    Emergency Coordinator

    Location: Maiduguri, Borno

    The position

    • The Emergency Coordinator is responsible for Technical back-stopping and coordination of DRC’s Emergency scale-up in North Eastern Nigeria. This includes response preparedness and implementation.
    • S/he will directly report to the Head of Programmes.
    • S/he has close working relationship with the Head of Programmes, Protection Coordinator, RRM Manager, WASH/Shelter Manager, FS Manager, Area managers, Head of Support Services, Log/Procurement manager, Security Advisor, CD, PDQM and relevant counterparts in West Africa Regional office.
    • The post holder will require regular travel within and outside of Nigeria for various internal and coordination meetings, training, workshops, and other events fit with the role.

    Responsibilities
    Protection Analysis and Strategy Development:

    • Provide overall leadership for DRC emergency scale-up including contingency planning, preparedness and response. Also supporting the CD on donor liaison and coordination related to the scale-up.
    • Ensure DRC’s active engagement with Federal, State and Local authorities and humanitarian actors in field of emergency preparedness and response.
    • Ensure that Nigeria’s emergency teams are updated and equipped with knowledge and skills on humanitarian principles, standards and all DRC policy and procedures
    • Working together with other programme managers, Area managers, Head of Support Services, Log/procurement Manager, Safety Advisor and relevant teams to carry out effective assessments and response
    • Assist DRC Nigeria Country Director, Head of Programmes and others in resource mobilization. This includes working closely with the Nigeria Programme Development and Quality Manager.
    • Lead training and capacity building activities to build emergency preparedness and response capacities within DRC Nigeria and partners.
    • In consultation with Head of programme, and Protection coordinot and others, plan and oversee rapid needs assessment and guide the team to assess and address specific needs
    • Actively participate and contribute in internal programme review, strategy development, senior management team meetings and other events as necessary.
    • Ensure regular visits to the project sites in order to work directly with field teams. This includes regularly monitoring visits and produce reports and share with others.
    • Be responsible for the direct line management of the Emergency RRM Manager, WASH/Shelter Manager and FS Manager
    • Represent DRC in various coordination mechanism such as State Emergency Management Authority (SEMA), National Emergency Management Authority (NEMA), Humanitarian Manager’s Discussions organized by INGO Forum, Working Groups related to NFI, Shelter, WASH, etc.
    • Responsible for ensuring quality progress reports are prepared on time

    Donors Relations:

    • Represent the organization with implementing partners, government, and donor entities.
    • Contribute to DRC Nigeria’s fundraising strategy and help build strong relationships with donors and UN agencies to ensure predictable funding for DRC’s emergency programming in Nigeria.
    • Monitor developments and determine strategic opportunities related to the emergency response
    • Ensure that high quality, integrated, and needs-based proposals are developed and per DRC Nigeria priorities as identified in its country strategic planning.

    Capacity Building and Quality Assurance:

    • Develop staff capacities on the Rapid Response mechanism approach and coordinate with the protection team to mainstream protection in the emergency portfolio of DRC Nigeria;
    • Develop the capacities of duty bearers and external stakeholders on emergency contingency planning and response;
    • Ensure that the design and implementation of emergency response activities address protection needs of internally displaced people, vulnerable populations, and affected populations, and are adapted and relevant to the emergency context of north-eastern Nigeria;
    • Apply DRC global emergency methodologies, training and programme tools and adapt them to the Nigerian context.
    • Ensure that quality assurance systems are applied, regarding upholding CHS (Core Humanitarian Standards) and Age Gender and Diversity throughout the emergency programme
    • Ensure that DRC emergency programmes are implemented in accordance with donors’ regulations and with DRC standard procedures (Code of Conduct, DRC Response Framework, DRC Programme Handbook), and are consistent with the country Strategic Programme Document and Protection Strategy.

    Programme Management:

    • Systematically and closely monitor the delivery and expenditure rates of ongoing emergency programmes, promptly identifying, and correcting under-delivery issues and deviations from workplans
    • Ensure that emergency programmes meet stated objectives and indicators within agreed timeframes
    • Provide effective technical supervision to DRC emergency programme managers
    • Conduct regular field visits to identify and address programme quality concerns and gain a solid first-hand understanding of emergency programme risks and trends at the community level
    • In collaboration with the MEL team, analyse and report on relevance, outcomes, and impact of DRC emergency related activities to provide lessons learnt and to identify best practices
    • Review job descriptions and participate in the recruitment process of emergency staff
    • Line manage international WASH/NFI/Shelter manager, Food Security manager and Emergency RRM Manager, and providing technical support to national emergency team
    • Include the participation of beneficiaries and communities, particularly those most vulnerable or at-risk, in all stages of the project cycle where appropriate.

    Coordination and Advocacy:

    • Build effective coordination and synergies with DDG teams working on Mine Risk Education and Armed Violence Reduction
    • Ensure coordination and harmonisation of DRC emergency related activities - externally with other agencies and partners, and internally within the DRC regional programme
    • Actively represent DRC at the different emergency response forum including RRM, WASH, NFI Shelter Working group and etc.
    • Facilitate reporting and information management (data collection, analysis, storage, sharing) through emergency coordination mechanisms back to DRC management – provide and collect information to inform the whole response
    • Ensure that DRC’s mandate is known and correctly understood by all stakeholders.
    • In coordination with the Head of Programme, and Protection Coordinator work closely with duty bearers, INGOs and civil society to advocate for humanitarian access, and remedies and solutions to protection problems facing internally displaced people, vulnerable civilians, and other affected populations.
    • Establish strong links and ensure adequate information sharing with the Regional Office and, if required, with other DRC country operations in West Africa.
    • The responsibilities listed in the JD are not exhaustive and may be readjusted per operational needs but will remain in line with the overall purpose of the role.

    Key Requirements
    Essential:

    • University degree in International Development, Logistics and Supply Chain management, DRR related studies, Social Science, Management or relevant field
    • Minimum 5 years working experience in similar job at international level with minimum 3 years working experience with refugees, IDPs, returnees in complex conflict context, and minimum 2 years’ experiences in the field of NFI, Shelter, WASH and demonstrated skills in planning and management of NFI distribution
    • Representation skills and excellent communication and reporting writing skills
    • Fluency in English (written and spoken) is essential
    • Working experiences with UN funded projects such as UNICEF, OCHA, UNHCR, WFP and other donors such as ECHO, OFDA, SDC and other humanitarian donors
    • Ability to work well in unstable security environments, and under significant administrative and programming pressures.

    Desirable:

    • Previous experience in Nigeria or similar conflict context.

    Logistics Officer (National Contract)

    The Position
    The Logistics Officer will report directly to the Logistics Manager. She/he must be able to mmanage a local emergency stockpile and goods consolidation point in order to permit the rapid movement of DRC/DDG humanitarian supplies. Design and implement warehouse management and commodity tracking system especially for food commodities. The main duties and responsibilities will include but not limited to:

    • Participate in field-level program planning formulation and advise on logistics considerations.
    • Provide technical and operational support to the field office, as well as advice on application of logistics management best practice, systems and procedures. Take initiative in management improvement for the logistic function.
    • Ensure the implementation, monitoring and evaluation of new initiatives and procedures related to logistics
    • Implement and manage contracts in forwarding, transport and warehousing, where necessary.
    • Implement standard DRC logistics systems and procedures as applicable in the Operations Handbook
    • To be successful in this role, the candidate is expected to be honest, strongly motivated and display a high standard of integrity in humanitarian work, disciplined and team-oriented

    Key Requirements
    Essentials:

    • 2-3 years of progressively responsible professional work experience at national level in logistics.
    • Varied supply/logistics functional background ranging from Inventory and warehousing to transport management and distribution to beneficiaries an asset,
    • Knowledge & experience of dealing with commercial transporters and coordinating supply delivery to remote and insecure areas
    • Excellent computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel).

    Desirables:

    • Flexible & willing to work in a remote setting & to travel to other field locations.
    • Ability to multitask and work comfortably under pressure
    • Experience from working in an (I)NGO
    • Knowledge in Hausa

    Procurement Officer (National Contract)

    Location: Maiduguri, Borno

    The Position
    The Procurement Officer reports directly to the Procurement Specialist. She/He must be able to ensure rapid procurement of all program supplies, services and equipment, whilst ensuring best practices and maintaining audit-compliant records. Your main duties and responsibilities will be:

    • Maintain standard DRC procurement policies and procedures and ensure that procurement (from single quote to Request for Quotation threshold) is conducted in a fair and transparent manner, is fully documented and is in full compliance with DRC policies and any relevant donor policies
    • Do the local procurement ensuring accountable and efficient procurement service provision to program and support departments.
    • Ensure that the lead-time for ordering and delivery of goods is followed up and achieved.
    • Ensure that the procurement tracking is regularly shared with the different requestors
    • Respect and maintain the filing system from the receiving of the purchase request to the payment
