    Job Description
        * Oversees the implementation of Human Resources programs through Human Resources staff. Monitors administration to established standards and procedures.
        * Directs the preparation and maintenance of such reports as are necessary to carry out the functions of the department.
        * Prepares periodic reports for management, as necessary or requested, to track strategic goal accomplishment.
        * Defines all training programs within the service, and assign authority /responsibility officers and managers within the unit for those programs.
        * Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce.
        * Formulates and recommends Human Resources policies and objectives for the service with regard to employee relations.
        * Monitors all pay practices and systems for effectiveness and cost containment.
        * Leads service compliance with all existing governmental and labor legal and government reporting requirements.
        * Directs a process of organizational planning that evaluates the service structure, job design, and personnel forecasting throughout the service.
     
    Qualifications
        * Broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations, safety, and training and development.
        * Excellent oral and written communication skills.
        * Excellent interpersonal and coaching skills.
        * Demonstrated ability to lead and develop Human Resources staff members.
        * Demonstrated ability to serve as a successful participant on the executive management team that provides leadership and direction within the service
        * Minimum of a Bachelor's degree or equivalent in Human Resources, Business, Organization Development.
        * 10 - 12 plus years of progressive leadership experience in Human Resources positions.
        * Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred.
        * Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement, preferably CIPM, IPM, CIPD,SHRM


    Director, Legal Services and Enforcement

    Job Description
    The candidate shall report to the Chairman/ CEO and handle the following direct reports:
    Deputy Director, Legal Services/Appeal; Assistant Director, Collections and Debt Management; Assistant Director, Enforcement/Monitoring.
     
    Job Role
    Statutory Duties:
        * Issue notices of meetings of the Board on directive of the Board or Chairman
        * keep records of the proceedings of the Board
        * Representing the Board or the Service in his professional capacity in any proceedings in which the Board or the Service is a party. However, he shall not in such circumstances give evidence on behalf of the Board or the Service.
     
    Other Key Duties/Responsibilities
        * Develop framework for the provision of legal services to the Board and Revenue Service.
        * Develop framework and procedures for the enforcement of tax laws compliance.
        * Ensure full implementation of the frameworks and procedures
        * Provide guidance in developing policies, regulations and procedures for the activities of the Board/Service.
        * Provide legal inputs in other regulatory reviews and analysis.
        * Ensure timely processing of compliance cases for imposition of fines and penalties in accordance with the provisions of the law.
        * Ensure all subpoenas, resolutions and orders of the Service are duly served as instructed
        * Prepare all legal documents, orders and resolutions of the Service and obtain necessary sign-off.
        * Supervise the preparation and review motions, briefs and responses to petitions on behalf of the Service.
        * Provide technical opinions on legal issues
        * Prepare digest of rulings and opinions and codify the same
        * Prepare and interpret revenue laws
        * Implement legal regulations
        * Institute civil actions against violators of internal revenue laws and represents IRS in the hearing/trial of these cases
        * Prepare digest of court decisions on internal revenue cases filed
        * Continuous review and improvement of the frameworks and operating systems of the unit.
        * Any other responsibility that may be assigned to him by the Director 
     
    Qualifications
    Minimum Qualifications
        * LL.B, BL
        * Minimum of 15years relevant experience, of which at least 5 should be in management position.
        * Minimum of 10 years litigation experience, out of which at least 5 should be acquired from best practice legal firm.
        * A Masters Degree preferably an MBA
        * A degree or diploma in Accounting, Finance or Banking
        * Membership of any recognized legal or arbitration professional body
        * A Notary Public
     
    Skills/ Competencies
        * Extensive knowledge Nigerian Tax System
        * Ability to identify potential legal changes relevant to the IRS
        * Good organizational, leadership and supervisory skills
        * Ability to provide legal advice on tax matters and deal with legal issues arising in the Service initiatives and activities.
        * Ability to conduct investigations relating to tax offences
        * Good soliciting and arbitration experience

    Director, Policy, Research and Communication
    Job Description
    The candidate shall report to the Chairman/ CEO and handle the following direct reports:
    Deputy Director, Tax Research & Statistics; Assistant Director, Tax Policy; Assistant Director, Communication.
     
    Job Role
        * Establish a framework for tax policy research and development.
        * Ensure full implementation of the framework.
        * Evaluate and select alternative actions to mitigate the taxpayer tax burden and cost of compliance for the Board
        * Recognize and communicate potential policy risks
        * Proactive identification of potential changes in tax policies
        * Assist in handling routine inquiries from Federal Inland Revenue Service (FIRS)
        * Ensure unbroken Liaison with Government, institutions, industry and the media
        * Coordinate detailed review of government policies and analyze their impact on the industry and regulatory regime.
        * Coordinate the development of a detailed action plan for implementation of government policies within the regulatory regime.
        * Perform detailed review and analysis of critical performance indices and parameters within the industry e.g. efficiency rates, consumption rates, demand trends, etc and benchmark against target indices.
        * Research and present recommendations and strategies for effective policy and regulatory improvements.
        * Play a significant role in long-term planning, including an initiative geared toward operational excellence.
        * Design surveys as required by IRS offices
        * Prepare statistical information/reports
        * Design and ensure continuous update of the overall Communication strategy of the Internal Revenue Service.
        * Prepare and publish IRS information materials, brochures, advert materials and other collaterals
        * Ensure the Preparation of presentation materials/ messages for top executives to promote IRS image
        * Continuous review and improvement of the frameworks and operating systems of the unit.
        * Any other responsibility that may be assigned to him by the Executive Chairman.
     
    Qualifications
    Minimum Qualifications
        * Graduate Degree in Marketing, Mass Communications, Law, Economics, Political Science or related discipline.
        * Minimum of 15 yrs work experience out of which 5 yrs must be in management position in large public or private sector or international multilateral institution.
        * Must have a demonstrated hands-on approach and success in working/leading in a team-based environment.
        * Masters Degree, preferably an MBA.
        * Membership of a relevant professional marketing, Advertising or Economics body,
        * Consulting exposure
        * Senior position in highly volatile marketing and consumer awareness environment.

    Job Role
        * Provide guidance and oversee the development of standard procedures for the execution of the activities of the various sub-units within the department and ensure strict compliance
        * Facilitate the development of financial management reporting structures and systems to facilitate efficient business planning, reporting and decision making
        * Facilitate the development of cash management systems and coordinate banking relationships

    Director Tax Audit / Investigation
    Job Description
    The candidate shall report to the Chairman/ CEO and handle the following direct reports:
    Asst. Director, Tax Audit Policy, Programs & Reports; Asst. Director, Internal Security & Vigilance; Asst. Director, Tax Assessment Reviews, Asst. Director, Investigation/Forensic Audit.
     
    Job Role
        * Develop and manage the achievement of the medium and short term goals and objectives of the Directorate.
        * Develop and manage effectively a robust audit and investigation framework that will ensure the reduction or elimination of tax frauds, evasion, avoidance, assessment errors and mistakes.
        * Produce and cause to fully implement audit and investigation programmes for internal and field use.
        * Install the procedures for the efficient monitoring and controlling of the activities of the Service
        * Ensure the identification of taxpayers who have ceased filing required returns and detection, registering and bringing into compliance individuals and businesses which have defaulted in filing their returns.
        * Produce all exceptional reports of departure from the Service’s set rules and procedures
        * Suggest areas of the tax audit services that could be outsourced
        * Develop selection criteria for tax audit consultants
        * Review and present the reports of tax audit consultants
        * Monitor tax exemptions, issuance of tax credit certificates/refunds by the IRS
        * Evaluate availment of tax incentives
        * Identify, gather, collate, analyze and evaluate information and statistical data on assessment/tax audit activities of the state.
        * Manage and maintain the Audit, Third-Party Information
        * Conduct surveillance on persons identified and suspected to be tax violators
        * To ensure expeditious disposal and settlement of Revenue Audit Objections
        * Continuous evaluation of the effectiveness of the collection framework in place and recommend improvements
        * Any other responsibility that may be assigned to him by the Board or Chairman/CEO.
     
    Qualifications
    Minimum Qualifications
       * Degree in Accountancy, Economics, Finance, Banking, Management or Administration
        * Membership of a recognised professional accountancy body.
        * Minimum of 12 yrs work experience out of which 5 yrs must be in management position in large public or private sector or international multilateral institution.
        * Must have a demonstrated hands-on approach and success in working/leading in a team-based environment.
        * Masters Degree, preferably and MBA.
