    Security and Safety Officer

    Duties and Responsibilities
    Security Management and Systems for the Country Office in Abuja and Bases in Maiduguri, Damaturu and Potiskum in the Northeast Nigeria:

    • Ensure that all COOPI project activities and locations are assessed and monitored relative to their impact on staff safety and security, and make recommendations on protocols and practices to reduce staff risk and vulnerability,
    • In consultation with Logistics Coordinator continuously monitor the security/safety environment nationally and locally for all COOPI project areas and make recommendations to the Logistics Coordinator/HoB, who will consult with the HoM to adjust security policies and procedures as needed,
    • Spearhead the revision of Safety and Security Guidelines for all operational areas in accordance with COOPI global security policy and guidelines,
    • Finalise Safety and Security management plans as part of a fully inclusive process involving a fair representation of team members,
    • Publish, publicise and implement the ratified policy and guidelines,
    • Ensure and regularly reassess that COOPI cars, premises and equipment are compliant with COOPI safety and security standards,
    • Research and analyse security-related information from a variety of local and international sources, district offices, the UN and other INGOs in order to produce a formal weekly security update,
    • Ensure that communication systems are adequate and maintained. Provide training to staff on the use of such equipment and communications protocols in conjunction with the logistic team,
    • In conjunction with logistics and project managers ensure that regulations for travel in the field are implemented in a systematic and timely fashion,
    • Monitor HR/Finance/Logistics working practices within the context of safety and security and alert the Logicss Coord if inappropriate decisions are impacting on the safety and security of the team or external perception of the organization thereby creating security risks,
    • Ensure that incident report forms are properly compiled by staff,
    • Conduct local analysis of incidents to inform future security management,
    • Make sure incidents are properly and timely reported,
    • In conjunction with the relevant senior staff, assist in the debriefing of staff that has experienced security incidents or ‘near miss’ incidents,
    • Coordinate post-incident follow up actions, analysis and recommendations,
    • Ensure systems are in place to instantly respond to a crisis management situation by working with the country programme Crisis Management team; ensure that lines of communication and reporting to the Crisis Management are fully understood and implemented,
    • Conduct security assessments in new areas prior to entry by COOPI’s project staff, in collaboration with the Logistics Coordinator.

    Documentation:

    • Ensure that briefing documents and maps are developed to help orient all new staff (national and international) about the overall security situation in the Northeast of Nigeria and the particular threats and procedures in the areas where staff will be based,
    • Conduct on-going threat assessments and compile reports on security assessments of offices, staff guest houses, field sites and project areas,
    • Systematically map all incidents on a dedicated map and provide timely analysis to identify Logistics Coordinator.

    Coordination and Networking:

    • Coordinate and liaise on project safety and security matters with all relevant actors in the country such as national and international NGOs, UN, Donor organisations, and governmental authorities,
    • Proactively share information with staff in the bases, Country Office and in the field ensuring high security awareness levels, close situation monitoring and effective two-way communication on security-related issues,
    • Under guidance of the Logisticss Coordinator, serve as a key resource to COOPI partners in times of emergencies, such as natural or manmade disasters,

    Knowledge Management:

    • Ensure learning by the country project from relevant best practice and assess performance regularly against agreed objectives and indicators.
    • Information: Preparation and delivery of high quality reports, analysis and security alerts both verbal and written. By gathering information from a variety of sources the Security and Safety Officer will produce analysis of the security situation in the Northeast Nigeria with particular reference to how it affects COOPI operations and staff. This information and analysis will be used for:
      • Written and oral briefs,
      • Production of advisories for specific threats,
      • Generating immediate security warnings,
      • Incorporation into security trainings,
    • To this end the successful candidate must have a well-established information network within the Northeast Nigeria and a high standard of English.
    • Training: Provide security training to COOPI staff and partners. Trainings are likely to include medical, communications, guard force and driving.
    • Incident response: The successful candidate will assist in COOPI incident response procedures. This will include identifying current risks, incident reporting, monitoring current security regulations and responding to critical incidents.
    • Staff tracking: COOPI visitors and staff require to be briefed, provided with safety equipment, their movements tracked, given security updates and on occasion escorted in the field.
    • Implement, monitor and enforce COOPI Country Office and bases’ Safety and Security Policies,
    • Interaction with local Govt, NGOs, Civil Communities, UN and SF as required.

    Qualification and Experience
    Essential:

    • Minimum 3 years practical field experience in security management/leadership role, with sound knowledge of personnel and organizational security issues, threat/risk assessment, security management and awareness,
    • Ability to assess and manage security situations and to develop personal security and evacuation procedures,
    • Computer literacy, particularly in Word, Excel, PowerPoint,
    • Ability to balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination,
    • Resourcefulness and creativity in developing the role of security within the program and ensuring the most effective support to line management,
    • Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities,
    • Strong communication, people management and interpersonal skills in English is compulsory, with experience in leading multicultural, multi-location, values driven teams,
    • Willingness to work and travel in often difficult and insecure environments,
    • Commitment to COOPI policies and values.

    Desirable:

    • A formal security qualification or appropriate security management training,
    • Knowledge of Northeast Nigeria context,
    • Experience in security provision in emergency response,
    • Background in NGOs
