    Humanitarian Response Team Leader

    Location: Maiduguri
    Contract length: 12 months with possible extension

    The Role

    • The Humanitarian Response Team Leader will generally be deployed to manage a Category 1 or 2 response, and to provide response oversight and strategic direction to the country programme in collaboration with the Country Director and the Director for Humanitarian Programme.
    • The Humanitarian Response Team Leader is responsible for identifying needs and resources and elaborating programmatic, operational, strategic and leadership recommendations for the emergency response in line with Save the Children's local, national and global priorities.
    • The post-holder will develop and manage programmes or country support functions and negotiate and network at the State, national and international level.
    • They will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place.
    • The post holder will play a leading role in the effective scale up and management of Save the Children emergency programmes to increase impact and enable positive change for children.
    • Save the Children in Nigeria has experienced a rapid scale up of its humanitarian response from 6 to 17 million USD over the past two years. The response is focused on the northeast of Nigeria which is experience a massive humanitarian crisis due to the insurgency and counter-insurgency operations. The Save the Children humanitarian response in the northeast focuses on sectors like: FSL, nutrition, education, WASH and child protection.

    Key Areas of Responsibilities

    • Assume overall oversight of the regional, Category 2 emergency response in northeast Nigeria, in collaboration with the Director for Humanitarian Programme, the Country Director and other relevant CO SMT members
    • Ensuring strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
    • In coordination with the Director for Humanitarian Programme, lead on the State level strategic planning for the humanitarian response to ensure an effective emergency response in all of its phases of delivery
    • In collaboration with the Director for Humanitarian Programme, have oversight over the development of relevant master budgets, aligned with the Response Strategy objectives, for the duration of the response and for multiple sites and multiple sectors where appropriate. S/he will take overall leadership on the implementation of the Response relevant national level budgets, while keeping relevant stakeholders informed and ensuring any corrective actions are taken where required.
    • In coordination with the Deputy Team Leader- Programme and other relevant (E)SMT level members from both the Field and CO teams, s/he will ensure the preparation of a timely programme delivery and submitting the donor reports on project activities in compliance with internal SCI requirements and any relevant external donor requirements.
    • Submit weekly field reports to the Director of Humanitarian Programme
    • Ensuring that the relevant project monitoring plans and systems for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring and inform learning are established and implemented.
    • Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the Borno based Safety and Security Coordinator and the Country Security Manager
    • Oversee effective functioning of logistics systems to procure, store and distribute stock, supplies and services for the timely delivery of project objectives at national level
    • Ensure strong accountability to beneficiaries
    • Plan, identify and resource appropriate and effective structure & staffing needs for entire response; In liaison with the Director for Humanitarian Programme and the HR Director ensuring that personnel policies are in accordance with national laws)
    • Oversee the development & implementation of staff well-being (policy) and ensure appropriate staff well-being and R&R policy and processes in place

    Qualifications and Experience

    • Extensive experience (5 years +) with an iNGO of working within a senior management role and within a complex country programme in an emergency response or fragile state setting; and/or extensive experience of setting up responses in out of area contexts
    • Previous experience of managing programme teams in large-scale/complex, first or second phase emergency response is essential
    • Proven understanding of the complexities of humanitarian action within a civil conflict setting (humanitarian principles; do no harm; protection of civilians; IHL and other legal frameworks that apply)
    • Degree or equivalent field experience
    • Senior management experience of leading a diverse, multi-function and/or multi-sector team at a Country Director or other relevant SMT level.
    • Experience of managing multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of USD 5m+ in a first phase response at regional or country level
    • Multi-site security management in insecure environments
    • Experience of international level representation with key stakeholders, and co-ordination with other iNGOs/UN, local civil society and government stakeholders (HCT, Cluster or Working Group meetings, community engagement etc)
    • Experience of international media representation and advocacy
    • Experience of M&E and beneficiary accountability systems in large complex programmes
    • Experience of developing and negotiating successful partnerships with institutional donors
    • Proven ability to influence change at an operational and strategic level

    Humanitarian Head of Logistics

    Location: Borno State, NE Nigeria
    Contract length: 6 months with a possibility of extension

    The Role

    • This role will lead or manage the set up or scale up of all emergency response logistics functions and responsibilities and will manage logistics staff.
    • This role will support the Humanitarian Response Team Leader and other members of the senior management team on the best use of Save the Children's resources, and will usually work at a country level.
    • The role will include logistics support to large and/or complex programmes, with a broad spread of programmes, staffing, thematic interventions, and complexity.
    • As such, the role may include remote management, management of multiple field bases or direct line management of a large single project or function.
    • The post-holder will learn lessons from each assignment to help improve future practice.

    Main Responsibilities

    • Management of all programme logistics; develop/implement the country logistics policies and procedures for the management of the supply chain, including procurement, transport and distribution, warehousing and stock management, and for the management of vehicle fleets, communication systems, and assets
    • Ensure that Save the Children minimum standards of logistics procedures and country policies are implemented and adhered to throughout the programme, briefing and supporting relevant staff as required
    • Manage and support logistics staff including ensuring appropriate team structures, clear division of responsibilities, clear objectives, and management of performance
    • Ensure that the supply chain is appropriate and cost effective, based on budget, markets, infrastructure, nature of the Save the Children programmes, and need for timely delivery
    • Provide advice and support to Humanitarian Team Leader on logistics issues, and collaborate with staff on budgets, technical aspects of the programme, and implementation mechanisms as required

    Qualifications and Experience

    • Significant prior NGO experience in logistics management, within a complex/large scale country programme and in emergency response/humanitarian environments.
    • Substantial experience in all technical areas of logistics operations including procurement, transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security
    • Experience of developing / implementing a complex international supply chain to support different types of programmes, and coordinating resources to meet the programme objectives

    Director of Program Development and Quality

    Role Purpose

    • The Director of Program Development and Quality shares in the overall responsibility for the direction and coordination of the Country Office program.
    • As a member of the Senior Management Team (SMT) in Nigeria, the Director of Program Development and Quality is responsible for overseeing the development of high quality, innovative programs that deliver immediate and lasting change for children and monitoring the quality of the implementation of those programs. 
    • Provide technical assistance and appropriate monitoring and evaluation in emergency responses.

    Key Areas of Accountability
    As a member of the Senior Management Team, contribute to:

    • Leadership of the Nigeria Country Office
    • Support the development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors
    • Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Regional Office

    Strategic Planning:

    Program Design/Development and Technical Assistance:

    • Responsible for grant acquisition ensuring that Nigeria country office has adequate funding to deliver on its strategic priorities.

    Strategic Partnerships:

    • Ensure that every partnership is formed in the context of the Theory of Change and is designed and managed so that the partnership furthers achievement of Save the Children's global strategy and strengthens local and national capacity to deliver for children
    • Analyse potential strategic partners using documented selection methods and ensure that all partners comply with Save the Children and donor requirements and regulations
    • Ensure that the Nigeria Country Office engages in mutual assessment, feedback and learning with partners and assist partners to engage in knowledge building and advocacy

    Staff Management, Mentorship, and Development – Program Development and Quality:

    • Ensure appropriate staffing within Program Development and Quality
    • Ensure that all staff understand and are able to perform their role in an emergency
    • Manage Program Development and Quality team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly

    Qualification and Experience

    • Recommended a minimum of 10 years’ management experience in a corporate or an NGO environment, including experience directing and implementing programs for children in both emergency and development contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, and emergencies
    • Recognized leadership role in relevant technical areas at both field and country level
    • Strong management and leadership skills with the ability to motivate and get the best out of teams
    • Masters degree in Social Sciences, in an area of social development
    • A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues
    • Solid experience of developing and managing monitoring and learning systems

    Humanitarian Nutrition Technical Adviser

    Location: Maiduguri, Borno State, Northeast Nigeria
    Contract Length:12 months

    The Role

    • The Nutrition Adviser will be the lead nutrition adviser for the humanitarian response, supporting the implementation of SC's various awards with nutrition components by providing close technical oversight, direction and capacity building.
    • The Nutrition Adviser will be expected to lead on the design of sectoral assessments, programme design and master budgeting, coordination, development of trainings, and support fundraising, recruitment and procurement.
    • The Nutrition Advisor also be expected to mentor and/or capacity-build both SCI colleagues and partners, in addition to provide input on strategy documents, master budgets and project reports (annexes) for the nutrition sector.

    Key Areas of Accountabilities

    • Technically supervise the implementation of nutrition strategies, assessments, proposals and programmes as necessary, and proactively promote high quality nutrition technical approaches within the response
    • Support the nutrition components of projects, ensuring quality programme delivery and appropriate deployment of strategies
    • Provide timely inputs into programme and donor reports to ensure quality reporting and in compliance with internal SC requirements and any relevant external donor requirements.
    • Working closely with the HR team, lead on identifying nutrition programme staffing needs, and support recruitment, induction and training of national programme staff

    • Academic/professional qualification at post graduate level or equivalent in Public Health and/or Nutrition.
    • Substantial operational experience (at least 5 years) and a track record of success on nutrition programming, including CMAM and/or IYCF.
    • Experience in project management of at least 2 years.
    • Demonstrable experience in budget formulation and monitoring.
    • Sound strategic thinking and planning skills, including ability to think creatively and innovate and to set priorities, manageable work plans and evaluate progress.
    • Demonstrable ability to acquire a high level of thematic expertise on priority issues within nutrition.
    • Experience in providing technical support to partners and in particular government at senior levels.
    • Proven capacity to develop a network of contacts with key players from amongst government, donors, international agencies and NGOs, to maintain these relationships over time and to raise significant funding from donor grants.

    Deputy Team Leader - Programmes

    Location: Maiduguri, Borno

    Role

    • The Deputy Team Leader- Programme (DTL-P) is responsible for the direct oversight and overall management of SC's humanitarian projects in northeast Nigeria. The DTL-Programmes supports the Humanitarian Response Team Leader (RTL) by providing information on the progress of the programmatic interventions, providing direction to individual project managers on their projects and ensuring a multi-sectoral and/or integrated approach across programmes where feasible.
    • The DTL-Programme's role includes supporting the Humanitarian RTL to identify needs and resources and elaborating programme recommendations for the emergency response in line with Save the Children Nigeria SMT and regional response priorities. The post-holder will take part in developing the response strategy and identification of the necessary resources for the response. In coordination with the Humanitarian PDQ Manager, the DTL-Programme will support project managers to incorporate the relevant thematic advisors to provide appropriate design, training and MEAL functions for programming in North East Nigeria. The DTL-P will establish working relations with other agencies, looking for opportunities for partnership and harmonisation of approach and with donors to ensure resources are made available to the response.
    • The DTL-P will negotiate the positioning of the humanitarian response within the Country Programme and support the Humanitarian - RTL to ensure the suitable resourcing of the response, manage programmes or country support functions and negotiate and network at an international level. They will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place. The post holder will play a strategic role in defining the effective scale up and management of Save the Children emergency programme to maximise impact and enable positive change for children.

    Main Responsibilities
    Programme Support:

    • In collaboration with the Humanitarian Response Team Leader, assume overall oversight of the programmatic side of the SC Nigeria humanitarian response
    • Ensure the large number of multiple grants (across the 5 sectors), contribute to the achievement of the response strategy ensuring strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
    • Ensure the integration of other sectors to strengthen the quality and geographical coverage of the humanitarian response to include new areas of need and additional sectors like early recovery/resilience
    • Take overall leadership and oversight on the management of response budgets of US$ 10-20 million of annual budget, keeping relevant stakeholders informed and ensuring any corrective actions are taken to meet donor guidelines
    • Review all donor project reports as per the reporting matrix and work with the respective project managers to finalize drafts at field level before submitting to CO and SC Member
    • Ensure all donor project reports meet the respective donors' guidelines
    • Support on the revision of the response master budget for the Nigerian response, based on direction from the Team Leader and Director for Humanitarian Programme.
    • In coordination with the TAs and the awards team, ensure the preparation of timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
    • Work with the TAs develop scaling up plans for programming, based on existing Nigerian experience and the experience during the early months of the response
    • Establish project monitoring plans and systems for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring and inform learning.
    • Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the Safety and Security Coordinator in Borno.
    • Through embedding direct and remote processes into each sector programme design, ensure strong accountability to beneficiaries
    • Plan, identify and resource appropriate and effective structure & staffing needs for entire response (including ensuring that personnel policies are in accordance with national laws)

    Capacity Building:

    • Coach and train project managers on PCM to ensure coherent project management
    • Ensure that all programme designs and budgets sufficiently incorporate pre-deployment training requirements and capacity building plans and performance management systems are in place. Ensure training plans include capability statements and measuring systems to allow the development of the requisite competencies in staff at each level to ensure timely delivery of a quality of response
    • Coach and mentor international and national staff and partners and link in to wider organisational talent development mechanisms.

    Representation & Advocacy & Organisational Learning:

    • Represent Save the Children's emergency response on a national, regional and international level to donors, the media and members of the humanitarian community.
    • Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed
    • Regularly undertake high level representation and advocacy with Government partners and officials as well as donor representatives. Establish systems for communication with local Government partners, relevant line departments and community representations in the project area(s).
    • Lead on organisational level operational practice, innovation and learning in consultation with Humanitarian team.

    Driver

    Role Purpose

    • The driver is responsible for the safe driving of Save the Children International vehicle, staff and Assets.
    • The Driver will ensure cleaning, proper maintenance of vehicles in compliance with the Driver’s handbook and safe driving standards, ensuring the vehicle is fuelled in time for trips and the proper management of the fuel supply for that vehicle.
    • The driver should do so in accordance with SCI policies and procedures.

    Key Accountabilities
    Documentation:

    • Maintain the vehicle log and fuel consumption documentation
    • Keep the Vehicle Documents Folder up-to-date:
    • Support the Head Driver with the Vehicle Usage report, including trip use, mileage and fuel consumption.
    • Maintain a valid driver license, registration and valid permits all the time

    Control of Vehicles:

    • Ensure that all vehicle journeys are authorized in advance by Line Managers.
    • Ensure that all vehicle journeys are to be recorded in the log book at the start and completion of the journey
    • Ensure that the keys and vehicle documents are kept in a secure place when the vehicle is not in use.
    • Ensure that s/he wears the vehicle safety belt and all passengers also wear seat belts before driving the vehicle

    On the road:

    • Ensure that the line manager is immediately informed of any accidents, the Accident report is filled immediately and the accident reported to the police as soon as possible.
    • Ensures safety of passengers at all times
    • Safe transport of all staff, equipment, and materials
    • Save the Children has a no passenger policy – this relates to all non agency personnel and is for reasons of safety, the continuance and equity of the programme.
    • Save the Children may give lifts to agency and Governmental staff on occasion for the benefit of the programme – see passenger policy for details.
    • SCI reserves the right to refuse entry to a vehicle any staff member without identification documents or who cannot be identified by SCI staff.
    • In the event of a medical emergency lifts may be given on prior approval of the programme manager – see passenger policy for details.

    Vehicle Checks:

    • Check the vehicle prior to its use in the morning and after use
    • Check the vehicle before departing from work.
    • Check, on taking over a vehicle, that the items listed on the Vehicle Check List and the items listed in the Vehicle Tools and Materials Inventory are present and in full functioning order.

    Vehicle Defects:

    • A driver is to check for vehicle defects and damage to the vehicle and ensure that he reports them to his line manager. After consulting a mechanic, the line manager will make the decision as to whether the vehicle should be taken off the road for repair.
    • Report and supervise all maintenance and repair needs of assign vehicle.

    Cleanliness & Visibility:

    • The driver is responsible for ensuring that his vehicle is kept clean on the outside and inside at all times.
    • The driver is also to keep the vehicle tidy and ensure that all rubbish is removed from the vehicle after a journey.
    • Driver is to ensure SCI visibility protocols are adhered to at all times.

    Other:

    • Follow and abide by the traffic rules, SCI regulations, driver safety manual and any other instructions given by the Line Manager
    • Maintain all vehicle’s safety equipment, as per vehicle safety kit, in liaison with the logistics officer – including first aid kit, communication equipment, tow rope and fire extinguisher
    • Work after duty hours or holidays as and when required and with prior notice from line manager
    • Perform any other relevant and appropriate requested by the Line Manager

    Skills & Experience
    Administrative & General Skills:

    • A full and clean driving license
    • Should have 3-5 years experience of professional driving.
    • Prior experience as a driver in an international NGO, UN agency or private company
    • Ability to multi-task and work calmly under pressure is essential for this position.
    • Excellent interpersonal skills and demonstrated ability to lead and work effectively in insecure environments is critical.
    • Some practical experience of user vehicle maintenance.

      • An ability to work with minimum supervision
      • A systematic approach to work
      • A people orientated person who enjoys working in a team
      • A keen interest in self development
      • A reliable, polite and professional attitude to ensure SCUK is perceived as such.  
    • Working knowledge of the Save the Children Emergency Manual, Sphere, and Convention on the Rights of the Child.
    • Strong oral and written English language communication skills required.
    • The capacity and willingness to be extremely flexible and accommodating in difficult and frustrating working circumstances is required.

    Desirable:

    • Any additional skills and/or experience that could be used by Save the Children would be taken into account in the selection process
    • A heavy goods driving license
