    National NGO Partner Specializing in GBV

    Background
    The ongoing crisis in the North-eastern Nigeria has important consequences on the population especially on women and children. A recent assessment conducted by UNFPA found that 16% of women had experienced sexual violence since the displacement. Given the generally high rates of under-reporting due to fear, stigmatization, reprisals, appearing ungrateful to host and local communities, lack of confidence in the public security .These figures can be expected to be much higher in reality. The most common form of GBV experienced by displaced women since their displacement, was sexual violence, with the perpetrator most often being either Boko Haram, an unknown person, or various Security Forces as well as domestic violence, forced marriages.  Amnesty International estimates that over 2000 women and girls have been abducted by Boko Haram since 2014. This can be explained by the nature of displacement, lack of social structures and a turndown of law-enforcement. According to UNFPA, only one third of these survivors seek help after the incidents and also highlights the non-availability of PEP kits and other drugs in health facilities as well as trained health staff to respond to survivor’s needs.

    In response to this MdM France is currently carrying out comprehensive medical activities in the Jere, Damboa and MMC LGAs Borno State providing medical services through primary health care clinics delivering consultations, SRH services, treatment for Severe Acute Malnutrition, Mental Health services and referral.

    MdM is setting up warm and welcoming female friendly spaces survivors and non survivors of GBV. With the aim of responding to life-saving health and psychosocial needs of women and girls by increasing their access to information the friendly spaces will integrate with MdM primary health component through safe and confidential referrals.

    These spaces will offer ample space for women and girls and survivors of GBV in particular to access free services. It is an environment where they feel safe and supported in their search to restore and gain their dignity and confidence. The centers also provide activities such as case management services, psychosocial group support activities, awareness raising sessions in outreach and safe referrals to other partners for support

    Country program component concerned in this RFA
    Specifically, the CBO activities  would be broken down into two main Components delivered through Women and girls friendly space concepts as per UNFPA’s guidelines as follows;

    • Component 1: Prevention activities through awareness and awareness raising on GBV
    • Component 2: GBV service delivery including case management services;
    • Component 1 : Prevention activities through awareness raising on GBV
    • Objective: Prevention/elimination violence targeting women and girls and gender based violence in the North Eastern Nigeria.
    • Specific Objective: Contributes in eradicating various forms of violence and especially sexual violence targeting IDPs in North-eastern Nigeria.
    • Intervention Zones : All areas where MDM implements its health programmes in Borno State
    • Survivors of GBV especially women and girls have access  to adequate  and quality medical care
    • IDP communities receive necessary information to reduce the risk of sexual violence especially for women and girls.
    • Inform community members of services available in response to GBV (Health, psychosocial support, safety/security, legal)
    • Sensitization messages on national/international legislations in place to prevent and punish perpetrators of GBV.
    • Results 2: Promote gender sensitive social norms, attitudes and behaviours at individual and community levels.
    • Women, girls, men and boys are mobilized in favour of equal and respectful relationships at community level.

    Component 2 : GBV case management services

    • Objective: Provide quality case management services to survivors of sexual violence and other forms of gender based violence in the Northeastern Nigeria.
    • Specific Objective: All survivors various forms of violence and especially sexual violence in IDP camps in Northeastern Nigeria received psychosocial support.
    • Intervention Zones : All areas where MDM implements its health programmes in Borno State
    • Survivors of GBV have access to psychosocial support
    • Build the capacity of case workers to provide safe, confidential and coordinated quality psychosocial support, collect and use data  with ethical considerations
    • GBV survivors are identified and referred to MdM’s health services in line with the survivor centred approach
    • Program budget, time frame and selection criteria
    • The proposals would be executed/implemented for a period of 9 months and sealed by a sub agreement between MDM and the award winning CBO. 

    Candidate to this RFA should meet the following criteria;

    • National NGO/CBO recognised by competent national authorities for their engagement in GBV prevention and response;
    • Effectively present in the intervention(Northeast Nigeria);
    • Has at least 4years experience in program/project management;
    • Justification of required administrative, technical and logistics capacity;
    • Dotted with the necessary human resources and logistics for the execution of the program.
    • MDM works in Maiduguri and Damboa LGAs., and is currently expanding. The partner organisation will be expected to run activities in all MDM areas of operation.

    Method of Application

    Applicants are expected to submit a proposal and detailed budget in 2 separate documents. Note that the results and products suggested by MDM would not be changed or modified. Therefore, the CBO will propose adequate activities and strategies realise the results and end products as well as the cost and implementation conditions.
