    Emergency Food Security and Livelihoods Coordinator

    Job Purpose

    • Ensure the coordination, oversee the management and support technically the implementation of Emergency Food Security and Livelihoods (EFSVL) activities in the operational districts of NE Nigeria.

    Team Purpose
    To ensure implementation of food security activities, and contribute to livelihoods recovery of the population in NE Nigeria affected by the LCB Crisis.

    Key Responsibilities

    • In direct coordination with the Humanitarian Programme Manager update EFSVL strategy following the evolution of the people’s needs;
    • Support technically the EFSVL Team Leaders with the design, implementation, monitoring and evaluation of the EFSVL programmes;
    • Identify opportunities of scaling up and ensure these are coherent with the rest of the programme, work closely with WASH, Shelter, gender, logistics, finance, admin, HR.
    • Explore and promote technological options (like mobile money transfers, bank transfers...) for scale up and for increasing effectiveness and efficiency of EFSVL programming;
    • Support in the recruitment of additional EFSVL staff and provide training to them, as necessary;
    • Design or identify tools and approaches for use in food security, livelihoods and market monitoirng, participate/lead in market assessments and in any other assessment as needed;
    • Ensure the Advocacy team pick up on any EFSVL issues and that the EFSVL work is well represented in all communication material and media;
    • Represent Oxfam on EFSVL issues at cluster and other coordination meetings and liaise with INGOs, UN and other stakeholders on a regular basis;
    • Play a leading role in the cluster system, including the Food Security, Early Recovery or Cash/Market WGs or sub-cluster group and support delivery of its work as required; Share Oxfam learning and best practice with clusters, Govt bodies and key stakeholders;
    • Ensure that all work is carried out in a way that is conflict sensitive, sensitive to community needs and gender issues and in particular to promote the full and equal participation of women in all aspects of the EFSVL programmes; Ensure that programmes analyse and address specific vulnerabilities
    • Support EFSVL Team Leaders with HR, finance and logistics coordination: trouble shooting where necessary to ensure the smooth running of the programme;
    • Ensure proper implementation by partners to achieve the agreed objectives. Support the Team leaders in identifying capacity building needs for Oxfam and implementing partners EFSVL staff and develop capacity building plans.
    • Explore and develop strategic partners contributing to quality and scaling up of programmes.
    • Support finance and other staff with the drawing up of contracts between Oxfam and service providers, MoUs etc.;
    • With Humanitarian Manager, Operational Lead and CD, develop funding proposals for relief and livelihood recovery linking with the OCS as appropriate.
    • Any other assignment given by the line manager.

    Skills and Competences

    • Master in Agriculture, Rural or Urban Development, Economics, Development Studies is preferred. Minimum 5 years of senior level experience in relevant field. Experience of design, implementation and scale up of (EFSVL) programmes including CTP in emergencies.
    • Experience in linking relief with rehabilitation and development (LRRD)
    • Professionally qualified food security and livelihoods programme manager, preferably with experience in a large and / or complex organisation, conflict-sensitive programming and the ability to influence and support colleagues in appreciating the importance of financial standards, procedures and controls;
    • Experience in market analysis and use of results to inform strategy and activities design; with the capacity to lead a market and value chain assessment
    • Experience of leading the implementation of operational improvements and the persistence to achieve change in a challenging environment;
    • Leadership qualities and people management expertise to provide direction and effective support to a multidisciplinary and multicultural team;
    • Thorough understanding of cash transfer modalities and mechanisms with a sound knowledge of their development and specificities;
    • Knowledge of a wide range of methods and approaches that can be used rights-based food security, livelihood, and market programming
    • Ability to gain and apply knowledge of the statutory requirements of countries in the region and of the impact of local culture and tradition.
    • Excellent verbal and written communication skills, including high-level interpersonal and representational capabilities; fluency in written and spoken English essential.
    • Ability to operate and think strategically, coupled with proven analytical skills and the use of these to problem solve and make firm decisions;
    • A strong commitment to Oxfam’s purpose, a broad understanding of the work culture in the “development” sector and its impact on key areas of responsibility and a commitment to humanitarian principles and action ;

    Humanitarian Funding Coordinator


    Location:
    Maiduguri, Borno - Nigeria
    Start date as soon as possible
    Duration: 6 months

    Job Purpose

    • To establish, implement and maintain the LCB Nigeria Response funding program strategy and Response funding plan, including resourcing for humanitarian/early recover and policy/advocacy work in order to increase the Oxfam income of institutional donors.

    Responsibilities

    • Fundraising and managing unrestricted and restricted funding (20%)
    • Develop and implement the North East Nigeria response funding strategy and country funding plan in close collaboration with the Programme Development and Quality Coordinator
    • Working closely with Humanitarian Managers in the field and support services staff to ensure optimal use of unrestricted funds and greatest use of restricted funds through strategic recharging to donor contracts where possible;
    • Work with the humanitarian team to develop the response budget, and mapping donor funding;
    • (Work with the in-country teams to develop an annual income plan and budget jointly with Partners Affiliates for submission to Governing Bodies and affiliate HQs as appropriate).
    • Strategy (20%)
    • Establish and maintain an up-to-date country funding strategy and plan and help to prioritise approaches to donors;
    • Ensure good quality and timely information is fed back to governing bodies, affiliate HQs and other stakeholders for budget and income planning purposes according to agreed Oxfam processes;
    • Oversee overall coherence and quality of donor relationships in country in line with Oxfam strategy for their sovereign donors;
    • Research and analyse changing donor environment and strategies and advise on effective influencing of donors, linking in with affiliate HQ (donor leads) as appropriate;
    • As a member of the Humanitarian Management Team, help shape Oxfam's strategy and objectives in the response.
    • Coordination and information sharing (15%)
    • Ensure effective coordination and information flows with Global Programme Funding team, Affiliate HQs, Governing Bodies and Partner Affiliates;
    • Ensure overall coordination of the humanitarian funding for the LCB Nigeria response;
    • Coordinate and manage processes for key funding opportunities in country;
    • Coordinate any donor visits and facilitate any reasonable requests from funding affiliates and governing bodies;
    • Broker and help to ensure that core content is gathered and shared about the country program as per agreed Oxfam guidelines with affiliate HQs to support marketing staff in unrestricted fundraising;
    • Engage in peer networks of other country fundraising staff within region, between regions and globally as appropriate.
    • Contract management/ Managing Restricted funding (20%)
    • Lead responsibility for negotiating donor contracts favourably in line with Oxfam standards and managing donor relationships in country;
    • Collaborate with the in-country funding staff (compliance officers, donor contract manager, finance staff - as appropriate) to ensure compliance with donor requirements; ensure reports are of good quality and submitted on time; analyse and provide advice to staff on the funding policies and requirements of different donors, seek advice and input from affiliate HQ (donor leads) for high risk donors;
    • Ensure sign-off of donor proposals, reports and contracts within delegations and according to agreed Oxfam processes;
    • Help prepare for audits of donor funded programs
    • Represent Oxfam to the donor community in country as required and maintain positive working relationships with donor agencies (20%)
    • Identify, assess and approach new donors or funding sources and represent Oxfam as required with donors together with relevant programme staff
    • Information management and Capacity building (5%)
    • Ensure sufficient capacity and skills of staff and partners in country to manage funding portfolio to recognised Oxfam and donor standards;
    • Assess and strengthen the capacity of colleagues and partner staff across the country in the planning, securing and managing of unrestricted and restricted funds through formal training delivery, coaching and accompaniment;
    • Help develop information for induction, funding manuals and other resources for use by the LCB Response Niger programme and finance staff;
    • Maintain restricted funding information systems and records on donor contracts both manually (hard files) and electronically (Oxfam systems/tools);
    • Track income, request payments from donors and any necessary follow-up, process repayments and obtain any donor approvals, in line with Oxfam standards.

    Qualification, Skills & Experience

    • Bachelors/Masters Degree in Humanitarian, Management, International Development or related field;
    • Significant experience in managing donor contracts and fundraising activities, in particular from institutional donors, such as OFDA, ECHO, DFID, SIDA, UN agencies etc.;
    • Information management and IT skills with good attention to detail in order to develop and analyse donor budgets and financial reports; and to develop/maintain, and give guidance on electronic and manual contract management and reporting systems;
    • Sound understanding of Programme Cycle Management in emergencies and/or development environments;
    • Strong numeracy and financial skills, particularly in developing budgets, financial management/monitoring and reporting;
    • Good written skills with proven ability to develop and present proposals and donor reports, for both internal and external audiences;
    • High level of analytical skills and critical thinking;
    • Ability to research, analyse, and report (e.g. researching donor priorities, evaluating proposals and reports, determining match between external funding opportunities and Oxfam objectives);
    • Experience in capacity building; coaching and delivering training at an individual and group level;
    • Ability to network and represent Oxfam to donors and external institutions;
    • Highly developed interpersonal and communication and relationship skills with ability to influence external organisations and individuals;
    • Ability to manage his/her time effectively. Willing and able to adapt priorities in order to respond to changing demands;
    • Self-motivated, target driven and an entrepreneurial approach to fundraising;
    • Excellent oral and written command of English.

    Skills and competence:

    • Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.
    • Ability to advice and support in a consultative manner.

    Compliance Manager

    Location: Maiduguri, Borno

    Job Purpose

    • The Compliance Coordinator for the humanitarian response in NE Nigeria, working under direct supervision of the Humanitarian Programme Coordinator (HPC) will ensure that Oxfam is able to maintain the integrity of all business operations/ transactions and activities through the development, implementation and continuous monitoring of the risk management and the control framework (systems, structures, policies and procedures).
    • This is achieved by providing periodic appraisal of Oxfam Novib policies, procedures, plans, donor contract guidelines compliance within various functional areas. The job holder will monitor actions agreed to address areas of high risk and/or control lapses observed.

    Key Responsibilities
    Strategic:

    • Accountable for the delivery of business systems, procedures and processes to enable the delivery of the risk and compliance strategy and objectives, in line with agreed key performance indicators and ensuring service level agreements are met where applicable.
    • Has delegated authority for decision making around risk and compliance matters, and is accountable for managing responses to internal audit and enquiries from external regulatory bodies.
    • Provides direction and strategic leadership for organizational change and development processes with a focus on ensuring that the business support functions (Finance, Logistics, Human Resources and ICT) adequately support the program teams.
    • Establishes and/or refine and disseminate policies, systems and practices and provide training and guidance for effective management, procurement, disbursement and accounting for all financial resources in line with Oxfam global accounting policies, funder requirements and local law where required.
    • Ensures business support processes align with Oxfam in country Strategic Objectives and can be accomplished in an efficient manner.
    • Ensures shared understanding of, and creates organization-wide awareness about, the various risks inherent in Oxfam’s business context and operations and works with various employee groups to develop and execute effective risk mitigation strategies.
    • Facilitates the evolution of a strong and effective risk management culture across the organization to ensure all business activities are carried out in accordance with Oxfam policies, relevant industry regulations, country laws and risk management standards.

    Budgeting, Financial Analysis and Donor Reporting:

    • Works in close coordination with the Program Managers to ensure full adherence to the grant management rules and donor compliance standards. In coordination with Program Managers, prepare and track donor budgets and prepare modifications and activity realignments as necessary
    • In coordination with Program Managers and other unit heads, monitor performance and efficiency of on-going donor projects by analyzing country/project monthly spend rates and highlighting possible problem areas.
    • Validates monthly cost analysis and update cost ratios to ensure each donor bears the correct proportion of costs.
    • Tracks and reviews budgets in consultation with budget holders and finance team; conducts detailed activity status review and give input to HPC and budget holders.
    • Leads monthly review and analysis of financial reports and reconciliations with attention to how resources can be better allocated to achieve program objectives.
    • Designs and maintains internal systems that ensure accurate and timely reporting on financial and program performance.
    • Supports with integration of systems and provide project management support, as required.

    Internal & External Audit Support:

    • Supports preparation and successful conclusion of internal and external auditing activities for the Country Director (CD), Oxfam HQ and for the donor annual audit reporting.
    • Conducts ad-hoc and confidential investigations on control breaches, as may be necessary from time to time.
    • Reviews management comments for audit reports and work with HPC to monitor progress on work plans for implementation of audit recommendations from internal and external audits.
    • Evaluates the adequacy of controls in the company's computing and communications systems
    • Appraises the economy, efficiency and effectiveness with which company resources are deployed.
    • Reviews systems and procedures across all business areas and recommending improvements to existing processes and procedures, where appropriate

    • In coordination with HR and the Finance Unit, oversee accurate and timely payroll generation
    • Appraises the extent of compliance by various functional areas with policies, procedures, plans and legislation and monitoring actions agreed to address areas of high risk and/or control lapses observed.

    Legal Risk Management and Statutory Compliance:

    • In collaboration with Oxfam Legal Counsel and HQ, minimize legal risk to the organization and support to alleviate legal issues confronting the organization.
    • Reviews and tests controls to ensure that Oxfam in Country systems are compliant with Oxfam Global policies, donor requirements, as well as local labor and procurement laws.
    • Ensures prompt preparation and submission of all statutory returns, reports and tax compliance.

    Donor and Partner Management:

    • Ensures an understanding of donors’ administrative and financial requirements before entering and throughout the duration of the award.
    • Develops and maintains effective partner grants and reports monitoring system, ensures adherence to Oxfam policies and procedures on partner management.
    • Participates in regular meetings with partner organizations to fully understands the context and operating environment; ensures that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives.

    Leadership, Coordination and Capacity Building:

    • Designs training programs to continuously improve individual and organizational capacity to take on additional responsibility and ensure highest standards of funds accountability, ethics and compliances.
    • Supports induction and training of new staff on donor contract management, and Oxfam’s systems, policies and procedures. This may include leading face-to face and / or remote training when required.
    • Develops self, and maintains knowledge and awareness of Oxfam’s strategic objectives and international operations and an understanding of the implications of this on donor compliance issues.

    Requirements
    Essential:

    • First degree in Accounting, Auditing, Economics, Business Administration or related disciplines.
    • Minimum of 8 years progressively responsible positions in an INGO finance/audit operations team with at least 3 years’ experience of managing compliance.
    • Proven knowledge of donor regulations, including USAID (OFDA) and other bilateral donors.
    • Strong analytical skills and experience with ERP systems required. Strong working of Ms. Word, Excel, Access)
    • Proven ability to influence activity at a senior level, taking initiative and working independently as well work as a team player; demonstrably cooperation with members of other teams, responding quickly and accurately to queries and issues.
    • Excellent interpersonal and communication skills (written and verbal English) and the ability to write clear, concise reports.
    • A strong commitment to high standards of service delivery and customer care.
    • Good organizational and personal management skills, with ability to prioritize work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
    • Well-developed conceptual, critical, problem solving and analytical thinking with the ability to convey complex information in a straightforward, interesting way, and influencing this to a wider audience.
    • Proven leadership, project management and team building skills, including training, giving support and recognizing expertise in others.
    • Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and the interests of marginalized people in all aspects of Oxfam’s work.
    • Knowledge or appreciation of Nigeria in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region.

    Desirable:

    • Knowledge and / or experience of common Oxfam norms objects, standards and tools
    • Advanced University Degree (Master's degree or equivalent) in Finance, Economics, Business Administration, Project Management or other relevant discipline.
    • Qualified/certified / member of an Accounting or Audit professional body.
