    Organizational Development Specialist, STEER Project

    The Organisation

    Role Purpose

    • As a member of the STEER Team, the OD Specialist will support technical programme management, information gathering, results communication and documentation.
    • He/She will be expected to support project level assessment, project planning and coordination.
    • With supervision from the STEER COP, the OD Specialist will provide focused, high-quality institutional capacity building assistance to strengthen institutional and technical capacity of State and Local Government (LGAs) to provide, manage, and monitor integrated and comprehensive care to OVC and their families; and also Strengthen organizational and technical capacity of civil society societies to manage OVC programs.

    Scope of Role:

    Key Areas of Accountability
    Programme support:

    • Coordinate STEER project activities in the States, in line with the project implementation plan and report directly to the Senior OD Director.
    • Provide on the job technical assistance to the SMWASD, LGAs and CSOs on the STEER OVC Project.
    • Participate in the Capacity Assessment of State MDAs, LGAs, CSOs and implementation of appropriate strategies to address identified gaps for improved performance.
    • Serve as a resource at the state level to all Stakeholders and Partners in the implementation of the STEER OVC Project
    • Strengthen structures at the State, LGA and Community levels for quality service delivery to Vulnerable Children in a sustainable manner.
    • Implement training plans to meet capacity needs at States, LGA and Community levels
    • Conducts Advocacy to the Public and Private sectors to generate support for Vulnerable Children
    • Ensure that all project reporting and M&E systems are effectively implemented and that required information and reports are submitted accurately and on time.
    • Develop and maintain strong external networks with government agencies, partners, other USAID implementing partners, and other key stakeholders in the State.

    Promote implementation of Quality Improvement Standards in the State:

    • Participate in national-level capacity building and systems strengthening initiatives intended to promote local ownership and contribute to the sustainability of HIV and OVC programming.
    • Develop work plans, supervise implementation and evaluate performance in line with the overall project objectives.
    • Serve as resource to all state stakeholders and partners in the implementation of the STEER OVC project
    • Coordinate project reports from states; ensure good programmatic.
    • Provide technical assistance and support to states and local governments in the implementation of STEER project, to promote ownership and sustainability
    • Institutionalize Quality Improvement Standards in the STEER OVC Project
    • Manage the performance of CSO’s on an on-going basis including guidance, motivation, resolution of problems, training needs identification and regular review meetings.
    • Observe principles of child rights programming in all activities related to OD programming including design, analysis, implementation and M& E with a particular focus on gender and diversity, children’s participation. Ensure quality of practice by adhering to the SC Practice Standards on Child Participation.

    Documentation and reporting:

    • In collaboration with State Team leader participate in the production of timely, high quality reports and documentation that meets donor and internal demands.
    • Provide program updates to STEER partners, and stakeholders on a regular basis
    • Contribute to policy development relating to organizational development and ensure this is consistent with Save the Children overall approach.
    • Submits monthly reports to the STEER OD Director
    • Complete other duties as assigned.

    Representation and proposal development:

    • Participate on the development and review of Organizational Development related national documents (guidelines, policies, etc.) providing technical inputs in line with Save the Children position paper, policies and evidence based programme expertise.
    • Support proposal development, including budgets, for funding both to maintain and expand Save the Children’s work and influence.
    • Comply with the requirements of Save the Children’s child protection policies and other staff policies.

    Skills, Experience and Education
    Essential:

    • MA/Sc in Social Sciences, Sociology and Education or related field
    • Fluency in English required, including report development, writing and editing.
    • Good understanding of relevant cross-cultural issues.
    • Demonstrated experience in training, capacity building of partners and team members.
    • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members required
    • Highly developed computers skills with strong familiarity with Microsoft Word and Excel are mandatory.
    • At least 3 years work experience with for profit organization, non-governmental organization (NGO) or for-profit agribusiness working with vulnerable, marginalized groups in West Africa, preferably Nigeria
    • Demonstrable experience in budget formulation and monitoring.
    • Sound strategic thinking and planning skills, including ability to think creatively and innovate and to set priorities, manageable work plans and evaluate progress.
    • Demonstrable ability to acquire a high level of thematic expertise on priority issues within OD.
    • Experience in providing technical support to partners and in particular government at senior levels.
    • Proven capacity to develop a network of contacts with key players from amongst government, donors, international agencies and NGOs, to maintain these relationships over time and to raise significant funding from donor grants.

    Desirable:

    • Strong computer skills required, especially the ability to work comfortably in the MS office package
    • Ability to work independently and manage various projects in a team setting with limited supervision
    • Demonstrated ability to assess priorities and handle multiple tasks simultaneously to meet deadlines with attention to detail and quality.
    • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels.
    • Proven capacity to deliver results against objectives, reporting schedules and workplans.
    • Fluency in written and spoken English.
    • Proficient in word processing, presentations and spreadsheet computer packages.
    • Commitment to and understanding of Save the Children’s values and mission.
    • Analytical & research skills, experience in conducting health systems research, ability to analyse data.

    Additional Qualifications

    • Work experience in OVC/OD sector.
    • Experience with providing institutional support and technical assistance to development partners, government/community institutions

    Additional Skills:

    • Ability to work effectively both independently (with minimal supervision) and as a member of a team
    • Commitment to gender equity, child rights, community empowerment, and grassroots development approaches
    • Effective planning and organising skills
    • Effective interpersonal skills - oral and written communication skills
