    Senior Governance Specialist - 2

    • Malaria is highly endemic in Nigeria and it remains one of the leading causes of childhood and maternal morbidity and mortality in the country.
    • Nigeria is deeply committed to making progress towards the achievement of the Sustainable Development Goals and it recognizes the fact that, without firm efforts to control malaria, achievement of the targets related to child mortality, maternal mortality, and reducing the burden of communicable disease will not be possible.
    • Malaria therefore constitutes a significant development challenge for Nigeria. Interventions for reducing malaria burden in the country are documented in the national malaria strategic plan with Government taking the lead in its implementation with the support of all the RBM partners.
    • The DFID funded and Malaria Consortium led malaria programme, SUNMAP, provided technical assistance and other support to the Nigeria National Malaria Elimination Programme (NMEP) covering the period 2008 to 2016.
    • SUNMAP2 has been designed to strengthen the management and technical capacity of NMEP, State Malaria Elimination Programme (SMEP) and their stakeholders to drive the implementation of the National Malaria Strategic Plan, 2014 to 2020 and achieve its ambitious targets. This will include short term technical assistance and technical assistance embedded in NMEP in key areas of programme management, evidence generation and use, and capacity building across all project outputs and ultimately reducing Nigeria’s malaria burden and strengthening the Government of Nigeria’s health systems capacity to ensure long term programme and impact sustainability.

    Job Purpose

    • The Senior Governance specialist provides high quality guidance, technical support, training, coaching and mentoring to the programme team.
    • The jobholder will take the lead on programme interventions focused on improving governance at national level and project states, local government and communities and private sector towards improved performance of the health system using malaria as the entry point. 

    Scope of Work

    • The job holder provides high technical oversight and guidance for the project. 
    • S/he will mobilise and coordinate with a broad range of stakeholders and technical experts to deliver the project.
    • The job holder will take the lead in providing in-depth understanding to the project team on the interests, accountabilities and incentives of different groups in the political economy landscape of the country (particularly political elites), and how these affect decisions and policy outcomes, the role that formal institutions (e.g. rule of law, elections) and informal social, political and cultural norms play in social interaction, human and economic development and the impact of values, ideas, political ideologies, religion and cultural beliefs, on political behavior and public policy.
    • S/he will represent the programme on relevant technical working groups.

    Key Working Relationships

    • The Senior Governance specialist will work closely with the technical experts within the project and a broad range of stakeholders to deliver the project.
    • S/he will work closely with the FMOH, National Malaria Elimination Programme, SMOH, State Malaria Elimination Programmes in the six SUNMAP2 supported states, public and private sector actors in the malaria control landscape and Malaria Consortium’s team of global technical specialists.
    • Along with the Team Leader he/she will liaise periodically with DFID Nigeria.
    • S/he will be a member of the Senior Management Team (SMT) of the project and act as the project focal person for DFID funded and other governance projects.

    Key Accountabilities (Percentage level of effort)
    Strategic & Technical Leadership (70%):

    • Provide leadership to the political economy assessments as part of the baseline assessment and longitudinal studies 
    • Take the lead in using the political economy aspects of the findings of assessments and working with relevant programme partners, DFID and DFID funded programmes to inform and revise programme strategy on governance issues such as effective decision making for sustainability, raising domestic financing, planning and the use of evidence.
    • Provide technical support and results monitoring of programme strategies to strengthen leadership and accountability in the health system using malaria as the entry point.
    • Coordinate effectively with other DFID governance programmes
    • Identify opportunities for linkages and coordination among public sector, private sector and civil society to increase collective effectiveness
    • Help design and oversee a programme approach for increased representation and access to services for vulnerable populations including women, youth, ethnic and religious minorities and pastoralists and other marginalized groups
    • Work closely with the Social Accountability Specialist and programme partners to design and implement feedback mechanisms whereby vulnerable populations are able to hold service providers accountable and contribute to their development

    Capacity building and institutional strengthening (25%):

    • Remain abreast of technical developments in political economy of the country and share them with the project team and with NMEP with the purpose of building their capabilities to interpret and act upon political economy information.
    • Lead in building capacity within the NMEP and SMEP in line with the project capacity building tools and work guidance documents especially those focussed on improving governance and improved funding of malaria activities. Ensure these are in sync with capacity building materials produced by other governance programmes and donors in the country
    • Participate actively in studies focusing on the political economy e.g. Public Expenditure reviews, political economy analysis etc. and ensure malaria issues are reflected and the findings of these studies are periodically fed back to malaria stakeholders
    • Work closely with long term technical assistance (LTTA) to NMEP to strengthen its institutional capacity to use evidence for decision-making and to capture learning.

    External Representation (5%):

    • Participate in relevant national or regional technical working groups
    • Participate and represent MC in relevant government-related meetings on pertinent issues in malaria control the governance space.
    • Make data-informed presentations at national, regional or global conferences showcasing the key political economy issues which affect malaria control based on experiential learning from the programme

    Person Specification

    Qualifications and Experience

    Essential:

    • Master’s degree in Public Policy and Administration, International Development, or related field
    • Minimum of 7 years of experience working on DFID-funded projects, particularly those on governance
    • Experience implementing programming focused on governance
    • Experience in undertaking political economy analysis especially in the health sector.

    Desirable:

    • A clear understanding and experience of governance issues in public and private sector in Nigeria
    • Proven ability to work with high level members of civil service Experience in senior management role

    Job Purpose

    • The Senior Malaria Specialist will provide technical leadership on all aspects of malaria control to the project and working closely with the project team to implement evidence-based approaches to achieve the projects outcomes.
    • The position holder will serve as a resource for up-to-date technical information on malaria control and elimination including providing technical support to NMEP, SMEP and other key stakeholders.
    • He/She will supervise a team of three specialists and support them to implement work plans in a coherent and harmonised manner.

    Scope of Work

    • Provide technical oversight for the project and take direct a lead in implementing malaria initiatives such as severe malaria case management and seasonal malaria chemoprevention (SMC). The position holder line manages four technical specialists.
    • He/She will support the team to adapt the project strategies to their settings and see that they are revised periodically based on learnings (both internal and external to the project).
    • He/She will provide technical assistance and capacity building to NMEP and SMEP especially within a paradigm of changing malaria epidemiology along the malaria elimination continuum.

    Strategic contributions (10%):

    • Contribute to development of project strategy papers, in particular those directly related to malaria prevention, diagnosis and treatment.
    • Contribute to the development and improvements in the projects value-for-money approach, in particular related to effectiveness and impact optimisation.
    • Lead the development and facilitate the use of a framework for technical quality improvement for the project
    • Provide strategic technical support to the National Malaria Elimination Programme (NMEP), include support in the harmonisation of tools and approaches.

    Technical leadership and oversight (40%):

    • Provide technical support to the project’s technical team in relation to WHO’s Global Technical Strategy for malaria, the National Malaria Strategic Plan, 2014 to 2020 and the technical approaches comprising SUNMAP2.
    • Oversee malaria interventions implementation from intervention design to quality assurance of implementation
    • Oversee data-driven adaptation of malaria intervention implementation to achieve project output and outcome targets. This will require working closely with other teams within the project and collaboration with partners and other organisations.
    • Periodically carry out statistical analysis of survey and other epidemiological data, working with the Senior MEAL Specialist in this regard.
    • Provide technical support in other aspects of the project such as Surveillance and Operational Research. This includes community-based services such as integrated community case management (iCCM) and community distribution of LLINs.
    • Work with the Team Leader and the Senior Health Systems Strengthening (HSS) Specialist to embed malaria control activities into the broader health systems to improve programme and impact sustainability.

    • Develop guidance documents on how malaria interventions should be implemented and monitored using the project results measurement framework. This may require checklists, SOPs or guidance instructions.
    • Work with the Senior MEAL Specialist to lead the documentation of experiences and lessons learnt from the project including production of learning briefs, learning papers and general documentation (e.g. narrative reports, infographics)
    • Disseminate lessons learned to national and global audiences through conference presentations, peer-reviewed publications, and technical reports

    • Familiarity with the challenges and opportunities of malaria control Sub Saharan Africa (SSA) Experience in setting up standards of technical quality as well as internal quality assurance mechanisms

    Job Purpose

    • The Project Manager will steer project implementation through the state teams and ensuring value-for-money.
    • He/she will provide oversight for programme management at state level and implementing partners.
    • He/She will provide the oversight for the administration of the project’s national office and will be the liaison between SUNMAP2 and national project partners.
    • They will be responsible for programme management systems and tools for efficient running of the programme, working closely with State Team leads, whom he/she will line manage.
    • The position holder will ensure that state work plans are prepared and approved in a timely manner, and implemented to meet targets.
    • He/She will be responsible for the project’s value-for-money framework, working closely with the SUNMAP2 SMT to prepare the framework, design appropriate tools and implement the framework.

    Scope of Work

    • The Project Manager will be responsible for oversight of State level implementation by leading and support State Team leads (for six states) and the project’s implementing partners.
    • He/She will ensure strong project cycle management through a value-for-money framework.
    • The position holder will ensure that state implementation complies with donor regulations and MC policies and procedures.
    • He/she will serve as the first level of quality assurance for narrative project donor reports from state teams. He/She will be the focal person for Human Resource issues within the project, and the DFID procurement agent on the project’s procurement issues.
    • The position holder will account for DFID asset and commodities and ensure those assets either in the SUNMPA2 offices or stakeholders’ store, are kept safely and accounted for, including keeping the MoU with the six supported states up-to-date and adherence to the provisions.
    • He/she will provide capacity building to Federal Ministry of Health and National Malaria Elimination Programme as might be required for institutional capacity strengthening.
    • The position holder will represent SUNMAP2 at the Programme Management sub-committee of NMEP, and will be the focal point for DFID regional representation.

    • Work closely with the SUNMAP2 SMT to see that work plans are aligned with project management best practices.
    • Provide where necessary programme management strengthening support to the National Malaria Elimination Programme (NMEP) and Implementing Partners (IPs).
    • Ensure monitoring systems are in place and that project reviews/audits are carried out periodically in conjunction with the project state team, key stakeholders and project implementing partners.

    Country and project background

    • Malaria is highly endemic in Nigeria and it remains one of the leading causes of childhood and maternal morbidity and mortality in the country. Nigeria is deeply committed to making progress towards the achievement of the Sustainable Development Goals and it recognizes the fact that, without firm efforts to control malaria, achievement of the targets related to child mortality, maternal mortality, and reducing the burden of communicable disease will not be possible. Malaria
    • therefore constitutes a significant development challenge for Nigeria. Interventions for reducing malaria burden in the country are documented in the national malaria strategic plan with Government taking the lead in its implementation with the support of all the RBM partners. The DFID funded and Malaria Consortium led malaria programme, SuNMaP, provided technical assistance and other support to the Nigeria National Malaria Elimination Programme (NMEP) covering the period 2008 to 2016. 
    • The anticipated follow on project, SuNMaP2 has been designed to strengthen the management and technical capacity of NMEP, State Malaria Elimination Programme (SMEP) and their stakeholders to drive the implementation of the National Malaria Strategic Plan, 2014 to 2020 and achieve its ambitious targets. This will include short term technical assistance and technical assistance embedded in NMEP in key areas of programme management, evidence generation and use, and capacity building across all project outputs and ultimately reducing Nigeria’s malaria burden and strengthening the Government of Nigeria’s health systems capacity to ensure long term programme and impact sustainability. 

    Job Purpose

    • The job holder will be responsible for all clerical and administrative support functional duties and activities of the programme.

    Scope of Work

    • The Office Clerk will provide support for general Administrative and logistics support to the Program office.

    Zonal Project Manager

    Country and project background
    The Nigeria Country Office in Abuja, started operations in 2008, through the DFID/UKaid funded support to National Malaria Programme, SuNMaP (2008 - 2016). The office had presence in 23 states of the country and has managed at various times, about 15 projects. It follows the mandate of the parent organization in Nigeria and has been working specifically in the following areas:

    • Malaria control/elimination
    • Integrated community case management (iCCM) for malaria, pneumonia and diarrhoea
    • Nutrition
    • Neglected tropical diseases (NTDs)

    Malaria Consortium has recently become a sub-recipient for the new grant of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) under the National Malaria Elimination Programme (NMEP) and Catholic Relief Services as the principal recipients. The goal of the grant is to contribute towards reducing the malaria burden to pre-elimination levels and bringing malaria-related mortality to zero by 2020 in Nigeria.

    This project aims to achieve seven objectives while delivering high quality malaria services in 14 states (MC implementing in 7 of the states - Kano, Kaduna, Jigawa, Niger, Yobe, Gombe and iCCM only in Kebbi and Niger) through improved service delivery mechanisms, demand creation and health system strengthening strategies.

    • To ensure at least 80% of targeted population utilizes appropriate preventive measures by 2020
    • To test all care-seeking persons with suspected malaria using RDT or microscopy by 2020
    • To treat all individuals with confirmed malaria seen in private or public facilities with effective anti-malarial drug by 2020
    • To provide adequate information to all Nigerians such that at least 80% of the populace habitually takes appropriate malaria preventive and treatment measures as necessary by 2020
    • To ensure the timely availability of appropriate antimalarial medicines and commodities required for prevention and treatment of malaria in Nigeria wherever they are needed by 2018
    • At least 80% of health facilities in all LGAs report routinely on malaria by 2020
    • To strengthen governance and coordination of all stakeholders for effective program implementation towards an “A” rating by 2018 on a standardized scorecard

    Job Purpose

    • To work with the country office team and GF Senior Project Manager to effectively manage project activities and resources, provide leadership and stewardship to the project team and maintain collaborative links with the project’s key stakeholders at national and sub-national level.

    Key Working Relationships:

    • The Zonal Project manager would be working with the state team and stakeholders in their zones, especially the State Ministries of Health and LGA Departments of Health/PHC, manage the rollout and implementation of the malaria and iCCM activities in seven project states. S/he would report to the Senior Project Manager.

    Scope of Work:

    • The Zonal Project Manager (ZPM) would support the programme activities at zonal and state levels, being in charge of a cluster of states to ensure timely project delivery of the programme to achieve given targets and objectives.

    Key Accountabilities
    Project management (60%) :

    • Work with the programme team and other relevant personnel in the country office to lead activities for smooth project start up and planning in line with the GF Malaria Project Implementation Plan
    • Work with the relevant personnel to prepare all necessary project start up and planning tools on time
    • To build and performance manage an effective and technically unsurpassed GF project team in the states with their zone
    • Work directly with the SPM and be responsible for coordinating overall project implementation in the states within the zone and see that activities are carried out on time and within budget
    • Liaise regularly with the SPM to provide timely and comprehensive updates and reports as required
    • Liaise with other PRs, SRs and partners relevant for successful GF malaria implementation in the state
    • Work with the project team to develop and implement annual work plans
    • Work closely with the SPM to prepare the programme monitoring and evaluation plan in conjunction with the Project M&E Manager. Work with the project team to implement it

    • Work with the Country Communication Manager, the Country Technical Coordinator, SPM, programme PRs and SR for social mobilization to see that a programme communications strategy is developed and implemented
    • Coordinate the documentation of GF supported activities in form of activity-specific reports and ensure proper archiving of such for easy access and reference
    • Contribute to quarterly preparations for PR-SR coordination meetings in form of progress updates and power point presentations
    • Be responsible for quarterly lessons identification and learning documentation and dissemination

    • Contribute to the development and production of dissemination documents to allow wider sharing of Malaria Consortium’s experiences, lessons and successes

    Technical Performance Management and Quality Assurance (20%):

    • Take the lead in monitoring and evaluating project performance
    • Keep abreast with evidence and best practices that are related to the project

    Representation (10%):

    • Work with the Country Director, Country Technical Coordinator and SPM to participate in national level meetings and workshops to represent Malaria Consortium at programmatic and coordination events
    • Liaise regularly with CRS’s focal persons on respective project activities and the GF PMU through the SPM keeping the relevant Country Team in loop of communication
