    PHE Assistant

    Team Purpose

    • To implement Oxfam’s Public Health Engineering humanitarian response in order to meet urgent public health needs for Oxfam’s beneficiaries.

    Job Purpose

    • To deliver Public Health Engineering humanitarian response in North Eastern Nigeria.

    Key Responsibilities

    • With support and supervision, join in supporting the assessment of emergency needs when required and collect and record basic needs assessment data from communities
    • As a part of rapid repairing team, plan and implement hand-pump, borehole and water supply system and pipe net work repairing activities as directed by the {PHE Officer and TL.
    • Train community hand-pump mechanics technicians, VLOM, and care & maintenance
    • Support PHE Officers in BoQ for repairs and rehabilitation of hand-pumps, water points and other plumbing and pipe works.
    • Ensure that all construction work, such as latrines, showers, washing slabs, water works meet Oxfam standards and assist in ensuring that contractors and community members work to the required timescale and qualities.
    • With guidance from the PHE Officer, implement the WASH response intervention that may include: water treatment, water quality testing, borehole construction and renovation, construction of semi-permanent and emergency latrines, solid waste management, drainage construction, construction of hand washing facilities, and other relevant activities
    • Always work to a pre-planned and agreed work plan. Where a work plan does not exist, be proactive in creating a work plan prior undertaking activities. With supervision, collect and record basic monitoring data, sometimes directly from programme beneficiaries, using forms provided by the PHE Officer
    • To conduct daily quality and quantity checks and record all work in the appropriate forms provided by the PHE Officer.
    • To report verbally and in writing to the PHE Officer as requested.
    • With the guidance of the PHE Officer, ensure that health and safety monitoring is incorporated into all public health engineering activities, including water works repairing
    • Maintain a good relationship with the community.
    • Advise the PHE Officer of progress, constraints and any other issues that may impact on work plans
    • Ensure all work is carried out in a way that is sensitive to community needs and gender issues. In particular, to promote the full and equal participation of women in all aspects of the work.

    Skills and Competence

    • Proven experience in integrated water, sanitation and hygiene promotion projects
    • Experience and experts in India Mark 2-3 hand pumps, plumbing works and water committees, care & maintenance
    • Good listening skills.
    • Ability to work under pressure, to be flexible in work areas and to be responsive to changing needs.
    • Sensitive to the needs and priorities of disadvantaged people.

    Protection Teamleader - Roving

    Location: Maiduguri with frequent travelling to the field

    Purpose of the position

    • To support the development and implementation of Oxfam s humanitarian work by providing specialist advice and support on humanitarian protection.
    • This will include implementing mainstreaming protection in the humanitarian response, supporting safe programming and undertaking gender-sensitive community-level protection activities in particular, protection monitoring and information dissemination and referrals guided by Oxfam’s policies and guidelines for managing information and the relevant professional standards in protection work.

    Main Tasks
    Programme Implementation:

    • Ensure the delivery of protection activities and provide technical support to the Protection Officers to undertake their responsibilities in line with their role and responsibility.
    • Join field protection officers in monitoring and analysing protection issues affecting populations in area of Oxfam operations.
    • Provide specialist protection advice and support to Oxfam’s humanitarian response in North-east Nigeria, including regarding engagement with armed non-state actors and ensuring independence and impartiality in providing services.
    • Support the Protection Coordinator in mainstreaming protection across Oxfam’s humanitarian response in North-east Nigeria.
    • Provide technical support to WaSH, EFSVL and MEAL teams in integrating protection within their programmatic tools, such as targeting criteria or PDM.
    • Prepare for and organize community consultations and community based orientation sessions, in coordination with Oxfam team(s) and other partners.
    • Lead and supervise assessment teams during thematic surveys, needs assessment and data collection for protection-related research.
    • Monitors protection issues affecting IDPs and host population in areas of operation.
    • Support the Protection Coordinator, Programme Managers and Team Leaders to strategize, plan for and ensure appropriate integration and mainstreaming of protection through all programme activities.
    • Support the Protection Coordinator and Programme Manager in developing safe programming and conflict-sensitive approaches to the humanitarian response.
    • In collaboration with the Protection Coordinator and the Programme Manager, ensure program staff members are fully trained on existing referral systems and relevant SOPs.

    Advocacy and Research:

    • Support protection-related advocacy researches and surveys in coordination with the Protection Coordinator and the Policy, Media, Advocacy and Campaigns department.
    • Support Program Team for preparing written protection updates for Oxfam situation reports.

    Coordination:

    • Develop lines of communication and close collaboration with the PHE, PHP and EFSVL teams and contribute to a coordinated humanitarian response
    • Liaise with logistic and procurement to ensure protection activities have the required resources in good time. Complete and keep records of the necessary paperwork
    • Represent Oxfam with key protection actors such as ICRC, UNHCR, IOM, OCHA and actively participate in the Protection Cluster and relevant Areas of Responsibility
    • Monitoring, Evaluation and Learning (MEAL) and reporting
    • Produce gendered protection updates that will be included in field visit reports
    • Organise and prepare protection analysis if and when required
    • Contribute in Sitreps, monthly reports, donor reports and proposals.
    • Support and coordinate with MEAL Officers and assistants for baseline survey, post-distribution and other monitoring activities.
    • Other duties and responsibilities required by the line manager

    Job Requirements

    • You have an University Degree at Masters level in a relevant discipline (Law - including International Law -, Political Science, Social Science, Peace and Conflict Studies, or any other relevant education profile);
    • A minimum of 3 years involvement in humanitarian response work, preferably in field-based protection work in conflict or insecure environments.
    • Strong conceptual and practical understanding of protection issues and specifically Oxfam’s approach to and role in protection work including advocacy;
    • Understanding of the Protection Cluster and other protection coordination mechanisms and the roles and mandates of key protection actors;
    • Analytical skills and strategic thinking, including experience developing written analysis and strategies for protection
    • Strong understanding of gender-related aspects of protection work. Commitment to gender equity, diversity and equal opportunities

    • Ensure the involvement of the poorest, vulnerable & marginalized members of the community, especially women, men, children, chronically ill and persons with disability in programme identification, design, implementation, monitoring and evaluation.

    • To be familiar with and abide by the CHS standard, SPHERE principles and Oxfam International procedures and other regulatory codes

    Head of Humanitarian Response

    Job Purpose

    • The Humanitarian Program Manager will be expected to lead Oxfam’s humanitarian response, monitoring, evaluation and contextual analysis of the EFSVL, WASH and Protection/Gender situation in Nigeria and to design and manage the implementation humanitarian projects in response to emerging needs.

    Key Responsibilities and Accountabilities
    Strategy, analysis of the humanitarian situation/recommendations:

    • Ensures the correct implementation of the projects managed by Oxfam in Nigeria and partners and that donor contractual requirement are fulfilled. This includes the management of funded projects according to guidelines and standard.
    • Represents Oxfam in the country, maintain and build relevant relationships with Nigeria Government agencies, Donor representation in the country and relevant INGOs.
    • Consolidates Oxfam role in the country by providing strategic leadership in its specific sectors of intervention in coordination with the Oxfam HQ.
    • Supports the implementation of country humanitarian strategy and the coordination of periodic operational plans and budgets of the country and its programs, monitoring progress towards achieving program objectives - also measures outcome and impact against recognised indicators.
    • Supports ongoing monitoring and analysis of the humanitarian situation in the country.
    • Leads and coordinate new proposals following the recommendations of the ongoing evaluations for the scale-up of the response.
    • Contributes to the report tracking tool and improvement plans emanating from program standards assessments.
    • Supports programme planning, monitoring and evaluation including field visits, periodic reviews and knowledge management.
    • Ensures evidence based programming, contributing to MEAL data analysis to ensure learning influences programme design and strategy.
    • Coordinates key baselines, endlines, and evaluations, ensures surveys meet the expected standards, in close collaboration with MEAL and programme teams.
    • Participates in programme/project planning processes, particularly on logic of intervention (Develops logical frameworks and MEAL plans), and contributes to ensuring adherence to Oxfam’s programme quality standards.

    Programme Management:

    • Ensures overall leadership of disaster preparedness, mitigation and management including humanitarian response activities for Category 1 emergencies working with a team of Global Humanitarian for advice and support.
    • Represents Oxfam to government officials, Consortium, international organisations and NGOS and others stakeholders.
    • Carries out ongoing monitoring and providing clear analysis of the humanitarian situation and Oxfam response.
    • Recruits and manages staff in line with Oxfam policies, ensuring that they have the necessary induction, training and support as required.
    • Ensures staff safety and security procedures are monitored, updated and implemented. This will include an analysis of the risks and the threats to staff working on Oxfam programmes.
    • Ensures that the programme is implemented in a consultative, participative and gender sensitive way.
    • As appropriate, identify any blockage in coordination/communication and ensure resolution.
    • Prepare periodic briefings and communication/funding documents on the response.

    Partner Management:

    • Builds and develops networks with the relevant governmental institutions, local authorities and other actors that play a key- role within the projects’ intervention areas.
    • Maintains effective partner grants and reports monitoring system, ensures adherence to Oxfam policies and procedures on partner management.
    • Participates in regular meetings with partner organisations to fully understand the context and operating environment; ensures that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives.
    • Supports the local partner’s identification and contract.
    • Pro-actively initiates and maintains contacts with peers, Oxfam and other relevant stakeholders.

    Capacity Building for Partner and Oxfam Staff:

    • Ensures, in coordination with the CD, the management and capacity building of the staff involved in the implementation of projects, according to Oxfam values and ways of working.
    • Contributes to and maximise use of the Knowledge networks to share strategic thinking and learning more widely as well as within the Country Team to ensure that programming builds on learning and is evidence based, innovative and agile to respond to opportunities for change.
    • Contributes to managing technical performance of field staff including objective setting, personal development plans, and performance appraisal.
    • Facilitates capacity building process of Oxfam staff and partners on knowledge, skills, and competencies necessary for effective Humanitarian response.
    • Provides high-quality advice to partner staff as required.
    • Forms key part of technical team. Ensures good management, facilitation and ‘problem solving’ with and for staff as and when needed.

    Job Requirements
    Essential:

    • First degree or equivalent in statistics, research methodology, social sciences, or other relevant qualification.
    • Masters degree in International Development, Economics, Project management or closely related field i.e. in the areas of research, assessment, monitoring, learning, and capacity development/transfer or a combined professional qualification and sound experience. A relevant work experience may be considered.
    • A minimum of 8 years of experience in similar roles - specifically in managing humanitarian and development programs funded by different donors.
    • Significant leadership and management experience in the development and delivery of high quality program, influencing and humanitarian strategy, with and through partners or directly, in one or more challenging locations. (Humanitarian WASH, protection and/or EFSL programs).
    • Experience of managing complex change processes and relationships involving a wide range of both internal and external multi-cultural stakeholders across a variety of disciplines and geographical areas.
    • A high degree of self awareness and an understanding of how to drive and support excellent team performance and individual development in line with Oxfam’s values and policies.
    • Proven track record of leading and motivating multi disciplinary, geographically remote teams and operations across a number of locations.
    • Good knowledge of developing and implementing monitoring systems to track the effectiveness of programs and an ability to build cooperative, professional relationships with donors, partners and peer organisations.
    • Experience in working and jointly implement projects involving local organisations as implementing partners; building the capacity of the team internally and of external stakeholder
    • Excellent personal communication skills, in written and verbal English.
    • Good interpersonal, influencing, diplomacy negotiating skills.
    • Well-developed conceptual, critical, and analytical thinking with the ability to convey complex information in a straightforward, interesting way, and influencing this to a wider audience

    Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

    Job Purpose

    • To increase Oxfam Humanitarian Programme impact through the provision of strategic support on core Programme Quality (PQ) components (design, planning, monitoring, evaluation, learning, social accountability and partnership), and to strengthen throughout all humanitarian programmes the embedding of Oxfam's one programme approach, gender and rights-based approach.

    Key Responsibilities

    • MEAL System Development and Implementation
    • Work with Technical Coordinators / Team leaders (EFSL, WASH and Protection) and country MEAL / Program Quality team in developing / updating MEAL frameworks and tools.
    • Work with the project teams in Newly Accessible Areas in implementing MEAL framework and tools.
    • Data Gathering, Information Management and Reporting
    • Prepare clear data collection plans in discussion with the MEAL / PQ and technical teams and lead on all field data collection exercises, data management and analysis

    • Undertake periodic monitoring and technical support visits to working areas to assess progress against agreed MEAL system and recommend corrective actions as appropriate
    • Work closely with project teams on overall MEAL issues

    Review, Reflection and Learning:

    • Assist the project team in documenting lessons learnt
    • Collecting best practices, case studies which demonstrate qualitative and quantitative changes over the period
    • Work with the PQ / MEAL team to conduct project reviews, learning events at project locations

    Other:

    • Delivering any other responsibility assigned by the line / matrix manager.

    Skills and Competence

    • University (Bachelor) Degree in Development Studies, Development Sociology or equivalent 3 years experience with monitoring and evaluation, preferably in a similar role within a international organisation - Essential
