    DW Metering Support Engineer

    Description:

    • Assist Lead instrumentation engineer and Head of section (Head of Instrumentation, Metering & Systems Support) for the updating of the Maintenance Plans including dedicated procedures, spare parts coverage, tools selection and other technical aspects, in accordance with the Maintenance Policy.
    • Is together with Lead Metering Engineer focal point for Client concerning technical and commercial (fiscal) metering systems.
    • Manage the maintenance and reliability of all metering systems and guarantee the integrity of their measurements.
    • Follow-up within all matters concerning metering related contracts (sales, transportation, and/or other agreements)
    • In connection with Client concerned entities he shall :
    • Prepare and manage maintenance plan, spare inventory and all other related administrative tools in UNISUP as regards Instrumentation, control systems and metering maintenance on site.
    • Prepare and update the metering manuals describing the CLIENT technical & fiscal metering equipment as well as related operating procedures. Ensure the proper saving and storage of data back-up, and documentation.
    • Ensure that periodical meter proving exercise at our LACT points as well as the prover loop calibrations are carried-out as provided for by the regulations governing operations of such facilities (DPR regulations).
    • Ensure that the fiscal gas metering system quarterly validations, NLNG Supply Point Technical and Commercial Ticketing Audit are carried out in compliance with the Gas Utilisation Agreement with the NLNG and the regulations governing operations of such facilities (DPR regulations).
    • Ensure that the Fiscal Metering systems are fully operational, accurate and comply with the regulations defined by the Authorities.
    • Ensure proper certification of the fiscal metering systems and smooth relations with the DPR with the commercial team.
    • Liase with the Main Maintenance Contractor teams on the necessary corrective actions as relates to the metering systems.
    • Specify the new technical and commercial metering systems in co-operation with instrumentation specialists.
    • Initiate and follow-up the monitoring of performance for the equipment defined within the Field of Competence including Metering Systems, Fire and Gas detection systems, ESD systems, Security control, etc.
    • Work closely with instrumentation Maintenance Methods during metering interventions and share experience(s) accordingly.
    • Provide and clarify flow equation formulae to be entered/ entered on the ICSS.
    • Coordinate with the Technical Support and Smart Room teams for the investigations, follow-up and reporting of deficiencies or significant events.
    • Issue FITA (Failure Investigations and Technical Analysis) reports and REX+ Return of experience related to equipment within the Field of Competence.

    Service Contents/Proplem Solving (Activities):

    • He shall provide reports highlighting weekly activity forecast and progress on impending issues as relates metering maintenance to the Head of Maintenance.
    • He shall react effectively where necessary to site maintenance requests and manage metering interventions to reduce downtime due to metering systems failure.
    • He shall ensure follow up of all metering related site modification requests and issue progress reports accordingly.
    • He shall manage metering maintenance plan and spare inventory with his developed understanding and knowledge of UNISUP and use same for Preventive Maintenance, PM and Material Management, MMnotification, work orders, purchase requisition, material master form creation, etc.
    • He shall prepare and update fiscal crude and gas metering station regulatory handbook and log books according to DPR requirements, Crude Handling and Gas Sales Agreements, company rule CR EXP 002 and International standards (API, ISO etc.)
    • He shall manage metering database to ease administration and increase access to metering information to the relevant users.
    • He shall ensure that periodical meter proving, prover loop and tank/vessel calibrations are carried out according to the Department of Petroleum Resources requirements and the certifications of same, duly approved by same regulatory body, DPR.
    • He shall follow-up quarterly validation of fiscal gas metering instrumentation and sampling for laboratory compositional determination of impurities by a third party certifying company and NLNG.
    • He shall from time to time review the progress of his activities with his hierarchy, the Head of Maintenance and where necessary, the Methods Manager based on priorities, set-objectives, etc.

    Interfaces

    Laboratory

    • -Advise the laboratory personnel on the sources of uncertainties accruable to laboratory methods
    • of fluid measurement and propose means of improvement. (salinity, viscosity,BS &W/ water-cut determination
    • and density measurement by laboratory means).
    • -Advise on the optimal representation of fluid samples required achieve best results based on the sampling points.

    Well Performance

    • Assure the integrity of well test, gas lift and water injection metering and profer improvements where necessary.
    • Communicate effectively with the well performance team/ GSR on the reliability of well test measurements
    • on the test separators and/or multi phase flow metering unit(s).
    • (BS&W, GOR, density measurement as used in water content determination or Net Oil, etc).
    • Process
    • Assist, when possible, the Process Engineer by carrying-out metering related studies concerning environment, production, etc.
    • Advice the Methods Manager of contractual constraints and obligations related to metering field operations.
    • Contract
    • Advise, comment, analyse the technical contract terms as relates metering (in force and new contracts)
    • in order to benefit by it.
    • Verify and study the metering contract data and specifications, and propose update when required.

    Responsibilities for HSE :

    • He shall participate as scheduled by DW HSE coordinator, in Site HSE Committee meetings, monitoring the effectiveness of the reviews and making inputs all aimed at increasing the safety awareness of personnel.
    • He may go on specific metering related mission defined by his hierarchy and/or requested by the Site manager, once on site
    • While on site, he must :
    • abide by all the safety rules and regulation governing the operations on the platform;
    • report to the Head of HSE any incident, unsafe act or operation;
    • familiarise himself with the emergency procedures applicable to his area of work.
    • carry out his duties in such a manner to minimise unsafe exposure to himself and his fellow workers:
    • by not participating in any act which he knows may endanger himself and his fellow workers;
    • by not misusing any Company plant, equipment and facilities including any safety equipment for use in emergencies;

    ACCOUNTABILITIES

    • All fiscal metering units are certified in due time and valid.
    • All metered quantities are exact and within tolerances.
    • All required certificates and documentation are available for audits.
    • Reports to the Lead metering engineer & to head of section on all metering and analyser activities.

    Qualification:

    • B.Sc / B.Eng. Degree in any engineering related discipline such as Instrument/Control/Electronic/Automation/Petroleum/Chemical.
    • 5 to 10 years working experience in an oil producing, manufacturing or service Company with specialized training/competence im Metering techniques.
    • Large Expertise in Metering systems and International Metering Codes (ISO, API, AGA,etc ...)
    • Good relational, presentation and communication skills.
    • Computer literate, with a knowledge of computerised process systems.
    • Ability to organize a mission campaign in an offshore environment
