    Assistant Protection Officer (Gwoza/Bama)

    DUTIES AND RESPONSIBILITIES

    The Assistant Protection Officer reports to the Protection Officer. The Assistant Protection Officer will plan and implement protection activities in their specific location(Gwoza and Bama) in Borno State whilst interfacing with other UNHCR staff and partners, members of the Protection Sector and the wider humanitarian community, including government actors of various backgrounds and capacities, the judiciary, police and other actors involved in civilian protection. The incumbent must be able to conduct trainings and field assessment missions, to advocate with diverse interlocutors and to draft documents in English. The post requires a mix of managerial, policy, legal and practical skills. The incumbent should have a good experience in the north-eastern Nigeria humanitarian context, human rights law and humanitarian law and repatriation.

    It is hereby noteworthy to indicate clearly that these positions will be based out of Maiduguri in the Local Government Areas (Gwoza and Bama LGAs respectively) and staff are expected to operate in the said LGAs where the security situation is volatile and unpredictable. Staff are therefore expected to reside in the existing humanitarian hubs and adhere strictly to UN Security Management Guidelines in place which may be revised from time to time.

    The incumbent will have the following responsibilities:

    • Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
    • Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
    • Assist in providing comments on existing and draft legislation related to persons of concern. 
    • Provide legal advice and guidance on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
    • Promote and contribute to measures to identify, prevent and reduce statelessness.
    • Contribute to a country-level child protection and education plan as part of the protection strategy.
    • Provide inputs for the development of global / regional international protection policies and standards.
    • Implement and monitor Standard Operating Procedures (SOPs) for all protection/solutions activities.
    • Manage individual protection cases including those on SGBV and child protection. Monitor, and intervene in cases of refoulement, expulsion and other protection incidents.
    • Promote and find durable solutions for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement.
    • Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.
    • Contribute to and facilitate a programme of results-based advocacy with sectorial and/or cluster partners.
    • Contribute to and facilitate effective information management through the provision of disaggregated data on populations of concern and their problems.
    • Contribute to capacity-building initiatives for communities and individuals to assert their rights.
    • Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures.

    ESSENTIAL MINIMUM QUALIFICATIONS

    • Education: University degree in Law, International Law, political Sciences or related field.
    • Job Experience: Minimum 2 years relevant professional experience.
    • Excellent knowledge of English and working knowledge of another UN language.

    DESIRABLE QUALIFICATIONS & COMPETENCIES

    • Diverse field experience desirable.
    • Good IT skills including database management skills.

    DUTIES AND RESPONSIBILITIES

    The Senior Information Management Assistant assists in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.

    The position is supervised by a more senior position at the field level, and receives functional guidance and support from IM specialists at country/regional and global level. Subject to the nature of the task/assignment, he/she will work independently on routine tasks, while will follow instructions of the supervisor for more complex issues. The position has no supervisory role. The incumbent may play a liaison role with the national and local authorities for gathering and exchange of data.

    The incumbent will have the following responsibilities:

    • Assist in operationalizing country-specific common data standards and promoting them with partners.
    • Assist in compiling and aggregating information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
    • Support the operation in the analysis of processed data and information and perform data quality and consistency control.
    • Facilitate the analysis of cross-border information between relevant countries.
    • May be required to collect GIS data, update maps and undertake field trips to project sites.
    • May be required to participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration.
    • Perform any other related duties as requested.

    ESSENTIAL MINIMUM QUALIFICATIONS

    • Completion of secondary education with certificate/training in Information Technology, Demography, Statistics, Social Sciences or any related area.
    • At least 5 years of relevant work experience.
    • Advanced Excel skills (e.g. pivot tables, functions, etc.).
    • Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
    • Fluency in English and working knowledge of another relevant UN language or local language.

    DESIRABLE QUALIFICATIONS & COMPETENCIES

    • Successful participation in the Operational Data management Learning Programme.
    • Experience in web design and software development is an asset.
    • Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres.
    • Experience with HTML, PHP, ASP and/or Java is an asset.
    • Proven skills to analyse statistical information.
    • Ability to formulate IM-related technical requirements and Operating Procedures.

    The Senior Protection Assistant reports to the Protection Officer.  He/she monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff. The Senior Protection Assistant provides quality, timely and effective protection support to persons of concern and identifies opportunities to mainstream protection methodologies and safeguards in operational responses. He/she contributes to designing a comprehensive protection strategy and may liaise externally with local authorities and partners on protection issues as guided by the supervisor. The Senior Protection Assistant also ensures that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

    • Contribute to measures to identify, prevent and reduce statelessness.
    • Contribute to a country-level child protection plan as part of the protection strategy.
    • Contribute to a country-level education plan for persons of concern as part of the protection strategy.
    • Participate in individual protection case management including cases of SGBV and child protection. Monitor and report on cases of refoulement, expulsion and other protection incidents.
    • Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities.
    • Contribute to initiatives to enhance national and local protection capacities.
    • Assist in identifying durable solutions for persons of concern.
    • Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics for the protection unit/section.

    ESSENTIAL MINIMUM QUALIFICATIONS

    • Completion of secondary school. Additional Training courses in protection related issues.
    • 4 years relevant job experience.
    • Fluency in English and working knowledge of another relevant UN language or local language.

    DESIRABLE QUALIFICATIONS & COMPETENCIES

    • Good computer skills.
    • Completed Protection Learning Programme.
