    Human Resources Consultant

    Position Type: Short Term Consultancy
    Duration: 3 Months with possible extension

    Job Summary

    • Heartland Alliance International required the services of a Human Resources Consultant, who will be responsible for managing human resources for onboarding and off boarding consultants and staff for the Heartland Alliance International (HAl) Nigeria team.

    Scope of work

    • Manage human resources activities including hiring of personnel
    • Prepare selection memorandum and Salary Justification memorandum for new hires to be reviewed by the
    • Operations Director and subsequently approved by the Country Director.
    • Prepare all required new hire paperwork, including developing employment agreements, and conducting new staff orientations.
    • Ensure all short-term consultants submit their invoices, deliverables and verify with the technical lead before payment is processed.
    • Ensure the personnel files are updated and file
    • Ensure Heartland Alliance Nigeria implements policies and procedures in accordance with local laws.
    • Ensure scanning and proper documentation of all personnel files according to HAl procedures, donor requirements, and local laws.
    • Handle confidential information with discretion and make reasoned judgments in a timely manner
    • Ensure compliance with the labour laws as it relates to the employment.
    • Develop and implement human resources management information system
    • Ensure proper coordination between finance and human resources as it affects monthly payroll documentations.
    • Provide guidelines and advise management on the administration of human resources policies and procedures.
    • The consultant shall analyze HAl’s current HR needs and develop HR strategy for various scenario planning following the complex structure of HAl programs.
    • Establish grievance mediation processes.
    • Any other task(s) assigned.

    Deliverable:

    • Provide a bi-weekly progress report on the accomplished tasks.

    Education and/or Experience

    • A degree in Law, Finance, Business Administration, and/or Human Resources Management
    • At least 6 years’ experience in similar position is preferred.
    • Demonstrated experience and success managing and leading technical and administrative teams in the implementation of large, multi-country, development and health programs in developing country settings:
    • Must have in-depth knowledge of USAID or other donors rules and regulations as they pertain to technical, financial and administrative project functions;
    • Minimum of 4 years of management experience in a nonprofit organization;
    • Comprehensive understanding of human resource principles, techniques and procedures as well as strategies to assess and resolve human resource issues.
    • Proven ability to interact with all levels with comprehensive consultative, partnering, facilitating, and influencing/negotiating skills.

    Procurement Consultant

    Position Type: Short Term Consultancy
    Duration: 3 Months with possible extension

    Job Summary

    • The Procurement Consultant will strategically develop and implement commodity/supply chain strategies throughout the organization to reduce costs.
    • The role will require the Consultant to be familiar with the complete range of strategic sourcing activities which includes the analysis of spend, the formulation and implementation of commodity strategies, the negotiation of contracts and the ongoing management of strategic supplier relationships

    Essential Duties, Responsibilities and Deliverables

    • Oversee procurement requirements for Heartland Alliance Nigeria as per approved guidelines and procedures.
    • Independently develop, negotiate, execute and administer, all types of unique, complex, high risk, legally binding contracts for goods, trade services, personal and professional services.
    • Minimize the organization’s liability exposure by ensuring contracts and purchases meet legal, statutory, policy and procedural compliance.
    • Coordinate contract amendment process, ensuring that amendments are in compliance with original solicitations and contract statements of work.
    • Responsible for procuring, commodities, equipment, furniture, supplies and miscellaneous services in support of the operational requirements of the organization;
    • Coordinate all phases of contractor selection process. Understand, recommend and apply the appropriate method of solicitation, evaluating the risk associated with the contract, advertising format, insurance requirements, methods of compensation and other matters concerning procurement.
    • Administer and manage executed contracts. Develop and update policies, templates and forms involving all aspects of purchasing, risk management, contracts/agreements and property renovations,
    • Design, develop, and provide training to HAl personnel in use of policies, procedures and purchasing practices.
    • Monitor procurement and logistics support costs in liaison with the Field Accountant to ensure that expenditures remain within approved budgets.
    • Maintain relationship with vendors interested to supply of goods and services.
    • Conduct customer service visits to supported sites/facilities to meet with maintenance and management staff to discuss purchasing, property, and risk management.
    • Research, prepare and/or coordinate special projects as requested by the Operations Director or other senior management. Meet with the other managers and Directors as needed to discuss integration of property and purchasing responsibilities with general financial responsibilities and information.
    • Search and manage office leases
    • Perform other duties as assigned

    Deliverable:

    • Provide a bi-weekly progress report on the accomplished tasks.

    Education and/or Experience

    • Minimum of a Bachelor’s degree in Procurement and Supply Chain, Logistics or related field with prior experience in procurement and supply chain management;
    • Thorough understanding of Supply Chain Management operational concepts surrounding production planning, inventory control, purchasing, logistics, stockroom operations, and shipping/receiving;
    • Minimum three years professional experience of supporting international procurement and distribution of health commodities such as medicines, laboratory reagents, hospital and laboratory equipment and personal protective equipment.
    • Ability to work with others and to develop and maintain compatibility among project staff, subcontractors and recipients of assistance.
    • International work experience in large scale HIV/AIDS, TB or Malaria program and health commodity logistics, and/or supply chain strengthening essential.
    • Minimum of five years post qualification experience
    • Ability to negotiate at the highest levels with suppliers
