    Clinical Care Specialist

    Overview

    • The objective of the Clinical Care Specialist position is to manage the MSH CaTSS ART program in a manner that strengthens integrated delivery of comprehensive HIV/TB and PMTCT services in partnership with the state government and other partners, and leads to sustainable HIV/AIDS prevention and control efforts.

    Specific Responsibilities

    • Provide technical input in the development of an integrated State and LGA project plan in collaboration with the Advisors and State Teams.
    • Take lead in the establishment of comprehensive HIV/TB care and treatment services as well as PMTCT services in CaTSS focus states.
    • Be part of the State capacity building and supervisory team ensuring quality PMTCT/ART/TB service delivery at supported health facilities

    • Represent MSH CaTSS project at the state and LGA level on matters of PMTCT,TB/HIV collaborative activities and ART.
    • Network with other State Government, CSO and community partners in the State to establish a functional referral system for clients between clinical and community-based HIV/AIDS services
    • Document programmatic achievements and keep the State Team Leader informed on monthly, quarterly and annual basis.

    Qualifications and Experience

    • Medical Degree (MD) and appropriate licenses and registration with Nigerian Medical and Dental Council.
    • At least 6 years’ experience with HIV/AIDS care and treatment programs supported by bilateral agencies such as USAID/CDC and international agencies such as WHO and World Bank preferred. Extraordinary verbal and written communication skills to manage project communications and disseminate project information are required.
    • Strong written and oral presentation skills in English.
    • Excellent grasp of clinical issues and current literature on HIV/AIDS care and treatment.
    • Experience in developing country health care programs.
    • Team player with demonstrated ability to produce quality results in a timely manner

    Specific Responsibilities

    • Spearhead the roll-out of CATSS M&E plan in line with PEPFAR and national reporting requirements
    • Member of the State Project Management Team that is responsible for overall project performance

    • Participate in project assessments, evaluations and design teams.

    Qualifications and Experience

    • Postgraduate degree in Statistics, Epidemiology or related field with focus on monitoring and evaluation and/or Biostatistics
    • Minimum of 3 years hand-on monitoring & evaluation experience
    • Minimum of 4 years’ experience in developing monitoring plans and/or management information systems 3 years of which spent working with NGOs in an African setting
    • Minimum of 3 years’ experience working in HIV/AIDS programs in Nigeria
    • Familiarity with PEPFAR reporting systems highly desirable, particularly for HIV Counseling and Testing, prevention of Mother-to-Child Transmission, ART, and OVC

    Overview

    • The objective of the Laboratory Systems Specialist is to provide technical support on leadership of the Care And Treatment for Sustained Support (CaTSS) laboratory program in the state in a manner that strategically support the maintenance and uninterrupted delivery of quality HIV/AIDS and TB care and treatment services integrated into the host country health system, through technical assistance to be provided in close collaboration with the Government of Nigeria (GoN) at the state, and local government levels in five President’s Emergency Plan for AIDS Relief (PEPFAR) - sustained response states

    Specific Responsibilities

    • The Laboratory Systems Specialist will be required to support the laboratory systems for sustaining patient-centered care and treatment services for HIV/AIDS and TB. This will involve innovative, evidence-based, state-specific, and cost effective technical assistance partnership approach that will allow state and local governments to increasingly assume overall HIV and TB responsibilities. S(he) will be responsible for strengthening laboratory systems in line with MSH broader health systems focus.
    • In liaison with the Country Office Laboratory Team, S(he) ensure all MSH-supported laboratories in the State provide quality laboratory services throughout the year by ensuring that all lab equipment is functional at all time and maintaining zero-stock out time for all reagents and RTKs.
    • Establish strong collaboration with the Laboratory Directorate in the SMOH, State Hospital Management Board/Bureau for increased state government ownership and funding for laboratory system improvements that leads to sustainability, starting with the state governments setting goals and benchmarks with CaTSS, co-designing, and then co-developing and co-monitoring laboratory activities with the project and gradually taking responsibility.
    • Specifically support the SMOH, State Laboratory Quality Management Task Teams and health facilities and continuous quality improvement programs evidenced by proportion of state laboratories that are registered by the MLSCN and prepared towards attaining national accreditation by the MLSCN
    • Provide capacity building on basic laboratory management, including planning, budgeting, and integration of laboratory activities.
    • Ensure health facility laboratories implement GoN-approved diagnostic protocols, quality control procedures, significant biosafety and biosecurity practices.
    • Ensure that all MSH-supported laboratories carry out quality assurance functions, including but not limited to IQA, EQA and PT activities, the availability of quality documents and records.
    • Take programmatic responsibility for the functioning of the laboratory information system (LIS) whether paper or electronic at the state level as well as work closely with State Supply Chain Management Specialists to ensure prompt submission of reports from health facilities as required by PEPFAR, MOH and MSH (monthly, quarterly, and as required).
    • Contribute to development of lessons learned from programs and projects related to laboratory management of HIV/AIDS.
    • Represent MSH on issues of laboratory management of HIV/AIDS at the state level.

    Qualifications and Experience

    • Minimum of B.MLS/B.Sc. Medical Laboratory Science
    • Post-graduate degree in public health/health science is preferable
    • Must be registered with Medical Laboratory Science Council of Nigeria (MLSCN) and licensed to practice in Nigeria
    • Minimum of 4 years’ experience in laboratory diagnosis of AIDS, tuberculosis and other opportunistic infections and laboratory monitoring of clinical status of people living with HIV essential
    • Significant expertise in laboratory Quality Management Systems
    • Familiarity with local and WHO/AFRO Accreditation process is a plus
    • Must be organized

    • The objective of the Community Care Specialist position is to manage the MSH CaTSS PHDP/Care and Support portfolio including HIV prevention, OVC services in a manner that strengthens linkages and synergy between community-based and facility-based services; in partnership with the state government, other implementing partners and the community itself

    Specific Responsibilities

    • Together with CaTSS headquarter and State Staff spearhead the effective and efficient implementation of the HIV prevention, OVC, Care and Support services, provided under the CaTSS project.
    • Member of the State Project Management Team that is responsible for overall project performance.
    • Provide technical input in the development of an integrated State project plan in collaboration with the State Teams.
    • Together with the Clinical Care Specialist, take lead in the establishment of comprehensive HIV and TB services in supported health facilities.
    • Conduct targeted advocacy to LGA and community leaders for implementation of OVC, care and support services and HIV prevention programs in target LGAs.
    • Be part of the state capacity building and supervisory team ensuring quality HIV prevention program, OVC, care and support services are delivered
    • Provide technical assistance to the implementing health facilities and target communities on HIV prevention programming, Care and Support including HTC, adherence support systems, and client retention strategies.
    • In collaboration with the SCMS lead, monitor stock levels of Prevention, Care and Support commodities and OI drugs in the State and ensure timely procurement and distribution.
    • Network with LGA, grantee CSO and community partners in the LGA to establish a functional referral system for clients between clinical and community-based HIV/AIDS services.
    • Ensure timely relevant technical support to all grantee CBOs.
    • Participate in activities to scale-up prevention interventions to target communities
    • Liaise with the M&E team to ensure functional monitoring, evaluation and reporting of HIV sexual prevention program, care and support/OVC services as required in the project PMP
    • Represent MSH CaTSS project at the state and LGA level on matters of HIV Prevention, OVC and care and support.
    • Document programmatic achievements and keep the State Team Leader informed on a monthly, quarterly and annual basis

    Qualifications and Experience

    • Nurse with a graduate degree in a Public Health.  Social Worker with a graduate degree and extensive experience working with PLHIV may be considered.
    • Experience in HIV Sexual prevention programming and working with key populations, preferably in Nigeria.
    • Significant experience in HIV/AIDS Programs with a focus on HIV Care and Support, OVC in resource poor settings in Africa, preferably Nigeria.
    • Experience working with CSOs and community structures as well as managing, and supervising allied health professionals.
    • Experience with HIV/AIDS programs supported by bilateral agencies such as CDC/USAID and international agencies such as WHO and World Bank preferred, particularly those related to sub granting to CSOs, HTC, treatment adherence and provision for orphans and vulnerable children.

    Specific Responsibilities

    • Prepare payment vouchers
    • Properly code all transactions
    • Payment of expenses, including per diem and transport to participants during activities in the field
    • Prepare and control advances
    • Assure balances of unused portions of advances are deposited into the MSH account
    • Prepare deposit slips for cash to be deposited into the bank account
    • Maintain accounting files
    • Follow up on outstanding advances and assure timely reconciliation

    Qualifications and Experience

    Technical Advisor, Supply Chain Management Systems

    • The objective of the Technical Advisor, Supply Chain Management system position is to provide technical leadership to the implementation of the Supply Chain Management Systems capacity strengthening component of the Global Fund Malaria Grant (2018 – 2020) to the state, LGA and facility levels.
    • The incumbent will work in close coordination with the Senior Technical Manager, PSM to build/strengthen the capacity of the state malaria program’s (State, LGA and facility levels) supply chain management system to support quality service delivery and LMIS reporting by GF supported facilities.
    • S/He will work closely with the Senior Technical Manager to support the LMCU specialist in his/her oversight function to the states.

    Specific Responsibilities

    • Work with the Senior Technical Manager, PSM in the strategic design and implementation of all SCMS activities implemented under the global fund project in the designated focus state.
    • Support the senior technical manager to collaborate with the MOH, NMEP, GHSC-PSM and local partners to assure that effective and efficient warehousing and distribution systems are in place for medicines and other key commodities.
    • In conjunction with the senior technical manager, participate in identifying and prioritizing capacity development activities for strengthening national and State level pharmaceutical supply chains, and building expertise in monitoring and supervision in collaboration with the MOH, NMEP and other relevant team members and partners. Develop and implement appropriate training and supervision programs.
    • Work with the senior technical manager to provide TA to develop standard operating procedures (SOPs) for inventory management and other aspects of supply chain management that will assure the availability and quality of medicines and other commodities.
    • Work with the senior technical manager to support country partners and other PROJECT staff in developing and implement a comprehensive approach for ensuring the quality of the commodities procured and used.
    • Monitor and document the progress of activities toward achieving results of supply chain activities of the approved project work plan, baseline and periodic measurements of indicators
    • Able to prepare, review and analyze last mile distribution plan and use same to inform long haul plan
    • Provide guidance to a multi-disciplinary team of service providers (doctors/nurses/pharmacists/laboratory scientist) on Adverse Drug Reaction (ADRs) real time monitoring, documentation and reporting (monthly and quarterly)
    • Work closely with the senior technical manager to support NSCIP/NPSCMP, and use same to support the state LMCUs.
    • Coach and mentor service providers and state government partners to strengthen the SCMS capacity at the state level and in each partner health facilities.
    • Utilizing adapted tools, build the capacity of relevant health facility staff (doctors/nurses/pharmacists/laboratory scientists) on forecasting, inventory management and reporting.
    • S/He will provide guidance and technical support to SCM Specialists for data triangulation activities at the state and LGA levels.
    • S/He will work closely with the senior technical manager to provide guidance to the Pharmacovigilance task teams at the National and State level to analyze ADR reports and use same for decisions around patient management, procurement planning, forecast and quantification.
    • Work closely with partner health facilities and State government to institutionalize and implement RDTs and Testing Point-delineation-SOP and systems to ensure accountability of the commodities issued to the health facilities by State through ensuring that service providers regularly carry out stock verification and reconciliation of records when and where necessary.
    • Working closely with the Senior Technical Manager, SCM, to provide TA to the state logistics technical working group (TWG)/ LMCUs to ensure the implementation of a harmonized logistic management system and framework
    • Liaise and network with relevant GF SRs partners and collaborators to improve MSH’s visibility, coordination of activities and promotion of shared advocacy agenda for SCMS at the state level.
    • Work closely with the senior technical manager to provide support to the states.
    • Participate at national-level SCMS technical working group (TWG) meetings hosted by same or other international agencies as required.
    • Perform any other duties as may be assigned by the supervisor (Senior Technical Manager, PSM)

    Qualifications and Experience

    • Bachelor of Pharmacy Degree or Doctor of Pharmacy Degree. Post-graduate degree in Public Health/Health Science is an advantage
    • A minimum of 9 years of experience implementing supply chain system improvement programs of large projects in developing countries.
    • Minimum of 4 years’ field level experience with Malarial programs and public health commodities supported by bilateral agencies such as GF, USAID/CDC, and other funders particularly those related to supply chain management
    • Demonstrated ability to effectively and efficiently coordinate the management of Supply Chain Management activities in at least 10 States Malaria program implementation.
    • Has shown the capacity to support and strengthen different State governments supply sustainability structures such TWG/LMCUs.
    • Ability to leverage on state government human resources to bridge gaps to meet and address emergency situations.
