    Skills Development Specialist

    • Mafita is a 6-year DFID-funded programme working in Nigeria’s northern states, with a vision to empower marginalised youths and women through the provision of increased economic opportunities and social inclusion.

    About MAFITA
    Northern Nigeria has high-youth unemployment, insecurity and limited economic opportunities. MAFITA aims to assist 68,000 marginalised young people – with a particular emphasis on adolescent girls and Almajirai – to find gainful employment. By 2021, the program will create a net total of 43,300 full-time equivalent jobs and assisted 23,500 micro and small enterprises (MSEs). The project will tackle the supply and demand side of the labour market, focussing on the delivery of skills essential for employment, as well as the absorptive capacity of the labour market.

    MAFITA will partner with public and private stakeholders to improve access to relevant and quality training, mentorship, work experience, business development, and financial services for marginalised youths and women. The programme will also support local market systems to enable the absorption of MAFITA’s target beneficiaries into sustainable income-generating activities.
    Position Overview

    • The Jigawa Skills Development Specialist is responsible for supporting the Intervention Managers in managing (planning, implementation and evaluating) skills development programmes in the COSDECs (Community Skills Development Centre) and Apprenticeship interventions in the state.

    Responsibilities

    • Act as a liaison between Mafita (intervention managers), training institutions, MCPs, Trade associations and clusters on skills development matters
    • Liaise with the Apprenticeship Intervention Manager, and state on the implementation of the skills programmes in the interventions.
    • Work in close collaboration with the apprenticeship training specialist in delivery of skills and trainings at the state
    • In collaboration with the apprenticeship training and operation specialists, facilitate identification, selection and strengthening of MCPs and trade associations.
    • In collaboration with the cluster development specialist, facilitate the formation and strengthening MCP clusters.
    • In collaboration with apprenticeship training specialist, facilitate the development of training packages and plans for implementation of skills programmes at the state.
    • In collaboration with the apprenticeship team, facilitate meetings involving trade associations, MCPs, cluster champions
    • Facilitate the selection of foundation skills training centres in the state.
    • Facilitate the monitoring on a regular basis the quality, progress and relevance of training provided in the skills to MCPs and apprenticeship interventions and provide suggested strategies to address challenges.
    • Advice the Apprenticeship Intervention Manager on skills and training needs and any support package needed at the skills development locations.
    • Provide regular updates on the status of skills delivery in the apprenticeship locations
    • Conduct any other tasks as assigned by the Intervention Manager.

    Duration

    • This is a full-time position, commencing as soon as possible with 108 days of input until 31st March 2018. 
    • The candidate will be based in the Kano office with some travel in and around focal states of Kano, Kaduna, Katsina and Jigawa.

    TVET Operations Specialist

    Position Overview

    • The TVET Operations Specialist is responsible to ensure the day-to-day management of TVET training delivery activities in relationship to Apprenticeship in Kano, Kaduna, Katsina and Jigawa

    Responsibilities

    • The TVET Operations Specialist is expected to facilitate provision of all logistic support for TVET and Apprenticeship to deliver on activities preceding the training of MAFITA beneficiaries in a timely manner.
    • The preferred candidate will be expected to make available induction and assessment instruments for assessors to access apprentices; complete storage and retrieval system for organization of Learner Evidence Portfolios in trade associations’ offices; provide a functional system for apprenticeship cluster inspection and monitoring for compliance with minimum standard and quality delivery complete with feedback system.

    His/her main activities will include, but not limited to the following:

    • Support complete induction documentation for learners in apprenticeship system
    • Provision and reproduction of all the necessary forms for documentation of evidence for formative assessment and internal verification of learners in apprenticeship system
    • Develop and organize the storage and retrieval of learner portfolios of evidence in the trade associations locations
    • Support the monitoring of periodic training quality with the apprenticeship unit in collaboration with the relevant government inspectorate department for foundational skills and trade specific training
    • Provide logistics support for all the processes for foundational skills training venue, delivery and trainer support
    • Liaise between TVET and ASO to ensure timely delivery of required logistics for various activities related to apprenticeship
    • Any other tasks as assigned to the intervention manager

    • This is a full-time position, commencing as soon as possible with 160 days of input until 31st March 2018.  The candidate will be based in the Kano office with some travel in and around focal states of Kano, Kaduna, Katsina and Jigawa.

    Responsibilities

    • Managing the full running of events, functions, training and external meetings. This may include assisting with the procurement of consumables, the purchase of necessary material and their execution on the day.
    • Maintaining quality of events and meeting a standard across all events by putting into place standards and systems appropriate to the type of event being conducted.
    • Capturing lessons-learned from events to be compiled, shared and acted upon in future events.

    • The Specialist will be based in the Kano office and may require some travel to other project focal states in the North.

    Responsibilities
    The Entrepreneurship Specialist is expected to:

    • Support the development of curriculum with Making Cents to support MSE start-up and growth and work with TVET unit to get the curriculum accredited by NBTE.
    • Work with SMEDAN to ensure the effective integration of curriculum within their existing activities and support capacity building of SMEDAN employees
    • Support the pilot of an enterprise hub in Kano working with SMEDAN to develop the hub model and establish standard operating procedures and sustainability plans
    • Oversee training of MAFITA beneficiaries in the “Getting Ready for Business” and “Soft Skills” curricula (soon to be combined)
    • Oversee the establishment of MSE support centres within the COSDECs and identify innovative partnerships for new hubs to support the apprenticeship programme
    • Support state governments in formulation and implementation entrepreneurship and innovation funds
    • Responsible for timely and effective delivery of MSE initiatives particularly those relating to entrepreneurship and enterprise start-up
    • Support the timely delivery of LED quarterly milestones including contributing to written reports and monitoring activities
    • Provide the communications team with appropriate communications pieces relating to LED activities

    Required Skills and Experience
    The Entrepreneurship Specialist should bring a commitment to the programme’s overall aims of providing sustainable livelihood opportunities to marginalized young people across our core states of operation. The preferred candidate will bring a strong work ethic to a lively and dedicated team of professionals. The following qualifications are required:

    • Degree relating to Business Management, Business Administration, Economics or similar fields
    • At least 5 years’ experience working with MSE development. Experience working with private sector is preferable
    • Background in youth issues related to employment, business start-ups and ownership, entrepreneurship in Nigeria or similar environments, particularly for youth and women
    • Demonstrated knowledge of data collection and analysis
    • Experience working with youth training and/or mentorship programmes preferred
    • Knowledge in business development
    • Excellent people skills and ability to communicate with a range of stakeholders, both written and oral
    • Time management
    • Competent knowledge in English and Hausa, spoken and written
    • Relevant computer proficient, experience in using Microsoft tools and/or any relevant software.

    Position Overview

    • The Curriculum Development Specialist is responsible for coordinating the design, development and validation of relevant occupational standards, learning materials and workplace guidelines based on competency based training (CBT) approach to ensure quality and relevant technical and vocational skills development for MAFITA beneficiaries.

    Duration

    • This is a part-time (50%) position, commencing on the 1st of November 2017 with anticipated 77 days of input until 30th of April 2018.
    • The candidate will be based in the Kano office with some travel in and around focal states of Kano, Kaduna, Katsina and Jigawa.

    Key Areas of Responsibilities
    The primary responsibilities of the Curriculum Development Specialist will include development of:

    • Occupational Standards at level 1 & 2 in selected trades developed and validated on schedule, in the correct format and required quality for submission to NBTE
    • Learning materials at level 1 & 2 in selected trades developed and validated on schedule, in the correct format and required quality for submission to NBTE
    • Workplace guidelines at levels 1 & 2 in selected trades developed and validated on schedule, in correct format and required quality.
    • Occupational standards, learning materials and workplace guidelines adopted for training in MAFITA skills development systems
    • Detailed qualifications level descriptors for levels 1 & 2 of the NVQF implemented in MAFITA skills development systems.
    • Timetables for development and adoption of standards, learning materials and workplace guidelines achieved.
    • Trades/programmes accredited for training delivery in MAFITA skills development systems
    • Workplan for successful implementation of all the above

    He or she will also perform but not be limited to the following activities:

    • Review and comment on occupational standards, learning materials and workplace guidelines already developed.
    • Develop a detailed work plan to achieve consultancy objective based on the approved MAFITA 2017/18 work plan.
    • Facilitate the development and validation of occupational standards, learning materials and workplace guidelines for selected trades at levels 1 & 2 of the NVQF.
    • Facilitate the development of schemes of work to support quality and relevant training delivery in MAFITA skills development system.
    • Facilitate the effectiveness and internalisation of curriculum in COSDECs and apprenticeship
    • Facilitate the accreditation of trades/programmes with NBTE.
    • Support other intervention units in the successful implementation of the new and existing curriculums.
    • Additionally, for the already developed curriculums, the consultant will:
      • Analyze student test data
      • Review and recommend textbooks and other educational materials
      • Observe work of teaching staff to evaluate performance, and to recommend changes that could strengthen teaching skills
      • Recommend teaching techniques and the use of different or new technologies
      • Develop procedures for teachers to implement curriculum
      • Train teachers and other instructional staff in new content or programs
      • Mentor or coach teachers to improve their skills

    Requirements

    The preferred level of experience for this role is:

    • Minimum: Five years, including a minimum of three years in program/curriculum development; at least two years’ experience managing or supervising others
    • Preferred: 7-10+ years of teaching experience, preferably as a Master teacher

    Responsibilities

    • Identify, develop and maintain relationships with stakeholders in government, private sector, academia and in civil society in order to promote Mafita and its approach both in-state and in other states, as opportunities arise
    • Working with the intervention managers (TVET and COSDEC) to ensure successful execution of pilots at Zaria and Site 2 (TBC)
    • Support the research team to manage research and design during pilot interventions
    • Work with the MRM team to assess the impact, demand and feasibility of the pilot interventions
    • Continually manage, monitor and evaluate Jigawa interventions, taking actions to correct course as necessary, and ensure the production of project completion reports that well-inform decisions about future interventions
    • Any other tasks as assigned by the Team Leader

    Data Officer

    • The Data Officer will support the MRM team in managing a database that will allow intervention teams to report on indicators of interest, improve the capture of Value for Money (VfM) and facilitate the provision of data to key stakeholders.
    • The database will also allow the team to setup and manage studies for beneficiaries and trainers/master crafts persons. 

    Duration

    • This is a full-time position, commencing as soon as possible with an anticipated 160 days of input until 31st March 2018, but with scope to increase this depending on budgetary constraints.
    • The Specialist will be based in the Kano project office with some travel to focal states of Kaduna, Katsina and Jigawa.

    Key Areas of Responsibility

    • Support the Research team in facilitating electronic data collection during surveys, by programming and uploading the survey questionnaires unto an online server and the data collection tablets
    • Lead the process of digitizing the process of data collection of attendance records from COSDECs and apprenticeship interventions
    • Support the COSDEC Skills Development Specialist on capturing students attendance records, data cleaning and analysis
    • Support the Apprenticeship Skills Development Specialist to capture apprentices attendance record from the Foundational Skills Training Centers and MCP Workshops, data cleaning and analysis
    • Support the MRM team in compiling and analyzing apprentices' performance (formative/ summative assessment results)
    • Identify opportunities to develop forecasts, statistical models, segmentation schemes, and data-driven analyses to drive decisions around the program
    • Support in the planning and implementation of the overall analytics and business intelligence strategy
    • Support in the design and development of analytical projects designed to understand key business behaviors that drove beneficiaries/partners enrolment, retention, and engagement
    • Manage timely flow of business intelligence information to various users within the different working units
    • Wrangle data from multiple sources and databases to create integrated views to be used to drive decision making

    Required Skills and Experience

    • Previous experience in data cleaning and analysis, maintaining and updating business intelligence tools, databases, dashboard and systems is desired. Professional certification in Oracle database administration or CISCO networking will be an added advantage.

    Procurement Engineer

    Background

    • Mafita is a 6-year DFID-funded programme working in Nigeria’s northern states, with a vision to empower marginalised youths and women through the provision of increased economic opportunities and social inclusion.

    About MAFITA
    Northern Nigeria has high-youth unemployment, insecurity and limited economic opportunities. Mafita aims to facilitate 68,000 marginalised young people – with a particular emphasis on adolescent girls and Almajirai – to find gainful employment. By 2021, the programme will create a net total of 43,300 full-time equivalent jobs and assisted 23,500 micro and small enterprises (MSEs). The programme will tackle the supply and demand side of the labour market, focussing on the delivery of skills essential for employment, as well as the absorptive capacity of the labour market.

    Mafita partners with public and private stakeholders to improve access to relevant and quality training, mentorship, work experience, business development, and financial services for marginalised youths and women. The programme will also support local market systems to enable the absorption of MAFITA’s target beneficiaries into sustainable income-generating activities

    Position Overview

    • The Procurement Engineer is responsible for overseeing the purchasing of technical goods for the trainings of several vocational and skills development.
    • He or she will have a very detailed knowledge of the equipment, materials and supplies used in each of the particular industries.

    Duration

    • This is a full-time position, commencing as soon as possible with anticipated 116 days of input until 31st March 2018. 
    • The candidate will be based in the Kano office with some travel in and around focal states of Kano, Kaduna, Katsina and Jigawa.

    Responsibilities

    • The primary responsibility of the Procurement Engineer is to use his/her specialist  knowledge to determine that each of the training trades has the machinery, components and supplies needed to efficiently and safely conduct trainings.
    • He or she will review any engineering changes that impact material or supplier in order to adjust stocks accordingly.

    Specific responsibilities will include but not be limited to:

    • To create/manage vendor qualification process and a performance feedback rating system that will drive positive results in both supplier quality, cost and on time performance
    • To manage projects in tactical and strategic purchasing tasks to improve internal business processes that reduce cycle times and improve efficiencies
    • To lead in data analysis for strategic decision making and identification of out- of control processes to avoid cost and increased cycle time
    • To liaise with procurement partners through cross functional teams to complete strategic project and ensure smooth procurement process
    • To create/manage vendor qualification process and a performance feedback rating system that will drive positive results in both supplier quality, cost and on time performance
    • To manage projects in tactical and strategic purchasing tasks to improve internal business processes that reduce cycle times and improve efficiencies

    • To work closely with intervention managers to maintain a relevant and up-to-date Procurement Plan, track changes, and inform relevant stakeholders of those changes
    • To lead cost reduction projects to successfully obtain company driven cost out goals to remain competitive within approved budgets
    • To identify all requirements in requisition for purchase issued by training Department
    • To reiterate with suppliers for finalization of quantity and quality
    • To establish and agree on delivery terms, time and stages of inspection for the supply with Project Management Team
    • Organise state teams to be present for the acceptance of deliveries, and its QA
    • To ensure that all potential suppliers are provided with identical information upon which the quotations are given equal opportunity to meet the desired requirements
    • To keep accurate records to justify the process and any other related decisions made in this regard
    • To review the Purchase order
    • To track and monitor expediting of Shipment
    • To handle Delivery and inspection of items and maintain the record of delivery notes To assist in Insurance claims, if any
    • To monitor storing and handling on site, prior to use, during installation and commissioning and closure of any surplus/defective materials after the completion of the project To validate client acceptance/rejection, warranties and other related follow up matters with the supplier till completion of Project
    • To report on budget versus Actual performance on project-wise basis
    • To arrange and participate in meetings between suppliers and Company engineers and other personnel to facilitate standardization and economical procurement

    Required Skills and Experience

    He should also have the following qualities:

    • Detail-oriented and driven
    • Able to integrate his/her technical knowledge with business acumen
    • Work well independently and committed to thinking outside of the box to achieve results
    • Engineering university degree
    • Experience in an engineering, procurement and operations role
    • Effective verbal and written communication skills
    • Proficiency with personal computers and networking, specifically Microsoft Excel
    • Ability to analyze bills of material and drawings to understand key requirements
    • Knowledge and direct experience in negotiating contracts and quotations with Contract Manufacturers and Suppliers
    • Ability to identify cost reduction opportunities
    • Advanced skills (ideal to have):
    • MAPICS experience
    • Working knowledge of AS400
    • Professional Engineering License
    • Working knowledge of LANL Engineering Standards and LANL -Experience in an engineering, procurement and operations role

    • He/she will also work with trade associations, MFIs, and BDSPs to support local economic growth in the state.

    • This is a full-time position, commencing as soon as possible with an anticipated 160 days of input until 31st March 2018, but with scope to increase this depending on budgetary constraints.
    • The Specialists will be based in the Kano and/or Katsina office and may require some travel to other project focal states in the North.

    Responsibilities
    The MSE Support Specialists are expected to:

    • Support MSE growth through training and capacity building of key partners such as SMEDAN
    • Develop and implement effective business development services for MSEs and new start-up entrepreneurs
    • Develop and implement effective and affordable financial services for MSEs and new entrepreneurs
    • Establish an effective broker system at selected trade associations for provision of BDS and financial services to members and new start-ups
    • Engage with private sector to develop relationships that result in work placement and job opportunities and identify areas of support for enterprise growth
    • Support state governments in formulation and implementation of MSE support and job creation policies and strategies
    • Responsible for timely and effective delivery of MSE support initiatives
    • Support the timely delivery of LED quarterly milestones including contributing to written reports and monitoring activities
    • Provide the communications team with appropriate communications pieces relating to LED activities

    Required Skills and Experience
    The Entrepreneurship Specialist should bring a commitment to the programme’s overall aims of providing sustainable livelihood opportunities to marginalized young people across our core states of operation. The preferred candidate will bring a strong work ethic to a lively and dedicated team of professionals. The following qualifications are required:

    • Degree relating to Business Management, Business Administration, Economics or similar fields.
    • At least 5 years’ experience working with MSE development. Experience working with private sector is preferable
    • Experience working in northern Nigeria essential preferably Katsina/Kano
    • Excellent people skills and ability to communicate with a range of stakeholders, both written and oral
    • Time management
    • Competent knowledge in English and Hausa, spoken and written
    • Relevant computer proficient, experience in using Microsoft tools and/or any relevant software.

    Position Overview

    • The Cluster Development Specialist will monitor and guide the cluster champions’ work.
    • He/she will serve a dual role as a capacity builder of the cluster campions and as the on-the-ground person for the Apprenticeship and LED team.

    Responsibilities

    • The Katsina Cluster Development Specialist is expected to support the development of trade clusters within MAFITA and act as the key interface between functional groups/businesses, MCPs, cluster champions and trade associations identifying market linkages and capacity gaps.
    • He/she will provide capacity building support to cluster development assistants and directly to cluster champions and MCPs to ensure quality delivery of relevant training and enterprise growth.

    Specific responsibilities will include, but not be limited to:

    • Liaising between MAFITA Apprenticeship and LED interventions and identifying areas of synergy and collaboration
    • Supporting enterprise growth of clusters through the development of business development strategies plan and matching to BDS and A2F solutions
    • Support the formalization of trade clusters through registration and adaptions of cooperative models
    • Support periodic meetings between trade clusters and encourage good business practices
    • Oversee the monitoring and reporting mechanisms between MCP clusters and MAFITA and identify innovative means to track progress
    • Identify innovative and sustainable solutions that can support the apprenticeship model, encouraging sustained interest and motivation of MCPs and trade clusters
    • Provide regular updates and reports to the apprenticeship and TVET units on the quality and relevance of apprenticeship training in line with the required standards
    • Provide regular updates to the LED team on the effectiveness of BDS and A2F activities as well as other areas of need identified

    Qualifications
    The following qualifications are required:

    • Degree relating to Business Management, Business Administration, Economics or similar fields
    • At least 5 years’ experience working with enterprise development and/or cluster initiatives
    • Knowledge and experience in cluster support initiatives and monitoring of cluster requirements
    • Experience in preparation of action plans designed to recraft observed challenges within industrial clusters
    • Experience in working with the private sector, training and skills development preferable
    • Excellent people skills and ability to communicate with a range of stakeholders, both written and oral
    • Time management
    • Competent knowledge in English and Hausa, spoken and written
    • Relevant computer proficient, experience in using Microsoft tools and/or any relevant software.
