    The Hiring Department/Division

    • The Water Development and Sanitation Department is part of the Agriculture, Human and Social Development Complex. The Department is responsible for the coordination of the Bank’s water development and sanitation-related activities to enhance synergies and contribute to the achievement of all High 5s (Power and Light Africa, Feed Africa, Industrialize Africa, Integrate Africa, and Improve the quality of life).
    • Through its two Divisions, namely the Division for water coordination and partnerships and the Division for water security and sanitation, and the African Water Facility, the Department supports regional hubs in the development and promotion of new knowledge, approaches and tools for green and inclusive water resources development and management, and for improved sanitation. In so doing, the Department leads the scaling-up of the Bank’s contribution to Africa’s efforts to attain water security and sanitation for sustainable socio-economic transformation.
    • The Division for water coordination and partnerships acts in concert with the Division for water security and sanitation and the African Water Facility to fulfil the mandate of the Department. Specifically, the Division for water coordination and partnerships fosters strategic partnerships with regional and global partners to leverage resources into the water and sanitation sectors.
    • It also directly contributes to the work of the various initiatives and trust funds hosted under the Water Development & Sanitation Department, and provides expertise to support the Agriculture, Human and Social Development Vice Presidency’s role as the Bank’s spokesperson to external audiences.

    The Position

    • The Chief Finance and Private Sector Investment Officer position is responsible for ensuring thought leadership and providing operational support in regard to appropriate financing modalities for water security (including water supply and sanitation, environmental health, water for agriculture, electricity, industrialization and regional cooperation).
    • The objective of the Chief Finance and Private Sector Investment Officer is to identify, develop and apply appropriate and innovative sources, instruments and modalities of financing for water security, with the aim of optimising the use of existing funding and attracting additional financing to the sector to bridge the financing gap for investments and service provision.

    Duties and Responsibilities

    • The Chief Finance and Private Sector Investment Officer shall seek to maximise value for money and leverage co-financing for water sector investments in Africa by proactively seeking to understand sector priorities and overcome bottlenecks.
    • The Chief Finance and Private Sector Investment Officer will identify and facilitate the implementation of a range of creative financing solutions that contribute to reforming and developing systems and modalities for delivering sustainable investments that contribute to water security. This will be done in line with the Bank’s strategic priorities and Water Policy.

    The Chief Finance and Private Sector Investment Officer performs the following duties:

    • Provide specialist advice and support to internal and external clients on financing modalities for water sector infrastructure and service provision.
    • Lead and undertake analytical work in regard to financing water security.
    • Promote and facilitate the adoption of innovation in the Bank’s water, sanitation and environmental health activities to continuously increase value for money, sustainability and broader impact.
    • Identify and advise on the scaling up of appropriate solutions, building on successful pilots of technological advances, implementation approaches, and financing mechanisms.
    • Encourage and facilitate public private partnerships and broader private sector participation in the water sector as a source of financing, technology and efficient management systems.
    • Support the Bank’s regional hubs and field offices in understanding and applying appropriate financing modalities for bank-financed activities. Take part in missions as needed for complex projects, to support operational departments in the project development process (identification through implementation).
    • Provide expert advice to Regional Member Countries and regional organizations on how to finance financially viable and economically feasible water-related infrastructure and service provision; and more specifically how the Bank’s financing instruments may be applied.
    • Undertake analytical and diagnostic work research and sector reviews (economic sector work), to provide advanced expertise and thought leadership on water finance.
    • Contribute to the review, preparation, updating and dissemination/application of financing-related aspects of policies, strategies, business plans and briefs related to water security.
    • Foster strategic partnerships with regional and global partners on the topic of financing water security. This includes collaboration on analytic work, special initiatives as well as supporting the identification of project/investment opportunities for co-financing and financial leverage.
    • Collaborate with other Bank departments to continuously increase the Bank’s contribution to a water secure Africa. This includes, but is no limited to working with departments responsible for the Bank’s financial products, investment promotion, resources mobilisation and other sector departments relevant for multi-purpose water investments.
    • Provide expertise to support the Department’s management and the Vice-President’s role as the Bank’s spokesperson on water-related issues to external audiences.
    • Represent the Bank at national, regional and global partnerships, networks, conferences on water sector investments and financing.

    Selection Criteria
    Including desirable skills, knowledge and experience

    • Hold a minimum of a Master's degree or its equivalent in finance, economics, business administration or related field.
    • Have a minimum of seven (7) years relevant experience developing, structuring or facilitating financing arrangements and solutions for infrastructure and basic service provision, of which at least 2 years in water and sanitation.
    • At least 2 years professional experience in developing countries (Least Developed Country; Middle Income Country).
    • Experience and understanding of Public Financial Management.
    • Experience and understanding of commercial finance.
    • Experience of Multi-lateral development banks (or similar financing institutions) and their operations in terms of project development and implementation process (project identification, preparation, appraisal, supervision).
    • Experience with a broad range of financing and implementation modalities including but not limited to budget support, project/program financing, results-based finance, PPPs including Design-Build-Operate.
    • Proven knowledge of the major challenges relating to mobilizing and applying infrastructure investments in Africa.
    • Understanding of the institutional/enabling environment for water sector investments; experience in preparing and implementing institutional reform, capacity development and transfer of knowledge.
    • Familiarity with various financing instruments including grants, loans, guarantees, equity.

    The Hiring Department / Division

    • Within the context of the Bank’s High 5’s vision for Africa’s long-term economic transformation, the Agriculture and Agro-Industry Department (AHAI) provides support for the delivery of the Bank’s Feed Africa: Strategy for Agricultural Transformation in Africa, 2016-2025
    • The Bank also has an Agriculture, Finance and Rural Development Department (AHFR). The Feed Africa Strategy aims to end hunger and rural poverty in the next decade through self-sufficiency in eighteen (18) priority commodity value chains specific to the continent’s agro-ecological zones
    • Realizing the objectives set forth in the Strategy requires increased productivity; value addition; investment in infrastructure; an enabling agribusiness environment; capital flows; and inclusivity, sustainability and effective nutrition
    • The Department leads the effort to transform African agricultural systems for greater competitiveness, inclusivity and sustainability, and for enhanced job creation and poverty reduction in Bank Group Regional Member Countries. Feed Africa’s many Flagships include the ENABLE Youth initiative, Technologies for African Agricultural Transformation (TAAT), Agropoles and Agro-Processing Zones, Post-harvest Loss Reduction and Agricultural Value Addition, Blue Economy, Risk Sharing and Finance Mechanisms (RSFM), and Affirmative Finance Action for Women in Africa (AFAWA).

    The Position

    • The Senior Infrastructure /Irrigation Engineer will provide technical support to the development and implementation of projects including the flagship programs under the Bank’s Feed Africa Strategy and High Fives vision for Africa’s economic transformation such as the Technologies for African Agricultural Transformation (TAAT), ENABLE Youth, Postharvest Loss Reduction, Staple Crops Processing Zones etc
    • He/ She will also work with the Flagship Coordinators in both AHAI and AHFR.
    • The Senior Infrastructure /Irrigation Engineer works across technical, geographic and institutional boundaries to support the delivery of development solutions for a diverse set of clients in the rural (and urban) space and in the public and private sectors, in line with the agricultural development, agribusiness and agro-Industry agenda of the African Development Bank Group
    • Using a value-chain approach, the incumbent will support the implementation of this agenda in African Development Bank Regional Member Countries, with specific focus on providing technical input for the design, and supervision of projects, which promote value chain development, value addition and primary and secondary processing of crops and livestock; catalyze private sector entry and growth in African agribusiness; promotes agri-SME growth and the commercialization of agriculture, particularly addressing access to finance needs creates farm to fork market linkages; facilitates the development of agro-poles and agro-processing hubs; supports the development of an agribusiness enabling environment; and invests in hard infrastructure (including roads, markets and irrigation), soft infrastructure (human capital, i.e., trained potential employees, ICT, etc.), and enabling policies and reforms, for transformation of African agriculture into viable, profitable businesses.

    Duties and Responsibilities
    Under the direct supervision of the Senior Director RDNG and working closely with other Task Managers in the Agriculture and Agro-Industry Department, the Agriculture Finance and Rural Development Department, the Industry and Trade Development Department, etc., and with external stakeholders, the Senior Rural Infrastructure/Irrigation Engineer’s role includes but is not limited to the following:

    • Undertake analytical work and provide technical guidance in the area of rural infrastructure and water resources, focusing on agriculture, water and agriculture infrastructure development, and advice on how to ensure sustainability of benefits of Bank-financed agricultural projects and programs in Nigeria.
    • Identify opportunities for strategic collaboration with multilateral and bilateral donors in support of the agriculture and irrigation sector in Nigeria, to increase the advantage effects of ADB’s loan and grant operations.
    • Support RDNG in all rural infrastructure, irrigation engineering and agriculture-related activities, including project development, implementation and supervision, and co-ordination with other stakeholders within the Bank as well as other donors and development partners.
    • Contribute to the preparation of Country Strategy Papers, with particular reference to rural roads, water resources, agriculture and agriculture infrastructure development.
    • Participate in the relevant sector donor-coordination meetings, sector wide approaches, and advise on sector policy issues.
    • Assist where required in the development of the Bank’s policies, procedures and guidelines, and ensure their application.
    • Provide expert advice and guidance to officials of executing agencies on sector issues and priorities, technical and operational aspects of projects, and Bank rules and procedures, including those for the procurement of works, goods and services, and disbursement activities.
    • Provide active support to Government in facilitating loans/grants effectiveness.
    • Assist country officials and implementing agencies in carrying out procurement and disbursement activities in accordance with Bank Group rules and procedures.

    Selection Criteria

    • Hold at least a Master's Degree or its equivalent in Civil Engineering combined Irrigation Engineering, Hydrology, Water Resources Management, or related field,
    • Have a minimum of six (6) years relevant professional experience in program/project design and management, broad knowledge of all rural infrastructure, water/agriculture sub-sectors, with specific experience in implementation and management of donor-funded projects in the rural infrastructure and irrigation sub-sector;
    • Previous experience working in multilateral financial institutions or similar large organizations, and performing such roles as project preparing, appraising, supervising or implementing donor funded projects;
    • Proven planning and organizational skills, with ability to think strategically and rapidly analyse and integrate diverse information from varied sources into conclusions and recommendations;
    • In-depth knowledge of job-related social, economic and environmental development issues in the country;
    • Proven ability to interact competently with Government and donor agencies on issues relating to aid coordination;
    • Ability to communicate and write effectively in English. Good practical knowledge of French and other languages would be an advantage.

    The Africa Water Facility Coordinator, reports to the Director Water Development and Sanitation Department.
    The Coordinator leads Africa Water Facility’s agenda for the implementation of the Africa Water Vision and the Framework for Action for 2025. He/She is responsible for providing leadership and supervising the staff and activities of the facility. The main work objectives are:

    • Lead Africa Water Facility's policy and strategic work to ensure that operations and other organizational activities which are identified, developed and executed by the Headquarters and Regional Hubs are well aligned with the Africa Water Facility's operational strategy, and effectively implemented;
    • Provide technical guidance/advisory services and expertise to regional hubs on Project Preparation, Water Investment Promotion and Small Strategic Investments;
    • Foster strategic partnerships with regional and global partners; and provide expertise on water development issues to support the department's role;
    • Ensure coherence of the Africa Water Facility's activities across regions;
    • Produce and disseminate knowledge raised through Africa Water Facility operations.

    Duties and Responsibilities
    The Africa Water Facility Coordinator, under the oversight of Director Water Development and Sanitation Department, manages staff of the Department and plans, organizes, supervises and directs the work to ensure efficient and effective Bank Group assistance. Specifically, the role of coordinator is to:

    Managing and supervising the Facility:

    • Implement the Bank's mandate and commitment for the African Water Facility Initiative;
    • Plan, organize and supervise the activities and staff of the initiative including identifying development   projects and programs which could be financed by the Africa Water Facility;
    • Supervise Africa Water Facility’s staff and activities in the Regional hubs
    • Analyse requests proposed for Africa Water Facility financing of projects, programs and studies;
    • Ensure compliance of Water and Sanitation projects in line with the Africa Water Facility acceptance criteria, priorities and development plans;
    • Coordinate the preparation of the Africa Water Facility 's budget in line with Africa Water Facility instrument and the Bank administrative procedures
    • Lead complex missions involving negotiations with government officials, grant negotiations and collaborate with the Bank ‘s Legal Department in preparation of grant agreements;
    • Liaise with the Director Generals and advise on the Africa Water Facility programme, procedures and operations, including cross-cutting strategies: environment, gender, procurement and finance;
    • Liaise with the Director Generals on the implementation of Africa Water Facility Water operations and the assurance of a high quality of the portfolio and the development effectiveness;
    • Propose the Africa Water Facility budget and monitor its implementation in cooperation with the Regional operations management team;
    • Manage a team of professional level and support staff in providing efficient and high quality services that support the business. Set realistic performance goals and motivate team members to meet them, both for individual staff and for the team as whole and proceed with Africa Water Facility staff members' performance evaluation;
    • Advise on and promote the implementation of relevant sector policies and strategies.
    • Participate in the recruitment of Africa Water Facility staff in coordination with the department’s Director  and in line with Bank rules and procedures;

    • Initiate actions for Africa Water Facility resources mobilization in coordination with the Director;

    Strengthening Sector Knowledge Development and Promoting Knowledge Uptake, and Networking:

    • Monitor and analyse economic developments in regional member countries and advise the Director on issues relating to water sector development
    • Provide technical advice/assistance to the Regional Directorate and Regional Members Countries in the development of their Water and Sanitation Sectors;
    • Develop and maintain cooperation and co-financing relations with the other development agencies and organizations; lead important and sensitive missions to the member countries and partner organizations and agencies;
    • Supervise the development and recommend implementation of innovative financing mechanisms, as well as technical and management approaches to promote project preparation, water resources development and investment promotion cross regional member countries, including through public-private partnerships, and improvement of the overall governance of these sectors.
    • Promote and develop the mechanism to monitor the performance of the Africa Water Facility activities, and ensure the appropriate reporting to all the stakeholders;
    • Be a collaborative member of the Management Team, contribute and share expertise and input and foster a collegial environment;
    • Serve as a role model, leading by example, building alignment and commitment. Be courageous in challenging others to move the Bank forward;
    • Provide on-the-job training and advice to relatively less experienced staff and supervise their work;

    Selection Criteria
    Including desirable skills, knowledge and experience:

    • Hold at least a Master's degree or its equivalent in Water Resources management and Engineering, Civil Engineering; Development Economics, or closely related disciplines;
    • Have a minimum of eight (8) years of extensive and progressive experience in an internationally recognized financial or development Institution or similar to the Bank, three (3) years of which professional experience should be at a managerial level
    • Having private sector experience will be an added advantage
    • Familiarity with the work of other multilateral and bilateral development finance institutions is a plus
    • Experience in water sector development and policy support in Africa; and in knowledge management and preparation of analytical work is a plus.
    • Recognized as a thought leader with deep knowledge of public health issues and/or integrated water resources development in Africa, with a focus on research and policy, particularly related to water or public health or sanitation; and ability to analyze and evaluate critical matters pertaining to a broad spectrum of public health, water and sanitation issues and provide policy advice;

    The Complex

    • The Corporate Services and Human Resources Vice-Presidency (CHVP) ensures the delivery of efficient, people-centered, client-oriented, corporate services to ensure overall institutional effectiveness in all aspects of the Bank’s corporate services.
    • The complex leads efforts to ensure the competitiveness of the Bank as the employer of choice and is responsible for providing leadership in the formulation and implementation of the Bank’s strategies on people, IT, general services and institutional procurement, language services, business continuity and, health and safety strategies.

    The Hiring Department

    • The primary role of the Language Services Department is to enhance accurate and effective flow of communication within the Bank, as well as between the Bank, its shareholders, development partners and the public at large.
    • This is achieved by providing highest quality translation, interpretation, terminology and editing services to the Institution, thus ensuring the accessibility in the two working languages of the Bank (English and French, and on occasion Arabic and Portuguese) of all issues and documents submitted to the governing bodies and Senior Management for consideration.

    Duties and Responsibilities
    Under the guidance of the Manager of the Interpretation Division, the Senior Interpreter will:

    • Provide faithful, appropriate and well-delivered interpretation into French (simultaneous, consecutive and other modes ) at various meetings and functions of the Bank Group (interviews, induction, on-boarding, seminars, training sessions and engagements with other international organizations and stakeholders of the Bank Group, among others);
    • Provide as and when required, accurate and quality interpretation into English;
    • Carry out terminology research and prepare glossaries on general emerging themes;
    • Contribute to the preparation of  special glossaries on Bank Group Annual Meetings;
    • Cover study tours of Senior Advisers and Advisers to Regional Member Countries;

    Selection Criteria

    • At least a Master's Degree in Conference Interpreting or a related field;
