    Project Background:
    With donor support from USAID, Catholic Relief Services (CRS/Nigeria), as subgrantees to International Institute of Tropical Agriculture (IITA) and in partnership with the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), Development Derivative, Borno State Agricultural Development program and Adamawa State Agricultural Development Program will implement the Feed the Future Nigeria Integrated Agriculture Activity Project; a sustainable agriculture-led economic growth; strengthened resilience among people and systems; and a well-nourished population, especially among women and children in targeted locations of Borno and Adamawa states.

    Job Summary:
    The SILC Specialist will be responsible for supporting the SILC component of the project in Adamawa and Borno states. S/he will also manage the SILC component of the project with a focus on mentoring and coaching of the SILC field agents and supervisors. S/he will ensure that all activities related to SILC in the northeast are implemented according to agreed standards and protocols. S/he will also provide general support to recovery and resilience programming in the northeast. S/he will report to the Agriculture and Livelihoods Adviser but maintain dotted line relationship with the Program Manager, Adamawa state.

    Specific Job Responsibilities:

    • Proactively contribute to strategic thinking on SILC issues for Feed the Future Nigeria Integrated Agriculture Activity program implementation.
    • Oversee the development/review and timely implementation of SILC project work
    • plans and activities, by ensuring the active engagement of all partner organizations
    • Provide direct technical assistance to implementing partners to ensure technical soundness and high quality SILC programming.
    • Develop technical tools and materials to support SILC projects in the early recovery and resilience programs portfolio.
    • Promote the project and the SILC PSPs (Paid Service Providers) to community stakeholders
    • Lead the recruitment/replacement process for field agents in the northeast
    • Lead the training of field agents on SILC methodology
    • Monitor, coach and provide feedback to FAs to develop their skills
    • Ensure the quality of SILC groups through regular field visits and spot checks
    • Organize and facilitate project events with local leaders, agents and groups, as needed
    • Ensure timeliness and accuracy of agent reporting
    • Review data collection forms and MIS reports and act to improve project performance.

    Qualifications and Skills:

    • Degree in Business Management, Cooperative Management, Agricultural Economics or development studies
    • Three years of working experience in development or savings and loans programs – including focus on at least one of the following sectors – income generation and
    • livelihoods
    • Previous experience with working with local partners (capacity building)
    • Excellent oral and written communication skills
    • Excellent training and facilitation skills
    • Proficiency in Microsoft Office suite, including Word, Excel and Outlook
    • Experience with participatory methods and partnerships

    Program Assistant

    Job Summary:
    The project assistant will be required to work within a multi-sectoral setting including
    Agriculture, livelihoods, nutrition, peace building, gender integration, education,
    governments and local partners. The post holder will need to deliver effective, highly
    competent project support and consistently deliver in a person-centered environment
    which promotes positive relationships.


    Specific Job Responsibilities:
    1. General Administrative Duties:

    • Liaise with administration support staff to provide updates on anticipated
    • administrative needs.
    • Manage day-to-day operations of project office.
    • Provide general administrative support to the operation of project activities.
    • Organize proper storage and issuance of stock, maintain stock reports and
    • monitor usage.
    • Organize transport and distribution of project materials to project sites.
    • Maintain files and support the dissemination of project information among the project team.
    • Work in collaboration with operations/ facility officer to ensure proper running
    • of the project office.
    • Work collaboratively with other project team members to ensure necessary

    2. Support Project and CRS-wide meetings and activities:

    • Schedule and coordinate internal and external meetings, including invitations,
    • meeting space, logistics, provision of materials and refreshments.
    • Support in drafting meeting notes and record all proceedings and share with
    • meeting participants.
    • Filing (electronic and hard) project documents, meeting minutes and technical documents.
    • Maintain inventory of all project partner’s contact information.
    • Maintain project assets inventory register in collaboration with the grant unit
    • Liaise with the IT department on hardware and software issues to ensure
    • functionality to meet ongoing and ad hoc needs

    3. Logistics and itineraries:

    • Ensure logistical support to staff/visitors including liaising with operations on
    • itineraries
    • Make appointments according to schedules developed by department members
    • Be the primary point of contact for visitors’ administrative needs
    • Communicating material and cash needs to Finance and/or Administration in a timely manner.
    • Coordinate staff movements including leave, field trips and all required logistics using the movement and leave tracker.
    • Assist with correspondence, letters, and invitations. Act as liaison between
    • programs staff and dispatcher.

    4. Serves as the interface between technical team and the operation finance unit.
    5. Perform other duties and tasks as determined by the line manager and other supervisors.

    Qualifications and Skills:

    • Minimum of a university degree.
    • Minimum of 3 years work experience in administrative support
    • Experience working with local or international NGO a plus
    • Interest in development issues
    • Strong computer skills required, especially the ability to work comfortably in the MS office package
    • Excellent interpersonal skills and ability to work successfully in team environment

    MEAL Manager

    Job Summary
    Under the direction of the Agriculture livelihoods Adviser and the Director of Early Recovery and Resilience, the MEAL Manager will be responsible for all MEAL related activities for all recovery and resilience projects implemented by CRS in northeast Nigeria, including, but not limited to: designing MEAL systems, leading SMILER processes, monitoring progress on project indicators, elaboration of M&E tools, conducting needs/market/post activity assessments, beneficiary database management, recalibration of beneficiary targeting at project mid-point, development and implementation of accountability mechanism as well as compilation of monthly, bi-monthly, and quarterly reports. The MEAL Manager will be based in Maiduguri with frequent trips to project areas and will report to the FTF Nigeria Integrated Agriculture Activity PM in Yola, working closely with the Emergency MEAL Coordinator, based in Maiduguri, and the Agriculture and livelihoods Adviser in Maiduguri.

    Specific Job Responsibilities
    Monitoring and Evaluation

    • Design and manage Monitoring, Evaluation, Accountability and Learning system through providing high-quality technical support and leading the recovery MEAL team
    • Facilitate to design and conduct of MEAL surveys including PDMs, evaluation, baselines and others related to the project; in close consultation with the recovery and resilience program and MEAL staff
    • Develop or adapt project specific MEAL tools and carry out field testing where necessary.
    • Track donor and CRS reporting requirements and deadlines and provide MEAL information to Program Managers for drafting reports.
    • Determine role of all actors involved in providing technical support to project
    • monitoring and evaluation.
    • Ensure consistency of standards, harmonization of information and input from beneficiaries and sharing of learnings.
    • Maintain the project database and supervise related matters
    • Facilitate to perform quantitative and qualitative analysis of data for project
    • requirements
    • Verify data for completeness, correctness and consistency and follow up on any data/program quality issues.
    • Lead regular MEAL field visits to collect data with the help of partners, assess the application of MEAL tools, and assist in preparation of monthly/quarterly report to donors and CRS office.
    • Identify bottlenecks in the program MEAL systems, recommend appropriate
    • solutions and ensure follow-through.
    • Promote the use of Information Communication Technology for Development (ICT4D) solutions throughout the project or digital data collection.

    Accountability

    • Lead the development and implementation of feedback and response channels toreflect the preferences of community members and beneficiaries of the project
    • Coordinate and support emergency response for accountability specific
    • requirements including accountability needs for distributions interventions
    • Facilitate to orient program staff and partners on the basic principles and practices of beneficiary accountability.

    Learning

    • Identify, document, store and share lessons learned (this includes success story too) that have implications for refinement of best programmatic practice.
    • Conduct and document end of project learning reviews and share learning with stakeholders.

    Supervision

    • Provide quality mentoring and coaching to early recovery MEAL staff and ensure that coaching and performance plans are completed on time and with adherence to CRS talent management quality standards.
    • Together with the Emergency MEAL Coordinator/Manager, Director Early Recovery and Resilience, Agriculture and Livelihoods Adviser, Country Program MEAL Coordinator and PM, identify capacity building needs for staff/partners.

    Qualifications and Skills:

    • University degree, preferably in statistics, information management, management, social sciences or related fields.
    • At least 5 years of experience in Monitoring, Evaluation, Accountability and
    • Learning, preferably in humanitarian or development context.
    • Proven track record and experience in developing M&E plan, systems and database using MS office applications (Excel or Access) and software applications.
    • Strong knowledge and proven experience on developing and analyzing logical and conceptual framework.
    • Ability to train partners and staff on developing and maintaining the M&E system.
    • Strong analytical and critical thinking skills.
    • Excellent written and oral communications skills in English.
    • Strong interpersonal skills and ability to work in a diverse team and manage

    Nutrition Project Manager

    Primary Job Responsibilities
    The Nutrition Project Manager (PM) is responsible for the overall management and technical direction of CRS nutrition program targeting vulnerable IDPs and host communities in NE Nigeria. Reporting to the Markets Program Manager II with accountability to the Nutrition Officers, and Nutrition Community Mobilizers, the Nutrition PM will undertake the following responsibilities related to project cycle management, technical direction, and program development:

    Technical/Administrative, Program Quality and Implementation

    • Ensure quality and timely field level implementation of the Nutrition program
    • against set objectives, targets and work plans
    • Advise and assist CRS nutrition team in developing project specific strategies, tools, systems and plans.
    • Ensure that nutrition programs utilize international best practices, policies and
    • guidelines, in line with Ministry of Health and WHO/UNICEF
    • Oversee the collection and timely reporting of data and statistics for all nutrition programs in line with CRS guidelines and according to donor requirements
    • Actively monitor programs/projects through field visits, surveys and/or exchange of information with partners to assess progress, identify bottlenecks and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution

    Program Development and Strategic Planning

    • Contribute to and support in carrying-out the situation analysis for the nutrition sector to ensure timely and current data on maternal and child nutrition are available for the designing, development and management of nutrition projects.
    • Identify opportunities for program and proposal development in line with the CRS's and donor guidelines
    • Participate in proposal writing and budget development processes for nutrition program
    • Lead technical assessments as a basis for nutrition program development when necessary to monitor evolving needs of the target communities and adjust the programmatic priorities as necessary

    Capacity Building and Supervision

    • Ensure the capacity building of CRS nutrition team and partner staff through on-job training, technical guidance and coaching sessions while ensuring staff performance evaluation plans are developed
    • Ensure appropriate support to the nutrition team by regular field visits and provide targeted technical feedback
    • Develop capacity building plans and strategies and identify relevant training
    • opportunities for CRS and partner staff to advance knowledge and skills in nutrition.
    • Monitor staffing needs and assist the recruitment of local staff and support staff development through mentoring to enhance the capacity of project and partner staff
    • Develop a process for ensuring quality and safety of nutrition related activities and products

    Coordination and Representation

    • Represent CRS at nutrition sector working group meetings and coordination forums UN, international and national NGOs for nutrition coordination as needed at the LGA and state level
    • Ensure a good coordination with other CRS partners staff, nutrition field teams and provide frequent feedback and updates
    • Develop new and manage existing relationships with key stakeholders and the potential collaborators for nutrition programs;

    Reporting

    • Support the development of field-based reports to CRS and/or external donors, as necessary
    • Conduct any other programming responsibility delegated by the supervisor

    Qualifications and Skills:

    • Master's Degree in Public Health, Nutrition, or related field
    • 3-5 years of experience in nutrition program implementation with an international humanitarian NGO
    • Experience with nutrition in emergencies (CMAM, IYCF-E, data collection),
    • preferably in the Nigerian context
    • Experience in conducting nutrition assessments (SMART, KAP surveys) and an understanding of nutritional information systems
    • Proven experience in project design and implementation, proposal-writing,
    • budgeting and financial management in nutrition
    • Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, and program management.
    • Demonstrated commitment to gender responsive programming.
    • Excellent organizational, analytical, oral and written communication skills.
    • Team-oriented and strong interpersonal skills
    • Ability to work effectively under pressure and to organize and prioritize a variety of initiatives

    Key Working Relationships:
