    The Complex

    • The President, plans, supervises and manages the business of the Bank Group. Under the direction of the Boards of Directors, the President conducts the business of the Bank and the African Development Fund and manages operations and activities in accordance with the Agreements establishing the ADB and the ADF.
    • The President supervises several Departments and Units including Office of the President (PRST0); Independent Development Evaluation Department (BDEV); Integrity and Anti-Corruption Department (PIAC); Compliance Review and Mediation Unit (BCRM); Secretariat to the Sanctions Appeals Board (BSAB); Administrative Tribunal (BATR); Office of the Auditor General (PAGL); Group Risk Management Directorate (PGRM); General Counsel and Legal Services Department (PGCL); Communication and External Relations Department (PCER); Staff Integrity and Ethics Office (PETH) and Office of the Secretary General & General Secretariat(PSEG).

    The Hiring Department
    The role of the Banks' Office of the Secretary General and the General Secretariat (PSEG) is to facilitate the delivery of the objectives of the Bank’s Ten Year Strategy, High 5s, and Development and Business Delivery Model (DBDM) by enhancing the decision-making process of the governance organs and forging better working relationships with the shareholders and host countries of the Bank. PSEG is comprised of:

    • The Immediate Office of the Secretary General (PSEG0) which has the additional responsibility of managing the Records Management and Archives Section and the Corporate Governance Policy and Shareholder Relations Section;
    • Board Affairs and Proceedings Division (PSEG1);
    • Protocol, Privileges and Immunities Division (PSEG2); and
    • Conferences and Meetings Division (PSEG3).
    • The main functions of the Protocol, Privileges and Immunities Division and Diplomatic Missions (PSEG.2) consist of providing protocol services and managing relations with the Bank Group Headquarters or Field Office host countries as well as diplomatic missions.

    The Position
    The purpose of the Principal Protocol and Event Management Officer is to assist the Country Office in:

    • Providing protocol assistance for the President of the Bank, Elected Officers, Senior Management and Special Guests when visiting the Country;
    • Monitoring the implementation of the Agreement establishing the Country Office as well as the immunities, privileges and exemptions extended to the Country Office and its staff;
    • Monitoring relations with the host country;
    • Managing relations with diplomatic missions in the host country;
    • Managing the Bank’s ceremonies and events in the host country and high-level visits to the Country Office.

    Duties and responsibilities
    Under the supervision and guidance of the Chief Protocol Officer Privileges & Immunities and Diplomatic Missions, Principal Protocol and Events Management Officer will:

    • Provide Protocol services for the President of the Bank, in particular by assisting the President at the airport, accompanying him on missions; ensuring protocol coverage of his official activities, such as meetings, lunches, dinners, high-level visits, etc.;
    • Provide Protocol services for Elected Officers, Senior Management and Special Guests, in particular by assisting them at the airport, during their visits to the host country and as necessary during the Bank’s Annual Meetings;
    • Assist the Country Office Director in carrying out his/her representation functions, in particular as they apply to the planning, organization, management, coordination and supervision of the Bank’s relations with the host country;
    • Prepare draft documents, memoranda, all notes verbal or correspondence relating to his /her duties and generally in all tasks entrusted to him/her by the Director of the Country Office;
    • Monitor the implementation of the Agreement establishing the Country Office;
    • Formulate, transmit and follow up, in conjunction with the competent host country authorities, requests for tax exemption, long-stay visas, diplomatic and international organization cards, vehicle registration and VAT exoneration, and administer and follow up dossiers for presentation of newly recruited staff to host country authorities;
    • Handle and follow up any diplomatic disputes arising out of the application of the Host Country Agreement, in close collaboration with the Legal Services Department (PGCL);
    • Coordinate with the Bank Security Unit (PSEC), all activities pertaining to the security of the Country Office and its staff and prepare reports as necessary; represent the Bank in meetings with the host country authorities (mainly Ministry of Foreign Affairs) concerning security of diplomatic missions and international organizations;
    • Assist the Country Office and staff with matters relating to immunities, privileges and exemptions, and related administrative formalities and processes;
    • Prepare and participate in meetings organized by the host country’s Ministry of Foreign Affairs on management of privileges and immunities granted to the Bank and its staff;
    • Manage ceremonies and events of the Bank, including, but not limited to, loan, guarantee or grant agreement signing ceremonies, and all other meetings, conferences and events organized or sponsored by the Bank in the host country;
    • Manage visits by high-level guests of the Bank in the host country;
    • Manage relations between the Bank and foreign diplomatic representations to facilitate travel of Bank staff and their dependents for official missions or private travel;
    • Manage relations between the Bank and other international organizations, particularly in planning for the participation of the President and Bank delegations in high-level meetings;
    • Perform related duties assigned by the Director of the Country Office, the Division Manager or the Secretary General.

    Selection Criteria
    Including desirable skills, knowledge and experience:

    • Hold at least a Master's degree or its equivalent in Public International Law or equivalent qualification in International Relations, Political Science, Diplomacy or a similar or related field;
    • Have a minimum of six (6) years’ professional experience holding a diplomatic position or a similar position in a multilateral development bank, Government or an international organisation;
    • Have a sound experience in ceremony and event management;
    • Experience in public administration and law, planning and organization of high level meetings and events management;
    • Having private sector experience will be an added advantage.
    • Excellent communication skills, good analytical and negotiation skills;
    • A keen sense of initiative and anticipation as well as creativeness, rigorous and methodical approach.
    • A good knowledge of diplomatic norms and Practices;
    • Ability to communicate effectively (written and oral) in English or French, preferably with a working knowledge of the other;
    • Competence in the use of standard Microsoft Office Suite applications (Word, Excel, Access and Power Point); knowledge of SAP (or other integrated document management system or quantitative and qualitative data analysis packages is an added advantage.

    Manager - Energy and Infrastructure

    The Complex

    • The Vice Presidency for ‘Regional Development, Integration and Business Delivery is responsible for operational relevance, efficiency and effectiveness of the Bank Group’s operational programs, and activities.
    • This will ensure that the Bank operates successfully across its Regional Member Countries and oversee the full implementation of all aspects of the Bank’s Regional Directorates.

    The Hiring Department

    The Position

    • The manager for Energy and Infrastructure plans, directs and oversees sovereign operations in the energy sectors, transportation, water and sanitation areas to ensure effective origination and delivery of sound and practicable projects within the business development process.
    • In this work, the incumbent works closely with the following complexes; Private Sector, Infrastructure And Industrialization; Agriculture, Human and Social Development; and Power, Energy, Climate and Green Growth; and supports their efforts to manage non-sovereign operations.
    • The incumbent is both directly involved in the processes related to origination and delivery of the concerned High 5 flagship projects and programmes, and in the management of staff who are directly involved in the project development cycle from identification of opportunities in line with the High 5s to their approval by the Bank’s Boards of Directors. 
    • As part of the Regional Development, Integration and Business Delivery (RDVP) Complex, the Manager for Energy and Infrastructure is responsible for the delivery of the ‘Power and Light Up Africa’, ‘Integrate Africa’, ‘Improve the Quality of Life of the People of Africa’ and the ‘Industrialize Africa’ Strategies in the assigned region, and works in close collaboration with the following complexes: Private Sector, Infrastructure And Industrialization;  Agriculture, Human and Social Development; and Power, Energy, Climate and Green Growth.

    Duties and Responsibilities
    Under the overall supervision of the Director General & expert guidance from Senior Management from the Sector Complexes, the Manager will perform the following:

    Leadership and Management:

    • Lead the strategic staffing of the Energy and Infrastructure Division in the respective region, giving due support to and championing the Bank’s Strategy.
    • Lead and manage the Energy and Infrastructure Division team in the assigned region and ensure the team is high-performing, well-motivated and committed to the success of the Bank.
    • Lead, plan, organize, manage and supervise the activities and work programme of the Division with appropriate delegation of day-to-day activities.
    • Drive and ensure operational efficiency and effectiveness of the Energy and Infrastructure Division achieving the Bank’s strategic imperatives and the management of change.
    • Cultivate and ensure a culture of "ONE-Bank" in the Energy and Infrastructure Division with the highest levels of ethics, fiduciary responsibility and professionalism to protect and enhance the reputation of the Bank.
    • Provide both technical and managerial leadership to staff in the definition and realization of the key performance indicators (KPIs) of the Division.
    • Ensure effective Divisional budget resources management.

    • Ensure impacts are made per the objectives of the ‘Gender Strategy’ and the ‘New Deal on Energy for Africa’ priorities.
    • Develop critical resources and the technical capability necessary for sourcing and originating bankable projects.
    • Pipeline Development: Develop and manage a diversified pipeline and lending programme of investments in Energy and Infrastructureacross the region, to meet the Bank’s impact and profitability targets:
      • Drive the development of a robust pipeline of public and private projects, programs and analytical work through identification and preparation activities.
    • Identification of Opportunities - Identify and secure co-financing opportunities and organization of joint promotional activities;
      • Identify direct investment opportunities for possible Bank financing and build up PPP project pipeline.
    •  Under the guidance of the Director General, spearhead national and regional business development and investment, drive resource mobilization across the countries under their remit and significantly grow the business of the Bank.
    • Project Management - Ensure that when preparing and designing projects in Countries in fragile situations, there is effective liaison with internal Fragility and Resilience Experts to ensure effective application of the fragility-lens, taking into consideration the fragility context (economic, political, social, environmental, and regional factors) and implications from a risk management point of view to minimize impact, and if within scope of the project to make an informed beneficial impact:
      • Supervise all stages of the project origination part of the project cycle up to Board presentation.
      • Drive the development and delivery of transformational projects for the region and the continent.
    • In joint venture with the Regional teams, manage selected client relationships, and ensure high level of client satisfaction;
    • Promote the Bank’s Energy and Infrastructureoperations and programs to Government Officials, business operators, development partners, etc.
    • Promote and ensure programmatic linkages between the work of the Division and that of other related Bank Divisions and Departments.

    Building Relationships and Using Influence:

    • Developing partnerships - Lead the Division’s contribution in the creation of networks and partnerships to implement the High 5s:
      • Lead and manage the development of partnerships that lead to the creation of Public Private Partnership for transformation and innovative financing of operations under the above mentioned High 5 in the (indicate region).
    • Build strong relationships - A strategic focus with regional and local private businesses, Regional Economic Communities (RECs), River Basin Organizations (RBOs), Civil Society Organizations (CSOs), United Nations (UN) organizations, bilateral and multilateral partners and Government officials to develop investment opportunities and to ramp up co-financing and loan syndications.
    • Coordination role - Coordinate the Bank’s relationships with institutions involved in Energy and Infrastructureoperations (exchange of information on policies, operational experience, identification, preparation and appraisal).
    • Work with the sector complexes to draw on and/or contribute resources as needed.

    Selection Criteria

    • Hold at least Master's degree (or its university equivalent) in Business Administration, Economics, Social Sciences, Engineering or any other relevant field
    • Have a minimum of 8 years of professional experience in Energy and Infrastructure, 3 years of which should be in a management position or leadership role.
    • Experience in development of Energy and Infrastructure strategies and strong understanding of socio-economic and development issues and dynamics in more than one of the sectors inclusive of Energy and Infrastructure covered by the Division particularly in Africa.
    • A track record demonstrating a high-level expertise of project appraisal including environmental, social, economic and financial analysis and the provision of technical assistance to improve service delivery
    • Experience in managing the delivery of programmes. Leading and developing teams and managing projects and programmes
    • Qualification or Certification in Project Management is advantageous.
    • Professional experience in Development Finance Institutions and the private sector is advantageous
    • A proven track record for origination and in managing the delivery of projects in at least one of the sectors/sub-sectors covered by the Division.
    • Demonstrated experience in project appraisal in a multilateral financial institution with special focus on at least one of the sectors in the assigned Division.
    • Experience in and strong understanding of socio-economic and development issues and dynamics in at least one of the sectors covered by the Division, preferably in Africa.

    Duties and Responsibilities

    Leadership and Management:

    • Lead the strategic staffing of the Agriculture, Industry and Human Development Division in the respective region, giving due support to and championing the Bank’s Strategy.

    • Develop critical resources and the technical capability necessary for sourcing and originating bankable projects.
    • Pipeline Development: Develop and manage a diversified pipeline and lending programme of investments in Agriculture, Industry and Human Development across the region, to meet the Bank’s impact and profitability targets:
      • Drive the development of a robust pipeline of public and private projects, programs and analytical work through identification and preparation activities.
    • Identification of Opportunities - Identify and secure co-financing opportunities and organization of joint promotional activities:
      • Identify direct investment opportunities for possible Bank financing and build up PPP project pipeline.

    • Drive the development of a robust pipeline of public projects, programs and analytical work through identification and preparation activities.
    • Identification of Opportunities - Identify and secure co-financing opportunities and organization of joint promotional activities;

    • Head multi-disciplinary teams including Economists, Engineers and Lawyers to identify, prepare, design, and appraise sovereign projects.
    • Lead and drive the Division’s contribution to policy dialogue with Government Officials around Private Sector, Infrastructure and Industrialization.

    Business Development:

    • Manage the delivery of the lending programme for member countries in the Region in accordance with Bank policies and procedures.
    • Advance regional integration through the development of and contribution towards the execution of major regional transformative development projects to attain the Bank’s High 5s. ‘Light up & Power Africa,’ and ‘Improve the Quality of Life for the People of Africa’ and where possible to contribute to ‘Feed Africa,’ ‘Industrialize Africa,’ and ‘Integrate Africa.’ 
    • Ensure impacts are made per the objectives of the ‘Gender Strategy’ and the ‘New Deal on Energy for Africa’ priorities.
    • Develop critical resources and the technical capability necessary for sourcing and originating bankable projects.
    • Pipeline Development: Develop and manage a diversified pipeline and lending programme of public sector investments in Private Sector, Infrastructure and Industrialization across the assigned regions, to meet the Bank’s impact and profitability targets.
    • Drive the development of a robust pipeline of public projects, programs and analytical work through identification and preparation activities.
    • Identification of Opportunities - Identify and secure co-financing opportunities and organization of joint promotional activities;
    • Identify direct investment opportunities for possible Bank financing and build up PPP project pipeline.
    • Under the guidance of the Director Generals in the assigned regions, spearhead national and regional business development and investment, drive resource mobilization across the countries under their remit and significantly grow the business of the Bank.
    • Project Management - Ensure that when preparing and designing projects in Countries in fragile situations, there is effective liaison with internal Fragility and Resilience Experts to ensure effective application of the fragility-lens, taking into consideration the fragility context (economic, political, social, environmental, and regional factors) and implications from a risk management point of view to minimize impact, and if within scope of the project to make an informed beneficial impact.
    • Supervise all stages of the project origination part of the project cycle up to Board presentation.
    • Drive the development and delivery of transformational projects for the region and the continent.
    • In joint venture with the Regional teams, manage selected client relationships, and ensure high level of client satisfaction;
    • Promote the Bank’s Private Sector, Infrastructure and Industrialization operations and programs to Government Officials, business operators, development partners, etc.
    • Promote and ensure programmatic linkages between the work of the Division and that of other related Bank Divisions and Departments.

    Building Relationships and Using Influence:

    • Developing partnerships - Lead the Division’s contribution in the creation of networks and partnerships to implement the High 5s.
    • Lead and manage the development of partnerships that lead to the creation of Public Private Partnership for transformation and innovative financing of operations under the above mentioned High 5 in the assigned regions.
    • Build strong relationships – a strategic focus with regional and local private businesses, Regional Economic Communities (RECs), River Basin Organizations (RBOs), Civil Society Organizations (CSOs), United Nations (UN) organizations, bilateral and multilateral partners and Government officials to develop investment opportunities and to ramp up co-financing.
    • Coordination role - Coordinate the Bank’s relationships with institutions involved in Private Sector, Infrastructure and Industrialization operations (exchange of information on policies, operational experience, identification, preparation and appraisal).
    • Work with the Private Sector, Infrastructure and Industrialization Complex to draw on and/or contribute resources as needed.

    • Hold at least Master’s degree (or its university equivalent) in Agriculture, Engineering, Business Administration Economics, Social Sciences, or any other relevant field
    • A minimum of 8 years of professional experience in Infrastructure, Industrialization and Public Private Partnerships, 3 years of which should be in a management position or leadership role.
    • Experience in development of Strategies and strong understanding of socio-economic and development issues and dynamics in more than one of the sectors covered by the Division, preferably in Africa.
    • A track record demonstrating a high-level expertise of project appraisal including environmental, social, economic and financial analysis and the provision of technical assistance to improve service delivery.

    The Complex

    • The Vice Presidency for ‘Regional Development, Integration and Business Delivery is responsible for operational relevance, efficiency and effectiveness of the Bank Group’s operational programs, and activities.
    • This will ensure that the Bank operates successfully across its Regional Member Countries and oversee the full implementation of all aspects of the Bank’s Regional Directorates.

    The Hiring Department

    • Within the Regional Development, Integration and Business Delivery Complex, the Bank has five (5) Regional Hubs, one in each region of Africa: North, South, East, West, and Central.
    • Each Regional Hub is headed by a Director General and is staffed with the relevant sectoral functions and administrative capabilities for rapid delivery of services to client countries.
    • The Regional Hubs provide overall strategic direction to country offices within the regions and are responsible for the Bank’s sovereign operations, business development, project management and overall effective delivery of the Bank’s High 5s, notably ‘Industrialize Africa’, ‘Feed Africa,’ ‘Light up and Power Africa’, ‘Integrate Africa’ and ‘Improve the Quality of Life of the people of Africa’.

    The Position

    • The manager for Agriculture, Human and Social Development plans, directs and oversees sovereign operations in these sectors to ensure effective origination and delivery of sound and practicable projects within the business development process.
    • In this work, the incumbent works closely with the Agriculture, Human and Social Development complex and supports their efforts to manage non-sovereign operations.
    • The incumbent plans, directs and oversees sovereign operations in these sectors to ensure effective origination and delivery of sound and practicable projects within the business development process.
    • In this work, the incumbent works closely with AHVP and supports their efforts to manage non-sovereign operations.
    • The incumbent is directly involved in the processes related to origination and delivery of the concerned High 5 flagship projects and programmes, and in the management of staff who are directly involved in the project development cycle from identification of opportunities in line with the High 5s to their approval by the Bank’s Boards of Directors.
    • As part of the RDVP, the Manager for Agriculture, Human and Social Development is responsible for the delivery of the ‘Feed Africa’, the ‘Jobs for Youth in Africa’, and ‘Gender Strategy’ in the assigned region, and works in close collaboration with Agriculture, Human and Social Development complex.

    Duties and Responsibilities
    Under the overall supervision of the Director General & expert guidance from Senior Management from the Agriculture, Human and Social Development complex, the manager will perform the following:

    Leadership and Management:

    • Lead the strategic staffing of the Agriculture, Human and Social Development Division in the respective region, giving due support to and championing the Bank’s Strategy.
    • Lead and manage the Agriculture, Human and Social Development Division team in the assigned region and ensure the team is high-performing, well-motivated and committed to the success of the Bank.
    • Lead, plan, organize, manage and supervise the activities and work programme of the Division with appropriate delegation of day-to-day activities.
    • Drive and ensure operational efficiency and effectiveness of the Agriculture, Human and Social Development Division achieving the Bank’s strategic imperatives and the management of change.
    • Cultivate and ensure a culture of "ONE-Bank" in the Agriculture, Human and Social Development Division with the highest levels of ethics, fiduciary responsibility and professionalism to protect and enhance the reputation of the Bank.
    • Provide both technical and managerial leadership to staff in the definition and realization of the key performance indicators (KPIs) of the Division.
