    Cash Transfer Officer (MAIDA)

    Location: Maiduguri, Borno

    Program / Department Summary

    • The MAIDA programme will directly support the recovery of at least 70,000 women, men, girls and boys who are returnees, IDPs and members of host communities affected by the Boko Haram insurgency in southern and central Borno State.
    • The objective of MAIDA is to increase the social cohesion and resilience to economic, social and climate related shocks in Borno State in an environmentally-conscious way.
    • Four interrelated and mutually reinforcing intermediate outcomes will contribute to achieving this objective.
    • First, MAIDA will restore and improve rural livelihoods in an ecologically sustainable manner by enabling households to take advantage of existing and new agricultural market opportunities. In parallel, adolescents and youth will be empowered as economic actors in their communities through access to employment, diversified livelihood opportunities, vocational training and business development initiatives.
    • These outcomes will be reinforced by improved access to social protection and community-based services for women, youth, adolescent breadwinners and other at-risk groups. Finally, overall social cohesion will be strengthened within and between conflict-affected communities and environmental resource management will be improved in areas of displacement and return.
    • Sectors of intervention will include market-led and climate-smart livelihood and employment opportunities, vocational training for youth, social and economic protection and community reintegration and peacebuilding. Economic recovery activities will build resilience through Making Markets Work for the Poor (M4P) market systems-based models, reducing poverty by enhancing the ways that poor and vulnerable households interact with markets.

    General Position Summary

    • The Cash Transfer Officer is responsible to oversee cash transfer beneficiary selection processes, registration and disbursement of cash transfers, follow-up monitoring and handling of complaints.
    • S/he is responsible for assisting in the implementation of cash transfer programming activities in ten intervention communities in Borno State.
    • S/he will supervise all projects, project selection and planning, project assets, local government and community liaison work, monitoring and payment. S/he may also support other livelihood sector activities

    Essential Job Responsibilities

    • Plan and ensure the effective implementation of cash transfer programming (CTP) in ten assigned communities in Borno State.
    • Contribute to all CTP related field work, including community mobilization, beneficiary identification and registration, distributions and monitoring.
    • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
    • Coordinate payment procedures, including documentation, approval and actual payment.
    • Maintain all documentation relating to CTP activities required to ensure accountability to beneficiaries and the donor.
    • Oversee administrative matters relating directly to cash transfer activities including reconciliation with cash-out agents following distributions.
    • Contribute to effective program reporting and monitoring and evaluation systems in coordination with M&E team members and other program staff.
    • Prepare monthly cash requirement forecast for CTP activities.
    • Provide information on CTP activities as requested by supervisors and the M&E team.
    • Support orientation for all new staff on CTP.
    • Report on any problems encountered in the field such as project participant complaints, local authority interference and security threats to MC staff and activities.  Coordinate with MC Security Officer and supervisors on any threats to MC staff and activities.
    • Follow-up on incidents and security threats in areas of operation.
    • Conduct self both professionally and personally in a manner that brings credit to Mercy Corps and does not jeopardize its humanitarian mission in Nigeria.
    • Carry out all other duties as assigned or required.

    Knowledge and Experience

    • BA/S in relevant field required (Accounting, Business Administration, Banking & Finance)
    • 3 years of experience working on the development, implementation, administration and compliance of a field-based international development or humanitarian programs required; general program management experience preferred.
    • Prior experience implementing distributions is required, preferably in a non-camp setting.
    • Experience with CTP or other community micro-projects strongly preferred.
    • Experience working with multiple stakeholders to identify beneficiaries according to criteria.
    • Experience with running assessments, monitoring and evaluation and other learning efforts.
    • Experience representing the organization and its interests to a diverse range of local and international government officials, local civil society organizations, other international organizations, the media and beneficiaries.
    • Demonstrated training and facilitation experience.
    • Ability to work under pressure.
    • Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing.

    • Excellent oral, written and computer skills.

    Agricultural Coordinator (MAIDA)

    General Position Summary

    • The Agricultural Coordinator will oversee all agricultural activities under Output One of the programme, including the provision of grants and inputs vouchers, rehabilitation and formation of agriculture, and livestock cooperatives and linkage of farmers and livestock producers to upstream value chains and financial services.
    • The Agricultural Coordinator will also build the capacity of agricultural extension workers to train farmers to diversify their crops to improve household nutrition security.
    • The Agricultural Coordinator will promote climate-sensitive agriculture techniques and methodologies and promote gender sensitivity and equity in all programme activities.
    • S/he will work closely with Mercy Corps team members mobilizing community groups and Mercy Corps partners.

    Essential Job Responsibilities

    • Coordinate with the Community Mobilization Team to identify potential beneficiaries, existing agriculture and livestock cooperatives and informal agricultural savings and credit associations in order to promote rural rehabilitation and secure the livelihoods of farmers and livestock producers.
    • Rehabilitate farmer and livestock associations where possible and organize farmers and livestock producers into groups that can become farmer associations in the future.
    • Conduct community agriculture needs assessments as and when required.
    • Build the capacities of partner organizations’ Agriculture Extension Officers in the areas of resilient agriculture techniques and gender inclusion.
    • Demonstrate agro-techniques to Agriculture Extension Officers and farmers including land preparation, seed cultivation, irrigation, weed control, pest control, crop rotation, et cetera.
    • Identify different varieties of agriculture crops and crop adaptation for onward dissemination to farmer associations and Agriculture Extension Officers.
    • Support the establishment of innovation and demonstration farms that become models and extension education tools in the target areas.
    • When the security situation allows it, perform training sessions in the field and provide TOT to Community Mobilizers and Agriculture Extension Officers in coordination with BOSADP.
    • Conduct routine market surveys to better define marketing strategies and connect farmers and livestock producers to upstream value chains. Document and file surveys.
    • Support access to finance for farmers and livestock producers through the Bank of Agriculture (when possible) and through the formation of Village Savings and Loan Associations where access to the Bank of Agriculture is not feasible.
    • Support the selection of beneficiaries eligible to receive agricultural input cash grants or vouchers.
    • Network with and monitor chosen agricultural input suppliers and vendors to ensure appropriate and consistent stocking of inputs for voucher redemption.
    • Produce reports, including spreadsheets, reflecting voucher and cash grant distribution, geographic area, number of beneficiaries and any other information relevant to the programme.
    • Monitor and evaluate effectiveness of activities and make recommendations for improvements.
    • Conduct him/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission in Nigeria.
    • Carry out any other duties as assigned.

    • The Community Mobiliser is responsible to mobilize communities to participate in meetings, visits, dialogues and other programme activities and works with the community on a day-to-day basis.
    • The community mobilizer is responsible for community engagement within their assigned LGA situated in Borno State.

    Essential Job Responsibilities

    • Map community leaders, groups and individuals and provide input and guidance on the choice of community leaders, groups and individuals to engage with.
    • Schedule meetings with the identified relevant stakeholders and guide the project staff to the various meeting points within the LGA as required.
    • Support in taking meeting notes and collecting relevant data.
    • Frequently update the project team on all outreach and engagement activities with the identified stakeholders from the meetings. This includes all meetings, one-on-one interviews, phone calls, email exchanges and any additional public outreach activities.
    • Conduct him/herself professionally as a representative of Mercy Corps to the community.

    Compliance and Partnership Officer (MAIDA)

    General Position Summary

    • The Compliance and Partnership Officer will work with MAIDA’s private- and public-sector partners and is responsible for monitoring subgrants and subgrantees under the MAIDA programme to ensure compliance with the terms and conditions of the subgrant agreements.
    • The Compliance and Partnership Officer is also responsible for tracking subgrants and subgrantee requirements and for maintaining all subgrant financial files.

    Essential Job Responsibilities

    • Support collaborative partnerships with MAIDA’s private- and public-sector partners.
    • Conduct subgrantee pre-award assessments and recommend modifications to the subgrant agreement and/or monitoring plan to lessen financial and compliance risks.
    • Assist in the preparation and review of subgrant agreements.
    • Provide on-going training and support to subgrantees in Mercy Corps subgrant financial procedures and assist in conducting formal subgrantee training workshops.
    • Review subgrantee financial reports for correctness and completeness and ensure that reports are submitted on time.
    • Assist in subgrantee site audits and prepare site visit reports.
    • Follow up on all subgrant compliance issues and audits and document resolutions.
    • Maintain subgrant tracking as well as financial files in accordance with the Field Finance Manual.
    • Process subgrantee payments and reconcile subgrant financial tracking to general ledger reports.
    • Assist in subgrantclose-outs ensuring that all requirements of the subgrant agreement have been met and that subgrant funds have been properly settled.
    • Draft/review Scopes of Work for to hire and manage technical consultants, including review of technical ability and contract budget.
    • Conduct him/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in Nigeria.
    • Carry out other duties as assigned or required.

    • Two years of experience in the Finance Department of a non-governmental organization.
    • Good understanding of major international donor rules and non-profit accounting.
    • Prior experience with computerized general ledger software.
    • Advanced computer skills in MS Office programs, particularly Excel and Access.
    • Strong analytical skills coupled with a solid understanding of financial and procurement systems; prior auditing experience is considered a plus.
    • Excellent oral and written communication skills in English, Hausa and Kanuri is required.

    Success Factors

    • The ability to interact effectively with international and national personnel is required.  A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.  A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. 
    • The ability to effectively monitorsubgrantee compliance as well as to provide support and training for subgrantee personnel is critical.  The Subgrant Compliance Officer must be willing to travel to Mercy Corps field offices, subgrantee offices and project sites.

    • The Deputy Programme Director is responsible for overall day-to-day management and coordination of the MAIDA program at field level.
    • S/he will manage, coordinate, supervise and evaluate program staff in all target LGAs and communities.
    • S/he will also provide technical and strategic management support to the programme.
    • The Deputy Programme Director will promote a culture of constant programme improvement, mentor the programme team, integrate monitoring and evaluation into programme activities and ensure the delivery of high-quality programme that delivers impact.

    Essential Job Responsibilities
    Strategy & Vision:

    • Provide leadership and strategic vision in all aspects of the programme’s development, implementation and management.
    • Manage the day-to-day activities of the programme in Borno State.
    • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcome.
    • Set direction by prioritizing and organizing actions and resources to achieve objectives and impact.
    • Support evaluation assessments and analysis to identify areas for programme improvement.

    Program Management:

    • Coordinate the implementation of programme activities in each of the seven target LGAs and 30 communities; ensure implementation of activities is on-time, on-scope and on-budget using effective management systems to reach desired impacts.
    • Create and maintain systems ensuring effective and transparent use of financial resources for timely reporting according to Mercy Corps and donor policies and procedures.
    • Identify and manage links with existing and planned donor interventions that promote resiliency in target communities in Borno State.
    • Identify Nigerian partners - NGOs as well as vocational training/skills centers - to participate in MAIDA activities.
    • In collaboration with the M&E team, ensure monitoring, evaluation and analysis are integrated into program design and implementation to promote adaptive management and a culture of constant programme improvement.
    • Support the design and implementation of relevant surveys, need assessments, data and information collection for on-going monitoring and learning.
    • Organize and conduct site-visits to the project sites and host visitors and donors, as needed.

    Team Management:

    • With the Programme Director, supervise, hire and orient new team members as necessary.

    Finance & Compliance Management:

    General Position Summary

    General Position Summary

    • The Monitoring and Evaluation Assistant will work with the Senior Monitoring and Evaluation Officer as part of a team to operationalize the MAIDA M&E system.
    • The M&E Assistant is responsible for supporting Mercy Corps staff and partners to regularly collect, enter, verify and analyze data and make timely database adjustments to measure the impact of the MAIDA programme.
    • The M&E Assistant will work directly with the Senior M&E Officer and will closely coordinate with other programme staff to help ensure monitoring and evaluation data is accurately incorporated into all reports and information products.

    Essential Job Responsibilities

    • Understand and maintain an M&E system database that improves Mercy Corps’ ability to inform program implementation, analyze data and represent impact to donors, government, partner organizations and communities.
    • Ensure all relevant programme staff are able to utilize the database to analyse program information and results.
    • Regularly review data entered into the M&E system to locate and fix problems with data entry or integrity.
    • Manage regular synchronizations and backups of field data to cloud-based data management system.
    • Troubleshoot front and back end issues with the database, including any synchronisation issues of field-level data.
    • Work as part of a team to facilitate and support M&E operations including baseline, annual and endline surveys, regular monitoring, data collection, analysis and reporting according to the M&E work plan.
    • Generate data (tables/graphs/reports) from the M&E database at regular intervals, ensuring reports/information are available for programme implementation staff when required. Facilitate data analysis with programme implementation team as requested.
    • Conduct regular field visits to ensure all elements of the M&E system and database are utilized effectively by all stakeholders, assessing and identifying breakdowns and areas that require clarifications and improvements.

    • Economic recovery activities will build resilience through Making Markets Work for the Poor (M4P) market systems-based models, reducing poverty by enhancing the ways that poor and vulnerable households interact with markets.

    General Position Summary

    • The Vocational Training Program Officer is a technical specialist that oversees the vocational training and apprenticeship components of the MAIDA programme.
    • The Vocational Training Programme Officer is responsible for a cluster of ten communities in Borno State.
    • S/he will work closely with the Ministry of Youth and Sports and the Borno State Ministry of Poverty Alleviation and Youth Empowerment to expend the existing Entrepreneurship Development Program and Skills for Jobs Program and will work with Skills Acquisition Centers to train at-risk youth and provide support for job placement.
    • The Vocational Training Programme Officer will also support the creation of Multi-Skills Training and Resource Centers and conduct labor market assessments to guide vocational offerings.

    Essential Job Responsibilities

    • Coordinate with the Community Mobilization Team to identify potential beneficiaries and enroll them into vocational skills training courses.
    • Conduct labor market and needs assessments to identify in-demand vocational skills.
    • Support the creation of Multi-Skills Training and Resource Centers in areas of return not already served by government facilities.
    • Lead the development and implementation of vocational skills, entrepreneurship, climate-smart agriculture and other training modules in assigned geographic area.
    • Lead the implementation of an apprenticeship program that connects youth with existing businesses. Identify local businesses accepting apprenticeships, coordinate transparent apprenticeship application and placement processes, monitor apprentice performance, ensure protection practices are followed by apprentice hosts and address complaints raised by apprentices and apprentice hosts.
    • Lead the implementation of a cash grants for livelihood start-ups project that provides financial support to youth starting enterprises.
    • Support the Monitoring and Evaluation Team to conduct monitoring of program activity implementation and outcomes. 
    • Coordinate activities with the Federal-level Youth Empowerment and Social Support Operation (YESSO), the Ministry of Youth and Sports, the Borno State Ministry of Poverty Alleviation and Youth Empowerment and the Central Bank of Nigeria’s Entrepreneurship Development Center to ensure complementarity of activities.
    • Produce reports, including spreadsheets, reflecting trainings, apprenticeships and cash grants, number of beneficiaries and any other information relevant to the programme.
    • Monitor and evaluate effectiveness of activities and impact and make recommendations for improvements.
    • Conduct him/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission.
    • Carry out other duties as assigned or required.

    Knowledge and Experience

    • A minimum of a B.S. in education, international development or a related field. M.Sc. preferred.
    • 4 years of experience working on the direct implementation of technical training, workforce development or entrepreneurship activities required.
    • Ability to work independently in the field and show initiative.
    • Experience with youth and youth mobilization.
    • Strong interpersonal and communication skills; ability to develop good relationships with target communities.
    • Experience representing the organization and its interests to a diverse range of local stakeholders, private sector actors, the Government and partners.
    • Excellent oral, written and computer skills.
    • Fluency in English, Hausa and Kanuri is required.

    Site Engineer (MAIDA)

    Location: Maiduguri

    Program / Department Summary

    • The MAIDA programme will directly support the recovery of at least 70,000 women, men, girls and boys who are returnees, IDPs and members of host communities affected by the Boko Haram insurgency in southern and central Borno State.
    • The objective of MAIDA is to increase the social cohesion and resilience to economic, social and climate related shocks in Borno State in an environmentally-conscious way.
    • Four interrelated and mutually reinforcing intermediate outcomes will contribute to achieving this objective.

    • The Site Engineer is responsible for the design and quality of all construction of shelter and community assets in a programme target area of ten communities, as well as the rehabilitation of vocational technical training centers.
    • S/he leads the identification, design, implementation, monitoring and reporting on engineering project activities and administrative tasks in his/her assigned area.
    • S/he will also manage all administration and security of Mercy Corps engineering activities in his/her assigned area.

    Essential Job Responsibilities

    • Assess and prepare technical documentation, including bills of quantities, for the construction of shelters, community assets and vocational technical training centers. Develop action plans for project implementation including all technical specifications for project construction and/or rehabilitation.
    • Participate in the review of tender documents and pre-qualification of vendors and contractors.
    • Responsible for the daily implementation of project activities and progress at work sites.
    • Supervise all technical aspects of project implementation. Ensure projects are completed in a timely, efficient and accurate manner in accordance with standard engineering methods.
    • Assist in the recruitment and lead supervision of all required personnel for project implementation.
    • Develop and maintain good lines of communication and relationships with local authorities and the local community.
    • Regularly update project implementation plans to programme management with associated time lines.
    • Ensure a safe working environment for all people involved in project implementation.
    • Maintain detailed work plans and written records of engineering work undertaken by the project.
    • Maintain awareness of and responsibility for the security situation on project sites. Based upon this knowledge take adequate measures to ensure the safety of any and all MC staff and equipment in the project area.
    • Follow all MC protocols and regulations according to guidance provided by the direct supervisor.
