    Deputy Project Director

    Job Summary
    The Deputy Project Director Capacity Development will provide support and oversight on all project related capacity development activities. The jobholder will coordinate and maintain a sustainable capacity of CSO partners on the projects. The job holder will design and develop capacity development materials, manuals and methodologies/strategies ensuring its implementation. The jobholder will design training interventions with relevant modules on advocacy and organizational capacity development including design and customization to suite the target audience. The job holder will coordinate and
    implement Pact's organizational and advocacy training activities with Pact Capacity Development Director. Provide support with technical review of proposals; budget planning and financial oversight of CSO partners. Support the development and or strengthening of networks and coalitions to better serve PMTCT need in the state. Develop and implement a local government support system to improve the organizational capacity of LGA staff.

    Minimum Requirements:

    • Masters degree in Social Science or similar field or a Bachelors degree with 5 years of experience
    • Minimum of 4 years in a management position of providing supervision to capacity development
    • teams on a capacity development project.
    • Excellentorganizational skills. High level of maturity, responsibility and accountability;
    • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect fordiversity.
    • Capability to create strong partnerships among all program sta keholders;
    • Ability to work effectively in a fast-paced, stressful environment.

    Community Mobilization Officer

    Job Summary
    The Community Mobilization Officer (CMO) will work with target communities, female and male associations, pregnant women and health institutions and other community structures in the framework of community PMTCT. The role of the CMO is to build and maintain partnership relationships and stakeholders' support, especially at the state and local government levels and mobilize efforts to deliver expected results. CMO will be a "catalyst" for raising community awareness, participation and ownership of the PMTCT Program, building the capacity and empowerment of the CBO partners, and all other major stakeholders including the state ministry of health and relevant state health agencies. The CMO will provide continued on-the ground support to all community stakeholders helping to organize and deliver project activities

    Minimum Requirements:

    • Relevant University degree;
    • Extensive work experience in social work with a focus on community development and mobilization.
    • Proven experience record of community mobilization in Rivers or Bayelsa state
    • Excellentorganizational skills. High level of maturity, responsibility and accountability;
    • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect fordiversity.
    • Capability to create strong partnerships among all program stakeholders;
    • Ability to work effectively in a fast-paced, stressful environment.

    PMTCT Officer

    Job summary
    Under the supervision of the Project Manager, the PMTCT Officer will provide technical and programmatic quality as well as leadership to the PMTCT (Prevention of Mother to Child Transmission of HIV) project in Bayelsa State by working with partner CSOs and appropriate Government Agencies to address PMTCT issues within the state. The jobholder will provide technical support to initiate and implement PMTCT and HIV/AIDS treatment, care and support activities in Bayelsa. Responsible for community planning, implementation, monitoring and evaluation of awareness, management and training activities required for the program. The jobholder will work with CSOs and community networks to refine, update and assure implementation of specific work plans for program activities.

    Minimum Requirements:

    • BA in Public Health, Development, Public Administration or any another related field
    • Minimum offour (4) years of experience in Maternal and child health
    • Proficiency in developing and managing a budget; experience in developing strategic plans, work plans, fund raising plans; knowledge of sound financial, human resources, and administrative policy anprocedure
    • Experience in facilitation and training
    • Fluency in local language both spoken and written of selected communities is a plus

    Finance and Administration Officer

    Job Summary
    The job holder will manage a range of duties related to financial and administrative transactions within Pact Nigeria office and its various partners in Bayelsa state.

    Minimum Requirements;

    • A minimum of HND/ BSC Degree in Accounting and ACA/ACCA.
    • Must also have at least four (4) years of experience in the area of Finance and Administration withan international NGO.
    • Experience with accounting standards/practices of international organization a strong plus.
    • Demonstrated experience with automated accounting systems and good knowledge of internal control systems and financial audit processes.
    • Strong Knowledge of the OMB Circulars i.e. OMB 110, OMB 122 and OMB 133.
    • Must have strong Microsoft Excel Skills and a working knowledge of Navision package.

    Monitoring, Evaluation, Reporting and learning Assistant

    Job summary
    The job holder will support the MERL Officer in the discharge of his duties; Ensures timely, efficient and effective monitoring of project data.

    Minimum Requirements;

    • BA in statistics, mathematics, social sciences, community or public health with at least 2 years of experience.
    • Working knowledge on Microsoft Office package and statistical packages (SPSS, EPIINFO) and otherdatabase systems.
    • Proficiency in report writing and data visualization
    • Experience in facilitating Organizational Capacity Assessment (OCAI, Focus Group Discussion (FGD) and
