    Project Cost Control Engineer

    Location: Bonny Island, Bonny, Rivers

    Job Description
    Manage the Cost:

    • Management of cost related activities achieved by collecting, analyzing, evaluating, and reporting cost information used for budgeting, estimating, forecasting, and monitoring costs activities which are performed on a baseline of scope, cost, schedule and quality.
    • Utilize Company cost management tool (SAP) to provide historical and current cost data as required for managing project costs.
    • Participate in budget reviews and yearly project or activity cost phasing and ensure alignment with Financial in Business(FNB) and act as liaison between Project Delivery(PP) to enhance interfaces between financial control and cost control.

    Set-up Cost Baseline and Management Framework:

    • Issue projects Cost Management requirements for Contractors Invitation To Tender (ITT) e.g. WBS/BoQ formats to ensure control of work scope and associated budget, analysis and reporting by physical hardware or by functional activity, selective and/or hierarchical reporting and exchange of schedule information for an element of work between systems for cost phasing.
    • Develop Project Controls Plan aligned with Planning, Finance and Contracting & Procurement processes for major projects where necessary

    Implement Cost Control/Management Processes:

    • Ensure that projects sanctioned on an initial baseline cost estimate have been converted into the Work Breakdown Structure for cost control by carrying out budget redistribution along the CBS/WBS/OBS in SAP and in line with DRB approval.
    • Enforce Staff/Service contract cost recovery for projects (Time Writing).
    • Carry out VOWD in line with agreed payment plan and prepare Payment Certificates to enable Contractor invoicing.
    • Prepare and conduct cost reviews to support Earned Value analysis consistent with approved control plan. Monitor Appropriation and Budget to proactively report potential under-over runs.

    Change and Contingency Management:

    • Ensure that all changes made to a project’s baseline cost are identified, evaluated, approved, rejected or deferred.
    • Maintain Change logs and ensure changes/trends are reflected in the regular cost forecast updates. Maintain Contingency release process and ensure accurate current status is reflected in project reports.
    • Contribute to projects change management process by analyzing trends and potential change impact on project cost, assessing, negotiating and agreeing valuation of variations (change orders) with contractors and advising project management in respect of raising financial commitments and obtaining authorities for variations to achieve proper project cost control and value for money

    Project Status Reporting:

    • Develop project report contents and formats consistent with plan and in consultation with major project stakeholders to ensure all valid reporting requirements are met. Contribute to and manage the compilation and approval/issue of project cost reports. Develop ad-hoc reports and presentations as required by the project appropriate for the intended audience. Implement process to capture critical project data for historical reporting.
    • Develop reporting matrix to monitor Actuals, regular reporting of the Value of Work Done, Commitments and assessment of the cost of work remaining should detect any potential over or under expenditure in good time for proper management action.

    Job Requirements
    Education :

    • B.Sc. in Engineering/Quantity Surveying. Membership of any relevant professional body will be an added advantage.

    Experience :

    • Minimum of 5-7 years post graduation experience, 4 of which should have been in projects in an oil or gas industry.

    Other Requiements:

    • Provide cost advice based on sound knowledge and application of contract law / conditions of contract for contractual claims management.
    • Implement all assigned project excellence initiatives to address all legacy issues to ensure continuous improvements within the Project Delivery Units.

    Senior Planning Engineer

    Location: Bonny Island, Bonny, Rivers

    Job Description

    • Coordinate in the provision of project management support in the development of PD Projects Portfolio activities, resources planning leading to the creation of the Overall Project Portfolio baseline schedule and its subsequent maintenance to achieve schedule performance.
    • Assist where necessary to maintain the overall Project Portfolio Schedule at levels 1 to 4 required to develop and execute each approved project in their hierarchy relationship to meet NLNG projects’ requirements.
    • Assist to develop and update the planning and schedule procedures to ensure sustainable and continuous improvements in line with NLNG Quality Management System requirements.
    • Coordinate schedule control activities to monitor physical progress against key deliverables and track trends on schedule over-run and under-run to identify timely corrective actions for the achievement of schedule performance targets.
    • Supervises and provide inputs to monthly progress updates; forecast completions, together with the critical path and trend analysis as input to management reporting to reflect how Company’s project objectives are being achieved.
    • Evaluate bid schedules and review contractor execution plan and develop the key milestone dates for critical projects for alignment with the overall integrated Project Portfolio Schedule. Verify that the contractors reported progress is correct and accurately reflected in the overall Project Portfolio integrated schedule for accurate management reporting.
    • Review scope change requests for the impact on schedules and the critical path of the project and prepare reconciliations between earlier schedules and the current schedule and provide schedule impact assessments to change control process for accurate progress monitoring.
    • Perform risk and sensitivity analysis on project schedule or critical path analysis and evaluate impact on overall Project portfolio plan.

    Job Requirements
    Education:

    • B.Sc in Engineering discipline.

    Experience:

    • 10 years experience in the oil and gas industry, of which at least 5 years in a planning role in oil and gas industry. An understanding of contracting strategy, project optimization processes, construction constraints are prerequisite for the job. Extensive skills in the use of Primavera planning tool is mandatory.
    • Ability to work across international/cultural boundaries.
    • You will have solid planning capability such that you can manage the schedule in FED2 but then use your experience of downstream construction projects and turnarounds to provide Owners challenge to Contractor developed schedules in FED3 and into EPC phase.
    • A key skill expectation of mature staff is the ability to genuinely Motivate, Coach and Develop others with differing ability levels. This will require you to demonstrate core leadership skills of delegation, empowerment and building trust. .
    • An understanding of contracting strategy, project optimization processes, construction constraints are prerequisite for the job

    Senior Cost Estimator

    Location: Bonny Island, Bonny, Rivers

    Job Description

    • Value Engineering: Evaluate different design proposals and establish optimum cost and challenge contractors bids as may be necessary and provide details of cost, quantities, work hours for cost benchmarking to achieve value for money and Cost Leadership for the PD CAPEX Projects.
    • Cost Estimating Database: Develop and maintain up-to-date cost database for the preparation of accurate cost estimates for PD CAPEX budget planning, project screening and investment decisions to achieve value for money and Cost Leadership for the PD CAPEX Projects.
    • Payment and Certification: Develop and agree valuation schedules and implement valuation of project work done, prepare variation accounts and timely/quality payment certificates and final accounts for all PD CAPEX Projects to achieve effective project contract cost management and budget performance.
    • Cost Estimating: Produce timely and quality cost estimates/Bills of Quantities/MTOs for PD CAPEX budget planning, project screening and investment decisions in line with Departmental Key Performance Indicators (KPIs) to achieve value for money and Cost Leadership for the PD CAPEX Projects.
    • Project Contracting: Develop Enquiry Schedules of Rates, Work Breakdown Structure (WBS) and Cost Time Resources, Bills of Quantities and Materials Take –Off (MTO) for CAPEX projects to achieve a standard, uniform and consistent bid document to Company’s Contract & Procurement Department (CPM) to facilitate effective and common basis for job pricing by vendors, ensure efficient, transparent and auditable bid analysis and support effective post contract management of Capex projects.
    • Project Contracting: Develop tender analysis models for schedule of rates contracts to aid management’s decision to award call-off contracts and ultimately achieve value for money
    • Management of Change: Contribute to projects change management process by analyzing trends and potential change impact on project cost, assessing, negotiating and agreeing valuation of variations (change orders) with contractors and advise project leaders in respect of raising financial commitments and obtaining authorities for variations to achieve proper project cost control and value for money.
    • Cost Control: Maintain a database of all current projects contracts, including current site estimates, original, current and forecast final status in respect of cost and progress
