    Senior Investment Officer / Clean Cooking Specialist

    The Complex

    • The Vice Presidency for ‘Power, Energy, Climate and Green Growth’ is a Sector Complex focusing on the Bank’s Ten Years Strategy, High 5s priority of "Light up and Power Africa".
    • The complex’s objectives are (i) to develop policy and strategy; (ii) to provide deep sector technical expertise to the Regions by gathering pool of experienced individuals who can be consulted for their expertise on complicated transactions; (iii) to develop new financing instruments; (iv) to act as spokesperson to represent the Bank with external stakeholders on all aspects of “Light Up and Power Africa".
    • The Complex will focus on areas of Power systems, policy and regulation, renewable energy; and, Climate and Green Growth.

    The Hiring Department

    • The Renewable Energy and Energy Efficiency Department has the broad objective of promoting the development of renewable energy - both large and small scale - and promoting energy efficiency along with clean cooking.
    • It is the responsibility of the Director to build an organization to help deliver these objectives for the Bank and for the Regional Member Countries.
    • The department comprises of two divisions: Renewable Energy Division and Energy Efficiency and Clean Cooking Division.
    • The Energy Efficiency and Clean Cooking Division has overall responsibility for promoting energy efficiency and clean cooking throughout the continent.

    The Position

    • The Senior Investment Officer - Clean Cooking Specialist is responsible for providing policy support to enhance the enabling environment for cleaner cooking and to undertake clean cooking-related investments including supply-side support to Small and Medium Enterprises providing clean cooking solutions and promotion of clean cooking on the demand side.

    Duties and Responsibilities
    Under the overall supervision and guidance of the Division Manager - Energy Efficiency and Clean Cooking,  the Senior Investment Officer - Clean Cooking Specialist will perform the following:

    • Contribute to the delivery of flagships as relevant to ensure delivery of the New Deal on Energy objectives;
    • Assist and advise Regional Member Countries in the development and implementation of conducive policy environment for cleaner cooking including the setting up of quality standards systems;
    • Support the implementation of technical assistance and projects aiming at designing policy, regulatory and capacity-development interventions towards supporting clean cooking;
    • Take a leading role, along with Hub based personnel, in the process of identification and preparation of operations related to clean cooking (including supply-side support to Small and Medium Enterprises providing clean cooking solutions and promotion of clean cooking on the demand side), whilst ensuring country ownership;
    • Provide deep sector expertise for quality assurance of feasibility studies related to the development of clean cooking projects : preparation of terms of reference, review and validation process;
    • Review and quality assurance of project preparation and appraisal documents vis-à-vis technical requirements;
    • Lead or participate in the identification, development, structuring and processing projects to be considered for private sector financing, undertaking the needed due diligence, risk analysis and mitigation work towards the structuring of loans (project finance and corporate loans), equity investments, guarantees or other forms of assistance, in close coordination with Hub teams and the Complex’ other Directorates(Power Systems, Energy Solutions, Climate Change and Green Growth, Partnership);
    • Lead or participate in due diligence missions and provide technical support in negotiations with project developers, sponsors, and financiers
    • Manage the drafting of project documents including evaluation notes, concept notes, project issues lists, project appraisal reports and other briefs for presentation of transactions to country team, credit committee, operational committee, Board of Directors and other meetings.
    • Liaise with the Energy Solutions Directorate for the design of innovative financing approaches and the mobilization of resources to develop clean cooking;
    • Contribute to the preparation of knowledge and analytical work to inform country strategic work as well as new operations in the field of clean cooking;
    • Undertake any other task that the Division Manager or Director may assign.

    Selection Criteria
    Including desirable skills, knowledge and experience:

    • Hold a Master's degree or its equivalent in energy engineering, energy efficiency or any related field. Additional qualification in decentralized energy solutions, renewable energy is an asset.
    • Have a minimum of five (5) years of relevant professional experience in the clean cooking or energy efficiency business development and/or policy advisory.
    • Experience in clean cooking project structuring and advisory (e.g. business models, financial structuring, fund-raising, technical development, community engagement) is advantageous.
    • Proven experience in private sector deal structuring and advisory (e.g. business models, financial structuring, fund-raising, technical development, community engagement).
    • Proven ability to assess and provide technical and financial advisory services to both public and private sector stakeholders in the clean cooking space
    • Solid understanding of policy and regulatory issues, as well as public sector institutional capacity, required to enable clean cooking investments
    • Full understanding of the principles of project cycle and project implementation;
    • Good communication skills with demonstrated ability to present and win support for ideas as well as make effective and timely decisions;
    • Proven ability to interact competently with both public and private sector stakeholders in the energy efficiency space

    • The Energy, Financial solution, policy and regulation department is responsible for advising Regional Member Countries in the establishment of relevant policies and regulations and to structure energy investments.
    • The department is also responsible for coordinating relevant flagship programs: Early stage Project support and Financing Catalyst and country wide transformation. Under the department there are two divisions. 
    • They are Energy Policy regulations and statistics Division and Financial Solutions Division.
    • The Energy Policy, Regulations, Procurement and Statistics Division provides leadership in the establishment of relevant energy policies and clear, predictable and transparent regulation framework to ensure financial stability of the sector and mobilization of private investments.

    The Position

    • The role of the Energy Economist will be to provide deep sectoral expertise for the analysis of power markets in Regional Member Countries and identifies opportunities for Bank support.

    Duties and Responsibilities
    Under the general guidance and overall supervision of the Division Manager, Energy, Policy, Regulation, Procurement and Statistics, the Energy Economist will perform the following:

    • Coordinate/support the delivery of flagships as relevant to ensure delivery of the New Deal on Energy objectives;
    • Support the rolling out of transparent Independent Power Producers procurement scheme and the mobilization of the private sector in generation;
    • Compile energy market data, analyses market trends, including demand, supply and price projections, and undertakes market intelligence in support of financing decisions
    • Monitor and analyse evolution of energy policies in Regional Member Countries and Regional Economic Communities ;
    • Assess the institutional and regulatory environment of the energy sector and identify opportunities for Bank support;
    • Carry out studies related to the medium- to long-term impacts of major energy projects, programs and policy developments in Regional Member Countries, Power Pools and Regional Economic Communities;
    • Prepare medium-to- long term energy sector outlook reports on in Regional Member Countries/Regional Economic Communities;
    • Advise on the preparation of energy sector master plans for member countries;
    • Coordinate energy initiatives and programs with regional bodies such as the African Union, Development Financial Institutions and bi-lateral partners;
    • Carry out economic and stakeholder evaluation of energy projects funded by the Bank where relevant;

    The Hiring Department/Division

    • The role of the Gender, Women and Civil Society Department is under the Agriculture, Human and Social Development Complex focusing on the Bank’s Ten Year Strategy High 5s priority of “Feed Africa” and “Improve Quality of Life for the People of Africa”. Furthermore, “Improve Quality of Life for the People of Africa” will be operationalized with focus on Gender, Women and Civil Society.
    • The Gender, Women and Civil Society Department is designed to improve coherence and coordination across complexes on gender and Civil Society Organization issues. The department will ensure strategic priorities are reflected in resources allocation, enhance monitoring and management of performance, and strengthen the focus on results.
    • As part of the Gender, Women and Civil Society Directorate, the Manager, Civil Society and Community Engagement division will provide leadership on mainstreaming civil society in operations.

    The Position

    • The Division Manager Civil Society and Community Engagement reports to the Director Gender, Women and Civil Society Department.
    • He/She is responsible for leading and coordination of the civil society engagement work in the Bank and provide strategic guidance on participation work in Bank including building relationships with development partners & other alliances at global level to advance inclusiveness in the Bank work.

    The main work objectives are:

    • Ensuring quality at entry of projects by Assessing, Monitoring & reporting;
    • Act as strategist and support the lead spokesperson for Civil Society Organization engagement inclusion in the High 5s;
    • Provide deep sector expertise on transactions and in the High 5s relevant policies and strategies;
    • Provide technical knowledge for strategic implementation of the High5s from a citizen engagement lens;
    • Develop innovative approaches to the implementation of the High5s.
    • Recognize the substantial potential and staff awareness for increased constructive engagement of civil society in pursuing African Development Bank’s poverty reduction objectives.
    • Ensuring civil society involvement in strategy development and in various lending instruments where the Bank enhances the perception of being transparent and accountable to the citizenry.
    • Coordinate the Bank-wide partnership with civil society organization, anchor the Secretariat of the African Development Bank - Civil Society Organization Committee, chaired by the Senior Vice President with membership across sectors and regions to ensure full integration of Civil Society Organization engagement all projects.

    Duties and Responsibilities

    • The Division Manager Civil Society and Community Engagement, under the oversight of the Director Gender, Women and Civil Society Department, manages staff of the Division and plans, organizes, supervises and directs the work to ensure efficient and effective assistance.

    Specifically, the Duties of the Civil Society and Community Engagement Division Manager are:
    1.) Manage and supervise the Division:

    • Plan, organize and coordinate the activities of the Division;
    • Set the overall objectives, develop work programs and oversee their execution and ensure that deadlines are met and that the Division’s outputs reach the highest technical quality standards;
    • Establish a feedback mechanism and workflow management and assignments monitoring system in compliance with the Bank’s policies, guidelines and procedures.

    2.) Lead policy development and monitoring:

    • Lead policy/strategy development/revision to enhance mainstreaming, gender, civil society participation and Sustainable Development Goals;
    • Support the mainstreaming of gender, civil society participation and Sustainable Development Goals into sector policies and strategies;
    • Coordinate and lead the development and revision of action plans for mainstreaming Civil Society Organization engagement in delivering Hi 5 s agenda;
    • Establish and coordinate an institutional mechanism for monitoring policy implementation;
    • Regularly inform bank staff on status of African countries in achieving Sustainable Development Goals and coordinate annual reporting on gender disaggregated results.

    3.) Enhance the mainstreaming of civil society participation and Sustainable Development Goals  into Bank operations:

    • Actively involved in the Bank’s review process -country and regional team meetings;
    • Lead the development and application of mainstreaming tools for Country Strategy Papers, project design & supervision;
    • Provide operational support for project design, monitoring and evaluation;
    • Ensure strengthened Bank institutional capacity through training and other means;
    • Enhance Civil Society Organization participation and Sustainable Development Goals responsiveness of the Bank’s quality assurance and results frameworks;
    • Ensure the mainstreaming of gender, Civil Society Organization participation and Sustainable Development Goals into the operations manual and guidelines;
    • Strengthen the effectiveness of the Banks committee on Sustainable Development Goals;
    • Enhance the strategic focus of the Bank’s Civil Society Organization committee;
    • Coordinate and lead the Civil Society Organization Working Group and the Civil Society Organization Help Desk.

    4.) Strengthen Knowledge Development and Networking:

    • Lead in conducting studies, Economic and Sector Work and the development of other knowledge products relevant to operations, in collaboration with relevant departments;
    • Lead the organization of events (major conferences and seminars) in key sector-related thematic areas to inform operations, and share knowledge and good practices;
    • Strengthen partnerships with key multi and bi-lateral organizations, United Nations agencies, Civil Society Organization and others and enhance collaboration and networking;
    • Represent the bank in key regional and international events relevant to the work of the division, in collaboration with gender experts in operations.

    5.) Coordinate the Department's relationship with other Multilateral Development Banks, International Organizations, bilateral agencies, research organizations etc:

    • Monitor and analyze developments, and share and learn best practices on Civil Society Organization engagement in Africa and the world;
    • Lead the organization of events in key sector-related thematic areas to inform operations, share knowledge and good practices;
    • Oversee the organization of the Civil Society Forum at the Annual Meetings;
    • Lead the campaign for Bank and Civil Society collaboration in achieving Sustainable Development Goals in policies and strategies formulation that ensures inclusive growth;
    • Act as the liaison between civil society and Bank on matters related to policy adherence including environmental and social safeguards compliance.
    • Perform other duties as assigned by supervisor.

    Selection Criteria
    Including desirable skills, knowledge and experience:

    • Hold at least a Master's Degree in Gender Studies, Sociology, and Anthropology, Economics or closely related disciplines;
    • A minimum of eight (8) years of relevant professional experience; of which three (3) years should be at the managerial level in the formulation and implementation of policies, strategies, programs and projects;
    • Demonstrated skills to combine strategic thinking with a good understanding on how to translate ideas into products in a participatory manner, navigating the shortest institutional way possible;
    • Proven leadership and team building skills; results oriented and ability to work in a multicultural environment;
    • Good listener with demonstrated ability to make ideas work and make effective and timely decisions
    • Experience of coordinating or leading corporate assignments across institutional boundaries;
    • Ability to network and build partnerships with a broad range of internal and external stakeholders.
