    Sustainable Finance Initiative Research & Market Analysis Consultant

    Scope of Work (SOW)

    • This scope of work (SOW) sets forth the services to be provided by Consultant to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc.
    • The objective of this billable short-term assignment is to serve as the “SFI Research & Market Analysis Consultant” for the USAID Global Health Supply Chain (GHSC) - Procurement and Supply Management (PSM) project
    • The {SFI Research & Market Analysis consultant} will provide programmatic and technical leadership for the related SFI activities, as well as carry out the HIV/AIDS private sector market analysis, documentation, report writing and make the final presentation of reports to GHSC-PSM on completion of activities
    • Supervision of Consultant: SFI Research & Market Analysis consultant will report to the Sourcing Strategy Manager and the Director Plan & Source, GHSC-PSM

    Background
    To support the expansion of the U.S. Government private sector initiative and sustainable financing of HIV management via access to quality and affordable ARVs and self-testing kits, USAID Mission in Nigeria has requested the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project to implement the SFI. GHSC-PSM wil facilitate access to globally-negotiated prices of these medicines including pre-exposure prophylaxis (PrEP) medications and HIV self-test kits (HIVST) to the private sector in Nigeria. The objective is to identify and serve patients who are able and willing to purchase ARVs (both for refills and PrEP) and HIVST at prices that reflect the full cost of product from private service delivery points in selected cities of Nigeria, to promote sustainability.

    The scope of the STTA would include leading the HIV/AIDS private sector market analysis, quantitative research (data collection and analysis), desk reviews and stakeholder interactions that are aimed at information and data gathering to inform the appropriate activities to achieve SFI objectives. The consultant is expected to build upon some researches and analysis previously conducted by related stakeholders like, but not limited to SIDHAS, SHOPS Plus project, Heartland Alliance etc. to drill down in areas important to understanding and developing private sector channels for supplying ARVs (for refills and PrEP) and self-testing kits. It will also include the determination of implementation and current acceptance of PrEP where roll-out occurred and profile of potential beneficiaries for scale-up in private sector is also a critical scope of this STTA.

    The SFI Research & Market Analysis consultant will also conduct desk review of previous researches and analysis conducted to determine the willingness of PLHIVs (people living with HIV) to pay for their HIV commodities and services, and the willingness of community pharmacies (CPs), medical laboratories and diagnostic centers and private health facilities to stock and dispense ARVs (in the case of CPs and private facilities) and HIV self-testing kits (for all categories of facilities) at a cost, to willing PLHIVs and strategies for confirmatory test and additional HIV services. The activities of the consultant will therefore target to answer SFI relevant research questions that will be determined during the intervention.

    Principal Duties and Responsibilities (Essential Functions)

    • Conduct a qualitative survey among private health facilities, pharmacies and laboratory/diagnostic centers, to determine their interests and potentials in investment, sales and distribution of ARVs and HIV self-test kits
    • Carry out a desk review to determine PLHIV willingness and ability to pay full cost for ARVs and self-testing kits through private sector, as well as their preferred outlets for purchasing these commodities and receiving services
    • Conduct a mapping of community pharmacy outlets, private health facilities and medical laboratory and diagnostic centers currently providing and or willing to provide HIV services and their HIV patient load;

    May include data collection on potentials and willingness to commence HIV services:

    • Conduct a survey to determine the opportunities available to HIVST service outlets (community pharmacy outlets, private health facilities and medical laboratory and diagnostic centers) on HIVST service linkages (Index testing of pregnant women, key population, etc.) and HIVST application and unique selling points, as well as referrals for adequate service provision to potential clients.
    • Carry out a desk review and analysis of data on PrEP for determination of current acceptance of PrEP where roll-out occurred and profile of potential beneficiaries for scale-up in private sector
    • Engage with stakeholders and review data to determine the appropriateness of Sexual network testing and Contact tracing strategy for HIV self-test kit deployment in private sector. Also, further determine strategies for confirmatory tests and additional HIV services referrals.
    • Engage with relevant Nigerian regulatory authorities, stakeholders, and distributors to understand the current mechanisms and tax implications for the importation and sales of antiretroviral medicines and HIV self-test kits for the commercial sector. Also propose ways that these mechanisms can result in prize reduction.

    Deliverables:

    • Research report on PLHIV willingness and ability to pay full cost for ARVs and self-testing kits through private sector and their preferred outlets for purchasing these commodities and receiving services.
    • Report on Potential of Private sector ARV Distributors’ investment in ARV distribution through private sector channels.
    • Finalized report on outlet mapping.
    • Finalized report on opportunities available to HIVST service outlets on service linkages and referrals for adequate service provision to potential clients.
    • Finalized report on the review and analysis of data on PrEP for determination of current acceptance of PrEP where roll-out occurred and profile of potential beneficiaries for scale-up in private sector.
    • Finalized report on the review data and stakeholder engagement to determine the appropriateness of Sexual network testing and Contact tracing strategy for HIV self-test kit deployment in private sector. Also, further determine strategies for confirmatory tests and additional HIV services referrals.
    • Report on engage with relevant Nigerian regulatory authorities, stakeholders, and distributors to understand the current mechanisms and tax implications for the importation and sales of antiretroviral medicines and HIV self-test kits for the commercial sector. Also propose ways that these mechanisms can result in prize reduction.

    Job Qualifications

    • At least ten years experience working with the Nigeria/or global Health system, specifically on programmatic or policy issues related to behavioral activities, project monitoring and evaluation.
    • Bachelor's Degree in Pharmacy, Health Science or relevant fields. A Postgraduate Degree in Public Health or its equivalent, Statistics, etc, would be an added advantage.
    • A profound understanding of the dynamics of pharmaceutical sector marketing is highly desired.
    • Experience working on a USAID or donor-funded project required
    • Proficiency in computer applications on data analysis is required
    • Fluency in written and oral English is required.
