    Field Engineer, Livelihood Project

    Job Description

    • The Field Engineer will be responsible for the identification, design, implementation, monitoring and reporting on engineering project activities and administrative tasks in the assigned district.
    • Supervise all district engineering staff in order to effectively implement planned projects.

    Main Responsibilities and Tasks
    Under the direct supervision of the FSL Program Manager and the Program Coordinator and in collaboration with the FSRB, Field Engineers, Project Officers, Field Officers and other collaborators of the projects and of the Base, he/she will:

    • Responsible for the daily implementation of project activities and progress at assigned work sites;
    • Develop action plans for project implementation including all technical specifications for project implementation. In collaboration with the Program Manager;
    • Design and supervise the technical implementation of construction and rehabilitation of boreholes, health Centers, roads, elderly house, schools, etc
    • Develop and maintain good lines of communication and relationships with local authorities and the local community.
    • Supervise and be responsible for, ensure that all technical aspects of project implementation are completed in a timely, efficient and accurate manner according to standard engineering methods.
    • Regularly update project implementation plans to the Livelihood program manager with associated time lines.
    • Ensure a safe working environment for all people involved in project implementation.
    • Responsible for maintaining detailed work plans and written records of engineering work undertaken in the project.
    • Ensure a high degree of awareness regarding the security situation in the project area. Based upon this knowledge take adequate measures to ensure the safety of any and all org staff and equipment in the project location.
    • Follow all org protocols and regulations according to guidance provided by the direct supervisor.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to the organization and to not jeopardize its humanitarian mission.
    • Support agronomists to make technical design of flat-bed solar driers, develop blue prints and support the building of mini storage bins and silos
    • Other duties as assigned.

    Profile of the Candidate (Education, Training, Competences, Skills)
    Minimum Requirements:

    • Bachelor's Degree (B. S. from a four-year college or university with a degree in Civil Engineering
    • 2-5 years related experience and some supervisory experience; or equivalent training and experience. (Continuous studying and training in the job is required.)

    Desired Competencies/Skills:

    • Ability to define problems, collect data, establish facts, and draw valid conclusions.
    • Experience in community small scheme constructions, preferable
    • Excellent written, oral, interpersonal and organization skills.
    • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors and beneficiaries of the projects.
    • Well developed computer skills, including knowledge of Microsoft office products.

    Deputy Project Manager- Livelihoods

    Job Description

    • Under the direct supervision of the Program Manager, FSL, The Livelihood Deputy Project Manager is responsible for the management and the proper implementation of COOPI’s Livelihoods project in Yobe State.
    • He/she coordinates and monitors the work of other staff field officers dedicated to these activities and he/she is responsible for a qualitative and regular reporting on various components of the project.

    Main Responsibilities and Tasks

    • Under the direct supervision of the FSL Program Manager and the Program Coordinator and in collaboration with the collaborators of the projects and of the Base, the Livelihoods Deputy Project Manager’s major objectives are to properly achieve the following global tasks:
    • Smooth and timely implementation of the activities in the field with particular follow up of the team at field level.
    • Design and capitalization of all aspects of the project in direct link with the Program Coordinator and FSL Program Manager.

    Specific Responsibilities and Tasks
    Implementation and Monitoring of the FSL Project(s):

    • Organizes, schedules and coordinates the Livelihoods activities and the team’s work on a weekly as well as monthly basis.
    • S/He supervises the field work of partners or/and contactors and make sure they agree and respect COOPI principles.
    • S/He monitors closely the implementation of activities at field level with site visits on a regular basis.
    • S/He supervises the work schedule of the Key Project staffs and provides them support when needed.
    • S/He ensures the timely implementation of the project(s).
    • S/He shares the work progress with the FSL Program Manager on a daily basis or when needed.
    • S/He actively takes part in the monitoring of the results achievements and indicators as per indicated in the logical framework.
    • S/He mobilizes and encourage he Communities for the activities (daily and free worker, volunteers)
    • S/He ensures that all project documents are correctly filled and filed.
    • S/He actively contributes to the security analysis in the field and ensure that all measures have been taken and rules followed to ensure security on-site.
    • Gives an expertise and contribute to the improvement of activities through critics, analysis and suggestions (food security and livelihood assessments, market, vendor transaction, beneficiary satisfaction, PDM, evaluations, complaints and feedbacks, etc.).
    • Organizes capacity building and trainings for beneficiaries and other project actors

    Management of the Operational Teams:

    • S/He supervises the Livelihoods key project staff and ensures the respect of all human resources rules;
    • S/He ensures the administrative HR management of his/her officers (daily attendance, leaves management) in collaboration with the HR department.
    • S/He ensures that her/his team complies with COOPI internal rules.
    • In collaboration with the FLS Program Manager, s/he ensures a regular evaluation process for her/his team with definition and follow-up of clear objectives (Performance Appraisal).
    • S/He supports her/his team in building their capacities (Day to day sharing of knowledge and experience, organize training sessions for project staffs, develop any Livelihoods pedagogical and methodological tools adapted to the local context…)

    Management of the Logistical and Administrative Aspects of the Project(s):

    • S/He defines the needs in materials and tools regarding the program and the planning of interventions.
    • S/He ensures the follow-up and the proper use of materials and tools used during on-site works.
    • S/He manages the supply of materials to the work site in collaboration with logistics department.
    • S/He uses the COOPI forms for all exchange with the logistic & administration services.
    • S/He analyses the security situation in the area and inform the Project Manager in case of security incidents, rumours or any security information.
    • S/He takes part in the financial follow-up of the project with the Project Manager.
    • S/He contributes to the management of the cash forecast of the project in link with the Project Manager.

    Representation at WFP and Reporting:

    • S/He participates in the different working groups and meetings related to her/his field of work.
    • S/He provides weekly and monthly internal reporting on activities according to COOPI internal tools.
    • S/He takes part in external reporting according to the needs (reports to local authorities, donors) in coordination with the Project Manager.
    • Reports immediately any delay, problem or other relevant information to Project Manager.

    Priorities of the Position:

    • The DPM will propose timely and efficient response to the challenges faced during each disbursement (cards management, platform issues, vendors’ issues…)
    • The DPM will actively contribute to the review and the improvement of all the methodology documents for a top-quality monitoring of the activities
    • The DPM oversees and manages the Livelihoods team in the implementation and the monitoring of the food security and livelihood activities and works in close collaboration with DPMs from other departments to foster the integrated approach

    Minimum Requirements

    • Language skills: Good command in English (speaking, reading & writing)
    • Fluent in local languages will be an added advantage – Kanuri Hausa, etc.
    • Education degree: Bachelor's degree in Agriculture, Food Security, Disaster Risk Management, Project Management, Monitoring and Evaluation, Rural Development, Agricultural Economics or any relevant field

    Work Experience

    • At least 2 years of experiences in a relevant position in food security and livelihoods related activity.
    • Familiarity of Cash Transfer Programme (CTP) implementation.

    Knowledge and Skills:

    • Project cycle and project follow up tools (work plan, budget, activities and indicators)
    • E-voucher related activities
