    Accountability Assistant

    Project Background

    • The Accountability Assistant will work with the hotline assistant, the MEAL-Accountability Officer, project teams and community mobilizers to ensure strong Beneficiary Feedback and Response Mechanisms (BFRM) are put in place in the various programs of North East Nigeria.
    • S/he will be responsible for managing and monitoring beneficiary feedback on a daily basis and will prepare analysis reports presenting general trends to be shared with project teams.
    • Under the supervision of the MEAL-Accountability Officer, the Accountability Assistant will categorize the feedback received, record beneficiary them in the database, transmit the feedbacks to the adequate team, follow up advancement with the teams, update the database, and provide oversight to ensure entry of accurate and complete feedback data on a daily basis.
    • Additional responsibility includes participation to project team meeting to share learnings from beneficiary feedbacks and the management /archiving of physical beneficiary feedback data collected through paper forms.
    • The Accountability Assistant will collaborate with the MEAL-Accountability Officer, CRS North Nigeria project staff and community mobilizers to ensure establishment of sound communications strategies with target communities regarding how to share feedback on CRS project implementation.
    • The Accountability Assistant will also ensure that timely and adequate response (answer or action) is given to every feedback received by following up with the project teams and ensuring the database is always up to date.

    Job Responsibilities

    • Assign a category to the feedbacks received from the hotline and through community-based mechanism (staff, community meetings, suggestion boxes, etc…)
    • Assign a ticket number to each feedback and enter feedbacks in the database
    • Regularly transmit feedbacks to the adequate teams
    • Prepare weekly and monthly reports presenting the learnings from the feedback received, per project
    • Participate in teams’ meeting to share the trends and learning from the feedbacks
    • Follow up regularly with the teams on the advancement of feedback responses
    • Regularly update the database by adding the response implemented and close feedbacks when an adequate response has been given
    • Ensure all feedback collected from beneficiaries are kept confidential and timely/accurate response is given back to them
    • Support CRS and partner to document and respond to all community feedback received
    • Support the MEAL-Accountability Officer to facilitate orientation, training and awareness sessions on beneficiary feedback mechanism to CRS and partner staffs as required.

    Qualifications and Skills

    • Bachelor degree in Social Science or any relevant field such as Law, Administration or Management.
    • At least 1-year full time experience in Monitoring, Evaluation, Accountability and Learning, preferably with an international NGO.
    • Demonstrated experience in database management.
    • Must have excellent research and facilitation skills, including developing and leading community meetings, Focused Group Discussions etc.
    • Good knowledge of computer software such as MS Office and Excel:

    Accountability Officer

    Project Background

    • The Accountability Officer will implement newly developed Beneficiary Feedback and Response Mechanism (BFRM) in Northeast (NE) Nigeria but not limited to MEAL activities, as described in the job responsibilities.
    • S/he will ensure that NE BFRM is aligned with Country Level Accountability Framework.
    • S/he will be based in Damaturu with frequent visits in the project area.
    • S/he will report to the MEAL Coordinator but work closely with Program Managers and MEAL Officers in NE.

    Job Responsibilities
    Accountability (80%):

    • Provide technical assistance to ensure that accountability framework is integrated throughout the project cycle (design, implementation, and M&E) across NE.
    • Provide training and guidance for project staff on relevant BFRM.
    • Review accountability framework periodically and update any changes if deemed necessary in consultation with NE MEAL Coordinator.
    • Build staff capacity to mainstream and develop accountability practices and mechanisms into programming.
    • Maintain and update the BFRM database; and provide timely update to program staff based on the nature of feedback.
    • Lead and support the development of communication materials for beneficiaries on BFRM.
    • Design and provide feedback to the proposal development process on strengthening accountability measures.
    • Liaise with Country Program (CP) MEAL Team on strengthening accountability measures and CP framework.
    • Act as content expert on donor accountability requirements.
    • Incorporate, where necessary, cross cutting themes such as protection, gender and disability in designing, implementing and reporting accountability.
    • Develop standard talking point and Frequently Asked Questions (FAQ) align to nature of feedback in collaboration with MEAL Coordinator and Program Managers.
    • Support and mentor/coach Accountability Assistance and Hotline Assistance in BFRM and database management/reporting.
    • Ensure that feedback is routinely recorded, reviewed and responded timely align with feedback mechanism guidelines.
    • Generate periodic reports and share with programs and MEAL department.
    • Participate in internal and external meetings related to humanitarian accountability.
    • Conduct periodic field visit to ensure that the accountability system is in place and necessary supports are provided as needed.

    Monitoring, Evaluation and Learning (20%):

    • Conduct regular on-site and post-activity monitoring to measure the project progress.
    • Conduct Market Price Monitoring in collaboration with the Programs.
    • Provide timely analyzed data and report on the monitoring activities and feedback to the programs; and write reports.
    • Identify, document, store and share lessons learned (this includes success story too) that have implications for refinement of best programmatic practice.
    • Conduct and document end of project learning reviews and share learning with partners/stakeholders.
    • Ensure ethical and safe collection and storage of data.

    Qualifications and Skills

    • University Degree, preferably in Statistics, Information Management, Management, Social Sciences or related fields.
    • Minimum of three (3) years’ experience working with NGOs or government agencies in planning and implementation of accountability programming in humanitarian or development programs.
    • Strong knowledge and proven experience on project monitoring and evaluation.
    • Ability to train partners and staff on developing and maintaining the Accountability Feedback and Response Mechanism.
    • Knowledge of English, Hausa and Kanuri mandatory. Shuwa and Fulani would be an advantage.
    • Strong analytical and critical thinking skills.
    • Excellent written and oral communications skills in English.
    • Strong interpersonal skills and ability to work in a diverse team and manage complex and sensitive organizational relationships.

    MEAL Manager

    Project Background

    • Under the direction of the MEAL Coordinator, the MEAL Manager will be responsible for all MEAL related activities including, but not limited to: monitoring progress on project indicators, elaboration of M&E tools, conducting needs/market/post activity assessments, beneficiary database management, recalibration of beneficiary targeting at project mid-point, development and implementation of accountability mechanism as well as compilation of monthly, bi-monthly, and quarterly reports.
    • The MEAL Manager will be based in Maiduguri with frequent trips to the project area and will report to the MEAL Coordinator, but will also work closely with the Emergency Coordinator for technical support.

    Job Responsibilities

    • Design and manage Monitoring, Evaluation, Accountability and Learning system with the support from MEAL Coordinator.
    • Facilitate MEAL Coordinator and Program Managers in conducting SMILER workshop at the project start-up.
    • Develop or adapt project specific MEAL tools and carry out field testing where necessary.
    • Track donor and CRS reporting requirements and deadlines and provide MEAL information to Program Managers and Emergency Coordinators for drafting reports.
    • Determine role of all actors involved in providing technical support to project monitoring and evaluation.
    • Provide direct supervision over MEAL unit staff, particularly the M&E Officers, Accountability Assistant, MEAL Assistant etc. and ensure that coaching and performance plans are completed on time and with adherence to CRS talent management quality standards.
    • Assist MEAL Coordinator to ensure consistency of standards, harmonization of information and input from beneficiaries and sharing of learnings.
    • Verify data for completeness, correctness and consistency and follow up on any data/program quality issues.
    • Support Program Managers and MEAL Officers in conducting regular MEAL field visits to collect data with the help of partners, assess the application of MEAL tools, and assist in preparation of monthly/quarterly report to donors and CRS office.
    • Identify bottlenecks in the program MEAL systems, recommend appropriate solutions and ensure follow-through.
    • Promote the use of Information Communication Technology for Development (ICT4D) solutions throughout the project or digital data collection.
    • Supervise the Accountability Officer in Beneficiary Feedback and Response Mechanism (BFRM) and be responsible in tracking beneficiary and non-beneficiary’s feedbacks and complaints management.
    • Ensure regular analysis and action planning meetings to (1) compare data against project milestones, targets, and quality expectations across project sites; (2) identify issues requiring further attention; (3) define action needed and assign responsibility and deadlines- are conducted and prepare report.
    • Identify, document, store and share lessons learned (this includes success story too) that have implications for refinement of best programmatic practice.
    • Ensure that the cross-cutting themes such as gender and protection are integrated in the partners’ MEAL plans and systems.
    • Conduct and document end of project learning reviews and share learning with stakeholders.

    • Conduct regular on-site and post distribution monitoring; post-activity monitoring and Focused Group Discussion to measure the project progress.
    • Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives.
    • Conduct Market Price Monitoring in collaboration with the Programs.
    • Provide timely analyzed data and report on the monitoring activities and feedback to the programs; and write reports.
    • Support the team on the registration, commodity/card distribution and others activity through rigorous monitoring exercise.
    • Conduct data validation and verification exercise as necessary.
    • Maintain the Indicator Performance Tracking Table and feed the information to programs and MEAL team.
    • Facilitate in training enumerators in the activities such as rapid assessment, registration, survey, baseline/end-line etc.
    • Elaborate, review, and test all M&E tools before the implementation.
    • Promote the use of Information Communication Technology for Development (ICT4D) solutions throughout the project or digital data collection.
    • Establish the database or tracking sheets of project beneficiary and assistance provided and share the information timely with the programs.
    • Supervise the Accountability Assistant in Beneficiary Feedback and Response Mechanism (BFRM) in responding feedback at the community level.
