    Financial Secretary

     

    ROLES and RESPONSIBILITIES

     The Financial Secretary is responsible for assisting with the preparation of financial statements, maintaining cash controls, supervising and managing  payroll with close liaison with the Admin and HR function, approving and settling expenses claim, cash advance etc. maintaining accounts payable, managing the Foundation’s income and expenditure, producing the organization’s budget, liaising with the Stakeholder Relations team to produce the Foundation’s annual report, liaising with auditors to audit the Foundation’s accounts and file returns with the Corporate Affairs Commission. .

    The Financial Secretary must work within the Foundation’s policies and procedures and in compliance with guidelines established by the Board on finance.

    The Financial Secretary would administer and monitor the financial system in order to ensure that the Skills Outside School Foundation finances are maintained in an accurate, transparent and timely manner.

    The duties are highlighted below:
    Main Activities

    • Manage the preparation of the budget
    • Implement and Update financial policies and procedures following board approval
    • Reconcile the general ledger
    • Prepare and reconcile financial statement
    • Establish and maintain vendor accounts
    • Ensure data is centrally stored and maintained
    • Ensure transactions are properly recorded and entered into the computerized   accounting system
    • Review, Approve and Pay expenses claim, business requirements, cash advances, minimum cash balance and other expenditures
    • Document income and expenditure
    • Ensure appropriate budget is provided for programs and other activities
    • Manage requests for extra-budgetary expense
    • Prepare income statement, balance sheet and cash flow statements
    • Manage annual audit process with auditors
    • File annual returns with the Corporate Affairs Commission
    • Maintain financial files and record
    • Analyse expenses and present findings on a monthly basis to the board
    • Present financial statements for the annual report

    Reporting Relationship:  Finance and Operations Manager

    SKILLS and EXPERIENCE

    • Proficient knowledge in Computerized accounting, spreadsheet and word processing programs at a high level
    • Decision making Skills
    • Accounting and book keeping Skills
    • Excellent Analytical and problem solving  Skills
    • Strong payroll and reporting system skills
    • Advanced Microsoft Powerpoint and Excel Skills
    • Ability to use dropbox, sharepoint and goggle drive
    • High Numeracy Skills
    • Creative self-starter who can work independently or on a team
    • Organized, driven and able to gather data from a number of challenges independently
    • Strong attention to detail

    EDUCATION

    • Bachelor degree in any discipline preferably in the management sciences and quantitative degrees (e.g. statistics, accounting, finance, mathematics)
    • Additional qualification such as ACCA or ICAN oriented will be a plus or a will be a requirement where the bachelor degree is not in the preferred courses above Experience with Microsoft Excel
