    ASSESSMENT CONSULTANT

    General Information

    Title:

    CONSULTANT on Multisectorial Assessment in GBV, CP and Food Security

    Reporting to:

    NCA Nigeria GBV Program Manager (in Nigeria)

    NCA Program Development Manager (for final report)

    Geographical area of responsibility

    Borno State, Nigeria

    Mobbar, Ngala, Monguno, Kukawa, Kala-Balge, Damboa and Gwoza-Pulka Borno state, Nigeria.

    Office location:

    Maiduguri, with extensive travel to the field locations

    Time frame:

    10th to 21st December 2018 for draft report and unto 4th Januaryt December for full report.

    CA is a £107 million a year UK development and relief agency supporting the poorest regardless of creed, ethnicity, caste, class, sexual orientation or gender. Globally, CA operates through local offices working across over 45 countries worldwide and has extensive experience of managing and monitoring Humanitarian actions, DRR, emergency relief and rehabilitation (through both in-kind and cash based) actions both with local partners and directly. CA’s Nigeria programme has been operational since 2003, focused principally on Community health & HIV/AIDS, Accountable governance, Gender and more recently, humanitarian response, has grown incrementally each year to the current total annual turnover of circa £10.5 million.The two organisations are planning to implement a joint humanitarian response on both GBV and FSL aiming to alleviate the suffering of conflict-affected populations in some local government areas in Borno state, Nigeria.  In that regard, a Need Assessment is to be carried out to provide evidence-based guidance for a needs-based intervention in the most affected areas. The Needs Assessment mission will be implemented in close cooperation and with technical oversight of NCA Nigeria GBV Program Manager and CAID Humanitarian Response FSL Program Manager , and supported by national and international teams based in  Borno State, Nigeria and Regional/Head offices.

    Specific objectives of mission (objectives, scope and deliverables) Max 7 or less.

    • Conduct a multi-sectorial needs assessment in selected areas and sectors
    • Identify clear methodologies for assessment and agree with focal persons/approval
    • Adapt tools for assessment as guided by the organizations’ focal persons and donor requirements and develop questionnaires as necessary (with respect of organizations’ and donor’s requirements).
    • Conduct training for assessment team on tools developed/adapted and methodologies
    • Manage the assessment teams and ensure quality of work. Full responsibility of the assessment is ensured by the consultant.
    • Produce a final report and recommendation.
    • Analyze the quantitative and qualitative data
    • Formulate recommendation for the program design.
    • Present the final report to the project development team.

    Experience and qualification/skills

    • At least 3-year of proven experience in conducting Protection and Food security and livelihoods assessment and other protection related assessment, particular focusing on GBV and FSL in protracted crisis
    • Ability to develop /adapt concise tools for assessment on GBV and FSL
    • Understanding and awareness of national and global standards including the IASC guidelines, global cluster guidelines and ECHO/UN guidelines
    • Excellence analytical skills and excellent presentations and orderly.
    • Excellent writing and report writing skills including
    • Knowledge on the context in the northeast and particularly Borno state is an asset
    • Familiar with the local communities, languages and ability to work there.
    • Experience in program evaluation, learning etc
    • Clear sensitivity to the context, cultural diversity, ethnicity and full understanding of political and other issues
    • Excellent communication skills.
    •  Have managed multiple teams of enumerators.
    • A good planner and deliverer. time management ability a must.

    Time line

    3.1   The timeline for the engagement period for the assessment is two weeks as stated above for draft report and until 31 December for full repeort. This includes training, development/adaptation of tool, training of enumerators, conducting the assessment and report writing.

    • availability within timeframe for the assessment
    • good demonstration of GBV and FSL issues, knowledge and humanitarian assistance programing.
    • Proven sample report and experience of assessment conducted and any attestation from any past employer/organisation.
    • Willingness to stay in communities where assessment if to be conducted.

    Contract conditions.

    All contract conditions will be agreed and signed by both parties.

    Deliverables

    • An Inception report written in English language submitted electronically. This report should clearly outline the approach (sampling framework, data collection strategy, methodologies, assessment ethics process, quality assurance process etc.).
    • Submit soft copy of primary quantitative and qualitative data collection tools and description of the process of development of the tools.
    • Submit soft copy of fully “cleaned” datasets of all collected data in two formats; Excel and SPSS or STATA format.
    • Presentation of summary key findings and recommendations
    • Submit final soft copy of Needs Analysis Report that is clear, simple, concise and free of jargon, with main body not exceeding 15 pages (inclusive of executive summary and recommendations). Technical details should be confined to appendices, which should also include a list of key informants, number of FGD sessions and the assessment team’s work schedule.
    • Final assessment report with layout and design covering sector priorities, gaps analysis, recommendation per sector
    • Summary of the assessment report not more than 4 pages

    Success factors/risks and restraints

    • The success of the assessment is incumbent upon developing a clear individual objective and support needs from the contracting organisation. 
    • Also, security clearance counts a lot for successes as is the case in North East Borno state, Nigeria. Security influences program and planned activities. It is always recommended that the assessment consultant closely works with organisations security focal points for guidance and information on related locations.

    Reporting
    The Consultant is required to submit an excellent written report on the assessment and submitted within the timeframe of the assessment/contracted period. This report must be approved by the contracting organisation and its partners and with adherence to the conditions in the contract signed.
