    QA/QC Supervisor

    The holder of the position shall in particular:

        Ensure that the required specialised technical competence in welding, NDE, painting, various tests, etc, at all levels and adequate facilities are maintained by the Contractor and Subcontractor for the Works at the Worksite.
        Review the Contractor, Subcontractor and Vendors’ QA/QC documentations and work procedures related to welding, NDE, painting, tests, etc; and ensure that the staff and process qualifications, products and equipment comply with project quality technical and safety requirements.
        Be in charge of quality and technical surveillance of Contractor and Subcontractor’s Works in compliance with approved Quality Control Plans (QCPs) & Inspection & Test Plans (ITPs).
        Follow up of processes, qualifications and production tests, any mechanical test to be carried out in approved laboratory; including review of technical queries and deviations requests related to the welding, NDE, painting, tests, etc, for the OLT Buoy Works.
        Ensure that the Works are carried out in accordance with best practices, project specifications and standards; providing technical guidance to Contractor and Subcontracts Work teams.
        Monitor and report on quality control activities at the Worksite to the Construction Superintendent and QA/QC Leader.
        Carry out regular inspection and audit of facilities and processes employed for the Works to ensure optimal performance and reliability.
        Review, monitor and report daily the status of inspection and test activities executed by the Contractor, Subcontractors and Vendors at the Worksite.
        Monitor Contractor and Subcontractor’s verification of welding and coating products certification with incoming productsby batch numbers, ensuring that expiring dates and required storage conditions are respected.
        Monitor Contractor and Subcontractor’s traceability system (daily reports, batch numbers, QC inspection reports, etc), including control and traceability of project materials incorporated or to be incorporated to the Works.
        Follow up NCRs and CARs related to the welding, NDE, painting, tests, etc, and take appropriate actions to ensure closure of pending issues accordingly.
        Conduct “X” check of NDE Operators and test equipment. Perform independent “X” check & testing of structures, piping and fittings (forgings, cold bending, weldments, etc.).
        Report any problem without delay to the Construction Superintendent and UFR QA/QC Leader, and provide technical assistance to Contractor or Subcontractor as required or necessary.
        Ensure that the documentation related to the OLT is properly filed by Contractor and Subcontractor which shall be provided as part of the as-built documentation.

    Accountabilities:

        Directly responsible for quality control follow up on Worksite to ensure that all construction activities are done with high degree of quality by technical inspection.
        Within full compliance to HSEQ rules the Service holder is accountable for ensuring that Contractors / Subcontractors perform welding, NDE, painting and all QC inspection activities in accordance with COMPANY General Specification, project requirements, specified acceptance criteria and quality, ensuring timely completion of Works at the Worksite.
        Report to the OLT Construction Superintendent, with functional reporting to the QA/QC Leader.

    Requirements QA/QC Supervisor

        Minimum Diploma or equivalent in relevant discipline with 5 years minimum experience in QA/QC supervision role in the Oil and Gas Industry.
        Minimum 7 years of working experience in Oil and Gas industry construction activities.
        Certified welding Inspector (CWI) or CSWIP or equivalent. Must have ASNT or EN473 Level II for Radio, UT, MPI, as a minimum.
        Quality Assurance Auditor certification will be an added advantage.
        Good knowledge of Total technical referential and HSE Golden Rules. Good knowledge of welding processes. Very good knowledge of material and equipment. Very good competencies related to NDE Techniques. Familiarity with Contractor, Subcontractor & Supplier documentation i.e. QCP/ITP, Construction / Fabrication Dossiers, Material Certification, Quality Records etc.
        Ability to read fabrication drawings including welding symbols.
        Team oriented, good communication, motivational, coordination and delegation skills.
        Fluent in English (both verbal and written)

    Head of QA / QC

        Document, establish and Implement Quality Management System based on (QMS) ISO 9001:2008.
        Responsible for facilitating the development and effective implementation of the DEEPWATER ECP Quality Management System by the Project Team and Contractors.
        Coordinate with DEEPWATER ECP Deputy General Manager for the timely submission of all Quality Documentations/Deliverables.
        Prepare Generic Quality Plan (GQP), Project Specific Procedures (PSP), Method Statements, Quality Control Procedures & Check sheets for the DEEPWATER Entity and where necessary testing their validity.
        Ensure establishment and proper implementation of adequate control processes within the subproject PMT, as stipulated in the Generic Quality Plan (GQP).
        Carry out regular surveillance inspections for all activities on site and that of sub-contractors.
        Ensure that QA/QC staff is adequately skilled experienced, trained, educated and qualified.
        Define QA / QC requirements and ensure they are included in tenders for DEEPWATER ECP and service contracts.
        Plan audit, Prepare audit check list, perform audits (Internal & External), generate, review and maintain audit reports associated with Company program and ensure the close-out of the corrective actions for all audits.
        Update internal database with all information (Corrective Action Request, Non-conformities and Deviation / Dérogations etc) and prepare statistics analysis.
        Evaluate Contractors, Sub-contractors and suppliers Quality plans, Inspection and Test Plans, associated documents and identify any necessary corrective measures.
        Ensure nonconformities are resolved, track trends and make recommendations to the DEEPWATER ECP Deputy General Manager for inspection levels and frequency changes.
        Validate Contractor’s Quality Plan, the level of NDE controls and qualification of NDE personnel.
        Review the “As built” dossier for completeness and correctness.
        Collate Weld map, both structural/Piping, and generate Welding and NDE Summary report for the project.
        Promote safety awareness and safety performance among contractor Project team.
        Review Welding Procedure Specification and generating weld matrix log for the Project.
        Coordinate Discipline inspectors and assist in anticipating and planning of QA/QC resources in order to meet Project Quality needs during all project phase.
        Application of UNISUP in carrying out materials inspection and follow-up on material technical specification requirements.
        Review of QA/QC Project documentation using PRODOM.
        Provide input on QA/QC annual budget for DEEPWATER ECP Deputy General Manager.
        Ensure PMT Contractor and Subcontractors are aligned with Project Quality Policy, objectives and Principles.
        Liase closely with Company Vendor QC Coordinator for coordination of Procurement Inspection activities..
        Actively promote Quality awareness and commitment within the Project.
        Provide indoctrination and training for Quality personnel.
        Ensure that Project Contracts technical and Quality requirements are met.
        Lead periodic audits of Contractors QA/QC system and participate in Contractors Audit program.
        Ensure that concessions and deficiencies are properly documented and processed.
        Assure that activities required for QMS are planned, implemented, control and their progress monitor.

    Requirements Head of QA/QC

        B. Eng. in Mechanical Engineering.
        Minimum of 10 years cognate working experience.
        Professional Qualifications on
        - Registered member with Council for Regulation of Engineering in Nigeria (COREN)
        - CSWIP 3.1
        - Certified ISO 9001 : 2008 QMS Lead Auditor
        - ASNT / NDT Level II in UT, RFI, MPI & LPI.
        Strong extensive Background and multidiscipline experience in Quality Management System; Quality Assurance and Control, coordination of Quality activities within Engineering, Procurement, Construction, Commissioning and start-up Projects of various facilities in Oil and Gas industry.
        Conversant with International standards and Statutory Regulatory Body.
        Team work, Technical rigor, Communication, organization
        Use of Pack Office / Language: fluent English.

    Construction Superintendent

    The holder of the position shall in particular:

        Be in charge of supervision of all hull fabrication, integration and construction activities at the Worksite to ensure completion of scope and achievement of the project objectives in terms of safety, schedule, cost, quality and in accordance with contract specifications.
        Coordinate Contractor and Subcontractors fabrication, integration and construction activities in terms of work preparation, schedule, interfaces, etc, to ensure effective organization and efficient performance on the work.
        Represent OLT Package at the Worksite with relevant authorities and be OLT Package construction contact point for all works carried out , while reporting to the UFR / OLT Project Management, and liaising with COMPANY Site Representative at the site for general issues and logistics.
        Manage OLT Package team personnel at the Worksite, and advice Management on adequate resourcing and organization for supervision of Works at the Worksite.
        Organise and maintain good relation with Contractor and Subcontractors personnel as required for smooth execution of the OLT Buoy Works at the Worksite.
        Be proactive at anticipation of problems related to the work; reporting any discrepancy, delay or other issues; articulating necessary preventive, mitigation or corrective actions, and enforcing Contractor and Subcontractors implementation of necessary actions.
        Keep abreast of contract requirements as they affect the Worksite scope of work and activities, and to participate in evaluation and analysis of problems and solutions.
        Verify consistency between detailed engineering, construction engineering, procurement documentations and construction methodology, as relevant for the buoy fabrication, integration and construction activities, ensuring proper assistance is provided by COMPANY engineering team to the Worksite construction team.
        Review and comment (or approve where applicable) project documents: Method Statements, Work Procedure and any other Contractor deliverables in due time as may be required.
        Review and analyse Work Planning and Schedule updates, in coordination with the UFR team, in order to optimise and avoid clashes in work sequences and between activities of Contractor / Subcontractors.
        Organize project meetings at the Worksite involving relevant entities: Contractor, Subcontractor and COMPANY team, as required or necessary on issues related to or that impact on the Works and ensure tracking and implementation of action points and dissemination of information within the package.
        Consolidate and issue the Worksite activities daily, weekly and monthly internal reports and assist with inputs to any specific project reports, presentations, etc, as may be requested by Management.
        Follow up and track procurement items deliveries vis-a-vis construction schedule requirements, and implementation of required or necessary inspection activities, ensuring materials and equipment compliance to project specification and good quality.
        Ensure that site modifications are requested, approved, implemented and documented for as-built in accordance with approved project procedures.
        Responsible for follow up and coordination of all load-out operations and activities at the Worksite and liaise with COMPANY Construction Manager and Site Yard Representative on routine basis for resolution of construction issues.
        Ensure that as-built dossiers comply with all QA/QC requirements and is in accordance with project specifications.
        Responsible for the preparation of the close-out reports for construction activities at the Worksite.

    Requirements Construction Superintendent

        Degree or Higher Diploma (or equivalent) in relevant engineering discipline: mechanical, structural, etc, with proven sound Oil & Gas fabrication and construction working experience (5 years minimum) at level of a Superintendent or its equivalent.
        Minimum 10 years of working experience in Oil and Gas industry construction activities.
        Good knowledge of international design codes / standards and COMPANY general specifications.
        Experience in management of multiple skilled and diverse teams. Should be team oriented with good communication, motivational, coordination and delegation skills.
        Good computer skill, particularly office Microsoft software: Excel, Word, PowerPoint, Outlook, etc.
        Fluent in English (both verbal and in written).
