    Shelter NFI Officer

    About the job
    The Shelter NFI Officer is responsible for implementation all aspects of ACTED Shelter and NFI Program. The Shelter NFI Officer supervises the Shelter NFI Assistants and works under the supervision of the ACTED Shelter NFI Team Leader. Your main duties and responsibilities will be:

    General Programming & Operations

    • Ensure efficient and effective program implementation by following the work plan and other guidelines set by the Shelter NFI Team Leader.
    • Mobilize beneficiary communities and other relevant stakeholders to participate in the program and maintain the established/rehabilitated/protected Shelters.
    • Participate in relevant training to ensure that you are able to carry out your duties.
    • Participate in preparing monthly/quarterly/annual highlights/ reports.  
    • Participate in monitoring and evaluation of the program. 

    Coordination and representation

    • Work as part of team on SHELTER NFI issues.
    • Ensure integration of SHELTER NFI activities with other ACTED sectors.
    • Ensure good representation and reputation of ACTED SHELTER NFI at all levels.
    • Actively participate in internal coordination meetings 

    Project development

    • Support the development of projects’ M&E tools 
    • Project implementation and reporting 
    • Participate in monitoring and evaluation of SHELTER NFI Projects. 
    • Ensure quality during implementation of SHELTER NFI activities in accordance to Sphere and National standards.
    • Support the Shelter NFI Team leader in preparing SHELTER NFI weekly, monthly, quarterly and annual reports to relevant authorities as needed.

    Staff management

    • Supervise SHELTER NFI Assistants.
    • Provide technical and programmatic leadership for the SHELTER NFI staff members and community based mechanisms in operational areas as needed.
    • Develop staff performance measurement and targets with the Shelter NFI Team Leader for the SHELTER NFI Assistants and appraise them based on the set targets.
    • Conduct daily field visits (or as required) to ensure SHELTER NFI tasks are going on as planned and mentoring - through technical back stopping and training of duty bearers.

    Logistics / Finance

    • Support the SHELTER NFI Team Leader and Manager to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups.
    • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
    • Initiate procurements and ensure their execution.
    • Ensure distribution plans are prepared and shared with logistics in a timely manner.
    • Manage day to day project expenditures of Shelter NFI Assistants and other relevant team members.

    Essential

    • Minimum of one year working in humanitarian responses
    • Bachelor’s degree with a strong focus on both quantitative and qualitative Field methodologies preferred
    • Strong skills with the Microsoft Office Suite, Auto cad
    • Strong technical writing skills
    • Experience collecting information using hand-held GPS devices

    Desirable

    • Previous working experience with humanitarian agencies
    • Experience working with displaced populations
    • Experience hiring and managing casual laborers
    • Experience conducting focus group discussions, or the ability to learn rapidly

    Shelter Specialist

    About the job
    The Shelter Specialist is responsible for ensuring the overall technical quality of ACTED shelter construction. The Shelter Specialist will oversee construction and ensure that field teams have the necessary skills and tools to enable them to monitor construction activities. The Shelter Specialist will identify technical issues and suggest modifications where relevant. The Shelter Specialist will use their own technical knowledge as well as experience of ACTED Shelter program to inform the Shelter Sector and advocate for improvements in the overall design, progressively working towards more durable solutions and drawing from local building practices and materials. Your main duties and responsibilities will be:

    General Programming & Operations

    • Ensure that specifications, bills of quantities and drawings are produced in a technically sound and standardized manner.
    • Provide clear guidance on standards for shelter, including minimum emergency standards to meet basic and essential needs.
    • Establish tools to ensure that works are implemented according to plans and completed within the designated timeframe. Develop checklists for field officers (and beneficiaries) to undertake basic monitoring of activities and technical aspects of shelters and construction. Establish other monitoring and evaluation tools as necessary.
    • Promote the sustainability of technical interventions through local capacity building and self-help in collaboration with local partners in the field. Ensure that local communities have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations.
    • Oversee the technical aspects of shelter construction. Ensure that shelters meet standards as laid out in technical documents and that construction meets quality standards
    • Identify technical issues on the field and suggest possible modifications based on technical knowledge and feedback of beneficiaries and ACTED Field Officers. Take into consideration the local context, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure.
    • Provide guidance for phased improvement of shelter conditions that will be necessary as the duration of the displacement prolongs. Due consideration should be given to standards in other relevant sectors such as water and sanitation.
    • With the Shelter Program Manager, represent ACTED in Shelter NFI Sector meetings and relevant technical working groups
    • Use technical knowledge and experience gained from ACTED SNFI Program to inform the Shelter Sector about specific issues and ACTED experiences on the ground
    • Advocate for technical improvements/modifications in the Shelter designs
    • Inform overall Shelter Strategy for NE Nigeria through working with the Shelter NFI Sector, relevant government departments, NGOs and all other relevant stakeholders.
    • The position requires regular contact with program, protection and field staff in country to ensure technical support related to shelter and construction activities.
    • Close and regular contact with technical and non-technical staff of UN Agencies, Implementing Partners, National and International NGOs and Government Authorities, is essential to discuss matters relating to shelter and infrastructure coordination and provision.

    Logistic Support
    The Shelter Specialist will have custodial responsibility for all ACTED assets (computers, GPS devices, smart phones, etc) at their operational base, and will need to work with the ACTED team and ACTED Logistics to ensure serviceability of assets and availability of consumables (printer ink, paper, pens, etc…)

    Supervision of and capacity building in junior national staff
    The Shelter Specialist will be responsible for ensuring junior national staff participate in their assigned duties as well as building technical capacity related to data collection, FGD facilitation and computer use

     Any other tasks need to ensure the success of the ACTED mission in Nigeria
    The Shelter Specialist may be called upon to work on other ACTED programs in various locations in Nigeria including, but not limited to, remote LGA capitals, as the security situation allows

    Accountability to Communities and Beneficiaries
    The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programs objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED staff member.
    About you

    • University degree in Urban Planning / Architecture, preferably with additional training on physical site planning and GIS;
    • At least ONE years of experience in a similar role
    • Previous working experience in humanitarian assistance program and urban planning an advantage
    • Previous working experience in North East Nigeria an advantage
    • Experience in the use of AutoCAD and ArcGIS 
    • Experience with regular Windows software
    • Experience with graphics / designing software
    • Experience in working in remote environments;

    Desirable

    • Excellent time management skills
    • Ability to operate in a cross-cultural environment requiring flexibility
    • Prior experience working in IDP displacement locations
    • Fluency written and spoken fluency in English and Hausa a must; additional fluency in Kanuri preferred
    • Ability to work independently
