    WASH Programme Development Manager

    Location: Maiduguri
    Reports to: The Area Manager
    Duration: 12 months
    Commencement: May 2017

    Job Description

    • Norwegian Refugee Council (NRC) is looking for an experienced and dedicated WASH Programme Development Manager (PDM) for our programme in Northern Nigeria.
    • The PDM will be responsible for developing and leading the WASH programme.

    Job Responsibilities

    • Develop WASH strategy, technical SOPs/Guidelines and Macro LFAs
    • Responsible for developing funding proposals (including multi-sectoral proposals), project budgets and donor reports
    • Ensure capacity building of project staff (including training) and transfer key skills
    • Identify trends in conditions/standards and donor priorities
    • Scale up and diversify WASH operational capacity (recruitment & capacity development)

    Qualifications

    • Minimum 3 years’ of experience from a senior level project implementation position in a humanitarian/recovery context
    • Experience from working in complex and volatile contexts
    • Technical WASH expertise
    • Documented results related to the position’s responsibilities
    • Knowledge about own leadership skills/profile;
    • Fluency in English, both written and verbal
    • Valid Driver’s license
    • Knowledge of Nigeria and/or West Africa an advantage
    • Emergency & Protracted crisis WASH assistance in rural and urban contexts;
    • Experience with implementation of Cash and Voucher approaches;
    • Knowledge of local languages (Hausa, Karuni, Fulani) an advantage
    • Experience of start-up operations is an advantage

    • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
    • Duty station: Maiduguri, with frequent travels. Maiduguri is a non-family posting. Travel outside Maiduguri is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
    • Approved health certificate will be requested before contract start.

    Emergency Programme Development Manager

    Job Summary

    • The PDM will be responsible for starting up and developing our emergency programme in Nigeria.

    Job Description

    • Coordinate and manage Emergency projects implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
    • Ensure capacity building of project staff and transfer key skills
    • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums RRM/cluster/working groups.
    • Collaborate with Core competency PDMs, Area Manager and NRCs Access and Security Department in development and implementation of the emergency response
    • Prepare and ensure adequate and timely responses to identified needs, and where necessary organize complementary interventions;
    • Training and development of NRC staff and relevant partners and beneficiaries in emergency response mechanisms

    Requirements

    • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
    • Experience from working in complex and volatile contexts
    • Technical emergency expertise
    • Documented results related to the position’s responsibilities
    • Knowledge about own leadership skills/profile
    • Fluency in English, both written and verbal
    • Valid driver's licence
    • Relevant educational background
    • Experience with Emergency start up.
    • Lake Chad region political and cultural awareness
    • Solid field experience, preferably from refugee/IDP emergency response
    • Proven communication, interpersonal and leadership skills
    • Experience in cash and voucher-based programming
    • Experience in SOP systemic design approach
    • Experience in working with ECHO RRM funded projects is an advantage
