    Operational Context Analysis and Scope Definition

    1. Project Background

    The Plan International’s Lake Chad Programme is a regional programme, implemented in three countries: Cameroon, Niger and Nigeria. The entire Programme are set out in the Lake Chad Programme Strategy 2018-2023, The overall objective of the Strategy is that "Girls and boys in the Lake Chad region are resilient and realize their rights in safety and with dignity". Through this programme, the GFFO is expected to contribute to meeting the needs for the achievement of humanitarian objectives under Specific Objectives 2: "Improving the protection of girls and boys from violence, abuse, neglect and exploitation in the Lake Chad region".

    Specifically, for the humanitarian intervention to which the Lake Chad Programme is limited, three objectives were highlighted.

    1. Girls, boys and their parents in the Lake Chad region can prevent and/or respond to risks related to child protection and GBV.

    2. Community-based child protection mechanisms are able to prevent and/or respond to child protection and GBV risks in the Lake Chad region.

    3. Children and adolescents in the Lake Chad region have access to quality services to prevent and respond to child protection and GBV incidents.

    The project is adopting a participatory approach throughout the project cycle. For example, community members would be involved throughout the project implementation. In addition, the community members would be provided with information on the objectives of the intervention and on the project measures, giving them the opportunity to review and give feedback on the implementation and monitoring plans.

    1. Research focus
    This research is focussed on conducting an “Operational Context Analysis and Scope Definition” for the establishment of an effective and functional child – friendly feedback and complaint
    management system, that would include reaction mechanisms adapted to fit the Nigerian humanitarian context. This is in line with Plan International’s value for accountability.
    It is envisaged that a robust child-friendly feedback mechanism would promote gender- and age- appropriate, inclusive, safe and confidential ways for children and young people to receive
    information, provide feedback, and meaningfully participate in influencing humanitarian programming. The information provided through this mechanism would be transparently
    received by Plan and the feedback and complaints from community members responded to accordingly.

    3.1 Research Purpose
    The purpose of this consultancy is to conduct an “Operational Context Analysis and Scope Definition” for the establishment of a functioning child – friendly feedback and complaint
    management system.
    The objectives of this consultancy are two – fold and highlighted as follows:

    a. Operational Context Analysis:
    To examine capacities such as existing feedback mechanisms, available human resources, technological and financial resources.
    To assess operational risks and constraints, such as the level of access to the affected population, security issues or other risks associated with engaging with communities.
    To build on existing capacities, where possible, and avoid setting up duplicative systems.
    b. Define the Scope of the Feedback Mechanism
    To establish a clear purpose and scope that define what types of feedback the mechanism will collect and respond to.
    To define the feedback categories that the system will capture and respond to.
    Identify organisational policies that link to the feedback mechanism.

    1.2 Research Questions
    This research is expected to address the following questions:
    Is there an existing feedback and/or complaint mechanism, operated by Plan International, partner(s) and/or an interagency group?
    Is there an existing inter-agency feedback mechanism that Plan International/ partner should be part of?
    What are the existing capacities and resources of Plan International/partner? Reflect on human resources, technical staff capacities, and financial, technological and
    material resources.
    Does Plan International/ partner have feedback focal points with clear roles and responsibilities for designing and implementing child-friendly feedback mechanisms?
    What are the communities’ preferred ways of giving and receiving feedback?

    • Does Plan International/partner have access to the affected population?
    • Does Plan International/partner have capacity to ensure protection of collected data?
    • Does Plan International/ partner have a long-term presence in the area?
    • Are there other potential (security) risks, constraints or barriers to setting up a
    • feedback mechanism?

    2. Users of the Research
    The following have been identified as the users of the research findings:
    a. German Federal Foreign Office.
    b. Plan International Nigeria.
    c. Community Members.
    d. Stakeholders within the humanitarian nexus in Borno State.
    3. Data collection methodology
    Data collection methodologies to be deployed include:
    Qualitative Methodology, using tools such as
    Tools Descriptions Target Population
    Focus
    Group
    Discussions

    Semi-structured or unstructured guide asked to a group of 7 – 12 from a similar background or interest.

    Children, adolescent girls and CBCPM (if any) in the community.

    In – depth Interviews

    Intensive individual interviews with a small number of respondents to explore their perspectives. For example
    Key Informant Interview

    Plan International staff
    (M&E staff, CRM Assistant and feedback lead).

    Participatory approaches

    • Engaging groups of beneficiaries through games or activities, for example: participatory mapping / social cartography, diaries, picture cards, guided tours/
    • community walks, scenarios / stories / vignettes, circles of influence, body mapping
    • Children and adolescent girls in the communities.

    Document Review

    Reviewing existing documents, such as internal project or programme documents, reports, performance ratings
    etc.

    GFFO 2 project documents, final project reports etc.

    4. Sampling and Participant Selection
    The sampling of respondents at the community level would be conducted by the consultant and the approach submitted as part of the response to this proposal.
    5. Location of Assignment

    • The locations of assignment were selected based on the developed criteria of: “high risk area and presence of less actors”. For now, three Local Government Areas were selected as follows:
    • Ngala, Chibok, Monguno, MMC, Jere, Rann, Maigumeri and Damboa. However, since the project is adopting a mobile programming approach based on protection needs, the list of specific communities in these LGAs would be communicated to the consultants before
    • commencement of field work.

    6. Time frame
    The consultant is expected to strictly follow the following schedule:

    7. Ethics and Child Protection
    Plan International is committed to ensuring that the rights of those participating in data collection or analysis are respected and protected, in accordance with Ethical MERL Framework and our
    Child and Youth Safeguarding Policy. All applicants should include details in their proposal on how they will ensure ethics and child protection in the data collection process. Specifically, the
    consultant(s) shall explain how appropriate, safe, non-discriminatory participation of all stakeholders will be ensured and how special attention will be paid to the needs of children and
    other vulnerable groups. The consultant(s) shall also explain how confidentiality and anonymity of participants will be guaranteed.

    Selection criteria for consultant

    • Advanced experience in establishment of feedback mechanisms, youth development and or youth focused projects, preferably in humanitarian programmes. This includes previous
    • experience conducting Focus Group Discussions and Interviews.
    • Ability to work on own initiative and to meet deadlines
    • Attention to produce and present high quality accurate presentations/reports
    • Ability and willingness to travel to very remote areas of Borno State.
    • Excellent command of written and spoken English
    • Desirable
    • Good skills in documentation and reporting.
    • Familiarity with child safeguarding approaches and risk mitigation.
    • Experience/understanding of Child Rights Programming and development.
