    Programme Manager - Rapid Response Team (RRT)


    Location:
    Maiduguri, Borno (Roving to other locations in North-East Nigeria)
    Starting date: As soon as possible
    Duration: 9 months (with possible extension)

    Job Purpose

    • To develop, manage and coordinate Oxfam’s humanitarian response in North East, Nigeria to ensure delivery to plans and accountability to beneficiaries, partners and back-donors.

    Key Responsibilities and Accountabilities

    • Assess key locations identified through OCHA RR Mechanism for possible RRT response
    • Set up RRT response in the field
    • Representing Oxfam to government officials, UN agencies and other NGO staff at field level as appropriate
    • Participate to coordination meetings
    • Carry out ongoing monitoring and providing clear analysis of the humanitarian situation and of Oxfam’s response
    • Support the Humanitarian management in providing accurate information and analysis for the development and implementation of current and future RRT programming
    • Provide information and develop a rainy season contingency plan (Hepatitis E, Cholera, pre-positioning materials) and an exit strategy for each of the projects after 3 months of programming
    • Develop and monitor project objectives, including budgets
    • At the field level, implement and manage the RRT programme ensuring an integrated one-programme approach between projects
    • Recruit local staff, and manage all staff in line with Oxfam policies, ensuring that they have the necessary induction, training and support as required
    • Ensure realisation of activities planned in RRT proposals
    • Develop donor funding proposals in line with the Strategy Plan in a timely manner and as needed.
    • Ensure narrative reporting and financial accounting as appropriate
    • Develop capacity of RRT staff (training, mentoring, coaching, etc.)
    • Ensure staff safety and security procedures are monitored, updated and implemented. This will include an analysis of the risks and the threats to staff working on Oxfam programmes
    • Ensure that assessments, planning and implementation have gender and protection considerations mainstreamed in accordance with Oxfam policy
    • Ensure that all work is carried out in a way that is sensitive to community needs and gender issues. Promote the full and equal participation of women in all aspects of the work and ensure that Oxfam's Programme is an opportunity for peace making, rather than community division.

    Skills, Experience and Knowledge
    Essential:

    • Degree in relevant discipline, such as humanitarian studies, project management, etc.
    • Substantial experience in a similar role – specifically a management position in an insecure environment/similar context
    • Proven experience of emergency and development work, and an understanding of relevant issues
    • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts
    • Budgeting and programme accounting to a good level
    • Excellent people understanding and management
    • Good spoken and written English are essential
    • Sympathy with the aims, values and objectives of Oxfam
    • Commitment to humanitarian principles and action
    • Demonstrated experience of integrating gender and diversity into emergency response programmes.

    Desirable:

    • Familiarity with Oxfam processes and procedures
    • Experience of integrated WASH, EFSL and Protection programming
    • Experience of working with refugees or IDPs in a camp situation will be a distinct advantage
    • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes, SPHERE minimum standards.

    • Oxfam Novib is committed to providing you with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors.  The salary range for this position is set in scale 9 with a salary range between EU 2.962,- to EU 4.557 - based on a 40-hour working week.
