    Call For Expression Of Interest - Feed The Future Nigeria Livelihoods

    PROJECT Consultancy Title: Consultancy Services for Household Registration in the North East

    Purpose:

    To administer the household registration tools to households in Adamawa State and also leverage on existing USAID projects (OFDA, OTI, FFP) beneficiaries who are eligible to align livelihoods activities in Borno and Yobe States.

    CRS Nigeria is leading an exciting and innovative project designed to develop sustainable approaches to lift some of the most vulnerable households in Nigeria out of poverty. The project known as Feed the Future Nigeria Livelihoods Project is funded by USAID for a period of five years (from July 2013 to July 2018) for Northern Nigeria states of Sokoto and Kebbi and the Bwari Area Council in the Federal Capital Territory. The project is implemented by a consortium of non-governmental organizations, led by CRS Nigeria. The project is based in rural communities and targets 42,000 vulnerable households. The project consortium works closely with multiple stakeholders within government at state and local levels, and amongst private sector. The project also works with local civil society organizations and incorporates a focus on local capacity building for sustained service delivery in project locations.

    CRS’ Feed the Future Nigeria Livelihoods Project engages communities in agricultural-led growth interventions, using a multi-sector approach to help the very poor households grow their agriculture production, incomes and improve nutrition. The project aimed to improve agricultural practices, promoting post-harvest storage for nutrient rich crops already being produced, and market-oriented approach to diversification of production, ensuring all agricultural activities are adapted to specificagro-ecological and cultural context. The project also assists vulnerable families with income diversification and provision of participatory comprehensive nutrition activities at the community level.

    Catholic Relief Services (CRS) proposed an expansion of its livelihood interventions to Adamawa, Yobe and Borno States, targeting Gombi and Hong Local Government Areas (LGAs) in Adamawa, Jakusko and Bursari LGAs in Yobe, and Biu, Hawul, Kaga and Jere LGAs in Borno. The proposed expansion will target 10,000 vulnerable households (HHs) with agriculture-led interventions, using sustainable solutions that have been tested under the Feed the Future Nigeria Livelihoods Project.

    The objective of the intervention is to move returnees, host communities, vulnerable households, and internally displaced persons (IDPs) from depending on humanitarian assistance to engaging in agricultural and other economic activities. This will contribute to the overall goal of the Feed the Future Nigeria Livelihoods Project for HHs in targeted states to experience a reduction in poverty.  The objective will be achieved by building the capacity of targeted beneficiaries, which will result in increased agricultural production and diversified sources of income. This expansion program will leverage on-going collaborations of USAID-funded activities implemented through the Office of U.S. Foreign Disaster Assistance (OFDA), the Office of Food for Peace (FFP) and the Office of Transition Initiatives (OTI) in these states.

    CRS Nigeria requires the services of a qualified consultant to implement the process of evaluating and implementing the registration of beneficiary households for the expansion. This activity will focus on a total of 10,000 households from the aforementioned target locations of Borno, Adamawa and Yobe States.

    Specific Objective of the Consultancy
    The overall objective of this consultancy is to administer the household registration tools to households in Adamawa State and also leverage on existing USAID projects (OFDA, OTI, FFP) beneficiaries who are eligible to align livelihoods activities in Borno and Yobe States.

    Main Tasks / Deliverables
    Adaptation and Finalization of tools

    • Review relevant literature and materials developed and used in the project adapted and finalized.
    • Review and finalize the criteria for household registration used by CRS’ Feed the Future Nigeria Livelihoods Project.
    • Develop the criteria for aligning existing beneficiaries of USAID funded projects in Adamawa, Borno and Yobe States.
    • Present the tools to Feed the Future Livelihoods project management team.

    Administer the Household Registration tools

    • Orient and train the teams to collect data.
    • Initiate and supervise the data collection.

    Report writing and data dissemination

    • Write-up data findings and initial draft report.
    • Share findings with Feed the Future Livelihoods project team.
    • Clean data and share the initial findings with Feed the Future Livelihoods project team
    • Final report.

    Develop a database of beneficiaries

    Required Qualifications

    • Proposals will be accepted from a consultant with verified previous experience in facilitating a similar process in rural and vulnerable areas. The consultants should possess the following combination of skills and expertise:
    • Post graduate degree in agriculture, agricultural economics, Demography, social science, development studies and other related disciplines and with formal research skills.
    • Multiple experience in interventions programs in agriculture production, income generation, nutrition, social safety net and governance with poor households and local institutions.
    • Ability to conduct interview and discussions in English and local language desirable.
    • Good eye for detail, adherence to logic, and capacity for inductive reasoning
    • Strong presentation, facilitating, communication and team working skills.
    • Good interpersonal skills, including the ability to conduct discussions with a diversity of people ranging from senior management to project participants.
    • Willingness and ability to travel to the different project's sites in Adamawa, Borno and Yobe States.

    Management Arrangements and Follow-up
    The project Monitoring and Evaluation unit will provide overall supervision and management of the consultancy. The Project Director on the North East expansion will provide administrative and logistical support.

    Locations
    The household registration will be implemented in communities of the following proposed project locations:

    • Borno: Biu, Hawul, Kaga and Jere LGAs – 5,000 households
    • Yobe: Jakusko and Bursari LGAs – 3,000 households
    • Adamawa: Gombi and Hong LGAs – 2,000 households

    A total of 10,000 households is expected to be registered during this activity across the three states.

    Time and Level of Effort
    This activity is expected to take place within a period of not more than 20 days, between February 1 – 28, 2017. The deliverables are expected to be timely and final report and detailed database should be submitted on/before February 28, 2017.

    Payment Schedule
    Payment will be disbursed as per schedule of timely deliverables and the consultants will be paid for each level of effort for the completion of agreed deliverable. The consultant is expected to make a formal presentation of the report to the project team.

    Please note that CRS will deduct and remit to the Federal Inland Revenue (FIR) a 5% withholding Tax from the total consultancy fees in accordance with the Nigerian Tax Law.
