    Division Manager, Economic & Social Statistics

    The Complex

    • The Chief Economist/Vice-President for Economic Governance and Knowledge Management is the Bank’s spokesperson on economic matters and the Vice President for the ‘Economics Governance and Knowledge Management Complex’.

    The Position

    • The Division Manager, Economic & Social Statistics will be responsible for coordinating the African Information Highway Initiative (Database and statistical portal management) and provide statistical and analytical support to Operations, research activities and publications.

    Duties and Responsibilities
    Under the supervision and guidance of the Director, Statistics; the manager of Economic & Social Statistics will:

    Work program management and execution:

    • Set goals of the division, ensuring alignment to the Bank, Complex and Department strategic priorities.
    • Establish and monitor work program for the division and introduce changes where required.
    • Manage financial resources of the Division and assure its effective implementation.
      • Report on the work program execution, and propose alternative and corrective measures as needed.
      • Actively contribute to the designing and monitoring of the division key performance indicators.

    Statistical and analytical support to operation:

    • Coordinate activities within the Bank & in Regional Member Countries for streamlining data management & dissemination through the Africa Information Highway initiative to inform policies, strategies & decision making.
    • Ensure effective coordination with the Statistical Capacity Building Division on statistical matters relating to concepts, methods, classifications, best practices.
    • Manage the statistical component of the One Bank Data System for meeting the data needs for the Bank’s Results Measurement Framework, particularly with regard to development data needs for Levels 1 & 2 indicators.
    • Supervise the African Economic Outlook work (data collection; management; forecast analysis and generation of projections of economic indicators for all African countries).
    • Provide the Bank and member countries with comparative research analysis, socio-economic data and projections of the most widely used socio-economic parameters relating to Africa’s economy and Bank Group operations
    • Define appropriate statistical methods to be used to estimate and forecast key macro, sectorial and social indicator in Regional Member Countries.
    • Provide statistical and analytical support to meet the operational and research needs of organizational units throughout the Bank.
    • Supervise statistical analyses in support of the activities and ensure accuracy and consistency in the use of statistical data throughout the Bank; and provide guidance on statistical analysis and interpretation.
    • Build partnerships with internal and external stakeholders and engage at the appropriate levels to coordinate the Bank’s statistical activities to enable consistent monitoring and evaluation of the Bank’s strategic goals.
    • Coordinate the work on statistical harmonization and availing of up to date metadata to aid cross-country comparison of key aggregates in collaboration with other development partners and in liaison with the Operations Departments of the Bank.
    • Perform other tasks as requested by the Director and senior management.

    Research and publications activities:

    • Manage the Bank’s statistical publications.
    • Provide statistical input for the Bank Group’s Annual Report, the African Development Report, the African Economic Outlook and other critical Bank publications.
    • Establish and maintain relations with other development partners involved in producing data to inform timely decision making.

    People and talent management:

    • Ensure the division has the appropriate skills-mix at any time for effective delivery of the objectives defined in the work program.
      • Review and validate the staffing needs, and build with the HR department the required recruitment plans.
      • Assess work performance, appraise staff potential and determine training needs.
      • Put in place, with the assistance of the Human Resource department, talent management mechanisms, to build a talent pool for the division for business continuity.

    • Hold at least a Master’s degree in Statistics, Mathematics, Economics or other relevant discipline.

    • Harmonization of data generation and dissemination practices and standards to ensure comparability of data across Regional Member Countries and with the rest of the world; and
    • Training of Regional Member Countries and Sub Regional Organizations officials to strengthen statistical capacity.

    Duties and Responsibilities
    Under the supervision and guidance of the Director, Statistics; the Manager of Statistics will:
    1.) Work program validation and execution:

    • Set goals of the division, ensuring alignment to the Bank, Complex and Department strategic priorities.

    • Manage the Africa Infrastructure Knowledge Program to improve the knowledge base on infrastructure & inform the Bank’s Light Up & Power Africa agenda as well as the overall infrastructure development agenda in Africa.
    • Coordinate support to Regional Member Countries in the design and implementation of National Strategies for the Development of Statistics.
    • Oversee in collaboration with African Union Commission & Economic Commission for Africa implementation of the Strategy for the Harmonization of Statistics in Africa, developed jointly by the 3 institutions to provide the statistical base for the African integration agenda espoused by the African Union Summit.
    • Coordinate the International Comparison Program for Africa to generate purchasing power parity statistics on Regional Member Countries as part of the global program involving over 190 countries worldwide.
    • Manage activities aimed at improving economic statistics in Regional Member Countries through: (i) streamlining and improving the timeliness and the quality of country data; (ii) updating survey frames; (iii) integrating frames to reduce duplications and overlaps; (iv) fostering the use of international standards and methods in Regional Member Countries, and (iv) improving staff capabilities through training.
    • Coordinate implementation of statistical training programs for Regional Member Countries Officials and support to Statistical Training Centers to improve curricula & its relevance to national statistical systems in Africa.
    •  Manage activities aimed at improving labor statistics in Africa to support Regional Member Countries policies as well as the Bank’s Jobs Strategy through: (i) preparing operational and methodological guidebooks to help in the conduct of labor force surveys and household expenditure surveys; (ii) assisting with labor surveys; (iii) providing technical and operational support to countries to undertake labor statistics classifications and to develop business registers; and (iv) providing training for African sampling statisticians.
    • Manage activities aimed at improving Social Statistics in Regional Member Countries, especially in 5 key areas: (i) Population and Housing Censuses, (ii) Gender statistics, (iii) SDGs Monitoring and Assessment, (iv) Civil Registration and Vital Statistics, (v) Health statistics, and (vi) Education statistics.
    • In collaboration with United Nations Development Program & African Union Commission, support Regional Member Countries to improve Governance Statistics with a view to substantially improving the quality of analysis on governance issues in Africa.
    • Supporting Regional Member Countries to improve Environment and Climate Change Statistics to inform the green growth & transformation agenda in Africa.
    • Perform other tasks as requested by the Director and senior management.

    The Complex

    • The Vice Presidency for ‘Power, Energy, Climate and Green Growth’ is a Sector Complex focusing on the Bank’s Ten Years Strategy, High 5s priority of “Light up and Power Africa”.
    • The complex’s objectives are (i) to develop policy and strategy; (ii) to provide deep sector technical expertise to the Regions by gathering pool of experienced individuals who can be consulted for their expertise on complicated transactions; (iii) to develop new financing instruments; (iv) to act as spokesperson to represent the Bank with external stakeholders on all aspects of “Light Up and Power Africa”.
    • The Complex focuses on areas of Power systems, policy and regulation, renewable energy; and, Climate and Green Growth.

    The Position

    • The Programme Coordinator will be responsible for overall coordination of the complex work programmes and for delivering some technical advisory services.
    • The incumbent will also help in coordinating the Vice President’s front office, sector departments’, as well energy-related work handled by the 5 hubs.

    Duties and Responsibilities
    Under the overall supervision and guidance of the Vice-President - Power, Energy, Climate change and Green Growth, the Programme Coordinator will perform the following:

    • Supervise and guide the implementation of the complex work programme, ensure quality delivery, strategic alignment and resource optimization;
    • Report to the VP on work programme progress and identify critical areas that deserve specific support and provide recommendations as appropriate;
    • Liaise with the five complex’s directorates, the Bank’s five regional hubs, and other key stakeholder to ensure coherence and complementarity across activities;
    • Assist in policy discussions with Regional Member Countries officials and in raising external funding from Bank’s partners;
    • Work on establishment of new initiatives with outside parties;
    • Promote the use of the full range of Bank’s instruments in order to crowd-in external public and private financing (including external funding channeled by the Bank);

    Senior Evaluation Officer

    The Complex

    • The Board of Directors provides oversight and strategic direction to the African Development Bank Group. It is composed of Executive Directors who are representatives of the African Development Bank member countries.
    • Specifically the Board is responsible for the conduct of the general operations of the Bank, and carries out the following functions:
      • Determine the general structure of the Bank’s services;
      • Approve the financing policy and take decisions concerning loans, guarantees, equity investments and fund loans by the Bank;
      • Determine the interest rates of loans and guarantee commissions;
      • Approve the Bank’s operations programme and administrative budget;
      • Prepare the work of the Board of Governors ; and
      • Submit accounts and annual reports, as well as the administrative budgets for the approval of the Board of Governors.

    The Hiring Department

    • The overarching mission of the African Development Bank’s Independent Development Evaluation is to enhance the development effectiveness of the Bank in its regional member countries through independent and influential evaluations, oversight over self-evaluation processes and products, and proactive engagement in evaluation partnerships and knowledge-sharing activities.
    • The core mandate of the Independent Development Evaluation Department is to conduct independent evaluation studies, provide relevant lessons, develop and harmonize standards and practices, support evaluation capacity development together with partner agencies and attest to the validity of both processes and the results of the African Development Bank self-evaluation activities.
    • The Independent Development Evaluation Department also collaborates and exchanges information with bilateral and multilateral development agencies’ evaluation departments, and undertakes joint evaluation of co-financed projects and programs.
    • The Independent Development Evaluation Department has three divisions; BDEV1, BDEV2 and BDEV3. BDEV1 and BDEV2 divisions focus on undertaking evaluations whilst BDEV3 division on knowledge management and evaluation capacity development.
    • The BDEV1 division is mainly responsible for evaluations relating to Private Sector, infrastructure (including transport, ICT, urban development, water and sanitation), industrialization, power systems, energy, climate change, green growth and regional integration.

    The Position

    • The Senior evaluation officer contributes to the delivery of the division work program by supporting complex evaluations, and possibly leading complicated evaluations ones, and providing evaluation expertise to junior colleagues, and support to work programme management and BDEV’s quality assurance activities.

    Duties and Responsibilities
    Under the supervision and guidance of the Division Manager BDEV1, the Senior Evaluation Officer will:

    • Contribute to or undertake Evaluation Activities: Design, conduct and report on evaluations in accordance with the Bank’s Evaluation Policy and Manual and international evaluation standards (e.g., OECD DAC evaluation standards and the Evaluation Cooperation Group Good Practice Standards).
    • Contribute to Meta-Evaluations and Meta-Analyses; design, conduct, management and reporting.
    • Contribute to updating the Independent Development Evaluation Department evaluation quality standards, and quality assurance processes, tools and capacity.
    • Contribute to the capture and dissemination of evaluation results and lessons learned, and also to the follow-up of BDEV evaluation recommendations.
    • Manage human and financial resources of a multi-disciplinary evaluation team to ensure the delivery of complex and concurrent evaluations that are conducted in an independent, cost-effective, rigorous and timely manner.
    • Promote the mandate of the evaluation function and contribute to the creation of an evaluation culture in the Bank and in Regional Member Countries.
    • Contribute to positioning BDEV as an innovator and leading-edge among other multilateral institutions and to maximizing the effectiveness and efficiency of the Bank’s Evaluation Function.

    • Within the Regional Development, Integration and Business Delivery Complex, the Bank has five (5) Regional Development, Integration and Business Delivery Directorates, one in each region of Africa: North, South, East, West, and Central. Each Regional Directorate is headed by a Director General and is staffed with the relevant sectoral functions and administrative capabilities for rapid delivery of services to client countries.
    • The Regional Directorates provide overall strategic direction to country offices within the regions and are responsible for the Bank’s operations, business development, project management and overall effective delivery of the Bank’s High 5s. Each of the Regional Directorates will have an Agriculture, Human & Social Development Division.
    • The mission of the Agriculture, Human & Social Development Division in the West Africa Regional Development, Integration and Business Delivery Directorates is to contribute to the Bank’s efforts to reduce poverty and promote sustainable development in Regional Membership Countries.
    • It does so by (1) initiating and participating in the development of country and regional strategies, (2) focusing on business development to build the Bank’s pipeline of projects, and lending activities to prepare and appraise projects, and (3) actively contributing to the implementation and delivery of flagship programs defined under the High 5s priorities.

    The Position

    • The Senior Financial Analyst will take an active part in the development of projects and programs primarily in the water and sanitation sector that will be considered for financing by the Bank group:
    • Carry out financial and economic analyses as part of the preparation and appraisal of potential projects and programs.
    • Develop financing arrangements, identifying appropriate instruments and financing modalities for potential projects and programs.
    • The incumbent will also take part in other key activities of the Division, such as contribution to Country Strategy Papers and building the pipeline of projects.

    Duties and Responsibilities

    • Reporting to the Division Manager, the Senior Financial Analyst will primarily support the division’s lending activities, with a focus on water and sanitation operations, to ensure financially and economically viable operations.
    • Participate in Bank missions to collect, examine and analyse economic, financial and technical information/data needed to prepare and appraise potential projects and programmes. The focus will be on the financial and economic analysis of the project as well as the financing modalities of the project.
    • Contribute to the preparation of Country Strategy Papers and support the generation of a pipeline of water and sanitation sector projects and programmes for both sovereign and non-sovereign financing.
    • Participate in project supervisions and mid-term reviews, and take an active part in effective project portfolio management and administration of loans and grants.
    • Provide assistance to borrowers in understanding and implementing Bank Group policies and procedures as well as issues related to the implementation of projects and programmes and resource use.
    • Participate in promoting and identifying public private partnerships in the water and sanitation sector in the region.
    • In liaison with the Bank’s Water Development and Sanitation Department, participate in analysis of the water and sanitation sector as regards the institutional aspects, performance, past and current investments and the constraints that hinder the sector's sustainable development, policies and development strategies, projects and programmes and their implementation.

    The Complex

    • The Vice-Presidency, Human Resources and Corporate Services Complex ensures the delivery of efficient, people-centered, client-oriented, corporate services to guarantee overall institutional effectiveness in all aspects of the Bank’s corporate services.
    • The Complex leads efforts to ensure the competitiveness of the Bank as the employer of choice and is responsible for providing leadership in the formulation and implementation of Bank’s people, IT, general services and institutional procurements, language services, business continuity, and health and safety strategies.

    The Hiring Departnent/ Division

    • The primary role of the Language Services Department is to ensure, as required by the Bank's Agreement, the accessibility in the two working languages of the Bank (English and French, and on occasion Arabic and Portuguese) of all issues and documents submitted to the Senior Management and governing bodies of the Bank, for efficient decision-making aimed at the achievement of the Bank's mission.
    • Within the Language Services Department, the mandate of the French Translation Division is to provide high-level translation services by ensuring quality translation of all Bank documents into French from English, as well as editing key documents such as the Bank Group's Annual Report in French.

    The Position

    • Under the general supervision of the Manager, French Translation Division, the Principal Translator/Reviser helps the Division deliver its mandate by providing high-level translation and ensuring quality control of translation done internally or externally.

    Duties and Responsibilities
    The Principal Translator/Reviser will:

    • Contribute to achievement of the objectives of the French Translation Division, the Language Services Department and the Bank on translation and multilingualism.
    • Translate from English to French using IT tools, specialized and general dictionaries and glossaries, various documents (policy, administrative, budgetary, financial, legal and economic, social, technical, etc.) prepared or received by the Bank, as well as statements from Senior Management.
    • Check the texts to be translated to assess their difficulty and length, determine the reference documents and persons to be consulted.
    • Carry out related research and documentation, including consulting with authors and experts in relevant fields, for clarification, in case of difficulties.
    • Revise translations of complex, technical and sensitive documents covering the full range of the Bank’s work, namely: reports of an economic and financial nature, statements from Senior Management, audit reports, planning and programming documents, project appraisal reports, legal documents, etc.
    • Review translations to ensure conformity with the original document.
    • Verify translations to ensure proper use of relevant terminology.
    • Ensure a high standard of accuracy, faithfulness to the spirit, style and nuances of the original.
    • Observe established terminology and usage, and ensure consistency in translation work involving several translators.
    • Create terminology files and glossaries on all areas of the Bank's activities and contribute to the development and sharing of terminology within the Division.
    • Coach, counsel, and assist less experienced translators, and help to develop the Department’s terminology base.
    • Advise on language matters and proposes improvements to the translation process.
    • Participate in various working groups set up by the Bank to focus on specific issues pertaining to the Department or broader issues of interest to the Bank.
    • Performs other duties as may be assigned by the supervisor.
    • Coordinate translation assignments on Board documents or documents meant for publication, by ensuring that deadlines for distribution and publication are met.

    Selection Criteria
    Including desirable skills, knowledge and experience:

    • Hold at least a Master's degree in translation or in a closely related discipline.
    • Have a minimum of six (6) years of practical experience in translation (particularly in economy, finance and/or law), four (4) of which should have been spent working in or with an international organization (preferably in multilateral development banks).
    • Qualifications in any other discipline relevant to the business of the African Development Bank Group would be an added advantage.
    • Having private sector experience will be an added advantage.
    • Ability to adjust rapidly to a complex multicultural environment.
    • Ability to fit into a multilingual team and maintain seamless working relationships.
    • Ability to work effectively under pressure and handle sensitive and confidential documentation
    • Excellent writing skills and a sound mastery of various language standards.
    • High level of accuracy, faithfulness to the spirit, to the letter, style and nuances of the original text.
    • Ability to work with standard Microsoft software used in the Bank and practical knowledge of computer-assisted translation (CAT) tools.
    • Ability to communicate excellently (written and oral) in English and French.
