    •    State Team Leader (Niger)
    Overall Responsibilities
    The objective of the State Team Leader position is to provide overall leadership and management of the MSH Pro-ACT project in the State and related states/areas in a manner that strengthens partnerships with the state government and other partners, and leads to sustainable HIV/AIDS prevention and control efforts.
     
    Management Responsibilities:
        * Spearheading coordination, implementation and reporting of the MSH Pro-ACT program in the State and related states.
        * Ensure optimal resource management in the project.
        * Member of the Project Management Team that is responsible for overall project performance.
     
    Specific Responsibilities
        * Lead the development of an integrated Pro-ACT project plan for the State in collaboration with the Project Director, Deputy Director, Associate Directors, Advisors and State Specialists.
        * Operationalize Pro-ACT project plan in the State ensuring efficient coordination of resources to maximize integration and synergy of program areas.
        * Establish system for project monitoring, evaluation and reporting.
        * Support the state HMIS Officer to establish a functional state M&E data system with periodic analyses and review to inform program management.
        * Establish a system for timely relevant technical support to all implementing health facilities.
        * Take responsibility for management of the state Pro-ACT project budget and all other resources under the direction of Director, Country Office Management Unit (COMU).
        * Advocate and represent MSH Pro-ACT project at the highest level in the state on matters of HIV/AIDS and TB
        * Liaise and network with relevant Pro-ACT partners and collaborators in the state to improve MSH’s visibility, coordination of activities and promotion of shared advocacy agenda.
        * Supervise staff and manage staff performance and development.
        * Provides clear documentation of programmatic achievements as well as required data and keeps MSH senior management informed of state activities on monthly, quarterly and annual basis.
     
    Qualifications
        * Graduate degree in public health, public administration, management or related discipline, or equivalent experience.
        * At least 5 years senior level work experience in health program management in developing countries, or equivalent.
        * Previous supervision or team leader experience.
        * Proven track record in managing international projects or in senior management of a large and complex project overseas.
        * Demonstrated leadership and capacity to oversee USAID-funded (sub) projects.
        * Understanding of USAID and field Missions; USG audiences, trends and requirements.
        * Proven programmatic, technical and managerial expertise in providing support to institutions to strengthen their management and/or leadership capacity, systems and processes, and sustainability potential.
        * Demonstrated capacity to collaborate with colleagues, teams and partner organizations to achieve results.
        * Strong interpersonal and organizational skills.
        * Excellent writing and oral communication skills.
        * Computer skills: Windows applications for word processing and spreadsheet software.

    HIV Prevention Specialist (Kebbi)

    Overall Responsibilities
    The objective of the HPS position will be to provide leadership to the state program in building a network of effective gender-sensitive, targeted HIV prevention services in catchment communities around CCT and satellite PHC health facilities. (Abstinence Be Faithful (AB) and other prevention programs, demand creation for HCT, care and treatment ) creating synergies with  the clinical care programs and the work being done by PLWHA.

    Specific Responsibilities
        * Provide technical input in the development of an integrated Pro-ACT project state plan in collaboration with the Directors, Advisors and State Teams.
        * Together with the Community and Clinical Services Specialists, take lead in the establishment of the community HIV Prevention services
        * Be the champion for gender-based programming and implementation in the state
        * Take lead in building the capacity of Community Service Providers (CBOs, PLWHA, volunteers etc) ) in HIV prevention and communication for effective behavior change.
        * Ensure provision of technical, financial, M&E and administrative support to the CSOs implementing small grants so they achieve desired project goals.
        * Liaise with the M&E Specialist to ensure HIV prevention components of the M&E system are functionalized. (clarity of indicators, M&E data tools, data quality audits, reporting etc)
        * Program the efficient deployment and utilization of prevention resources (bus, video equipment, printed materials etc)
        * Take responsibility for proper distribution of prevention materials (printed materials, condoms etc)
        * Participate in activities to extend/expand the Pro-ACT project to other LGAs and States.
        * Represent MSH Pro-ACT project at the state level on matters of community HIV prevention.
        * Network with other State Government, CSO and community partners in the State to build synergies with other community HIV programs that reinforce behavior change.
        * Document programmatic achievements and keep the State Team Leader informed on monthly, quarterly and annual basis.
     
    Qualifications
        * A postgraduate degree in health education and health promotion or related field
        * Minimum 5 years proven experience in programming and management of HIV/AIDS/TB prevention programs at a senior level
        * At least 2-year experience in the design and implementation of IEC/BCC programs is a must
        * Demonstrable experience in developing health education materials
        * Ability to use standard computer and software applications: Advanced MS Word, Advanced Power Point, Advanced MS Publisher
        * The ideal candidate must have a great deal of initiative and integrity, an understanding and/or interest in the work of LMS, and a balance of creative, technical, and interpersonal skills

    Clinical HIV/AIDS Specialist (Kebbi)

    Overall Responsibilities
    The objective of the Clinical Services Specialist position will be to provide leadership to the state program in building a network of clinical HIV services (PITC, PMTCT, enrollment into palliative care/continuum of care, referral to community care services, ART, TB care, follow-up of clients on ART and/or TB treatment and PMTCT mother-baby pairs and link them with the community care services).

    Specific Responsibilities:
        * Provide technical input in the development of an integrated State Pro-ACT project plan in collaboration with the Directors, Advisors and State Teams.
        * Take lead in the establishment of comprehensive HIV/AIDS and TB care and treatment services in the state
        * Take lead in building the capacity of health workers (didactic, mentoring etc) in all the technical areas so they are able to provide the said clinical HIV/AIDS services.
        * Liaise with the State Logistics Specialist to monitor ARV and OI drug stocks in the State and ensure timely procurement and distribution.
        * Liaise with the M&E Specialist to ensure programmatic components of the M&E system are functionalized. (clarity of indicators, PMM and other tools to HF staff, data quality audits, reporting etc)
        * Identify and flag human resource needs including technical assistance/consultants
        * Represent MSH Pro-ACT project at the state level on matters of CC&T.
        * Network with other State Government, CSO and community partners in the State to establish a functional referral system for clients between clinical and community-based HIV/AIDS services.
        * Document programmatic achievements and keep the State Team Leader informed on monthly, quarterly and annual basis.
     
        * Manage the roll-out of the project clinical quality assurance program in the state ensuring SOPs and job aids are available at points of use and quality audits are conducted periodically
        * Assist the STL to coordinate the establishment of a state technical and administrative supervisory system for all implementing partners.
        * Participate in activities to extend/expand the Pro-ACT project to other health facilities, communities and States.  
     
    Qualifications
        * The suitable candidate will have a post-graduate degree in public health, medicine, or other related field.
        *  At least 3 years experience working on a PEPFAR-supported ART program. Experience building capacity of health workers to provide HIV/AIDS and TB care and treatment is a must.
        * The candidate will have demonstrable expertise in managing clients along the continuum of care, PMTCT and linkage with community-based programs.
        * Program design and management experience is desirable. Practical experience working on pediatric care and treatment programs will be an advantage.
        * Experience in operations research and health system strengthening shall be an added advantage.
        * Willingness to travel within and outside Nigeria as required

    Finance & Admin Assistant (Adamawa)

    Overall Responsibilities
    The FAA will be responsible for ensuring the smooth operation of technical efforts and/or field activities by providing logistical support and coordinating programmatic information for the Nigeria project activities within the State.  She or he will assist technical advisors/specialists and senior managers to coordinate project activities and will assist Finance & Admin Officer (FAO) for ensuring that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, MSH policy, and any cost principles imposed by the donor agency.  The FAA is aware of, and adheres to, MSH’s procurement integrity standards in all activities. She or he works with other staff from the headquarters and/ or partner organizations to coordinate technical assistance.

    Specific Responsibilities
        * Represent MSH, offering excellent customer care to our guests, clients and partners physically or through the electronic media.
        * Facilitate effective and efficient communication between MSH staff, partners and clients.
        * Manage the front office/desk and provide general administrative support, functions including but not limited to: faxing, copying, binding, drafting memos and letters.
        * Handle arrangements and assist in the logistics for meetings, retreats, and workshops.
        * Provide project support to specific projects.
        * Assist with Procurement, preparing Activity Profile, Advance Request, Travel Arrangements etc.
        * Provide accounting and financial management and support.
     
    Qualifications
        * University Degree in Accounting or equivalent certification from a Business Technical School.
        * Experience as an Accountant or understanding of key aspects of accounting.
        * Proficiency in Microsoft Office programs, especially Excel spreadsheets, or comparable software and basic accounting software (i.e. Quickbooks).
        * Specific qualification in management of a large and busy office.
        * Familiarity with the PEPFAR or interest in learning about public health issues.
        * Excellent writing and communication skills.
        * Ability to work independently and as part of a team.
        * Strong organizational skills and ability to handle multitask.
        * Ability to respond to new challenges in a flexible and thoughtful manner.
        * USAID experience desired
