    Programme Director

    Description:

    Reporting to: E1M Chief Operating Officer

    Position: Contract, full time (Subject to Contract). Start early October TBD.

    Based in: Abuja, Nigeria

    Travel: Local project travel to states within Nigeria

    Programme Overview

    The programme in Nigeria aims to improve access to essential health commodities for HIV/AIDS, malaria, family planning and maternal newborn and child health to transform supply chains across three states: Kebbi, Sokoto and Bauchi.

    Every1Mobile is the digital lead tasked to research, design and implement a range of digital learning and e-commerce solutions and strategies.

    Role overview

    The Programme Director function at E1M is responsible for the strategic implementation & delivery of our programmes, ensuring we deliver real, measurable impact to our users and high quality services to our clients.

    Programme Director’s focus on a specific programme, in this case working across 3 states in northern Nigeria. The role will be based within our client’s project office in Abuja.

    For the duration of the project, you will work regularly with the Programme Design Team, Snr Project Manager, Head of Content, Head of Design and Software Development team management to monitor and guide progress of the project and ensure excellent standards are maintained.

    The Programme Director will lead and manage all aspects of this high-profile project, including directing strategic project delivery and decision making, providing technical guidance, overseeing the delivery of sub-contractors, and supervising E1M staff.  Working to a USAID funded programme, and encompassing the needs of local Nigerian Government departments & industry bodies, implementing partners, and other stakeholders. The Programme Director will also establish and maintain an integrated vision among different players while ensuring adherence to all project objectives, performance requirements, and client needs.

    This role requires a good understanding & experience in supply chain & health disciplines within International Development; experience in USAID project management and administration policies, procedures, and reporting requirements; and the ability to meet rigorous timelines, track results, effectively manage staff and multi-stakeholder relationships, and influence decision-making at the local and state level to create positive change.

    Responsibilities

    Programme Direction

    • Work with our client and Every1Mobile COO & Programme Designers to operationalise the project aligned with E1Ms strategic aims taking into account past learning, international best practice, contextual constraints, and local stakeholders objectives/constraints
    • Help develop delivery strategies & operational plans
    • Oversee rigorous delivery to project frameworks e.g LogFrames, Theory of Change, Project Workplans, etc
    • Review & feedback on project research to inform best practice delivery components
    • Lead the local Project Team to ensure a high standard of all project activities, documents, reports and evaluations submitted to our client
    • Lead (on a matrix basis) direction of relevant elements of E1Ms international project support structure, taking responsibility for:
    • Overall Design & Use of Mobile & other suitable Technology
    • Content components
    • Beneficiary communication via media & direct channels
    • Data analytics progress & results reporting to inform project evaluation (MEAL) as necessary & required by our client
    • Work with the COO & other Heads of Depts to deliver the project and organisational strategy.

    Programme Management

    • Provide overall technical and managerial oversight and leadership for the project.
    • Ensure efficient management of financial resources, including the review and approval of programme budgets and monitoring expenditures.
    • Supervise field operations, project administration, logistics and procurement.
    • Oversee the delivery and monitoring of sub-grants.
    • Supervise programme monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the grant and donors.
    • Ensure full compliance with all USAID and other fiduciary regulations.
    • Serve as the principal liaison with the Government of Nigeria; our client and our USAID donor; and project partners and stakeholders to ensure effective programme implementation and build lasting relationships.

    Person Requirements

    • Strong knowledge of supply chain management in an International Development context
    • Has experience of managing delivery of International Development projects in Nigeria and preferably experience working in the Northern States.
    • Highly desirable is a reasonable knowledge of health and in particular mother and child healthcare.
    • Significant experience managing large-scale, multi-year US government-funded programmes, with a strong track record of successfully managing USAID-funded programmes (possibly serving as Chief of Party).
    • Demonstrated knowledge of USAID project management, including current USAID rules, regulations, and reporting requirements.
    • Demonstrated ability to implement projects with rigorous timelines and deliverables and to track programme quality through donor-approved monitoring and evaluation systems.
    • Ability to work under pressure, as part of a team or independently, and meet deadlines consistently.
    • Experience collaborating with diverse stakeholders, such as local NGOs, government officials, donor representatives, and local and international staff.
    • Ability to respond to requests on short notice and simultaneously plan and execute several activities.
    • Proven experience hiring, training, and supervising teams of international and local staff.
    • Proven leadership, interpersonal, and cross-cultural skills, with the ability to build and motivate diverse teams.
    • Excellent command of English with strong verbal and written communication skills.
    • Proficiency in PowerPoint, Word and Excel.
