    Business Support Manager (C1 - Global)

    Location: Abuja (With possible travel to North East)

    Job Description

    • This role is for a good leader interested in providing financial and risk management service by developing business intelligence that supports program decisions and performance management.
    • The job holder will provide strategic overview and management of Finance, Procurement & Logistics and information Communication & Technology; leading on business process re engineering initiatives that will ensure appropriate integration with user departments.
    • The job holder will reinforce value for money criteria in close cooperation with the program and management units.

    Key Responsibilities and Accountabilities
    Performance Management & Business Intelligence:

    • Steward performance management Lead business intelligence activities, performing proactive monitoring and analysis to drive strategic business decisions and continuous improvement activities
    • Respond to informational requests from The Headquarters and The regional Centre and be the main contact point for information for on all matters to do with programme support.

    Financial Planning and Information Management:

    • Lead the annual and periodical financial planning, budgeting, forecasting and reporting processes to ensure efficiency and compliance with all organisational standards of management and accountability.
    • Provide direct support to Programme Managers and/or budget holders on all matters of finance specifically budget preparation, monitoring, control and reporting with a view to ensuring good financial standards is met.

    • Ensure that the Finance team provides proactive response to the Programme team in:
      • Departmental planning and budgeting (Inc departmental operating $ans, budgets, and (re)forecasting and analysis);
      • Cost recovery through proactive and aggressive recharging of core costs and key positions to restricted donor funding
    • Contributes to proposal development (for Grants and Tenders) and leading the development of detailed internal coat models and external budget / pricing proposals together with the supply add Logistics Manager,
    • Manage restricted funds (e.g. EU/ECHO, UNHCR, DFID, SIDA, USAID/OFDA, etc) in collaboration with Funding Coordinator to ensure best practice for compliance and financial reporting as required.

    Procurement & Logistics:

    • Supports the Supply and logistics Manager in design and implementation of effective supply chain and logistics management strategies working with the Country Director with respect to identifying required interventions, and the resolution of attendant issues.
    • Support the team to embed organisational systems, standards and structures into logistics & procurement functions, including strategic advice, clarity on policy, procedures and ways of working.

    Information Technology:

    • Ensure that IT strategy not only incorporates developing effective business solutions and services with the underlying infrastructure but that it underpins the delivery of appropriate technology enabled solutions.
    • Ensure continuous follow up to IT process and day-by-day operation that complies with Oxfam minimum standards and policies; promote best practise.

    Leadership, Coordination and Capacity Building:

    • As a member of the leadership team, support the development of the country strategy, with a focus on ensuring. sufficient capacity and support in business operations.

    Educational, Experience and Competencies
    Essential:

    • Masters degree in Accounting, Business Administration, Economics or closely related field i.e. in the areas of Project management, social sciences or a combined professional qualification. Relevant work experience may be considered.
    • Full professional qualification in accountancy (e.g. CA/ACCA/ACA/CIMA/CPA)
    • Minimum of 10 years “hands-on” working experience in providing a whole range of financial services within a structured organisation, 5 years of which must be at strategic level in an INGO program work, including field experience and/or with institutional donors .
    • Proven ability to interpret financial procedures and standards and put them into practice and influence others in their implementation
    • Experience managing humanitarian, campaign as well long-term program budgets of over €40 million and reporting to relevant donors,

    Compliance Manager (C1 - Global)

    Job Description

    • Are you a compliance manager with strong advisory skills? Reporting to the Country Director the job holder will ensure that Oxfam maintains the integrity of all business operations/ transactions and activities through the development, implementation and continuous monitoring of the risk management and the control framework (systems, structures, policies and procedures).
    • This is achieved by providing periodic appraisal of Oxfam policies, procedures, plans. donor contract guidelines compliance within various functional areas.

    Key Responsibilities and Accountabilities
    Strategic:

    • Provide direction and strategic leadership for organizational change and development processes with a focus on ensuring that the business support functions (Finance, Supply and Logistics, Human Resources and ICT) adequately support the program teams.
    • Establish and/or refine and disseminate policies, systems and practices (supply and logistics activities, disbursement and accounting for all financial resources) are in line with Oxfam global accounting policies, donor requirements and local law.

    Internal & External Audit Support:

    • Support preparation and successful conclusion of internal and external auditing activities, including fraud-prevention and integrity for the Country Director (CD), the Leadership Team, Oxfam HQ and for the donor annual audit reporting
    • Reviews management comments for audit reports and work with CD to monitor progress on work plans for implementation of audit recommendations from internal and external audits.

    Legal Risk Management and Statutory Compliance:

    • In collaboration with Oxfam Legal Counsel and HQ, minimize legal risk to the organization and support to alleviate legal issues confronting the organisation
    • Reviews and test control to ensure that Oxfam in Country systems are compliant with Oxfam Global policies, donor requirement, statutory returns, reports and tax and labour laws.

    Donor and Partner Management:

    • Ensures that the program team have a thorough understanding of donors’ administrative and financial requirements pre and post award
    • Develops and maintains effective partner grants and reports monitoring system, ensures adherence to Oxfam policies and procedures

    Leadership, Coordination and Capacity Building:

    • Contribute to training programs that can continuously improve individual and organizational capacity related to funds, accountability, ethics and compliance.

    Educational, Experience and Competencies
    Essential:

    • Advanced University Degree (Masters degree or equivalent) in Finance, Economics, Business Administration, Project Management or other relevant discipline. Relevant work experience may be considered.
    • Full professional qualification in auditing/accountancy (e.g. CA/ACCA/ACA/CIMA/CPA)
    • Minimum of 8 years progressively responsible positions in an INGO finance/audit operations team with at least years experience of managing compliance.

    Grow Coordinator (C2 - National)

    Job Description

    • The Grow Coordinator is responsible for the strategic development and day-to-day coordination and communications of the GROW Campaign. Reporting to the Head of Public Engagement and Influencing working with members of the Oxfam International (01) core campaign coordination team, GROW Campaign Management Team and staff from various Oxfam country teams working on different aspects of the campaign.

    Strategy and Fundraising:

    MEALSA Officer (D1 - National)

    Job Description

    • To ensure the implementation of a complete and coordinated MEALSA of the Oxfam response programme
    • The position holder will support the program teams and partners in Nigeria to define and implement a coordinated mechanism, based on the proposed Minimum MEALSA standards.

    Information Communication & Technology Officer (D1 - National)

    Job Description

    • We have a great opportunity for a passionate IT Officer bringing extensive experience, you will be responsible for conceptualizing, developing and implementing Oxfam Country Office ICT Strategy, systems, plans and policies.
    • The job holder will ensure that the IT platform / infrastructure provides the framework, support and capabilities essential for superior service delivery

    Key Responsibilities and Accountabilities
    Management of IT Infrastructure:

    • Oversee the software support to staff, including troubleshooting all software problems
    • Ensure the reliability of the local e-mail and internet systems in the Country office and programme field offices.
    • Manage network according to minimum standards including approving installations of new versions of virus protection software on the server and the workstations in the office
    • Oversee the management and maintenance of all computer systems assessment of requirements on purchase of hardware/software for the office in coordination with Logistics & Procurement team
    • Allocate and distribute ICT resources organisation wide regarding critical resource requirement of various department and keep an up to date inventory of all IT equipment both software and hardware in coordination with the supply and Logistics team
    • Provide proactive and responsive support  to all users including field offices by implement a help desk system that will capture regular support issue
    • Ensure delivery of client Microsoft Outlook setup and troubleshooting outlook issues and webmail access
    • Manage the Local Area Network (LAN) and the wireless Local Area Network, with aim of optimal performance of the network infrastructure.
    • Work with the programme team in design of flagship program by inputting onto the section of ICT4D design and framework guidelines on the use of ICT in programme work (i.e. ICT4D. Also coordinate the use of the MIS portal for program information management
    • Ensure optimal performance of VSAT equipment and Microwave assembly with active monitoring of active link to achieve throughput and QoS.
    • Ensure efficiency in delivery of Wireless networks (Wifi, Point to Point wireless connections), eliminate / minimize downtime / disruptions to service delivery.
    • Manage Mobile technologies i.e. 4G/3G, mobile data collection for roaming staff and support delivery of LMMS which are in line with Oxfam IT standard tool sets Telephones
    • Advise management on implementation of cost effective technologies like Voice Over Internet Protocol (VOIP) and Video Conference in line with corporate strategy

    IT Supplier Management:

    • Manage IT Service level agreements / contracts plus input on technical issues
    • Review purchase of office equipment in consultation with the Logistics team

    Support to Field Programme:

    • Lead remote support to the field offices to ensure that systems are running efficiently to agreed expected standards.

    Educational, Experience and Competencies
    Essential:

    • First degree or equivalent in Computer Science, Information Systems, Telecommunications or related field. Relevant work experience and professional certification may be considered,
    • 5 years troubleshooting, database design, information management experience. Knowledge of Microsoft Access and SharePoint is required.
    • Certification its Microsoft Certified Systems Engineer (MCSE) will be an added advantage.
    • Significant knowledge and experience in basic hardware (how hardware works), operating system.s (like Windows Server 2003 and Active directories and Window 7) training and training on other applications.
    • Knowledge on project management, business continuity plan.

    Finance Officer (D1 - National)

    Location: Abuja (With possible travel to North East)

    Job Description

    • The Finance Officer will support the delivery of all financial management functions according to Oxfam financial Manual , including but not limited to petty cash management, time sheet recording, monthly payroll processing and the monitoring of financial activities and requirement as they are relate specifically to Oxfam relationship with partner organisation.
    • She will check all expense supporting documentation to ensure compliance with organisation policies and related law, prior to obtaining approvals and payment processing.

    Key Responsibilities and Accountabilities
    Financial Planning, Budgeting and Reporting:

    • Review budget, activity plans and partnership agreements to ensure compliance with donor requirement and Oxfam policies and procedures
    • Produce accurate, complete and consistent financial accounts, comments and supporting documentation for inclusion in project budget planning.
    • Coordinates with Compliance Manager on the finance implementation of the grants implemented by counterparts.

    Financial Transaction and Cash Management:

    • Ensure the management of cash and treasury including timely and accurate payments of suppliers and locally hired short and long term staff. Ensure cash and banks accounts are regularly reconciled. Manage and oversee projects inventory, capital equipment and issues related to offices and guest houses management
    • Check accuracy, completeness and validity of financial data before payment and posting into Finance system.

    Financial Control & Risk Management:

    • Support the development of risk mitigation strategies in order to eliminate loss or fraud
    • Carry out financial / compliance risk assessment of financial and organisational systems of partner organisation according to Oxfam's partner assessment tools, in line with donor requirement.

    Donor and Partner Management:

    • Proactively review and identify any potential issues which would interfere with reporting requirements and/or meeting compliance standards and take appropriate action to resolve them.
    • Visit partner organisation to fully understand the context and operating environment they work in to ensure effective support is provided.

    Educational, Experience and Competencies
    Essential:

    • First degree or equivalent in Finance, Accounting, Business Administration, Economics or any Social Science discipline. Recognised accountancy qualification (ACA, ACCA, CIMA). Relevant work experience and professional certification may be considered.
    • Minimum of 5 years experience of all core financial management activities including accounts payable bookkeeping cash management, budget development, statutory requirement and standard account.

    Key Responsibilities and Accountabilities
    Strategic Leadership of our Public Engagement & Influencing Unit:

    • Develop long-term vision and strategic planning, long-term research strategies to achieve significant impact on Oxfams public engagement and influencing work from research, policy and advocacy
    • Lead and coordinate the development of Oxfams Nigeria’s Public engagement and Influencing Strategy that embodies the One Oxfam’s Program Approach addressing inequality in the food system, on gender and rights in crisis and addressing transparency in public and private governance systems in line with a new and highly complex environment
    • Lead on synergy on all Oxfam’s Nigeria Public engagement and influencing strands of work ensuring that the build on each other both geographically and thematically
    • Oversee the design, implementation, monitoring and evaluation of strategies and projects with a public and Win focus

    Provide Specialist Technical Advice On:

    • Ensure Oxfam quality and compliance standards and the integration of good practices in the Public Engagement and Influencing program in close liaison with Oxfams technical advisers and Project Manager from the regional platform and affiliates headquarters, and the wider team in the Abuja office
    • Ensure Oxfam’s gender justice and gender mainstreamin in the full cycle of project and program management and guarantee verifiable result achievement related to Oxfams gender objectives.
    • Develop and facilitate cooperation with civil society organizations (including non-implementing partners), the pci- vale and public sector, media, philanthropic, academic and other knowledge institutions.
    • Represent Oxfam at the various coordination platforms at national and regional levels ensuring compatibility with overall commitments and policy/project priorities

    Financial Management:

    • Direct responsibility for budget management of up to 2- 4 million F.UR project per year including significant donor funds
    • Manage all revenue streams related to public engagement and Influencing to maximize contributions to Oxfam.

    Educational, Experience and Competencies
    Essential:

    • Advanced University Degree (Master’s degree or equivalent) in Finance, Economics, Business Administration, Project Management or other relevant discipline. Relevant work experience maybe considered.
    • First degree in the Humanities, Social Sciences, Administration in development, Public Policy, Administration or a relevant subject

    Supply and Logistics Officer (D1 - National)

    Job Description

    • We are looking to hire passionate and customer-friendly individuals bringing extensive previous supply chain and logistics experience you will be part of a team that will provide technical support in procurement, fleet management, warehousing and property management to the country office.
    • Reporting to the Supply & Logistics Manager, the job holder will be expected to have exemplary in commitment to Oxfam Novib core values, upholding principles and policies.

    Key Responsibilities and Accountabilities
    Procurement and Purchasing:

    • Support identification, evaluation and development of project supply plans and annual procurement plans.
    • Coordination and administration of the operational, financial, administrative, and technical operations of the function; serves as a resource to Country office regarding supply chain and logistics processes, procedures, systems and policies,
    • Procure and ensure the continuous availability of needs for the smooth running of the Country office, programme and at times field offices; supports the overall team in achieving an on time and within budget delivery of requests without compromising quality and policy objectives,
    • Source or support in sourcing of goods and services, focusing on optimising cost, quality and service delivery via efficient procurement planning and scheduling, inventory minimisation and customer order fulfilment requirements.
    • Support vendor selection processes and select top quality 3rd parties and partners based on predetermined criteria and set Oxfam standards.
    • Ensure that there is an approved requisition for all purchases with valid project/fund numbers dully filled out before any purchase is made; ensures assignation of unique Requisition number to each requisition and ensures proper registration into requisition tracking sheet.

    Warehousing and Stock Management:

    • Ensure receipt of goods is in good order as described on the purchase order and requisition ensuring relevant technical advice for receiving goods of specific technical nature
    • Carry out regular stock reconciliation and report any discrepancies to the line manager
    • Ensure all health, safety and security precautions by all people involved in the store
    • Produce stock/warehouse management reports on a monthly basis or when required
    • Update inventory database sequentially, number of units, serial no., description of property, project no. /voucher no., date acquired, purchase cost, condition, location, user, expected disposal date if applicable.

    Year End Inventory Verification:

    • Conducts annual physical count of property and maintain update file copy.
    • Documents discrepancies front the previous inventory such as vehicle accident, damage, condition, location transfer etc.

    Transport and Fleet Management:

    • Supervise the work of the drivers to ensure proper vehicle allocations tracking of vehicle related costs inclusive of monitoring maintenance/repair/service schedules and fuel

    Asst and Property Management:

    • Prepare and register all fixed and non fixed assets and equipments in the registers according to Oxfam procedures.
    • Support assets management, replacement and disposal; ensures timely and accurate asset disposal with proper documentation and entries in the registers

    Administration and Management:

    • Facilitate hotel and guest house bookings for Oxfam staff and visitors, follow, up the presentation of monthly bills and ensure that approved payment request is submitted in a timely manner.

    Educational, Experience and Competencies
    Essential:

    • First degree or equivalent in Supply Chain, Logistics Management, Business Administration, Accounting, Finance or any other relevant discipline of study. Relevant work experience may be considered.
    • Minimum of 4 years “handson” working experience in logistics management with an international NGO including 1 year at supervisory level.

    WASH Coordinator

    Purpose of the Position

    To provide strategic leadership and facilitate quality, gender-sensitive, accountable, and impact-focused emergency WaSH interventions in LCB NE humanitarian response, building on existing programming, as well as influencing policy and practice and representing Oxfam on WASH issues

    Main Tasks

    Strategic Planning and Coordination:

    • Define and shape strategic objectives and priorities for the WASH strategy and contribute to other strategies, involving collaboration with other programme units.
    • Ensure that the strategy is informed by sound analysis, with consultations with teams and concerned stakeholders and are devised in promotion of Oxfam's values, culture
    • Overall responsible and focal point together with other coordinators in the scale up response in newly accessible areas.
    • Provide strategic advisory support, linking up Oxfam GHT advisors, UN and other agencies in the WaSH sector based in Maiduguri
    • Ensure that “lessons learned” from the emergency interventions in NE Nigeria is conveyed to the department to influence future policies and planning.
    • Explore and develop strategic partners contributing to quality and scaling up of programmes:
    • Liaise with donors on WASH technical issues of the programme (as required)
    • Advocate on programmatic options and link in with policy/advocacy team as required.

    Project design and implementation:

    • To continuously assess the context, and design/adapt the programme and team composition as required by the context, ensuring that operational plans take into consideration risks
    • Ensure a high quality, multi-sectoral approach, aiming at reaching appropriate minimum SPHERE and internal technical standards, with a focus on quality and accountability.
    • Work closely with TLs to agree on operational plan and share process guidelines and systems to be used in emergency WASH to ensure that quality objectives are met.
    • Support the preparation/ inception of projects, including recruitment of key WASH staff and activity planning as required.
    • Lead the team direct and remotely (as appropriate)  on assessments, compiling the report and leading on analysis and response plans
    • Develop guidelines and tools with teams for implementation, and also to ensure compliance with established guidelines and standards.
    • Endeavour to ensure a good working relationship with support functions, procurement planning, preparing supply requisitions, distribution plans, staffing requests, budgets etc in a timely manner
    • Proactively ensure that gender equity issues are taken into account in all aspects of Oxfam’s work and encourage mainstreaming of gender into all programme aspects by increasing knowledge of the staff, community structures and beneficiary communities through trainings/ awareness raising activities and incorporating gender data in program monitoring and design.
    • Ensure that the programme is accountable to beneficiaries through promoting their participation, providing them with information about programme activities and ensuring that beneficiary feedback is used effectively to adapt the programme.
    • To represent Oxfam at national and state level Coordination meetings and other sub-sector meetings when needed or requested by NEPC.

    Management of Oxfam staff:

    • In line with Oxfam performance management procedures, matrix line manage PHE/PH TLs – ensuring that overall performance management is in place and used effectively by the team in the Yemen humanitarian programme.
    • Build a strong team spirit and vision, ensuring that discussions on Oxfam country strategy, project implementation strategies, roll on WaSH strategies and detailed implementation planning are shared with the team, understood and implemented
    • Ensure an internal coordination mechanism is in place (regular staff meeting and reporting) & feedback is provided to PMs and NEPC, HRco in a timely manner.

    Monitoring, Evaluation, Review, and Learning:

    • Close collaboration with MEAL Co and inputs/technical support on developing new MEAL tools to be used by the team to ensure that relevant information is being collected to inform strategy and implementation, and to ensure accountability and learning.
    • With support from MEALco- guide and support field staff in effective on-going monitoring on project outcomes/impacts, and render technical advice for fine-tuning plans/modalities where required.
    • Guide on technical standards in operation reports (internal/ for donors).
    • Ensure project learning is captured, consolidated and disseminated.
    • Incorporate best practices in projects, and guide program staff on sharing strategies, procedures, successes and lessons learnt at national level and if appropriate regional level with appropriate partners and within Oxfam.

    Communicating Oxfam’s work:

    • Responsible for WASH contribution to Oxfam’s work, representing and developing good relationships with Ministry/departments/UN and other agencies, be proactive in ensuring that Oxfam develops and maintains a positive profile.
    • Keep informed of relevant programme issues and context and to contribute to wider programme learning.
    • Work together with the Technical Leads advocating on issues raised by programme team
    • As and when requested lead on reporting writing and provide updates to WASH Sector

    Job Requirements

    • You have a Bachelors/Masters degree in in a related discipline;
    • Over 5 yrs + experience in emergency WASH programming preferably with Oxfam. This includes large scale up (sudden onset) programme design;
    • Solid experience in working in conflict setting/remote operations and working in fragile  and insecurity contexts;
    • Excellent understanding of SPHERE and Oxfams internal min standards/tools;
    • Able to influence/negotiate and advocate technical options and strategy to donors and team;
    • Strategic development skills, with the ability to translate concepts easily into practical actions;
    • Able to work remotely with team;
    • Ability to develop and implement a robust, sustainable capacity building programme for national staff, local govt departments and local partners.  Proven coaching and mentoring skills;
    • Able to take initiative and have the ability to think outside the box (particularly when operating in complex emergency);
    • Able to integrate gender/protection and PHP/EFSL for quality integrated response;
    • Excellent English written skills.
