able to provide the said community HIV/AIDS services.
    •     Liaise with the Advisor for Community Services and the Inventory Officer to avail commodities needed at community service delivery points (water guard, ITNs, condoms, etc) and track utilization.
    •     Liaise with the M&E Specialist to ensure community programmatic components of the M&E system are functionalized. (clarity of indicators, M&E data tools, data quality audits, reporting etc)
    •     Identify and flag human resource needs including technical assistance/consultants
    •     Represent MSH Pro-ACT project at the state level on matters of community HIV services.
    •     Network with other State Government, CSO and community partners in the State to establish a functional referral system for clients between clinical and community-based HIV/AIDS services.

    Qualifications

    •     A postgraduate degree in Social Sciences, Public Health, Nursing/midwifery or related discipline.
    •     Minimum of 3 years senior level work experience in health program management in developing countries.
    •     A proven hands-on programmatic, technical and managerial expertise in provision of at least 4 community HIV/AIDS services and developing and nurturing partnerships with local NGOs, FBOs and CBOs.
    •     Extensive experience working with networks of Persons Living with HIV/AIDS (PLWHA) is a MUST.
    •     Excellent understanding of the continuum of care for HIV infected individuals and be willing to multi-task for several services.

    •     The Senior laboratory Officer will be required to support the establishment of laboratory systems for sustainable delivery of high quality comprehensive HIV/AIDS and TB prevention, care and treatment services. This will involve designing and implementing capacity building programs for State and Local government health workers, coaching/mentoring facility staff to become champions of good lab practice and coordinating resources. S(he) will be responsible for strengthening laboratory systems in line with MSH broader health systems focus.
    •     In liaison with the Laboratory Systems Specialist and the Country office Laboratory Team, S(he) ensure all MSH-supported laboratories in the State provide quality Lab services (at least rapid HIV testing, haematology, chemistry and CD4) at all times throughout the year. This will entail making sure all lab equipment is serviced, repaired and fully functional at all time; maintaining zero-stock out time for all reagents and RTKs.
    •     Establish strong links/collaboration with the Laboratory Directorate in the SMOH and backstop processes that will lead to increased State Government ownership and funding of lab system improvements efforts leading to sustainability.
    •     Specifically support the SMOH, health facilities and partners to establish continuous quality improvement programs evidenced by proportion of State Labs that are registered by the MLSCN and prepared towards attaining national accreditation by the MLSCN
    •     Provide capacity building on basic laboratory management, laboratory ethics and ongoing support to th laboratory staff on the use of respective testing and automations systems, basic maintenance of BD FACSCount machine, Clinical Chemistry and Haematology analyzers through the use of various tools with Quality control results on the relevant tests properly charted on L-J charts
    •     He/She will contribute to the health facility upgrades plans in the area of laboratory upgrades including needs for equipment, water and drainage, safe disposal of sharps and contaminated wastes, and health facility laboratory staff in services training.
    •     As part of this role, the senior laboratory officer will work closely with the Laboratory Systems Specialist and the Country office Laboratory Team to ensure health facility laboratories implement GoN-approved diagnostic protocols, quality control procedures, significant biosafety and biosecurity practices not limited to safe disposal of sharps and contaminated laboratory waste.
    •     To carry out quality control functions/ activities, in supported health facilities laboratories, including quality control inspections schedules and the collection of quality control records including but not limited to PT and other EQA samples, ensure the availability of quality records documents.
